All this is is transfers. Do you have it with you? Well, I didn't see it until about $455,000. But my other question was, we got AVL on there for $25,000 and for $5,000-something. Mine was showing the first items was $31,000. And I don't want to make sure we get into the same thing we did and pay double for an audit this year, to be quite honest.
No. Okay. So, no, the $6,000 brings us up to the $18,000. Last year, we approved to move forward $25,000 in half of this year.

So for the 22-23, it was the original we paid, and then I know we approved the- Up to 18, I think it was.

And the other items, what's that in regards to?

Transfers, mm-hmm.
Library is military that comes in dedicated to the library. That should finalize that. tree fund that's just moving the money to that account that's in the general fund and get their market for the tree fund they'll have some more coming for that uh general going in cleaning up and you'll see that in a little bit so this is some some a quarter mil to the fire department for to finish that up, 9600 something. And the 66,000 in insurance we get every year rebate from the state, the fire department, so that was moved into that. We just got that not long ago. Transfer to debt service, that's more millage that comes in that's dedicated to the debt service, account 220. Transfer fee to capital. Again, that's money that came in that's dedicated to that account. And the same thing on road and bridge, that's more millage rate that came in and just transferred over to that. From the general fund to the harbor, so when we get a check, it comes into our general fund and has to be moved to the correct fund, like for reimbursement. So we received and it goes to the harbor capital maintenance fund. I think that was, is that 15,000? Yeah, $15,000 or something. The next one is just DOJ funding. We received a few funds from DOJ. I think it's $15,000. That might be $15,000. The other was $129,000. And then we've got $328,000. That's from FEMA. That goes into that account. Again, it came in, deposited into the general fund. We transferred it out. And then payroll is every month. the other transfers the same thing that's part of the offer fund that gets transferred back into the offer account that we receive and then the last one is uh she went back in and cleaned up you know how we always show we behind on the um community hall rental right so Didi went back and cleaned this thing up all the way up to date and deposited $71,000 into the general fund for that. So most of this, what it is, is just money. When we receive a check from the federal or state for reimbursement, it goes into our general fund and then it's got to be put back in the correct fund. So this is transferred from that. The other fund is dedicated millage to these accounts. And so the total on page two matches the total on the docket 857 for 955 the total in the column page one amounts eight

You know, they came back out, got total funds available for that, but they wanted to set up a workshop.

Um... And so the issue I think that they have is there's a time crunch here as to when these grants opened and to get submitted. So all of this is trying to move as quickly as possible. where i'd love for all of you to be here it's probably most applicable towards five and six because it's going to be repetitive repetitive loss areas um i think to date there's three people that's called and asked them about the grant opportunities i looked at the list one of them is not gonna be eligible because I don't think the house has ever actually flooded. I think it's come close to flood it, but I don't think it has flooded, so it has to be in a repetitive loss type situation. So I think it all boils down to, one, whether or not you guys want to move forward with more SWIFT grants, and if so, then to have this community workshop where we would need to try to get members of the community here to participate, but keep in mind that you have to be in a repetitive loss so if somebody is in a house that has never flooded before they're not going to qualify for this grant so um if i remember correctly i think it had a flood at least twice
But they put the list out. It's not just we don't choose. We do not. We do not choose.
We have nothing to do with it. FEMA does put out the repetitive loss list. And I know Jason was trying to work with FEMA to get the updated list. Because I think the list that we have is a couple years old. And also another thing to make sure people know to be eligible for this, you have to currently have federal flood insurance. So if you are not a carrier of flood insurance, then you're not eligible for this grant no matter what.
Yeah, I think it's a great idea. I mean, it was federally funded again. I think it's anything to help homeowners reduce flood insurance, see who's eligible, and let them know what the criteria is.

And I don't, you know, last time we went through this, I know the government directly targeted people. I do not know, that's a question for Tetra Tech, I do not know if they have done that this round or not.
How long is our contract with Tetra Tech good for? Is that something that we need to
are they covered still or is it they are because remember we went out and did the we did the second because their original contract was very specific and limited to the last round and then when we went back out again and procured that's what that's what exactly what covered this it covered um if we wanted to do any sort of um like prevention grants you know that's all covered under under that contract

So I think the main thing is once we confirm with Tetra Tech in the morning, Kim will send them a message and try to get them to do some sort of graphic or some sort of community. I think the important thing here is to just make sure we get this out for, to community members, but also just make sure that we share the right information. I mean, because we don't want 1,000 people showing up here for a meeting that they're not eligible for.
That's what I was going to say, because to have to meet the criteria, how are they going to know? I don't see that many people coming to attend this.
There probably will not be. That's what I'm concerned about. Because, I mean, like I said, it's very limited. It's multiple floodings.
You're probably limited. It really does. two wards right yeah it might be a house of two in around yeah maybe say the point area won't that be me it might be a couple years you took all of the ones that well i guess they probably closed it twice in the last couple years

That's the hard part about this is it's kind of like, you know, you want, I mean, I wish we could easily get access because, I mean, heck, you know, it would be worth personally calling all these people saying, hey, look, here's a great opportunity. Nobody's really drawing down on this in the state. Please jump on this. But they're so alert with those lists.
Maybe like if we can get Tetra Tech to put together like a quick sheet with some guidelines as the – who might be eligible without actually seeing the list. That way we can maybe post that so they know who.
Yeah, I mean, I think those two are your main two guidelines here. If you haven't, if your house has not flooded in the last decade more than two or more times, like two, possibly three, and if you don't have federal flood insurance, I mean, those are your, that's going to eliminate a large percentage of the people. So one time is not, this is a repetitive flood loss program. Right, yeah. Somebody that flooded one time, they are not going to be eligible for this program.
For me, I'd like to just come because I know they had the one that was wrapping up as we were taking office. But to be educated on the program, it would be good.
It's a great program. It for sure is.

The only issue I have is just I've noticed with the last few meetings that we have been getting agenda items added late. I guess today we had about three or four different items added. It's kind of becoming repetitive. I don't think that's fair to us or the public to know exactly what's on the agenda when that happens. I work full time like most of us do, so I'd just like to see if we could do a better job at getting those items or they're being submitted in time for us.
Maybe put a priority with it.
If it's something that absolutely needs it, yeah, well, understandable that it has to get added today and get paid off and signed off today, of course, but it's just becoming more repetitive. I don't know how y'all feel about it.
And maybe what I can do is when they are, I can call them off at the beginning of the meeting to see if there's any that... We might need to hold back.
Yeah, because usually Monday night I go through mine one more time because I work all day Tuesday from 6 in the morning until I roll in here. So I don't have time to get on my computer and check my emails and see if anything's been added during the day.

And the numbers scared me at first, but like I looked at it, it seems mostly in the fund transfers more than anything.
Mayor, maybe just tell Kim, too, that could be a good thing to ask Kim to do, that if an agenda item is changed, to make sure that an email, or Caitlin, actually, Caitlin would probably be the better, but just, well, Caitlin, you're here, so. If an agenda item changes after the first agenda goes out, will you just make sure to shoot an email to the council saying, this item was added or this was shared. And she did. She did.
But it's like, you know, I remind Josh, like, hey, you have a chance to look at your e-mails. So, like, even though she is doing her part, I may not have access to my e-mail or, you know, if he's in the field, he doesn't have access.
I can't pull up on my phone. Can everybody look at their stuff on their phone? I can't pull up on my phone either. So, like, if I'm not buying a laptop, I can't look at the agenda. My phone don't let me pull it up. I don't know if y'all do.

But we are. We're trying to run radar. We got the new radars coming in. They're in. Trying to get them set up and do a study on the streets where we keep getting it.

You know? But every time you go out there, these same people put on that, hey, they're running radar. We're on the streets. Don't come down. You know?
Did we get the signs yet? We did.
We'll run the radar on it and everything and see if there's a problem. Every time we've ever run this radar, it doesn't back up the complaint. Everybody's going 60 to 80 miles an hour. You can clearly see it doesn't back it up. But, you know, send a list of roads in. I'll pass them on to the chief and all. I'll also pass along there the tickets been written and wanted and everything. It's over 3,000 already this year, two months ago. So they're out there right. Last weekend they probably had, what I understand, 200-something downtown.
I'm staying home.
Was somebody on their motorcycle?
When they tell you they're not out there, they're out there.
Those are the hardcore days when they're on that motorcycle and it's wall-to-wall in here. That's right.
I don't know which officers ride the bikes.

But they're out there and they're very good about going to it. complaints, you know, in the neighborhood and all to try to get, you know, see what's really happening.

Yeah, and I just caution all of you with the speed bumps. I mean, I realize in some locations they are tools but i am not from a legal standpoint i'm not a fan of just having speed bumps all over this the city it's not a good thing for um multiple multiple reasons um from a legal standpoint and also i mean you know think about too like your first responders going through those and you know so there's a lot of different things to think about when we just start you know everybody thinks it's a great idea to have a speed bump but there's there's a lot of downsides Yeah, like where they should, yeah, where you would expect them to be, correct.
I know I've sent my fair share of requests for speed bumps. I get them all the time.
Yeah, I've been lately at the extra patrolling area. And then if I go out there and notice they don't have the school zone signs and stuff like that, then I'll talk to Ronnie about the signage.
I will say in that neighborhood right there where the school is, where the school traffic down Byer and Highland, the police presence right there, I mean, you've got people going 10 miles an hour.

We have public forum regarding our non agenda topics. We do have a three minute time limit and I have Mr. Mayne O'Donnell signed up to speak. And also just make sure everybody up here got the letter. OK, I'm just going to be reading the first and the last paragraph. I just wanted to let you know my name is Domaine O'Donnell. I'm here today to inquire as to why I hear nothing other than denial with regards to code enforcement inspections that I really feel could be conducted on an almost annual basis here. of the moisture and whatnot in the community. A lot of things need to be refreshed with the building. The apartment I've had no choice but to continue renting for the last four years. Here is a complex that apparently has severe infestation of roses, not something to think about. Two species of them actually, for as long as I've been a resident there. It's against all kinds of laws for landlords to continue to rent out units when they're aware of such an issue. but every time in my building at least, and in a few of the other buildings, it's not like it's had to deal with the extreme health issues, the insect pose, as well as what's mentioned in the next to last paragraph on that letter. I'm bringing that stuff in every night, okay? Not doing my lungs any good. Let's see, as well as the probable fire hazard. imposed by the insect. And it goes on to explain why the fire had to exist. The code enforcement officer here in Bay St. Louis, his name is Jeremy, I can't think of his last name. He says he inspected the building that I'm complaining about when it was built. And that's all that's required of him. That's a little weird considering the fact he didn't start working for the city of Bay St. Louis until 2018. The buildings were finished. with construction and open for public use in 2008. Got a 10-year time period there, and I kinda wanna know why I'm being lied to, why isn't anything being done about these issues? A complex is still being endorsed as a low-income housing tax credit property, and it's advertised as low-income housing available by the city of St. Louis, Bay St. Louis. It's in all the paperwork at the housing authority.
Oh yeah, you can move in here if they're low income.
That doesn't mean we have to breathe in mildew spores every night, or every time we're at the apartment. I'm not being paid enough to go anywhere else, so I breathe a lot.

Sheffield Park, basically right across the way here. And, I mean, it's so bad.

They're getting the tax credit for being low income. I'm in a building.
They're income based.
Income based, supposedly, but they're trying to raise everybody's rent $1,500 a month.
That's more than I make. Have you had an opportunity to report this to the housing authority?

I'm not on section 8 of the housing authority so kind of I know we talked to her in April I think it was I think you and I both thought I think the mayor we had talked on the phone once as well kind of a one of those situations we keep because like the low income based housing and then even like through the resource entering units we have we have to inspect them what's happened here is a lot of these complexes that were developed around Katrina post Katrina they had a X amount of tax stamp that they had to keep up to code to be eligible for a lot of their grants that's going out the window but any of the units that they are keeping Correct me if I'm wrong. I know you know a lot more about it. But a lot of the units that are being inspected are, they're still qualified as low-income or income-based housing. All the other units.
They're not being inspected by Bay St. Louis. They're not being inspected. I'm sorry.
Not being inspected. Whatever program is deeming them eligible for low-income housing. Federal government. Exactly. Programs. Exactly.
So if it's a Section 18 unit,
I'm not on Section 8. So the housing authority inspects. I'm qualified for it, but I'm not on it.
Okay, so if it's a Section 8 unit, the housing authority inspects that unit.
Right, but if you're not on Section 8.
If you would go to a different organization in Harrison or Hancock County.
I've been to all the organizations, and nobody will accept the funding. But it's for funding.
So in order for you to receive funding, say if you had rental arrears, then we would do an inspection. Say if you came to the Resource Center, the Resource Center, if you went to the RVO, they would do an inspection. If you went to Back Bay Mission, they would come out and do an inspection. So the items that you're describing, they would not pass our inspection. We wouldn't be able to provide assistance. The landlord would have to bring it up to code or up to standards. At this point, You need to call Fair Housing.
I've done that.
And open a case with them? Yeah. Have they taken the information? They've taken the information. Because I do know that your unit has swapped owners and management in the last.
No, the department group is still managing it.
No, it's a different management, and you actually have new managers, personnel-wise. Oh, personnel-wise, yeah. But you also have a different owner. It's swapped hands.
Out of Park Development? Mm-hmm.
i want to try to clear something up with you the city doesn't inspect those buildings the way i think you're thinking that we should be inspecting them no no no that's that's a totally different i understand that i'm just saying that i guess if they're going to be endorsed by the city they need to be checked by somebody because i wouldn't endorse these things
I really don't know.
Heather or Mike, I do not believe the city of St. Louis endorses any apartment complexes, no matter if it's a regular complex, income-based, income-restricted, or anything. I don't think the city endorses any rental. Well, then a lot of publications are calling out about that.
The lift station, they would repair it, and then it was just overflowing steady now. And we finally went in there and just shut it down They had to go get the bypass pump and this and that.
That was what, last month? It's been a few months.
But they would just let it overflow down into the back back there and all. And then we'd get a call on it. And they'd go in there and they'd have it sucked out and it'd last for a couple days and go back to overflowing. And Ronnie would go back. But it took probably a month or two to get this fixed correctly.
Are you speaking of that major sewage problem they had there?
I think one thing Mr. Mayne's kind of exploiting in the housing is if you're an income based or you're receiving some sort of assistance your unit's going to be inspected but those who aren't on any kind of assistance There's no way to inspect or keep the housing up to proper living standards. You mentioned the fair housing.
I would call and report it again, and I will tell you it is your right that you do not have to pay your rent until everything is taken care of in your unit. They cannot evict you for that.
Well, they did post. I had. Brent and. I was speaking with Brent Anderson about the state contact with the health department who contacted the office of the department to schedule an appointment to come out and have a discussion with them. That evening I had not a renewal of business at that point and they wanted me out on a

So it would have to reach the point that we actually had a part of our code that was being violated. And it could be fire. We've been able to utilize the fire department because fire codes were being violated. But some of that, just general maintenance type things like bug infestations, you know, we're going to be very limited as to what we can do. If termites got in there and started eating structural beams, you know, that could be a different thing.
