Are you doing it? No. Yes. All right. Hello. Welcome to the regular meeting of the Montessori Commission. The meeting starts at 6 p.m. Please check your attendance. Mr. Lora. I'm in. Mr. Kim. I'm in. Mr. Martinez. I'm in. Mr. Tim Moy. I'm in. Mr. Boyd. I'm in. All right. There was no unannounced meeting this evening.

8:34 – 8:57Speaker 1

Therefore, there is nothing to report. Now, starting with Benjamin Luther's prayer, I will have the oath of allegiance to Mr. Martinez. Please come out.

9:07 – 10:24Speaker 4

I think it's on. That's right. All right. Thank you. Let me start by introducing myself. My name is Benjamin Lutha Neu. On the 7th, I replaced the pastor of Lone Dupree Church of Jesus Christ of Lent. Of course, I also work as a chaplain at the Riverside County Security Office. It's time to pray. Heavenly Father, who is full of love and mercy, we move forward in front of the merciful throne of the Lord tonight. We thank you for the gift of life and the many blessings we have received. We give to the Lord those who are in this place of devotion for the sake of the Lord. It is a very great work. I pray that you will give them wisdom and wisdom from heaven. When discussing issues related to this city, please lead them. Thank you for choosing them. And I thank you for your promise to guide and lead them, and I pray in the name of Jesus. Amen. Let's swear to be together. Are you ready? Let's get started. We swear our loyalty to the Republic of China and the Republic of China. We promise freedom and justice to everyone as a nation that is not divided under God. All right. Thank you both.

10:24 – 10:46Speaker 2

Now, we will continue the victory ceremony of the Mendoza Archdiocese and the Macgress Archdiocese. Mr. President.

11:16 – 14:51Speaker 4

He was also selected as a police officer. So I've been an unofficial leader in Busan for a while. I looked at his leadership around me and sat there. I also want to promote and evaluate his ability. He is a very dedicated talent. He is a resident of our local society. He started his career in Los Angeles, Los Angeles, 10 years ago. In 2016, he moved to the Upland Police Department. And in 2022, he came to Beaumont. During a short period of time at Beaumont, he was selected as a field instructor, motorcycle policeman, and school police officer. He achieved a lot at Beaumont in a very short time. He proved himself and showed leadership, and everyone respects him. So I'm very happy to introduce him to you tonight. Sam Mendoza started his career at the Indian Police Department in 2020. I met him for the first time in 2022 to recruit him to Beaumont. Unfortunately, there was a very strict regulation on our tattoos at the time. He wanted to live in Beaumont, but he couldn't come right away because of the regulations. Do you feel something? Many of our police officers live in Beaumont. In fact, it is rare in most local societies. That is what we are aiming for. This is our village. That makes us more proud of what we do. He went to Benning when he couldn't come to Beaumont in 2022. He worked at Benning for four years. There he became a field educator and a homeless response supervisor. Recently, N was in the front row of the regional gang, and now that the tattoo regulations have been eased as the team is disbanded, it was an opportunity to recruit him. At the same week that the policy was announced, 12 police officers came to my office and asked, Can I hire Sam now? Maybe half of our department, maybe more than that, would have tried to recruit you. Yes, that's right. Most of them didn't even know that he was already receiving the recruitment process. I had to keep it a secret for a while, but I'm so happy to introduce you to both of you. I don't know if you're going to say a few words or if you're going to proceed right away. All right. Let's proceed right away. All right. Please raise your right hand. Tell me your name. I, Edward McGrath, solemnly swear. I solemnly swear. I will support and support the U.S. Constitution. I will support and support the U.S. Constitution. The U.S. Constitution. The U.S. Constitution. And the California Constitution. The California Constitution. Against all enemies in Korea and abroad. Against all enemies in Korea and abroad. I will be true to the Constitution and be loyal. I will live up to the true faith and loyalty of the Constitution. About the U.S. Constitution. About the U.S. Constitution. And the California Constitution. And the California Constitution. I freely accept this obligation. I freely accept this obligation. Without any hesitation. Without any hesitation. No reason to evade. No reason to evade. And I sincerely. And I sincerely. I will carry out the mission. I will carry out the mission. I will start now. I will start now. Congratulations. Congratulations. McGrath's soldiers are now being handed over to their sons, who are now police investigators at the police station. We are now becoming a multi-generation organization. Then... Oh, thank you. You did a great job. Mr. Mendoza asked me to give you the rank. I don't think your wife will ever forgive you, but you can do that later.

15:07Speaker 2

I'm sorry. It's not because I wanted to stand out, but because I thought it would look good.

15:41 – 20:42Speaker 1

Good. Congratulations. Yes. Welcome. Yes. Welcome to the team. Thank you very much for protecting our streets and the local community. Thank you. All right. Yes. Now we will have time to make public statements on things that are not included in the will. Anyone can make a statement on a case that is not included in the will. If you want to make a statement, please fill out the public statement application form on the back table and submit it to the city secretary. The public statement is limited to three minutes. You cannot give or share your speech time to others. According to the law, the city council cannot discuss or take action on a case that has been raised as a public statement. Nicole, is there anyone who wants to make a public comment? There's one person who came in person. Peter. Please wait a moment. I'll turn on the microphone. Thank you. The department will also give you a fee statement for my waste management report and the Belmont Cherry Valley capital payment report. You can see that the two reports have completely different amounts. Waste Management Report If you look at page 1 of the waste management report, it will say 72,000 dollars. And whether it's 24 cents or 41 cents, that's what it says. But if you look at page 2 of the waste management report, the monthly salary is only $1,500. And if you look at page 3 of the waste management report, all the waste materials are written. They increase the waste twice, three times. You will be able to see that my $1,500 waste management fee request is doubled every month to $3,000. Now, let's compare this to Mont Cherry Valley, the number of solar panels on Earth. My solar panels are $5. Compared to $1,500, it's a waste management company. So you'll understand why I'm here today. I hope you get rid of waste management. I googled them. I asked Claude, the AI, to analyze the reference book, and Claude said this was a profit. This is no different from waste management. When the Malibu quake occurred in the Pacific Valley, all the houses on the Malibu beach were on fire, but only one house was fine. Whose house was that? It was the house of the CEO of Waste Management, the CEO of Unmanjangja. When you sign a franchise contract, Waste Management is a lottery. I call it a single point. I looked for other companies. I can't go to other competitors. So I'm asking you for 72,000 dollars to fire Waste Management, which occupies small and medium-sized businesses. This is the amount I need to get a house loan. If I want to file a complaint because of the corruption of waste management, I actually have to save my property. Does that mean there's 30 seconds left when the yellow light comes on? All right. I'll tell you roughly what's going on here. Claude mentioned 1,671 trillion won in civil law. This is a violation of the principle of compensation plan. This can be interpreted as a penalty from the waste management side, and this is illegal. In addition, it is also a violation of the Injustice Competition Prevention Act, which is 17,200 trillion won before business and professional law. So I think this is just an unfair competition. Uh, they're having a unique position at Beaumont. Please do that. Oh, and thank you for the police here. As I said, the police and the legislature are the reason why Beaumont is a good place to live. Because the police are on the move, the price of this house is more expensive than the banning. So I'm grateful for that. Is my time up? Is it because of the red light? All right. I'm just asking you to fire Waste Management. And please hire a fair company. Compare $5 and $1,500. Can you see what Waste Management is doing? That's why he's the CEO of Gaokman. Thank you. Simon, is there anyone connected on the phone?

20:57Speaker 2

I'm sorry, but no one is currently connected.

20:59Speaker 3

We will contact the business owner for follow-up and report to the committee. Thank you. All right. Thank you for coming out.

21:06 – 21:39Speaker 1

Is there anyone else who has a public opinion? There is no opinion on the online participation page. Yes, all right. Thank you. Then we will move on to the consent case. Is there a case to be excluded for approval? All right. Do you have any public opinion on the agreement? There is no request for consent. Simon, is there anyone connected to the phone? There is no one connected at the moment. All right. I will approve the agreement.

21:39Speaker 4

Mayor, we suggest that the agreement be approved from support to G7. Request.

21:47Speaker 1

Please cast your votes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes.

21:51 – 22:38Speaker 1

Yes. Yes. According to the California Environmental Policy Act and the National Environmental Policy Act, according to the NEPA, it adopts a simplified negative declaration against the T2501 for the improvement of the Vomont Hwansung Car Park. Let's listen to Mr. Vestal's report. Yes, thank you, Mr. Mayor.

22:38 – 24:10Speaker 4

Yes, today's case is the environmental document review of the Vomont Hwansung Car Park Project. 6.15 acres of facilities located on 4th Street and Ballet Avenue include maintenance, vehicle maintenance, hydrogen and CNG fuel facilities, electric car charging stations, solar canopies, parking. The city has completed an essential CQA and NEPA environmental review. As a result of the analysis, it has been confirmed that the project will not have a major impact on the environment if necessary relief measures are implemented. These measures deal with biological, cultural, and geological resources. This content is included in the employee report file. The negative declaration, which was initially resolved in the early stage of the study, was released to the general public for 30 days. The South Coast Regulatory Management Agency provided a request for opinion and technical data, which was reflected in the final resolved negative declaration. Additional public opinion has not been received, and the employees are advised to adopt a simplified negative declaration and a simplified monitoring and report program for the Beaumont traffic accident project. This concludes the presentation.

24:10 – 24:34Speaker 1

Yes, I understand. Thank you for your presentation. We will start the public hearing at 6.16. Is there anyone who has any opinions on this case? There is no request for an interview. Simon, is there anyone who is connected to the phone? There is no person who is currently connected. I see. Since there is no public opinion, we will finish the public hearing at 6.16 and start the second round of debate. From White Vice Chairman. I wasn't trying to press the comment button. Oh, I'm sorry. Yes, I see.

24:42Speaker 4

Then we will proceed to approve the recommended action. Request. Yes, I understand. May I proceed with the nomination vote?

I'm glad to introduce you to Chandler's asset management, the new investment advisor of the city, which was introduced last month. Chandler was selected through the competition process, and the city investment asset management was completed in July. Tonight, I'm going to introduce the team that will participate and support the investment program of the company and the Vermont. Introducing Chandler, the investor, Mia and Carl, who are with us on Zoom. Thank you. Lisa, Mr. Mayor, if you're okay, can I share the screen? Yes, I'm sorry. Yes, please proceed. Can you all see the screen?

26:11Speaker 2

I can see you, but I don't think the screen is shared yet. Oh, my. All right.

26:16 – 26:58Speaker 1

Please wait a moment. The screen is opening now. Oh. It's not out yet. Oh. Lisa, can you share the presentation data instead? Yes, I'll try it. I apologize for the technical problem. It's okay. Mia, I think I can do it.

26:58 – 27:12Speaker 4

Okay, knife. Thank you so much for doing that. Yes, of course. Please wait a minute. Technology is so good and difficult. Sometimes it's the best friend, but sometimes it's not. Now, let's take a look.

27:12Speaker 2

Yes, we're in Zoom.

27:38 – 33:20Speaker 1

Yes, it's ready. Good. It's fantastic. Hello, Mr. Chairman of Honor, members of the Senate, viewers, and citizens. My name is Mia Carrel Brown. I am the regional director of Chandler Wealth Management. Today, we would like to introduce our company and provide a drill service through an investment management program in place of Bo Mont, at the invitation of Lisa Rich. Please pass the slide. We were hired early this year and started official work with the city on July 1st. I will tell you the background of Chandler's asset management and what kind of investment management services are provided to public institutions customers. First, I will officially introduce the team in charge of the city. Once again, I am Mia Carrel Brown, the regional director. I worked in the Chandler asset management for 22 years and in the financial industry for more than 29 years. I cooperated with public institutions to meet the expectations of investment management services, and I contributed most of my career to the overall achievement of supporting investment programs. Today, I would like to introduce KAL AUTOMANG with me. KAL is the chief portfolio strategist of public financial analysis and 이자챈들러. He is going to be in charge of investment and will tell you soon. Aaron Nail, in the picture, is also a public finance analyst and invests directly on behalf of the city, and Isabel Argoas often communicates with Lisa as the customer service manager and provides materials such as reports and online demos. Next, please. Chandler was established by Kay Chandler and Marty Cassel, who were former civil servants in 1988. When both of them started their careers, they operated a portfolio and assets in San Diego County at the same location as you. Their key observation was that they lacked the necessary resources to effectively carry out investment management tasks that public institutions can sometimes be very cumbersome. So, in 1988, the company was established. Today, Chandler is managing about 5 billion dollars of assets for customers with very similar goals to the city of Beaumont, which is safe, flexible, and profitable. We would like to emphasize that we share the duty of stockholders with you as a SEC registered company. Therefore, we act only for your benefit and always prioritize the benefits of the city over our profits. We create customized investment programs and provide services to customers through five offices. The Chandler Wealth Management Headquarters, where I work, is in San Diego, North. If you know well, it's in the UTC area. Let's move on to the next slide. We have accumulated rich experiences by operating assets worth more than 3.8 billion dollars per week located in the headquarters. It is working for customers such as Beaumont City, Chino Hills City, Manifee City, Paris City, who have very similar investment programs and risk-restriction conditions. Our deep and rich experience helps to prove that the investment policy goals and the goals for the growth and safety of investment programs can be achieved. Next slide, please. We are with you to build the best investment program for the city beyond simply trading certain securities in the portfolio of the city of Vermont. To do this, we monitor the risk of the bond market, starting with investment policy review, and develop a strategy within the scope of the 53,601st Committee of California Government Law, and support employees through cash flow and full-time analysis, credit analysis, and technical analysis, and provide reports on the third day of the monthly sales day, and report to the staff at each quarter. All of this information can be checked anytime through our security online portal 24 hours a day. Above all, all employees of BOMONT, including Team Leader Lisa, can contact us anytime through phone, email, or face-to-face meetings. Before I hand over the investment program to Kal, thank you for giving me the opportunity to be here today, and I look forward to working closely with you and your employees. Kal, please. Mia, thank you.

33:21 – 42:48Speaker 4

Hello, Mr. Mayor, Mr. Mayor, and citizens and members of the Board of Directors. Thank you for giving us the opportunity to manage our investment portfolio, and we will take full responsibility as investors. We immediately started our work. What you are seeing is the general progress of building an investment program. We have already completed the investment policy review. Yes, we are waiting for Ms. Lisa Rich to approve our proposal. This proposal is to adjust the City's investment policy statement to fit the California government regulations a little more, and to seize the opportunity by utilizing various sector-divided investments and various details through it. It will be reviewed every year to check whether the investment policy is in line with the regulations. If information is provided from the city, internal cash flow analysis will be carried out. In fact, we have already started developing a portfolio strategy. We collaborated with Rich and started an investment goal of a 1-5-year full-term strategy. As I mentioned, we are already moving fast and have begun active operations. We are working very diligently, and we are definitely in risk management mode because of the rapid change in market volatility due to the current Iranian conflict and the many changes in the federal preparation system. I don't want to bore you with the economic story right now, but you'll hear enough from me, so please trust me. In general, when we divide the account structure, we recommend that we ensure sufficient liquidity for all capital purchase demands that have always been known or not known due to the deterioration of the strategy. Therefore, we will use methods such as LGIP, LAFE, CalPIT, or a one-day deposit, to ensure sufficient liquidity required for time management. However, after a thorough analysis of the cash flow, the rest of the strategy will be used as a long-term portfolio. We have been working on starting a 5-year full-term strategy, including a slightly longer duration strategy, than the city currently has. Now I think I can tell you about Chandler's composite product, Composite. We have a few early strategies that we recommend depending on the needs of each customer and city or special area. So we recommended the 1-5-year full-term strategy. What you see now is a composite product. This is a composite product that combines all customers and all assets that we operate on a fee basis with a 1-5-year stage bond strategy. This shows us the goal we want to achieve through our city's investment portfolio. This is our goal, so the results will be very similar to this. As you can see, the average final term is expected to be less than 3 years, 2.94 years. Duration is about 2.51 years. Currently, our comprehensive portfolio's full-term yield is over 4%, recording 4.03%. We are investing in longer-term assets using the structure of the city's fiscal period. If you look at the sector distribution, it is a plan to maintain a fairly high international share. The goal is to maintain a strong tendency to avoid danger for the city and to abide by the California government law, but we also know that multilateralization will ease the risk. So he began to diversify some of the existing U.S. international assets that the city owned into other assets. Mia asked me to review some of the securities already included in the portfolio. As an example of how the strategy is being implemented, we have purchased JP Morgan. It's a name that everyone knows well. JP Morgan extended its term of service to the end of the year by 2031, and it entered the C portfolio at a 4.97% interest rate. The reason I mentioned this is because JP Morgan's credit rating is AA, A1. Also, in the end of April of 2031, the John Deere bond was purchased at a 4.78% interest rate. This is also a certificate of A1, A grade. We would like to show you the professionalism of actively managing portfolios through cross-sector diversification. So, Toyota's asset-driven securities, ABS, which was in full swing in January of 2030, has already begun to be purchased. For your information, this is an AA-class securities. In other words, it is already considering a credit recovery in the C portfolio. The purchase rate was 4.56%, and in relation to asset-driven securities, it purchased the so-called Freddie K. Freddie K. received an AAA grade for credit retention in 2030 as a deposit certificate issued by Freddie Mac. Again, the goal is to ensure that the portfolio of the city has a similar form to the 1-5-year short-term strategy comprehensive index. If you look at the results, it's the same as the following. Well, I'll tell you why we recommend the 1-5 year strategy. What you see here is the Benchmark, that is, the composition of the 1-5 year strategy at the top and the bottom of the 3-year deadline strategy. If you look here, the annual revenue rate of the 1-5-year strategy is higher than 4.30% or 4.15% in the 1-3-year strategy, and in the case of 3 years, the 1-3-year strategy shows slightly higher results. However, we have confirmed that there is a change in the period structure of the interest rate, and we want to use it. Over the past 5 years, the revenue curve has spread, and in the future, this revenue curve will continue to spread and increase the short-term value seen in the 1-5-year strategy. In addition, it will be able to maximize the optimization and value of the portfolio by investing even further in terms of period structure. Once again, in a historical context, the reason why we recommend a 5-year strategy is because the indicators you see now are benchmarks. So we are measuring the results through each benchmark. We are trying to achieve at least a benchmark, and in many cases, we are achieving a benchmark. What you see here is a very short-term benchmark called the three-month international. It's basically like a money market fund. What you see here is a very short-term money market fund and the three-year strategy from what I just mentioned, and the difference between the five-year strategy from what I recommended for the market. As you can see, I can't tell you what the color of life is, but the line at the top is the 1 to 5-year strategy. From a long-term investment point of view, a long-term strategy produces better results than a short strategy. If you invested in the stock market for the past 20 years and started with $100,000, it would have become $140 million today. If you invested in a strategy of 1 to 3 years 20 years ago, it would have increased to $153 million. Of course, a strategy of 1 to 5 years showed higher results than two short-term strategies for 20 years, so if you started with $100,000 20 years ago, you can see that it has become $162 million. I will briefly talk about the compliance monitoring. You will be very familiar with these pages. We will always strictly comply with all special guidelines of the California government regulations and the Vermont Investment Policy Act. This is a sample. So, as you can see here, you can check the cost and limit of each category, such as housing savings certificate, local currency, The key is to show you how much the portfolio distribution ratio is and how much the actual figure is. For example, if the fat percentage is 30%, as you can see here, 2.6% will be indicated as an imaginary, and this is included in the quarter report. We will be happy to discuss this with you at each quarter, and we will follow all related laws and investment policies.

43:00 – 44:02Speaker 1

In the end, Chandler is doing its best to communicate with excellent services. Again, we will communicate with city employees every day or every week as needed. Not only will we provide monthly performance reports, but we will also carry out legal supervision and officially report them through the monthly report package. Every quarter, we will hold meetings with employees to discuss the results of the economic situation and investment programs and see if we are going in the right direction. We provide you with the GASB 40 and 72 reports that are used in the annual financial report, ACR, and WAWA. By cooperating directly with the inspectors and providing the necessary information, we will guarantee the transparency of the program and prove that the city and we are all fulfilling our duties as shareholders. The next slide is about the report. We have already discussed this part, so if you have any questions, we will answer them.

44:08Speaker 2

Good. Thank you for reporting. First, is there any opinion of the general public about this? There is no request submitted by letter. Simon, is there anyone connected by phone?

44:15Speaker 1

There is no person connected at the moment. Good. Then, if you have any questions, I will answer them.

44:27Speaker 2

Yes, thank you.

44:27 – 46:27Speaker 4

There is a simple question, but I think I may have missed it. Is it also included in the scope of the company's work to suggest opinions on policies in the process of operation? Or are we simply following the policies we have already established? We would like to suggest some recommendations. We have investment team members who cooperate with CMTA. They devise investment policies for customers and follow the California government regulations. The most representative policy starts with a model policy that helps with awareness. When we review the policy, we work on so-called redlining, redlining, and we point out whether there is a difference between the policy and the California government regulations, and then deliver it to the city manager. We will discuss why such a difference occurs. Some of our customers have a more strict investment policy declaration than the California government regulations. We respect and follow it, The investment portfolio is doing its best to reflect the value of the city. To answer the question, we recommend that you think that you can improve the policy if necessary. However, if the policy is written in the way that the city council or the city representative wants, we of course respect that decision. Thank you for always seeking other opinions, and you can decide whether to regulate the policy based on those opinions. I wanted to hear that opinion from experts. So I'm grateful. Thank you. Yes, I understand. That's right. Is there anyone else? I see.

46:27 – 46:56Speaker 2

Thank you for your effort. I'm looking forward to seeing how you will diversify your portfolio as you have discussed. I think the word diversification has been mentioned all the time today. I think I've mentioned it about two or three times about our finances recently. We are looking forward to your influence and expertise. Then we will receive and store the report. I agree. All right. Would you like to give your name? Yes. Yes. Yes. Yes. Yes.

46:56Speaker 4

Thank you for your time.

46:58Speaker 2

Thank you very much. Good night. Have a good night.

47:17 – 47:33Speaker 1

Now, we will move on to the construction service contract for the J-2 temporary animal protection service contract and the construction service contract for the design of the animal shelter. I know that the joint announcement is ready. Mr. Protector, shall we start first? Or would you like to start first? The president will start first and then proceed. All right.

47:33Speaker 4

All right. Mr. President, thank you again.

47:35Speaker 1

As you all know, this is a report on our animal care situation.

47:37 – 48:26Speaker 4

We have been having difficulties with the protection service problem. We have made creative efforts to prepare a temporary plan. Through long-term solutions, we have worked hard to add value to the services provided by the local community and us. So we have formed the best team. Our internal expert, Sara Roer, is with us. She has presented creative ideas by managing all these projects. And Don Crowe, who has built a system from the bottom of the animal protection service experience in other cities, is also with us. The two of us have prepared a presentation for you, so I'll introduce you in person.

48:26 – 48:37Speaker 2

Yes, I see. Please come forward a little bit. It's okay. I'm a little shorter than you. I'm sorry. Yes, I see.

48:37 – 50:05Speaker 1

Then I will briefly tell you the historical background of this problem. Since 2024, the existing contract with Lamona, known as Haven Pet Center, has been terminated. They decided to change their business model and focus on rescue activities, and they knew that they would no longer run the local insurance service. So, from 2024, they started looking for alternative insurance contracts, and they tried to find appropriate insurance contracts in several counties from 2025 to early 2026, but there was no final confirmation. In December of 2025, the U.S. approved non-contradictory agreements to seek regional solutions, and in February of last year's meeting, we announced a plan to build a regional protection facility using the construction work of the City Council. That evening, we received your approval and proceeded with the capital improvement project. Since the end of 2024, it has been operated as a temporary facility using three standard construction sites and a few emergency temporary construction sites. What I'm going to tell you today is about the new opportunity to continue temporary service while the building specifies the design of the project.

50:10 – 50:53Speaker 4

Today, we have two agreements to request approval from you. The first is a partnership with Haven Pet Center. They basically came back to the city with the suggestion that they would provide us with a 1-year insurance service. Because we knew that we were in the process of designing and developing our own insurance. They are currently not willing to sign a long-term contract. we still have to continue to promote mobile projects. Yes, so tonight's second case is to approve the Higgins & Architects, a regional company in the UKIPA, and the construction design contract. The company we met provides us with a perfect design, and this construction is actually capable of specifying the range and financial problems of what it will look like. Yes, so these are two approvals to consider tonight.

51:07 – 51:56Speaker 1

Yes. As Don mentioned, while we are developing the self-protection facility here, Haven will play the role of home. Haven will be operated as a city insurance contract company, and the cost of receiving up to 50 cats per month is $ 17,500, and the medical fee will be applied from the approved range to up to $ 1,000 per month. They will complete a legal protection period for our animals, and our animals will be included in their adoption program. However, wild cats and young kittens will be adopted through the adoption process, excluding the adoption process. Yes, this opportunity was provided thanks to the relationship that we have maintained through our own cooperation and continued to maintain it even during the period when we had no contract with them.

52:04 – 54:20Speaker 4

One more thing to say, as we talked to Sara and the team, if we get the full protection function again and we don't need this temporary strategy, I expect it to be about 30 in a month. So the number of 50 is still a bit of a relief while we're still trying to figure out what the design of the mobile protection is going to be and what we're going to keep proposing. Well, the very early stages of sketches and design concepts that we took to be suggested by the construction companies were about 24 buildings, public lobby, medical area, outdoor society and space, and there was enough space to deal with all the work in the city, including admission, daily work, reunion, adoption, and placement service. So our residents don't have to go out of town to find their pets. You don't have to go out of town to adopt. If there is a facility near the area, I expect that the proportion of pets returning to their owners or reconnecting will be greatly increased. And we will be able to directly support the local community on site. We plan to use about 6,000 square feet of this building, which is 22,000 square feet in size. Therefore, there will be enough room inside the building in case of expansion or other uses. So, our design goal is to expand or use the current space for other purposes. So, I've told you what the difference is between the animal care method and the animal shelter operation. If the shelter operation is internalized, there is no need for the field response team to go outside to transport the animals. The field response team will focus on field activities and will be separated from the work of the shelter, such as protection, shelter, injection, payment, and cleaning. They focus on field work, and the work of the shelter is done by the head team separately. You can focus on volunteer groups, adoption, and rescue activities, In terms of animal services, we can definitely support the needs of the local community. Yes, the goal is to cooperate with the local veterinary services when a guardian animal is needed. Yes, this is all solved in the Beaumont area. So,

54:32 – 54:58Speaker 1

At the time of the last February meeting, the transfer fee was transferred to the project budget through a previous animal management contract or budget. We expect to need to adjust the annual budget due to this change and the operation of the shelter. Currently, $100,000 can be used in the animal management budget, and the remaining $170,000 will be secured through annual budget adjustment.

55:04 – 57:46Speaker 4

As Sara said, the original $460,000 was allocated to the capital improvement project. The budget has not been used yet. The budget is estimated to be about $78,000. Therefore, even if the construction contract is held in the future, there will be a budget of about $380,000. Yes, that's right. The cip budget hasn't been reached yet. So the first stage of implementation will be the design stage. Yes, then I will report back to you before I confirm the scope and contract content of the entire design range. Well, the originally estimated $460,000 was based on the very early stage. Well, in order to specify the design range, I cooperated with a few architects. Well, I cooperated with the architects and looked at the size and necessary parts of the space, and I realized that the numbers were somewhat underestimated. When we summarize their history and the content of the agreement, it is thought that about $800,000 will be needed for the construction of the construction site, TI, which is a member of the space. The cost does not include the needs of the building itself, such as roof maintenance or new cooling room construction facilities that the building needs. Therefore, it is more appropriate to fund support in the ISF method rather than a temporary improvement construction. So, our goal is to cooperate with the architect to expose the actual construction site, before reporting it to you. That way, you can calculate the exact amount to be approved for business promotion. So, in the next step, I'll tell you two things tonight. First of all, the acquisition. The acquisition is to approve the overhaul contract to secure temporary protection facilities, and to get rid of the lack of three construction operations in the current city. And Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson, Higginson We will report again with a comprehensive personnel management plan, operation method, and construction history. Then, we will also suggest a fund-raising plan for how to prepare the resources for the respective business. Of course, after that, we will report back to you to select a construction company and proceed with the business in earnest. We hope that there will be no need to go back to the current poor situation after all the processes in a year that Haven is supposed to support. That is our goal. Now, do you have any questions, opinions, or anything you need from us?

57:46 – 58:38Speaker 3

In addition to the long-term facility needs, it seems that 40 to 60 KGs will be needed in the long term as our city continues to grow. Well, it depends on what stage of growth we are in. So I think this facility will be a good choice for at least 3 to 5 years in the future. If necessary, it is also possible to expand to the back of the same building. However, from a long-term perspective, it is necessary to expand the facility or to prepare a larger independent research facility outside. Anyway, the problem can be solved, and it will be a good solution for a long time until the future plan is specified. That's all for our presentation. If you have any questions, we'll answer them.

58:38Speaker 2

Thank you very much. Is there anyone who would like to comment on this case?

58:42Speaker 1

There is no request for a written request. Is there anyone who is connected by phone? There is no one who is currently waiting. All right. Then we will start the committee discussion. I'll just ask you one question.

58:59 – 59:23Speaker 4

Please check if you have already checked for problems such as mold or if it is included in the construction range. Um, are you talking about the process of selecting an architect? Or are you talking about the project range? About the building itself. So I checked if there are no harmful substances, and now I wonder if it is the stage of reviewing how to operate.

59:26Speaker 3

Yes, I will answer Robert, who is in charge of the task. Yes, I can tell you for sure.

59:30Speaker 4

The structure of the building is strong. Yes, if I tell you about the parts you are concerned about, the roof is in a bad condition. I don't think dogs will care much.

59:43Speaker 3

I'm currently conducting a day and sleep test. I also have other problems such as mold and other problems. I got it. Even things like air quality.

59:50 – 1:00:38Speaker 4

And I finished cleaning the inside. Yes, that's enough. Thank you. Thank you, Mayor. Thank you, Mayor. So the original budget of 460,000 dollars is still not used at all. That's right. All right. And we need long-term financial support. Because this is February. As far as I remember, the original proposal you mentioned was a little different. At that time, I remember considering or discussing how to get help from volunteers. I think it's going to be a bigger project with the same size as a full-time job. Can we handle it? That's us. Do you think we can handle it well in the future?

1:00:38 – 1:01:59Speaker 3

Yes, from my point of view, and speaking on behalf of the employees, I think we are currently operating an animal protection service. Yes, we need to solve this problem somewhere. It seems that the immediate use period of the contract guard is one year. Therefore, this has been conducted under the premise that it requires the instructions of the Commission of the past and the facilities in the region. When considering how to operate in the future, we plan to open all possibilities and review the most efficient operating method. Of course, one of them will be the way to operate as an internal workforce, and the amount of resources can be adjusted according to the level of the service we provide. At the most basic level, we need to take care of animals and import them to the shelter. I think it's part of the job, such as adoption or volunteer coordination. It's an important job, but we have to evaluate the long-term cost. This is already part of the cost we are burdening. If we don't do it ourselves, we'll have to pay the contract company. Therefore, we will propose a solution that can solve the cost problem in any way. The key is which model is most suitable in the future. Thank you for that. I think this is really necessary.

1:02:07 – 1:03:17Speaker 4

I would like to say thank you to the animal care workers who have been patient even in the midst of many changes. Thank you very much. That's all I have to say. Thank you. Mr. Mayor. From Way Mayor. Yes, I agree. Thank you for this solution. I think Mr. Bo Montt is the best way to move forward. Well, my concern is that while I was in Congress, I tried to cooperate with my neighbor Calamea and Benin for the first time. We approved this in December last year. Well, at least from what we've seen, there hasn't been much progress, and I've heard that it seems that all discussions have been stopped since Calamea was elected. Yes, we are still considering cooperation or reviewing JPA. As most of you know, I don't really like JPA, but my concern is that all three cities agreed to find their own short-term solution. I still cooperate with neighboring cities and hope to open up ways to move forward. Thank you.

1:03:30Speaker 3

According to the previous order of the committee, I told the managers of the two cities that we are open to additional discussions.

1:03:38Speaker 4

Yes, I understand. Thank you.

1:03:40 – 1:05:15Speaker 2

Thank you for your opinion. Vice President White. I think we needed a short-term, medium-term, long-term solution when considering our situation. That's right. In essence, we were able to solve short-term problems. We were able to solve short-term problems. And as everyone heard from the beginning, we now have to seek long-term solutions. So thank you for all the effort you put into this work. I know we need a lot of discussion. We had to change direction. We had to move. Thank you for understanding and waiting for our local community to solve this complex situation. So, we approved the contract with Haven Pet Center for 246,000 dollars in the range that does not exceed 246,000 dollars for a year, and granted the authority to approve additional income and medical expenses of up to 3,000 dollars per month, In the area where the move is converted into an animal shelter, Higginson Architecture will sign a professional service contract within the range that does not exceed 71,800 dollars, and the city manager will approve all two contracts, suggesting that the 10% of each contract amount, 24,600 dollars and 7,180 dollars, will be set as a reserve fee. We approve changes and administrative amendments in each approved preliminary meeting. That's it. I'm sorry. That was a good suggestion. I agree. May I ask you to vote for your name? Yes. Yes. Yes. Yes.

1:05:24 – 1:09:52Speaker 4

I think it would be good to follow the approach of Vice Mayor White on the recommendation process. All right. Chapter J3. This is a professional service contract agreement with RHA Community Works for investigation and business planning of Community Recreation Center. Story will report. Mr. Mayor, how are you? Today, we are handling a professional service contract with RHA Community Works. This is the second stage of the park master plan that we worked on and approved in 2025. As you may remember, at the time of the presentation, we participated in the regional society for more than a year and carried out survey research to find out what the regional society needs in order to establish a plan to secure land for park development and center expansion. What do we have now? What do we need? When compared to neighboring cities, what is the size of our city? What should we consider for the future? As a result, one of the top priorities was the additional construction of the Community Recreation Center. This is the process. We received a proposal for this from several companies, including RFP. In this process, we received two submissions and judged that the RHA Community Works is accurately understanding the requirements of the project and the results we want. The core of this issue is not simply whether or not facilities are needed. We already know that facilities are needed. If you look at the current recreation center, you can see people lining up to use the basketball court and trying to find parking spaces. Our local society is full of excellent people who enjoy sports and leisure activities. I know that facilities are needed, but it's a question of how to implement it. Where are you going to build it? Where is the place that is locally appropriate? Also, our city is financially responsible. What should I do to promote this? How are you going to build it? How are you going to raise the funds? Then how do you place the workforce? That's what this anti-corruption investigation is about. More than just what you can see. It's a long-term plan to create a community recreation center that is beneficial to the local community and can satisfy various needs. I'm dealing with it in detail. Well, it's about having a variety of assets and facilities. That's what was mentioned in the park master plan. What is lacking for us, and how can we introduce it into the park? How is the recent growth trend in the sports field? Well, one of the areas where our employees are experiencing great growth is volleyball. Well, how can we accept it? Then what is the specific content? What does it look like? How do you make money for those things? That's the key to this plan. This professional service contract includes a contract amount of a little over $176,000 and a 5% prepayment fee. Regarding this fund, we checked the necessity after the park master plan was adopted, and added $150,000 to last year's budget. And we have prepared personnel placement and project placement through the delivery process. The amount has been reduced to this year's budget. Therefore, we would like to redistribute the amount in the last year's budget to this year's budget as part of this project. So we have secured $150,000, and the rest of the budget will be paid in the $1,550 of the 26-27 year-approved recreation budget. Well, some items will be adjusted in the budget to fill the gap. Therefore, there is no additional budget required for this work. We are rescheduling what was in the budget last year to this year, and the rest will be absorbed by our department's budget. If you have any questions about the progress or the results, please let us know. Welcome to those who have opinions. Okay. Thank you for updating.

1:09:52Speaker 2

Is there a citizen who would like to comment on this case? Yes, there is. There is one person on the scene. All right. Please tell us about Meinhold.

1:10:07 – 1:12:52Speaker 4

My name is Dick Binolde. Until December of last year, I was the chairperson of Catch-A-Star-Sheer-Trickle-Play-Us. In 2010, the three of us created a non-profit regional theater for the city of Belmont. Uh, I had to close the door for various reasons, and the biggest reason was that there was not enough place for performance art. So, knowing that this contract is in progress, I would like to give a few opinions to the members of the committee and the officials. Uh, I recommend that the contractor look at the recreation center as widely as possible and plan as comprehensively as possible. In other words, this study should simply consider more than sports. In my opinion, the center of the facility should be something that is nowhere in the city. Stage, professional lighting and sound, stage back space, and a stage with a capacity of 500 seats that can be expanded. We need a performance art space. We also need to consider indoor and outdoor use. If you've ever seen Yukipa's Yak-Yak, you'll know, but it's basically a form of placing the audience outside the stage on one side of the garage door. So you can hold both indoor and outdoor performances. In addition, it should also include multi-purpose individual spaces for art activities such as concerts and meetings. It's similar to the facilities in the 55-year-old community around us. However, in this case, it is necessary for all citizens to be able to use it, and a dedicated space for exhibiting works is also required. It's a space like a gallery or exhibition room. In general, I don't think we should try to duplicate existing facilities. Of course, I'm talking about the CHEF NIT Center. In addition, it should be evaluated in comparison with the way it is operated, maintenance and entertainment services. As you may have seen in the newspaper, UKIPA is just that. Lastly, other businesses around the center should be planned to gather and play a central role in uptown or downtown depending on the location. This is also one of the achievements of UPUPA's UPUPA, which actually revitalized the city there. Thank you very much. Thank you, Mr. Meinhold.

1:12:59 – 1:14:08Speaker 2

Okay. Is there a citizen connected by phone? Simon, is there a person connected by phone? No one is currently connected. Okay. Then we will start right away. Yes, we highly evaluate the discussion on what is needed for the art world, and we think that many of us feel the same way that it is possible to expand the service. Four years ago, when I first knocked on the door and went around, one thing that was constantly mentioned was the appearance of a dedicated nursing center or similar facilities and such facilities. So I'm happy to see how the community center should look like in detail and expand our horizon. I'm very excited to have this opportunity. I think VU Montessi has had a good opportunity to continue to move forward with the community. One thing we know is that this is a family-centered and multi-generation community where all ages need services. I'm looking forward to seeing what kind of results we can make in the future. Please say something.

1:14:08 – 1:15:37Speaker 4

Yes, I agree. I don't remember exactly when the budget was discussed this year, but I remember talking about the possibility of misuse of the police station. One of the things we discussed at that time was to set up facilities such as a performance art center here. After finishing the discussion and conducting related research and investigation, he was supposed to report to us. So I'm telling you, is that what you're talking about right now? If you're going to build a community center, it would be nice to have a space for performance art or general art activities. There are no such facilities in Beaumont, and since there are more than 60,000 people, I think we need to focus on such facilities now. It doesn't mean that basketball courts are not needed anymore. I'm not saying it's not important. But in the next few years, new community centers, recreation centers, or whatever you call it, I wonder if we can promote it and separate performance art centers at the same time. Therefore, I think it should be considered as an opportunity to combine the two facilities into one. Would you like to answer?

1:15:43 – 1:16:17Speaker 3

I'm sorry, the button didn't work. Well, to answer the first question, regarding the budget discussion, we are actually conducting two researches related to facilities. We are in the process of completing the RFP, which is a proposal for a master plan for city-wide facilities to review long-term facility needs and the selection of sub-districts of these buildings, such as the current city hall. This research was designed to harmonize with that plan. Therefore, this research will deal with more detailed content such as what kind of facilities should actually exist and to what extent the size should be, The two plans will be complementary. So we're going to do both. And I think it will include 30 acres of land in the first study.

1:16:23Speaker 1

Mr. Martinez.

1:16:23 – 1:17:03Speaker 4

Yes, thank you, Mr. Mayor. To tell you one thing about that, the land issue was my biggest concern. In fact, we are in a situation where there is not enough land. It is good to review the area in the fragility survey, but I hope this research will look at the entire area and find out what other resources we have. We need to check if there is a place to consider for land acquisition within our city's influence. As I said, as you can see, there is not enough space and the acquisition is desperate. So, if there is a research that can offer a choice, even if it is limited, it will definitely help us make decisions. Thank you.

1:17:06Speaker 2

Yes, I think it is an important factor to review the goals according to the purpose, and I believe that you are already thinking in that direction. Yes, thank you.

1:17:16 – 1:17:29Speaker 3

Mayor, I know that citizens have already agreed on what they want in our city. Are you going to use existing data? Or are you going to analyze people's latest thoughts and interests through new survey surveys?

1:17:36 – 1:18:45Speaker 4

That's right. The good thing is that we made a lot of effort to announce and collect opinions on the park master plan as part of this proposal request RFP. We went through that process, and as it is a 10-year guideline, we want to use it as a guideline. This time, we also tried to reflect the opinions of the local community. We will continue to hold a resident meeting. There are still a few specific opinions. Also, we wanted to be provided with some of those services from the contractor. Yes, so we will have such an opportunity. Well, there were a few emails related to this, and I talked to Mr. Yeonsa tonight. The Choral Group contacted us and encouraged us to be interested in performing arts. So I already have a list of people who will support this process, and I hope that we can provide them with opportunities to make great plans. Yes, I understand. I like the public opinion gathering idea. If there is a possibility of potential human resources development, the Economic Development Department will review it together.

1:18:45Speaker 2

Yes, thank you. Thank you. I think you used the perfect word, cooperation, by the city manager. That's right.

1:18:49Speaker 4

It's about cooperation. I'm sure he meant it.

1:18:54Speaker 2

I think that everything we have, such as sports, should cooperate with each other.

1:18:56Speaker 3

It wasn't a language barrier. You've already come out twice tonight.

1:18:59Speaker 2

Let's see if we can add one more. You're doing great. Let's see if you can do it.

1:19:01Speaker 3

Can you do it three times today? Yes, that's good.

1:19:03Speaker 2

Then now... I can't help but agree.

1:19:06 – 1:20:02Speaker 4

I think I heard the intentional language barrier twice tonight. I see. Now I will approve the consent. For the creation of regional social recreation centers and for the creation of business plans, we propose the approval of a special service contract with RHA Community Works for the amount that does not exceed $176,945. The City Manager approves all contracts and related documents. And the City Manager gives the authority to approve the contract correction and modification orders up to 5% of the contract amount. Also, the 2526-year-old recreation section of the 2526-year-old recreation section, which has already been approved, will be compensated for some of the community recreation center's liability investigation costs by deducting $150,000 from the $1,550 unsubscribed budget of $2627 per year.

1:20:02Speaker 2

Yes, I request. Please vote for your name. Senator Lora. I agree. Senator Finn. I agree. Senator Martinez. I agree. Deputy Mayor White.

1:20:10Speaker 1

I agree. Mayor Boy. I agree.

1:20:15 – 1:23:35Speaker 4

Now, we will move on to the two-year contract approval for the emergency service coordinator of Riverside County Emergency Management Department of Riverside County, the last case of today, Mr. Bo Mont. There will be a report from Mr. Lunt about this case. Mr. Mayor, Mr. Mayor, how are you? Yes, this is Nathan Lunt from the police station. Yes, and to introduce it right now, as the second part of the presentation, I invited Michael O'Neill Lee from Riverside County Disaster Management. He will tell you about their services in the second half. Then, let's start my presentation. As you know, I am here to request a two-year contract signing tonight. With a contract with Riverside County Disaster Management, EMD, $195,000 per year, a total of $390,000. As you may know, the disaster management service is currently in charge of the police station, and coincidentally, I am in charge of that work, and I would like to introduce my expertise in the field of BAMI today. Effective disaster prevention is essential for local social protection. This helps to maintain continuity of city operation and guarantees response control when disasters occur. This is one of the reasons why we listed this case. If an appropriate disaster management system is established, there may be a right to support the compensation of the city, province, and federal government. This is possible when appropriate documents, education, and procedures are established. and maintain current emergency plans such as disaster response plans. This person will lead the plan and manage the regional risk reduction plan, which will be completed by the end of the year and should be completed by 2028. In many ways, the timing is very appropriate. In addition, the city will submit the accident control system, ICS. This is very important in all city departments, including police stations, and will be of great help to secure compensation and recovery resources after an emergency. Riverside County EMD is in partnership with Kwanal District and provides disaster service coordinator ESC. This is what Mr. Onalis will mention in this presentation. As I mentioned earlier, they provide professionalism and organize planning, response, and recovery work all over the city. The limited disaster management coordinator, EMC, works full-time for 40 hours a week and reports directly to the police. I would like to finish here and ask a question, and now I will pass the microphone to Mr. Michael and listen to the daily work and services provided by them.

1:23:35 – 1:29:02Speaker 3

All right. Thank you, Mr. Mayor and Mr. Mayor. My name is Michael Onalis. I am the director of the emergency management program above EMD, and I am in charge of the 4th and 5th districts. So the area I am currently in charge of is quite wide. We are a member of the Emergency Management Department. We carry out our work at four stages, such as awareness, preparation, response, and recovery. One of the things we deal with when discussing recovery is the plan for regional re-awareness. I would like to tell you in advance that the emergency service controller to be placed here will be very busy. This contract is a two-year contract. Currently, we have entered the second year. Usually, our contract is 3 years. I started last year. So, after starting work in the second year and dealing with the regional disaster prevention plan, this emergency service controller will work really hard for you. As the mayor said, There are a few specific tasks that we will entrust to them from the beginning. One of them is the regional disaster relief plan. As you said, I announced the start today. It usually takes about a year and a half to two years to promote this plan. There are quite a lot of tasks needed in each city. What I feel as I begin to gather the opinions of the department heads is that this program is based on what kind of danger will come to our citizens. As a result, public opinion may be taken up during the process. Fortunately, the county has reached an agreement with the contract company, so we are looking forward to the road that will reduce all the burdens of the last regional re-examination plan. In addition, there is an emergency management plan. This is about what the city should do when an emergency occurs and what role and responsibility it will take. In addition, we will review how to open and operate the emergency operation center according to the 12-hour and 24-hour response period. Again, our hope is to find out our strengths and weaknesses through table top practice for the next two years and look for directions to move forward. In addition, we hope that we will be able to proceed to the full extent, including all possible departments, by re-signing the contract in the fourth year. The mayor talked about the accident control system. We have an accident control system that we deal with in the education process, and city employees will begin training on it. The 100 and 200 process are basically the same as the accident control and emergency management 100-day process. It's very basic. It's all online, but we can help city employees to learn the content well. Next, we move on to standard emergency management services and national accident management systems. If you do not work within the S.I.M.S. system, the main emergency management system in the metropolitan area of California, your work range will become a little larger. In that case, you will not be able to pay the cost. Therefore, with the accident control system, we have to declare it as an S.I.M.S. accident. We will start employee training on that part, and they will understand both S.I.M.S. and the national accident management system. That's right. In other words, we have expanded what was implemented in California to the national level. In relation to the potential of fund management, we will review the emergency management program fund. What does it look like? And there is also a security support fund for the Ministry of Land, Infrastructure and Tourism. We also want to see if there is an additional fund that can be secured for the city, and we want to help strengthen the emergency operation center. And we are considering personnel placement for this. In addition, what we provide is the support of the county and a 24-hour long-term non-payment notice. Accidents like Friday afternoon 6 o'clock or Saturday afternoon 8 o'clock usually happen at that time. That's right. So you can call us anytime. If you give us a call, we will immediately send a person to the site to help you. We will also review the warning and warning system to help you. On the other hand, you can also support our business and finance department. Regarding the cost compensation, our business and finance team can start work to pay for the cost of working hours and road management of city employees and pay for funds. I don't think I've ever seen a city that's just piled up about $5 million in advance. So our goal is to recover that cost. Over the past three to four years, we've recovered 97% to almost 98% of our premiums. So our management and finance team is working very hard for that. I don't do that kind of work on site. Because it is the business of the management finance department. If there is any training that can be carried out together, you can cooperate with our planning department. And again, I think it is the most important part of the work of the head of the party. We are focusing on our city, not just the county. Even if the person in charge of the emergency situation goes on vacation, the person in charge will hold the seat. We will respond to the questions and place the person who can answer them. That's all I have to say. Thank you.

1:29:07 – 1:29:18Speaker 1

All right. Thank you for that. I'll take the time to hear your public opinion first. There is no request for a written request. Simon, is there anyone who is connected? No one has called me at the moment. All right. All right. Then I'll start first.

1:29:18 – 1:30:48Speaker 2

As the wife of an emergency room nurse and firefighter, I know the importance of emergency management. I think we all sitting here know the importance of the Palisade fire and other recent events that have been affected. I remember the time when there was a flood in the desert in the monsoon season. Also, I know how important it is to have this kind of professional knowledge every time an emergency occurs while working at the hospital. Working through the ICS system is the same. I personally completed the ICS 100 and 200 process. So I'm very happy to see the city moving in that direction. I know that there is definitely something missing in this part. Thank you to the fan who listed and emphasized this case. I think it's a very important matter internally. If the police and the fire department cooperate, I believe that we can handle any case we encounter. I fully trust that. But to make sure of the cost of the future, We're going to make these additional steps. They're going to take care of that part from the early stages. It is also important to provide personnel for planning and landing training. As you know, the best solution is prevention, and if we support this by strengthening our personnel, we will be able to focus on what our members do every day and add professionalism to us. Yes, thank you. First of all, I would like to thank the employees, Chris, and EMD.

1:31:10 – 1:32:02Speaker 3

I attend PASS.com, PASS.com meetings whenever I can, and this is a regional effort to prevent PASS. It is very good that various institutions can participate and learn from each other and cooperate. I was grateful to be able to ask a simple question, what is the current plan of Bo Mont? There are people who have been active for a long time, so they already knew that the past plan was a bit old-fashioned and needed help. I was deeply impressed by the support provided by the county and EMD. The information you shared is more than I expected, so I am very grateful. Sometimes a simple question thrown at the committee meeting leads to a very good result. I am satisfied with the progress so far and thank you for your efforts so far. Thank you to all the employees and everyone who was with us. Now, do you have any opinions of other senators? All right. Then please list the cases.

1:32:13Speaker 4

Mr. Mayor, we approve the signing of an emergency service management contract between Riverside County and Beaumont City to the mayor's manager.

1:32:22Speaker 1

I request. Please cast your vote.

1:32:24Speaker 2

Mr. Rora, Mr. Cheon-sung. Mr. Pin, Mr. Cheon-sung. Mr. Martinez, Mr. Cheon-sung. Mr. White, Mr. Cheon-sung. Mr. Boy, Mr. Cheon-sung.

1:32:33Speaker 1

Thank you for joining us today. Thank you. Now, let's move on to the update.

1:32:41 – 1:35:12Speaker 3

The update content is ready, so let's invite Daeron to explain. All right. Hello, Mr. and Mrs. Mayor. Today's law update will be brief. Most of the bills we've been tracking during this meeting are going smoothly, and the assembly will have to pass the bills by August 31st. Currently, most of the bills are waiting for approval after the committee's review. We will start with SB164, one of the most important bills we are watching. This bill contains the content of the California Voting Rights Act. It can increase the risk of litigation of local authorities, including cities that have already converted to regional-based voting. There are also a few housing laws related to ADU, an auxiliary residential facility that we have tracked. AB 1751 is a law to make townhome development easier, and it can affect the way cities review related procedures, and SB 117 is the same. SB 117 deals with the cost of affecting auxiliary residential facilities, which can reduce the development cost of affecting cities. In terms of operation, AB 181 is a law related to public records law, which is to change the existing 11 response periods from calendar date to sales day. In this way, cities can have a little more time to respond to public record requests. Lastly, I would like to talk about the resolution on housing and land use development that I mentioned earlier. As a result of reviewing the resolution, the employees confirmed that it was in line with the adopted legislation platform. In particular, it is in line with our position that the local government opposes the recommendation of housing and land use and opposes the recommendation of housing and land use. This position was granted through the legislation platform approved this year, There is no need for an additional measure that does not want to submit a support request from the committee. Overall, we have come to the last stage of this meeting, and most of the bills we are tracking are waiting for approval after the meeting. The employees and our legal consultant, NCPPG, will continue to monitor the movements until the end of August, I will make a summary of the entire legal review of the hearing in September or October. I recommend that you receive and record the legal update at the hearing. If you have any questions, I will answer them. Thank you. Yes, good. Thank you. From Boy Mayor. Yes.

1:35:12Speaker 4

When you explained the first bill, you passed it a little quickly, but you said it was the most important bill. Can you summarize the contents a little more closely? And I'm sorry if I missed the current status.

1:35:30 – 1:36:18Speaker 3

Of course, there is no problem. The first bill is SB164, and it is currently being amended to the Committee of the Senate. This bill replaces and substitutes the existing California Voting Rights Act, and expands the argument of voters' oppression and the value of voting, and deletes some of the provisions that generally protected the institutions that were converted to election-based elections. Therefore, there is a possibility that the lawsuit will increase in the district where the current election relief vote is being carried out. One of the problems that can occur is that if there are limitations when a resident tries to vote, a lawsuit may be filed against the city. Currently, we are not affected by the election relief, but this is a problem that can occur if the city changes to an election relief system in the future.

1:36:21Speaker 4

So I think that's what caught my attention. Can you explain what the difference is between the election system and the non-election system?

1:36:28 – 1:37:16Speaker 3

When residents select a senior official from each election district, there may be restrictions that apply to certain election districts but not to other places. So, when the elector tries to elect his own senior official, he may not be guaranteed the same access authority for voting. As I said, there is no problem in the current city, but if it turns into an election issue later, it is something to be careful about. Of course, even if the bill is passed and issued, if complaints are raised by local governments, the next meeting may be amended. In other words, it means that even if it is not a polling station in the entire city, there may be a situation that oppresses voters. And that's not the only issue that is limited to the law.

1:37:16 – 1:37:35Speaker 4

My suggestion is to let the Legislative Yuan investigate the law in more detail and provide specific advice and analysis about the law, and to deal with the questions of the chairman. If the bill is not passed within this year, when is the deadline? When is the last day?

1:37:41 – 1:38:02Speaker 3

The last day is this month, the 31st. Okay. It's been a week and a half since I came back from my summer vacation. So now I'm trying to deal with all the bills that are being submitted to each committee, whether it's a lower or a higher court. This is a high court bill, so it's currently passing the high court. We have to pass this by August 31st. Then the chief executive will approve the bill and have the opportunity to decide whether to make it a law or to hold a right of refusal. Yes, thank you.

1:38:09Speaker 2

Okay, Mr. Martinez.

1:38:11Speaker 4

It's okay. Thank you. Okay, Mr. Pin.

1:38:13Speaker 2

Yes, Mr. Mayor.

1:38:14 – 1:38:35Speaker 4

I would like to ask you to consider sending a land use and regional control support plan for Kyle Cities. Yes. The direction we discussed is the same, but if we send a support letter, it will be helpful in gaining momentum, and I think other cities will also pay attention to that effort. Is there anyone who opposes sending a letter?

1:38:35Speaker 2

No, I'll add one more opinion. At the CalCities meeting last week, it seems that one of Murieta and Temecula is leading.

1:38:39 – 1:39:01Speaker 4

It's Murieta. Yes, so I think they're requesting a letter from there. Yes, I am. And I also received a request directly from two other city councilors of Muree. So, I would appreciate it if you consider it from the outside. Yes, is there anyone who opposes? It's okay.

1:39:02Speaker 1

All right. Then we will proceed with the summoning.

1:39:04Speaker 2

Yes, all right.

1:39:05Speaker 1

Now, let's move on to the report of the city attorney, the city lawyer, and the city manager.

1:39:20 – 1:42:22Speaker 3

There is an update. Yes, let's start with some planned events. On September 19, at 4 p.m., there will be the Lucha Libre Hispanic Cultural Heritage and the Michelada Festival, and on October 7, at 5 p.m., there will be a public speech event in Moranco. And from 1 p.m. to 5 p.m. on October 17, there is a Monster Messier Loin event. On October 24, at 8 a.m., there is a regional social cleaning day event. On October 31, at 5 a.m., there is a Trunk Overtreat event. For the elderly, the event will be held at CRC from 11 a.m. on August 21 to 12 a.m. on Friday. From 8 a.m. to 11 a.m. on September 22, there is a senior health event. There is also an event for companies. On September 23, at 10 a.m., there is SBDC business startup education. On October 14, at 8 a.m. and 30 a.m., there is a regional vendor event. On October 20, there is a business builder series. In addition, our city continues to improve its economic development and corporate governance. We are happy to announce the achievement of providing a business incentive of $250,000 through the recent City Business Governance and Expansion Dispensary Debt Program. This was a very successful project that the City Council has actively promoted from the beginning, and I think it has more potential in the future. These improvements support the new business expansion and environmental improvement in our metropolitan area. The Regional Social Service Department continues to advance in various key projects that improve the quality of life. The Sports Park will be opened and will have its opening ceremony on September 2nd, Wednesday at 4 p.m. The Stuart Park regeneration project is also in progress and is being promoted smoothly. On October 1, to provide information to residents, the project will focus on the progress and future plans of the project at Beaumont on the Maps. The communication department cooperates with the park management department to raise public interest in the project. This week, more than 150 guidebooks will be distributed to families in the construction area, and project guidebooks will be installed along the construction fence. Also, by updating the city website, residents will be able to easily find project information, updates, and related resources in one place. As the employees reported to the council when the project was approved and resumed, We will make this business the top priority, so that contract companies can quickly work and support all the necessary resources. We will also continue to prioritize the work of informing the public of the current situation. Thank you. This concludes my report. Good. Thank you for your hard work. As you can see, a lot of work is going on at Fibomont, and there are many opportunities for local society to participate.

1:42:29 – 1:43:02Speaker 1

I would like to express my gratitude to the employees who supported the communication. The same way as the creative message distribution, I think it's a very creative and appropriate way to deliver update news to local residents. I think it's important to provide updates to those who are influenced beyond simple education. Thank you for your hard work. All right. If there is nothing more to mention, I will move on to the next issue. Yes, it is. What did you just say? I wanted to check if you checked the rights related to the elderly.

1:43:02Speaker 4

Yes, I will continue. I will not mention that part any more.

1:43:04Speaker 2

Yes, I checked. I'm thinking about changing my hair shape. I don't know.

1:43:14Speaker 1

All right. Then I'll look at the committee and move on to the order. Mr. Lara, would you like to start first? That wasn't what I chose. No, there's nothing but looking forward to the event on the day of the elderly on Friday.

1:43:23Speaker 4

All right. Well, that's a good thing, too. That's it for my report. Thank you. Mr. Mayor. 10 million. Mr. White Vice Mayor. Well, you have at least a hair. Yes.

1:43:35Speaker 1

Okay, Mr. Martinez. I have nothing to report.

1:43:38Speaker 4

Mr. Mayor. And Mr. Pinn.

1:43:39Speaker 1

Yes, thank you, Mr. Mayor.

1:43:40 – 1:45:04Speaker 3

I attended the meeting of the Riverside Public Transportation Commission on August 5th, and recommended the purchase of a new Ben 10 for Dailide and Dillide. We are expanding the service. And on the 6th, I attended a meeting of our regional transportation committee. Transportation Management Design, Transportation Management Design Project Manager in Ron Kilcoyne announced our city's Vermont on the Move, Vermont on the Move project. This is a comprehensive operation analysis, and it will be reported late autumn or early winter. One of the things shared this year is that 58% of our local passengers are students. When the school ends at 3 p.m., you will definitely feel it when you look at the city. Also, the priority ranking selected by the local residents was the permanent operation, operation time, bus stop convenience facility replenishment. The public is very satisfied with the feeling that it is safe to use our city's buses. I am satisfied with the low cost, and what I am looking forward to in this report is what can be done with the current resources and the changes that will be suggested in the future. Once again, I am looking forward to the discussion at the Council of the Late Fall. That's all.

1:45:07 – 1:45:30Speaker 1

Thank you for watching. It's always good to hear about updates. There are definitely a lot of students waiting at the bus stop. I don't know if the number of passengers has increased recently, but it's true that there are more people. In fact, it has increased to a considerable extent. In the case of RTA Navomont Public Transportation, I have seen numbers that have increased by nearly 20%. I feel the same way. I saw a lot of people waiting at the bus stop.

1:45:33 – 1:46:33Speaker 2

The bus stop looks really good. It's always managed neatly. Yes, I'm going to keep it that way. I have a lot of time to go downtown these days, so I drive myself. I'm sure you know. So it's really good. It's good. Yes, it's good. Let me report. On August 5th, I attended a cooperative meeting with the city manager. It's always good to be able to work with other public officials and public officials in our city. I heard some updates. The library is about to open a new expansion on September 1st. I'm really happy to be able to use the library again. It's a really cool building. I always feel that way every time I pass by. I'm looking forward to seeing it completed. And the Ministry of Education Park Management We continue to cooperate with all partners such as the prefectural government and the prefectural government. It's really good. I'll finish the meeting at 7.38.
