I'm going to make a comment. 14A. I'm Charles Bradford. I'm sorry. I couldn't stop watching. I stopped moving down. 14A and 15A. 14A is the argument 26.42.87, the ordinance that the SOTA found in the strict requirement and standard. I guess I know we were taking forward the SOTA found an issue here. I just wanted to check today what effect would the judge's order that he had to sign have not been signed to have an effect with us adopting this agenda tonight. That's the campaign that we hope to consider that. I mean, I read one thing with, you know, 99.9 of what the state required. Maybe one mistake, it will not sell until we are national. But other than that, that's what basically I think If that was considered, maybe we don't, you know, you know, it's not a question. And as I said, I'm not an attorney, but I was accountable, definitely addressed that issue before we adopted. My reading of the ordinance seemed to be intact with the state ordinance. And one other question, what is the status of this current solar family issue? I know they haven't been working on it. The weeds are growing up in the community. There's been plants and snakes. Maybe in the city, we have to monitor once you reach a party. We have a responsibility to monitor those sort of things in the city, especially when weeds are growing and snakes are coming. Maybe you can ask the public enforcement, whoever was there, last time they get over, what's the current status of that right now? and I appreciate that. I have two minutes and 30 seconds. In the future, we can do like Soul Food Fest, or Giffin Fest, or Alligator. Well, that's me. I mean, me and Alligator. But we can do, you know, more things to bring people to the city. I don't want to defend the committee or Mohawk's matter. But I just want to know, if we turn it off, there's rumors that we fixed the sidewalk and paid some 30,000, 50,000 dollars to get it going down. I'm not sure, but maybe that's something you can ask the committee person when she comes forward, you know, because that's what you all would ask, of course, and she can get out. But that's one thing I'd like for the council to consider, you know, that, see, if no calls, or not, maybe this fall we can do another test, you know, you know, do the five communities, put out a square, and, you know, up until that city, it grows.

The mayor reached out to Mr. Chad Fisher. He gave an update. Unfortunately, he was unable to be here. He was out of town. so you didn't give a brief uh report uh he did indicate that he would be available monday to come to the special meeting uh as we talked about but to talk about the status of those projects in any details i've told them that counseling has boarded the council that's the question so but there's one active sewer project which council is aware of uh the bid was uh was approved to go out to be the chain and sniff the door risk flow, asking construction's contract on that project. And again, that project, any change orders will have to be approved by the DRA. but again, our matching amount is maxed at $100,000. That was at the original amount, so I'm not sure. I haven't talked to his administration. I haven't talked to her to see exactly are we still have to have that $100,000 match, or will it be reduced because of overall cost? So again, that $100,000 may be less for the city's portion. that particular project. He said they also applied to projects to do other sewer work. I also asked him about the LCBG projects that the city has, finishing up the ones I believe that were previously undertaken. He wasn't aware of any current block grant projects but again he said he was going to reach out uh mr waxman to make sure but he wasn't prepared and we'll talk a little bit more about that monday with regards to the impact of um that uh grant towards the budget uh again i know a lot of y'all want to know about the mac street bridge he will come and discuss that um And an app board grant has been approved. Well, they're going to seek approval from the council probably next month to approve that out to be a project of 90% federally funded and 10% . again he'll be here monday to go more detailed specifically questions about them here again i believe grant application period for pra grants open uh the mayor's considering certain things um and i believe you're gonna probably try to meet with them maybe probably in the next couple weeks to put together um proposal to see if we can get some additional funding next year. But again, he'll be here and he'll have more details about specifics. We gave us a bunch of projects.
During the Oregon day, we originated
the uh that sewer plant um that was approved i'm not sure uh did that exact origin date on that he just sent um he said they made like a list of stuff going on we can get those things yeah that was probably in that packet when we uh When the council approved it to our bid, it was probably . I'm assuming that we, oh, sorry. I'm assuming that, thank you, Mr. Doug. We can get that information for us. The department bought one of those folders, but that's something that was provided to the council when you approved the bid of that project, which again, it came in significantly lower than what was originally anticipated.
I'm talking about, I'm talking about all of them. I need to know the original date for each project. And which is important, I'm not referring to the bridge or anything, nothing specific. I just want to know the original date of our project.
I'll reach out to Dennis so we can track, see if it's taking a long time. And we'll send an email, our man will send an email to Mr. Fish to make sure he has all that information.
So is there anything else specifically that y'all want? I can communicate to Mr. Fish to maybe provide you with it. I'll make sure that I'll make a note of that and send it to him.
Cause I've been fighting with him. I know Mr. Councilman Green, talking about the bridge, talking about all over on that bridge, I've been fighting on it. And the guy that was over, he retired. So it's a new guy in charge. I know that he said he's going to come back out for bid before the council and then throw it out to bid and it'll take 45, 30 to 45 days and we can start the project. But he just got to look over one more time, sign off on it, and it will be in the process by September. So he'll tell you all about that.
appropriate this amount of money and this year right and long nothing goes down everything goes up cost always goes up so you don't want just a project lingering for three or four years and you allocated something this amount then you actually get to the project get them double the amount so that's what i'm saying that's why we need to track it so we could make sure that we we're on track to not just keep budgeting something And then when you actually get to the project, you own the budget.
All the bridges are just that.
I'm not sure the last time they did an inventory and inspection of those bridges, but I'm pretty sure if not, if not, we can ask for that to be done.
We have a state bridge, Mr. Carlos. It's called my state.
And that may be something that we need to ask them to perform an inspection on our bridge.
We don't have a one-inch gear on our bridge. It's just one-inch gear on our bridge. We can ask them to inspect and give a report on that. We need to make sure when you talk to the engineers, we need to make sure that we correct on our inspection, because you don't want to do it all at once. It's going to come in and then we got a bunch of bridges that's not in compliance.

We have six vacancies on patrol.
At this point we have two recruits. So right now, we have 15 full-time employees and one part-time employee. The problem we have right now is just retention. We're trying to retain our employees. It looks like they come in here getting trained and getting the experience and going to larger departments after they do their two-year contract here. But Chief, I have a question.
Councilman, was the We don't get to ask a bunch of questions.
There's one more question. Here we go. Yes. I'm sure you're aware of the violence that's been occurring in our communities. I'm sure you. You're the police chief, so you're well aware. So when I look at these numbers, when we look at our police report, did you give us everything you know about crimes and so on? Yes. Burglars, murders, thefts. So I'm going to ask because, you know, we share jurisdiction with the sheriff's department. We kind of split dues with the sheriff's department. So I guess what I want to ask is these numbers that I'm looking at, is it just from the police department?
Yes, sir. Those are just from the police department. That's not for the nights that the sheriff's department. That's what I'm getting, sir.
police department but the sheriff department also control the city also yes sir so if you look at their number and your numbers crime is is kind of out of control in our city it's on the increase it's on the increase it's definitely on me i'm saying because when you look at these numbers i think going forward if you will you get with the sheriff's department? Can we combine it so we can actually see, get a whole picture of what's really going on? Because this optical illusion, it look, it's better when it look. Because, and then you think about most of the violent crimes occur at night. How many nights have you, the city worked?

10 days that you work nights. And I'm looking at this report. It's a lot of no's just for 10 nights. Just think about the other 20.
I can definitely make that happen. Yes, sir. Or leave it separate.
The reason I'm questioning because, you know, we got a governor that's They big on crime. And you got to present it whether you like or not. They big on crime. But you've got to have the data to back up if you're going to get a grant or anything. You can't just say it. If you put it on paper and you send it down to Van Ruys, we probably can get a grant or something because crime is out of control. And I think that they would do it all. I think that they would help us if we just get the data to back it up. Yes, sir.

Your report says that we have lost only 1. Full time employee since 2025. So, as far as, you know, everybody else is saying nobody else is leaving.
Well, we have 1, this, uh. Put it in a resignation for the 15th person is. See the person.
Okay, so that probably should be important. Okay, so and I see you have a plan as far as restructuring the police department. We have to do something. We have to, and I know you said you have a plan on recruiting, but what else have you done trying to recruit officers? Have you gone to colleges?
I've been going on the eligibility list, calling different ones who are qualified already. I already passed the civil service exam. I reached out to different ones. I reached out to five different people. I didn't put the numbers on a report because they're not a sure thing. I don't like to speculate, but I should have three more people to add to those two reports we have on here. One sent me the paperwork. One day is another mistake. Another day, next week, we have one that's already passed the civil service exam waiting on the personnel issue to send him to be medically checked. He's insured. Okay.
Well, that's something good you could add to your report. Yes. You know, those potentials. That's it.
I just want to know on this board, what can we do to help youth prevent crime from increasing?
Just support us. I've reached out to the state police. They're going to be helping us on nights. until we get some more roots on this person. Yes, sir.
So Monroe PD
and several other departments in the area. They were going through some of the same recruitment issues that we have been going through. So a couple of years ago, they addressed their civil service board and they got them to lower the age down to 18. So right now, they can hire them when they're 18. They send them to the academy usually around 19. So a lot of them are patrolling and working by the time they're 19 or 20 years old. new civil service board, they had their first meeting this morning. They have to post it for a certain amount of days, and then once they post it and they approve it, then you can receive it. And that will allow me to be able to do like the rest of them, like the sheriff's department and other agencies, and start recruiting seniors in the high school, start recruiting them at the high school level.
One of the most basic things that I'm doing right now One information. You said that you posted with the civil service. You talked to the civil service.
We spoke with them. It was on their channels. You said they don't do what? And then you can start. They have to post it for a certain amount of days. And after it's been publicly posted for a certain amount of days, then they can either pass it or deny it. So you said the civil service can do it. What about sitting down? Of course, after they, uh, do whatever action they're going to take on it. We bring it to you all to make a resolution.

But it starts out with the civil service board. Yes, sir. Adopted it first.
Okay. I read your letter carefully that you presented to the council. And something struck me is you said that recruiting is really not the problem. Retention. Yes, sir. Have you done a SWOT analysis as to why we're not able to retain officers? I know you said different jurisdictions, but have we determined why are officers leaving and going to other jurisdictions?
No, I haven't done a SWOT analysis, but I can tell you why most of them are leaving. It's because of the pay and the benefits.
So is that when they exit, you know, when they leave, they give you an exit deal? Is they saying that that's one of the reasons they exit when they leave? That's never found before. It's common knowledge. Yes. I understand what you're saying, common knowledge. What I'm saying is when they get ready to leave and go to another jurisdiction, do they specify reason as to their leaving the Baxter City Police Department?
Some of them do. Most of them just turn in their letter of resignation advising that they're sitting away somewhere.
They just verbally tell you that the reason they're leaving, but there's nothing in writing.

It's a bad chance. Yeah, they have told me that too. I understand that. I say verbally, I say there's nothing in writing. I just wanted to ask a question. You said that we had a problem with retaining them. I'm just trying to see if we
save on health right if we know a problem then we can address the problem if we don't know the problem that we can't address the problem money money is the problem money has been a lot of the problem besides that we basically have the same benefits that most of the other departments have the other departments may have a few other incentives where they give you a little more money for being CPR certified, but the pay in these other agencies is on an average $4 to $5 higher starting than it is here. And every time we do have an increase, the other places have increased. For instance, the last phrase we got then next door gave a $3 raise and take home the so every time we move up or not other agencies are doing things that makes it even harder for us to compete with so because the answer is the real solution is drastic change drastic drastic change in fact and um i spoke with mr smith and uh mr jones and we have a plan on that as well Just a couple questions, Chief.
You were talking about paid recruitment and all that. Is, I know you mentioned something about the other jurisdictions, their pay really is a couple dollars. So if If we're recruiting somebody and we hire somebody out of the academy, first question, do they sign a contract for a number of years once they get to patrol, get on duty?
Yes, and that's usually the time that they leave by the time that they're close to the end of their contract. For instance, this one I was telling y'all about is... Some of these other agencies are offering to buy them out of the contract. Compensate them if they leave. I know one of them did on one of the parties. So how long is the contract? Two years. Two years? Yes, sir. If we pay for them to go to the academy, they sign a two-year contract.
Okay. So we pay for them to go to the academy. Okay. attention because you you probably got somebody coming in and already knows and there probably isn't much you can do about it but you got people coming in already with a mindset they're going to do a couple years and so i know again i know there probably isn't much we can do ask people about their mindset But maybe there are some questions or something we can put to them, asking them about, you know, maybe their future plans or something like that, just so we can get a mindset as well. They already have their mindset. We need to have a mindset as well, too. So, but again, you really don't have to respond to that. That's already. The age thing, lower the age thing to 18. Again, we have an issue, a crime issue and just a social issue with young people, right? And I guess it depends. Some of it is that, you know, family and social background, how people turn out, how people, you can kind of predict some of that. But if we're talking about lower than age 18, again, that's a young mindset. I don't care how good they were in school or if they come out at the top of their class in their cabin, they still have a young mindset. And so that young mindset, again, I know we're hurting for officers, but if we can avoid that thing.
Hiring agents and say we're going to put them on patrol. Right, right. But if we plan on having them, if we get them hired, we have other positions that we can work them in and ease them into patrol by the time they're 19. Now, if you do have 19-year-olds and 20-year-olds working for Monroe PD right now, and Shreveport PD and everywhere else that are patrolling, when they're 18, we can't put them on the road.
I understand all of that. But again, what I'm talking about is the mindset. 19, 20, 21, 22, all of those ages fit that mindset. So again, not to perturb anything, but again, I just want us to keep that in mind when we're bringing people on board. And you're absolutely correct.
I mean, is it the ideal thing to be? No, it isn't. But that's the way times have gotten now because of our risk agencies. I mean, in order to compete with them, that's what they did. So I mean, how are we going to compete with them if we don't do similar things once again? Another thing is when I go to these chief conferences, we have classes on seminars on retention and things of this sort. The last conference I went to, we had a chief and a mayor to give us a conference about recruiting and retention. Police recruiting is not like it used to be. You don't have the same caliber or people with the same mindset from previous times you have a generation that has they have different values you know they're not some of them don't look down the road 10 to 15 years or 20 years a lots of them are wanting instant gratification so you have to adjust yourself with the time and one of the main things this folks recruiting these people that you're probably not going to be able to keep them for no more than three to four years because all of these departments in the whole state, they have high turnover rates. The ones who have employees that actually stick and stay with them are going to be at state level employment people eventually. The smaller departments and other municipalities, they all have the same problem, turnover rates. They lose their officers to larger agencies.
I kind of want to disagree with the age. I think it's all about character, that person, because you can get an 18, 19-year-old with a mindset way mature than a 40 or 50-year-old. I also like this person, age so much. Right, and like I said, oh, I'm sorry, I'm sorry. Because a 19-year-old would have to go through the same process as a 30-year-old, right?
you know they still have to go through the same thing that anyone else would have to go through to qualify to come out
Is it going to have versus insurance? Are we going to pay higher insurance rates when we drop the age?
Not that I know of. I can keep with our attorneys and have them check the travelers, but I don't think so. I don't think there's no indication that it will.
The point of information for Attorney Jones, because he starts off, you said increased salary is a big, big driver. We've lost several hours.
I'm not totally aware of what it is, but usually it runs somewhere around $45 to $50 for a full-time. How much? $45 to $50. Total package, that would be insurance.
Hi, Mr. Jones, Attorney Jones. I'm talking about just the base pay, because if I calculate it, it starts out for a year, it'd be about $35. I'm talking about take-home. I'm just talking about hourly pay.
i'm not talking about the calendar of the um uh conversation package i'm just talking about what do they make an hour they don't pack about that but what do they make a month use an attorney no but i'm not the attorney for the starting the police department i only know when they come before us and they ask us on budget and occasionally the only one i know is chief election but generally speaking i remember correctly because it is budget somewhere around April 45, if it was full-time, was the total package. We only knew because it's kind of like the marshal here. They had to bring a budget to the council and justify the number he wanted. It was to talk about what it cost for an officer.
Chief Reed, I wouldn't take that as this because if I did the total package that you're starting off with, it's going to probably be about $44,000, $42,000, $43,000. 45. But in reality, they make about 16. Right? 18. Whatever it is. 17. If I had all the compensation packages, what would that be? Probably around 38. And that's not to go lose, right? Because they make them with $18 out, right? One more question.

Good evening. Just a quick update. We are in our graded year, so it's pretty busy time for the department with inspections, fire prevention, pre-fire plans, and such like that. So make sure we're crossing all our T's, not memorized for our graded year. Also, We just completed a 40-hour EMR class. Everybody in my department got certified as an EMR. I'm proud of that. Other than that, it's just business as usual. I'm down four employees, so I will be putting out, we'll be accepting applications soon to start a hiring process.

Now, what are the properties are? If we can only do those properties, if they are adjudicated, right? If they're not, then how does the process work? What process? Just like the private, like the one I gave you on Country Club. Is it adjudicated? Has it been adjudicated? No. So it's a private property. So how would that process be in a private property? Okay. mr jones he said you you have to answer the question the list of properties he asked us for a list of properties and we gave a list of properties but some of the properties are adjudicated but some are private properties that has not been adjudicated yet so private properties just goes to the home it goes to wherever the property is
to owner is on the tax rolls. Adjudicated can just mean that this might go to somebody who bought the property taxes, but did you go to, it's still charged to the property. If it were to be sold or something like that, did it by us, by the adjudicated property bill pool, did we put in place or it's sold by the ultimate owner of the property, This sometimes means that the person who invested in a tax sale gets a notice and says, I've never been up there, I don't have to. We get that call.
Councilman Green. Yeah, I forgot to ask you, Williams, but I can explain. For District B, what can I, I understand that you oversee all our districts. What can I do as District B to help you do your job in my district? Do I need to do your report? Would that help? Keeping up.

Like I said, there's a lot of problems that I can't see. I can't see all of it. Like I said, everything that I do is a process. I try not to overload myself Because when you overload yourself, you get behind. So I kind of keep a certain on in my head as far as beating behind me, I'm going to do it. Because I have daily calls. I have daily complaints. If I go out and I do something on my own, I'm going to overload myself in the end. So I'm going to get pushed back. But the complaints, I'm going to go out and do something. So I got to keep myself available for it. I got to keep myself, when they call me, hey, I need you to come out, I'm going to go out. Plus, I deal with So I kind of still come to the office every day.
Maybe my next question is for you, David. So you know how we have some of those properties in our district that's adjudicated and some of our constituents won't continue to touch them or do something with them. So in that moment, if we do so, do we add a fee to the tax form? Correct.
We still add it. The adjudicated property, we still add it to the tax form. Okay. Because ultimately, the company that we have that's doing, that you put together these CDMP, they do it on top of whatever the minimum bid would be, is they have .

For the record, let the record show. This is a city council meeting between the board, Alderman, and the mayor. And I got to write the academic question that I deem necessary for my constituents. Now, I'm not going to sit here and allow anybody to just misrepresent the truth. The man is not trying to get in touch with them. And I'm not trying to be argumentative. Let's keep facts facts. And where it goes, you work with Alderman Alderson. Because if you do a corrective action plan, that's what's been happening in the last administration. They did a corrective action plan without the council input, and therefore it was a big, big blow up towards the end. That's why we didn't pass the budget. So what I'm saying is, it's important that we be a part of the corrective action plan. That's the thing I'm asking, are we gonna see it before we get to meet? There's no argument. It's a debate. It's a city council meeting. Anybody ever watch the government The House of Representatives, we nice compared to those people. I mean, I have to be, you know, but don't, I represent my district, and they want to know, and I can tell you that. America, you know, you my friend, hey, this is a business, and I'm not being disrespectful, but don't come and say that the man told us something he didn't tell us. That was a false statement. I hope you get it.

So, kind of update from last meeting, regular meeting I was not at, because that said, to bring us up to speed, we have the solar farm litigation that has been resolved. So what the current status is, is everything that we ask for in our comparison, we regret. They are currently at the status where there is an injunction or preliminary injunction in place that stops them from doing any work at that site. They are prohibited from doing any work there. The ultimate end result was is that, kind of as we determined as it went down, that we're gonna build solar panels and then figure out which caused a big, huge issue when they called our building inspector, because they indicated they were just doing solar panels. So they, Are prohibited from doing any work as a solar farm. That's the route they elect to go. Until they come before the, the city counts, the planning is on the city council to get a zoning department to do that. They are not selling students. If they wish to continue and. Do anything they can that property zone, which is heavy industrial, but use. as a power plant, solar panels, so like let's say you had a gas, solar panels instead of energy, like electrical, then they have to go before the building inspector and need all the building codes, submit their engineered plans, everything they're doing, and get an actual building permit issued to do that, of which they have to have approval. So they are restrained from doing any activity on those sites until they receive the proper permits, So your approval as to a solar energy plan is the same as if you're going to put solar panels on a house. It's not that you're changing the use of the land, it's the fact that you're using solar power to do it. They would have to get those plans in each year. At that time, if the building was realizes that they're not doing something that is within the code. They're going to be trying to do something that isn't allowed within that zone. But it's no different just as the high school or anybody else who puts solar panels on the property. Some of the residential places put solar panels on the property. Currently, as it sits right now, you're allowed to put solar panels too. facility. If you put solar panels on your property, to put that back into the grid, to sell it back, that makes you a solar home. You have to have a zoning permit. They're not zoned for that. So the whole issue that was discovered throughout the court process was they hadn't decided what they were going to do. They were going to build a solar panelist and figure it out. Solar farms are not regulated by building When they called down there, they told the building inspector that they were just doing a solar bomb. As he sat there and heard on that day, the court testified, he realized they're not doing a solar bomb because of what's called a solar energy plant. He had no knowledge of that because they had used the term solar for it. They had told him they were only doing solar panels. That's where it became obvious to us, the judge, and everybody that they didn't have permits to do either one of those things. So, they have to follow our quote of ordinances regarding either 1 of those, which would require. So, that's pretty good. They do have to and I have informed the administration. Hey, the order does not subject them to not being able to keep property up subject to the code regulations and they need to. Mr. Thornton is aware, and we discussed it last week, that they need to be notified that they need to keep their property within our beautification ordinances because the grass is very tall. You can pull it out here and see it and things that's outside of it. So we had a total of it. They were stopped both ways and they're enjoyed.
Are you just giving an update, or are you talking about ordinance 26-4287? It's going to bleed into there whenever I talk about it.
I was just giving an update on the litigation. I didn't know where to ask my questions. But it just kind of leads in there. So I was bringing the status for the court cases. So that's where it sits. We want on both sides of it going both ways. As it relates to our environmental court, we had, as you heard Ms. Thornton say, a numerous amount of cases. The companies own, they're out of compliance. They're not dilapidated to the point that they'd be a dangerous building, but they're fixed out of compliance. Those individuals, those properties that are owned by those companies, 99% of the time do not show up. But what it checks off box for us is in going through due process, We gave them the right to, we gave them the ability to come to our little fort and fix it before we go through the next process, which is what is we're trying to do in 9 and 8. Okay. Or 9 and 8. 9 and 8, sorry. With occupational licenses. So we're putting in place measures to say, hey, we gave these people all these places to come. We tried to get them to fix everything. As far as people who have come, every person who has appeared, which I will say has grown over the last three months, the people who have showed up there are all had drastic improvements between the time they were cited and the time they showed up before, which is often about 20 days, to the extent that we had an individual who They bought a roll-off dumpster and put it out there, and they've had three loads of it. And so those properties, it's actually been a really great thing to see that people are starting to participate in doing what they need to do to clean these properties up. We haven't had anybody go past a second court setting that hasn't had their property cleaned to the extent that it was completely remedied. need on the council. I'll deal with that down in the agenda. To explain more, I don't want to get out of the storm. So, we've had other people at this space. So, yes, there is a slew of people. I've been asked by people, why are these rural companies coming in here? Nobody shows up. I'm just going through an extra step to the bosses. So, when we do take the step to do anything more significant, I can say, if we gave If we were ever to get to court, Your Honor, we gave all these opportunities to fix this. They didn't. And that's why we took that action.
Right. So also, too, you said that once we get down to you, you will speak about when code enforcement write the complaint, why they did not find the environment for it.
Because the ultimate goal of environmental court, one, is the amount of people who would own their first are very plaguing profits of known people that we've had issues with. We wanted to get them scratched off the list, but we gave them the ability to come there and they didn't come. The amount of personal people who have showed up and been there, of all, that's what we call personal owner occupants. Owner occupant people, they've showed up the last three months and had their properties burned.
So then they take the complaint off.
Yeah, they take the complaint off. We didn't have to do it. We sent them a notice. We got it done. If they fall out of compliance, we have a history of them. If they fall out of compliance again, the goal is to get people to comply and do it so we don't.
At what stage do a fine heal?
You know, fines, I haven't moved for a fine on anybody who showed up fully cleaned and riveted, of which has been two people had to have the next one.
Because the reason I asked, because the reason I asked was because the liar had probably been like, I swear I'm pretty much all out.
Nobody's ever showed up on court on that.
So even in that incident, it's so huge. So no one to show up, I mean, No complaints answered, you know, I'm fine.
So what do we get access to to get to happen in process? And. When we gave them access to that due process. They never showed up in period and just walked off the box for us to take significant other action, which is what I'll discuss and get out. I'm giving them the opportunity to come here and speak to be able to present yourself and. We had a person who showed up, an owner-occupant who showed up and said, look, I don't know where to get started with this. Mr. Thornton found the resources to help to get it clean. So public participation in owner-occupant properties has been unmatched, almost 100%. So do you present this to the environment court? Yes, we present it to the environment court. If you're open court, it's at 9 o'clock in the morning. We have a a group of regular people who do come and observe it. And you're starting to see how the under-occupied participation. Landlord properties, almost zero. I think we've had two companies show up. Mortgage companies that have bought the houses and foreclosure sales.
About 75% of the time, they've went out and hired a management company to get it cleaned up and monitored. But another 25% of the time, they don't do anything. They don't show up here. Nobody shows up on behalf of us. So there's some way we can put our earnings together.
So what we do from that point forward, we proceed with it to go ahead, take care of the work, and they never get to come back.
Because a lot of the times, some of these companies can be from out of state. I mean, so many of them, they purchase something from a tech sale or whatever the case may be. So if they purchase these properties and don't do enough with them,
yeah so what we do is is when the notice is given it's a dual notice it says that you have to come to environmental court and then also within uh 10 if you don't do anything within 10 days we can do it ourselves okay so we give a dual notice it says come to environmental court and it also says we can take the action ourselves so when you say we're here at my report we mark them off the list and everybody's come here so when you say do it ourselves we take a department or we take department We can go ahead and do the cleanup efforts. We can bill to the taxes without that through the environmental court. The goal is to use environmental court for the purpose of helping our residents who have properties that are past the point that they can't clean it themselves, for whatever means, financial means or resource means, and help get them connected so they can get it clean and keep them clean and monitored. If people don't want to come there, don't want to participate, we can go clean their property without having to put it on their taxes, proceed that way and also hopefully proceed with what deal with remote and occupational license.
So, how do they work? Because it's been instances where I have properties have been adjudicated and the city has cleaned it up, but I don't see Even when somebody acquired that property, they're acquiring a past tax on it. I don't see where it's added where you have, what the people don't see it. I don't know. Since I've been here. I think Ms. Angela had one of her dishes. She took care of it. Somebody was acquiring it, but it was just paying back the past tax on it. There's nothing added about it.
Since I've been here. I'm not going to. Since I've been here. And that's all I can tell you. But since I've been here. There's been not one instance that I know of that we had, other than grass seeds, other than grass seeds, that I know of that a bill was submitted for us to put on the tax farmers. I would go to tell you the amount of cleanup that we're doing or we're starting to do with these is probably the first evidence that I know of that we've been here, other than when there was grant money to clean up some stuff. And I believe that was just June. No, I disagree. I mean, it's well, while I was here, why? Okay, why use drugs? So if it's not on their tax, if it's not on their tax rolls, it's because they never submitted the bills to replace us.
Since you've been here, they haven't had any to put it back.
I've never had a bill submitted to me.
So now we have a disconnection. So who?
All you do is get a list of the amounts of what work the city had to pay, and you send it to the listed owners on the tax rolls, and that's it. I've never received an auto. I'm unaware of anything we've cleaned up other than that we finished the job, other than grass.
What I'm asking, though, is did you clean up the adjudicated property, right? Who submitted you the bill?
The city? Yes, it's the time for the amount of boys that worked it and what the charge is. They keep a log of what the charge, how many hours worked, how many boys worked it. And we put that down as the cost. I'm unaware of that ever occurring that we went out and cleaned up somebody's stuff. Now, I know that we have grasslands where they cut the yards. I know they have been doing that. Those boys went outside and made somebody, it was done down just in the administration office. Other than grasslings, I'm unaware of any lanes where they clean trash off somebody's property or something like that, where I'm unaware that they're gonna, other than the time that we had great money at one time, maybe a year and a half ago that they did it, but I think part of that great money was that we weren't gonna charge it back because at one time it was great. But other than that, I've never known of an effort to clean it other than that person. And I will say one thing. This is a story that came up Tuesday. It's short. We had an individual in there, and Mr. Thornton and the mayor had gone to a piece of property that had what looked like an encampment. They went out there. They actually, together, were trying to figure out how to tackle the problem. They found an individual living on that property, had been living there for nine months. I'm not the police department that came down there. He was cited for trespass. Legal dumping and. Resisting because he gave a false name. Individual report this past Tuesday, and he's found guilty. Trespass legal dumping and resistance. Discover this individual. was actually wanted out of Arkansas for two very violent crimes he was hiding out in the front. But the efforts of the mayor and the code of enforcement to go out there and just go through those properties and find property like that, knew that somebody didn't live there. We were able to get somebody out of this community so it's one of those stories that it's probably more like that but we had somebody listen here on the property so it's starting to work
mr chairman pro tem members on very brief budget it's set for monday of all three budgets those years begin at five o'clock followed by the sales tax meeting 5 30 in the special call meeting um for the initial consideration of all three budgets we have copies of the proposed budget um I am preparing some amendments to the sales tax budget that I will ask the council to consider. We'll talk more about that during the public hearings and the consideration phase. But I answered, I think, a lot of your questions on the financial piece. I don't want to give myself the main thing in the public piece. The hearing is scheduled for Monday. It's been available for public inspection since June 1st. So we'll take that up in due course. And again, Council, you have a deadline of June 30th to finalize adoption of these budgets.

Good evening, Mayor, council members. I will go over some of the public works first. I want to, first of all, take this opportunity to commend Mr. Thompson, who's doing a really good job as the Assistant Public Works Director, along with the others that's over there as well. Of course, we work with all of them over there in each area to help. I want to also mention that Public Works is now working from 6 a.m. to 2 p.m. because of the extreme heat that we all are experiencing, 90-some degrees. And so just in case you're trying to get in touch with one of them, just keep that in mind.
They're working from 6 a.m. to 2 p.m.
Of course, the regular duties, the grass cutting that they're doing, they're starting to do a lot of that. Grass growing pretty fast because of all the rains that have been taking place last couple of weeks. And I know that in the landfill, I'm gonna transition over to the failing situation. I know that there's been a considerable amount of work that's being done landfill because the individual that came in this week that we met with today, that is Mr. Wendell Piper from HGA.
He's the person that worked with us to assist us with all the stuff that we have to do to address the debris as well as some of the other issues and challenges such as the buildings that we own, City Hall, and also the shop.
He's there to help us with that. The deadline for getting all of this together and submitting the paperwork and so forth will be June the 21st of this month. So he's helping us with that. We're going to meet with him again on Tuesday, getting all that together i also want to get our men our clerk she's been very very helpful as well in helping us getting the communication and we've met with uh fema and also this representative several times we've met a couple times in person then on zoom call so hopefully we're in a position to get everything that we need with that i want to mention Also, I met with, be glad to hear this, the owner of the Eastside Ministry, to simply talk to her about, what is your plan? Because we know the situation that it is at this point. And so she and I have been communicating. I think the environmental court, she's got notices before, I don't know if she showed up, I don't think she did. And so she called me, texted me yesterday that she had the next notice. And so she's to come on June 24th, I believe. And she's trying to, she's really trying to do some other things with the building. But of course, not to get into all the business, but it's a challenge with resources some things that she's trying to do, but we're expressing how, quite frankly, how bad it looks in the heart of the city. And so we'll see what happens, see what happens there. Mary and I met with Superintendent Jesse Winston this week. There is a bond proposition renewal that's coming up And his staff to talk to him about that, find out those citizens that that is coming up. That is a renewal and they need support to pass it, because we all know the school system is part of the city faster and we want to do everything that we can to support. Just. And the. One other thing is, nationally the cities, you've heard me talk about this before, the city of Bastrop, great communication with the nationally cities. And I've talked with them recently about doing a demographic study of the city of Bastrop, in which they'll do a lot of, give us a lot of information that we need. The mayor wants to actually send letters to potential prospects and asking them to either expand if they're already here or to bring their businesses or companies to the city of Bastion. So they asked me when do we need this? I said, as soon as possible. So they're in the process of putting that together. Once we get that, when the mayor wants to go after any potential prospect, And I believe, okay, I did mention that 6-21, June 21st is the deadline for a lot of the information on the debris removal. But to get everything in, the paperwork, everything included, that deadline is an additional 30 days, so July 31st. So we're working towards June 21st. that have every single thing in it.

Now, there is one, I'm not sure whose district it is, but on the corner of Hood Street and Haney, there is some debris there, but there is a downed power line there. So, we've asked them to make sure that they don't touch that, but if you have been contacted on that, and the last thing i want to mention is that i receive calls from the public department heads employees just on different things a question that they can glad to do the best to answer and i go out on site to to look at things and uh sometimes i can't conversation to about different things. And we work on some other things too. There are people from the outside that they're wanting to help. Any other questions? Well, concerning the ice, ice storm you can contact uh mr thompson or me because usually what happens i'm usually on that line until once once if someone can't be contacted i usually get a call i get a call a lot yeah and it's uh once they call me we talk about whatever and i always assume that since i'm acting as the public works director at this point So we just try to make sure that it's done. It's been about eight, ten years. So, all the planning, all the talking about, we gave her, when I was told enforcement two years ago, told her to do something to the roof she didn't put a shingle on so we've been over there everybody but we had a good scene that is the bad for the city and everything we've tried it's been to no avail it's just they come to court and just found those at the city so whatever plans he had she should have had that five years ago because it didn't Talking is over with. We asked the attorney to do his job and make a way for that building to disappear.
Yeah, I was surprised when you said you talked to her because I thought we was at the point where we condemned it.
It's already condemned. It's already condemned. I just happened to see her. I saw her at an establishment and she knew that I worked for the city of Benjamin. So she asked to me when I shared that with the mayor.
I said, okay, so I did. When she talked to me and somebody asked me the same question, Mr. Green, is this your first time meeting? I said, yes. They just started smiling. Okay, you'll find out.

This is the, okay, so this is the one that's been previously introduced from on the back of the table. This is the one dealing with the alcohol beverage permit licenses. I'm gonna copy this before it's in white. This is an amendment to the original one that was submitted takes out in the paragraph where there was concerned about the mayor being up there as the governing body and the mayor. It removed the language that said and the mayor. Next to it.
So if you look at page one, section four, for governing body determined
This is what would be an amended version that I've amended based on the statements given by the council about at the very beginning, in the original one, we had added the language and the mayor. The first line, it said the right term of which person shall be issued from it shall be vested in the governing body. And then when you put in and the mayor, that's been removed from there. So there's no confusion that there's two people with sole plenary power to grant the Did you add in case of renewal? That was there from the very beginning. That was in the case of renewal permits. The mayor would be able to officially approve renewal on a special permit. A lot of times with renewals, we have issues where people have, let's say they have something A restaurant, they come in and they don't realize that they applied after the regular meeting in December run out January 1st meeting, which is the 2nd. Thursday of the month, and so their license is out in time period. It would only allow that renewal or that special permit. Until the 1st, the council. So that you don't have to stop.
It's just for, it's alcohol.
That's just alcohol. That's special use permit. Special use permit. We need to be more specific.
Because we don't want to be that side of the school. It just says special park. It just says special park. It only applies to this chapter, this body that is here.
I know what you know. We all say something. I think what you say is special permit, and we all can understand.
I see what you're saying. And it's defined, if we were to have a full body that we're calling this year, special permit is a defined category. That's why. Yeah, I get where you're getting there. We don't want to know. We don't want to know. 100%. This comports with what y'all were talking about, that we want to make sure that in the top that, The ultimate final authority on everything is with the governing body, which has always existed, which is the city council. But in the case of where you have renewables or you have special permits that can happen quickly or they apply late, which is a frequent occurrence where I've had some special meetings before, this allows the mayor, as long as it conforms with the law, just as the chief police gets up here and says, I did everything the law requires and the code of order says, I'm telling you that they're good to be approved. He would have to do that same procedure, and then the mayor could sign off on the renewal of the thing until it comes to the city council, who ultimately could make a different decision and say, no, we don't want to do that.
Because the mayor, he's in my ear, and he's like, he's like, especially if you want to make sure that we're all on the same page and you don't want to get drawn and sucked down in a rabbit hole. Clear understanding.
After litigating for the last three months, I recommend that they for litigating for the last three months, I can tell you right now, there's no way that'd be, there would be, there's no conceivable way that'd be in terms of killing.
You can't apply specific alcohol orders either way. You can't do it. There's no way somebody's gonna come with alcohol. We thought that, those two, right?
What happened? I can't stop anybody from filing a suit. That's what it is. I can definitely tell you your interpretation may not be the interpretation. This means we need to spill that.
I'll catch it just like this. A competent court of jurisdiction would not ever find that that was a plea. But if you want to make a plea. We are. No, we are. We are playing the record. Councilor Doty?

In the case of renewal of the special purpose rights, had there been an issue with any of this to make for us to- Correct, there has.
This is something that- Can we reach the city? Correct. We've had instances where people Let's break it into the renewals. We have some established business that didn't realize that they had not applied for their alcohol license. It's past our December meeting and they're down here and there is the second Thursday of the month is our regular meeting. You're going to go from January 1 to the second Thursday without an alcohol permit for some restaurant, some convenience store, somebody who forgot to get the renewal. But they come in the day after the second, third day of December to get their license, not realizing it has to go on an agenda to get it brought by the council. That happens very frequently. It's happened at least, I know, two of the three years that I have. That we have somebody who we're calling. This last couple times, I will tell you what it's like. We had, this last year, we had... the meetings dealing with budgets, dealing with items that had to go on legit and that had to be passed anywhere. There was special meetings. The year before we had some special meetings about the art money, we said, I don't want to get into that. But I just say it for the fact that we had several special meetings which we were able to run that. So this eliminates that circumstance where we're running pretty smooth as a government. We don't have as many special meetings as we used to have. There was a time period where we were having a special call meeting every month, if not two. We're getting to the point where with this budget, with this full year of cycle and first proposed budget, the actual proposed budget on time from this administration, we're getting to the point where we generally have one regular meeting, that's it. And so with that anticipation, that's an issue that we run into. The other part of it is the special part, the special permits. Frequently people will, start an event, make an event, do some kind of event, not realize that they have to come down here and get a special permit to get it. A lot of times they'll get something like the Morehouse Activities, the MAC, the Red Minister, something like that, where they need an offer, where they have to have one to do it. They don't realize it until it's a week out, and they're like, oh, I need to come down here and get this stuff. So we have issues with that. So if they make all the standards that allows the chief to stand up here and say, then in those limited instances that can be provisionally approved until we get to our next meeting so that we aren't all trying to run in and find out who's doing what on Tuesday.
So this, what you just said about special use permits. Somebody needs to come in at the last minute and get a special use permit back. Okay. let's say the mayor is, the mayor is going to do that. That's already been done. The mayor decided, right? So what happens? You know, some of that is going to happen before the next meeting, right?
It could happen before the next meeting. Once it's approved, you're going to know about it. If the council is in disagreement with got a special call. If the administration signed off on this permit, it's something that the county says, hey, we found out late. We don't want to do this. We don't have that special. We'd have a special call meeting to do that for the limited purpose of it. So every time one of these things is late. As I said, here in the last Year, we've had, I've had at least two reach out to tell us that, hey, and almost missed it. One was the dog thing, the other one was the people who came last time, one of the times that I had to get it. Before that, we had a lot of special meetings, special call meetings. So it was one of those things that honestly just got me on a special call meeting because it was like, hey, look, we were pretty much meeting up here once every two weeks. So there was a dry spell, but it is one that happens frequently. The special, go ahead. But that's it. Has it happened frequently in the last two years? Not when we were having tons of meetings, but before that, yes, it did happen. And it's happened, it's almost happened here in the last four months, at least four months.
So are there any that you know of, are there any other mental health something in place like this?
Correct, there is. So there's often two categories of them. This one is actually a hybrid of it. There's two categories. There's a category where the council has vested, the government body has vested it with the mayor to grant those. There is ones where the council has said, hey, we're going to make all the decisions. There's a third in between there that has given some provisional authority to the mayor and final authority. Yours is nothing but giving provisional authority on renewals and special permits. Other ones give provisional authority on new applications, all the applications. One category gives it on renewals. He has the final, the mayor has the final authority to calculate the call on the new ones, you know, special ones, the mayor has. Y'all's is purely a hybrid. It's one where it's only giving over provisional authority, the ultimate end authority ends with the city council.

So what I'm asking is just because they want to have it, do we have to issue the special permit? You have to have a local one in order to get a safe one. No, no, no. That's not what I was asking. I'm asking, just because they're having an event with alcohol, do we have to approve the permit or the use of alcohol? Correct. You do.
If you are putting on an event, if you are having alcohol consumed there, or you have several instances, you either have follow-up.

This is 26-4285. This is what had previously come before y'all, which has been read once already for introduction. It's been previously read a second time for discussion. this is dealing with due process and reputation of a occupational license so at this time it was kind of the reason why i talked about the court case to let you know that we resolved it for example this would input update section 13.9 which deals with our occupational license which is essentially your ability to be able to perform business that can conduct business within the city of bachelor that these are issued annually They're based on the revenue or the volume of potential activity that you do that generates sales tax force. That said, you can't operate any business in the city of Nashville whether you're emitting sales tax or not without an occupational license. That said, currently, this ordinance existed in a form that's existed back to the 70s. It said that, hey, the person, in order to revoke their occupational license, you had to prove that they had done something criminal. Criminal underneath the laws of the state, criminal underneath the laws of the federal government, or criminal underneath the laws of the local municipality. To give you an idea, our environmental communication ordinances are what we call more civil ordinances. They're not criminal ordinances because they're civil in nature. And that's how the state has made those types of laws. So we can all end up with the state benefits. That said, this would allow you to update this occupational application based on people violating our beautification environmental standards required of property owners. So if you allow your property as a business owner to be deficient or to be out of compliance with what our ordinances require, ordinary homeowners to be in with then we can if we can prove that that you've done this then a remedy we have is that we can come in and revoke your occupational license you will not be able to do business in the city of action this may be somebody who is a tenant somewhere so you have a building owner a lot of times you'll have big buildings that are owned by big companies But the tenant continues to use the building in a way that the owner of the building who's in, I don't know, New York, that's one of our big properties is owned by a company out in New York. They've never seen it. The tenant's using it in a way that is causing to be in violation of the educational orders and causing environmental issues with that tire stacked up places where it's causing environmental problems. This gives us another tool to say, if you don't comply, this is dealing with specifically some of our landlord cases that have come before. We're nobody here. We've sent them notices. I know long before me, we sent them notices. One of them were just discussed. We have a tool now to say, okay, here's another way to attack this plaguing problem. You can no longer transact business here. We go to court, we can get you a joint for doing that. You have to bring the fight in a way that you can. We don't have criminal, they don't allow you to criminalize. So the way the fight has to be taken is that businesses, mortgage companies, anybody who's gonna do this, And those businesses, the way we have to fight for things that are people who are not going to abide by the minimum standards that our residents live in, you take it to their pocketbook. And the way you take it to their pocketbook is you say, you know what? If you don't abide by it, or you give me all these opportunities, then you can't do business here.

But this, now you know, this occupational license, big sticking, caused a lot of division, a lot of problems. And that's when I reached out to you yesterday. You know, you see it. I was trying to discuss this before we got here because I don't want this to adversely affect our ability to take away the solar farm people Occupational license, whoever, just anybody. I mean, I don't want, we already in litigation with the solar pump. I don't want nothing to open the door up for those people to come back and do business in the city. So kind of, it sounds good, but I haven't had time to just bid it, bid it. That's what I was calling you yesterday. We knew what perspective it was coming down the lane with court, and so it was in the best interest of the table altering something that was possibly going to court. I will say this. In the vein of asking would this ever limit us, or would it cause anything that has been previously done and is now what we consider to be settled litigation, would it do anything to enlarge the ability of somebody to do something we don't want them to do.

Well, so what I'm saying is each council member probably, they probably want to have a one-on-one to make sure, because I know I can, I want to have a one-on-one with you just to go over it in detail, make sure everything is, is what the council wants without any, any, And it loopholes it. 100%. With the proposed changes on this ordinance, we also have an executive order. What is the difference between the executive order talking about occupational licenses and the proposed changes to the ordinance?
So the ordinance that we have established is the opinions and procedures in which we can do to issue the requirements you have to meet to get one, and the things and the process we'd have to go through to revoke it. That executive order is one that establishes, it's like a policy. It establishes that the administration as a policy, this is the prescribed order to do it. so there is the ordinance doesn't require all the things that that form requires okay but the administration issued their executive order saying if you're working in the The executive thing, the procedure within the executive department to do this function that we've been legislatively cast to do is to do it with this using this. It's no different than the United States. Congress does not tell IRS what forms to use IRS issues executive orders from the. Tax commissioner saying these are the forms you use in the form of a publication. It's the same difference. Congress legislative body says you're to do these functions. The IRS, the head of the IRS, the tax commissioner says, this is the prescribed. This is the way you do it using this form that I have approved. So that's what happened. Your ordinances set out the functions and the administration set out by their word. Any person doing this, this is the proper form that we will use. This is what we do.
My question is about the approval of some of the occupation license. Is anyone going around and inspecting the properties? I know somebody said it's mailed. Sometimes it's mailed in and then we mail it back to the company owner. So at that point, if that's done, nobody is visually inspecting. So how would we know unless somebody reports it that it's not in compliance?
So I think it's kind of a mixing of two categories there. What you're talking about is probably people who have renewals. They mail in. I presume they mail in. I'm not sure what you're talking about. mail being so those properties were previously approved and signed off by code enforcement in the buyer and because now you have the executive order doing that although the one that's didn't require the executive the administration requires that form to be used okay now uh the rest of that would fall into categories like if a property is out of compliance with code code enforcement's going to do that not not the renewal aspect of it however if code later was to notify us that, hey, they're out of compliance and we can't get them into compliance using code enforcement procedures, then ultimately he can go over to the occupational license and say, hey, here's another to try and get you to comply. This one. And so that's why I kind of, that's why I originally set up and I was talking to Mr. Thornton, I said, look, I want you to send, I know these rental companies are not going to respond. They're not even going to pick up these certifiers. And the reason is because when we went to court, it was all about the process. How much did we go through to try and give them the ability to have access to do something other than this extremely video program? And did we give them an opportunity to come? So part of it was sending a – that's why there's 45 cases and six showed up. I knew that the landlord cases were not going to show up, but I wanted to be able to have a record. with minutes with court that says we tried. You can't, you can't go complain on us. We gave you every avenue before we did.
So at the first, when we get ready to renew again, then a lot of those, especially the property we were talking about earlier, will not be renewed.
Well, if you are found to have your license, if you have your occupational license, but it doesn't require whether it's dual time or not, you can do it at any time during the year. Then you are prohibited from getting one for a time period. It can be picked by the council. And you're also prohibited, and that's one of the things I wanted to ensure, you're prohibited from doing what we call a family member transfer. You just can't go sign it over on somebody else's name. That's what this is trying to do, bring this all up to scheme to give us more logic. Monday is perfectly fine to be able to have individual conversation. It's going to be March being about 20 minutes out of conversation.
Yeah, it was two-parter. The first one was on this, when we revoked an occupational license for six months, right? So we revoked an occupational license. Do that mean they can do business inside the city? Yes. And then how do you stop that? How do you stop that? How do you stop them from doing business? Just use the solo plan. Solo plan for them. You say you're going to revoke their license. Then how do you stop them from doing business?
You do exactly what we just did. Oh, they could be. But as soon as I can make out allegations, just like in that case, as soon as I can make out that they're continuing to violate a city ordinance, it does not matter. I don't have to prove irreparable harm. Normally you have to prove irreparable harm. That's a term of art in first writing orders. I have to prove that on the base of the papers I submit first, the petition. When you're violating a city ordinance, I don't have to prove irreparable harm. I just have to prove that you're violating it. I have to prove that we have an ordinance and that it's occurring.
And also, too, for these offenses, who determines it? I see you say body, city, but who in particular?
The governing body would be the ultimate person that would determine if they violated those and that there are laws that should be revoked. Who's that? That is you, city council. Those were four years of hearing.

Who is saved by the city? You know what I'm saying? Your person is saved by the mayor in Puerto Rico.
The city is the governing body. Some of the things that if you'll notice on page two, and I will point this out in your review, and you're going to be reviewing it, so I don't want to stay here long. If you notice on page two, there are many things that are what are called old and underlined and added. Those additions are actually just the things that state law added in the meantime between the first time this was adopted back in the 70s. Those are what we call just time over time additions that the state general law provides, but we don't have it in ours. So in case somebody comes down here and says, hey, why didn't y'all just do it this way and I want an extra step? Well, I did an extra step because the state law required it to, but our ordinance just did it. I don't want you to have to explain the difference between the state law and our ordinance. Let's make a match.

How much money have we made on adjudicated property? Don't know. So what I ask Tim to do is, I don't know why I keep being on the agenda until we resolve the issue because when the first beginning of administration, we was going to bring it back in house. There's several time periods for, and here's what you do, because they're no longer going to issue the warranty. Well, they will still issue, and that's where you get into. You have categories where you're going to have properties who have tax certificates and properties who have just adjudicated the blend because that's called in the three-year period. You have properties that are just adjudicated properties, and then you have pure tax certificate properties. So there's different time periods for each one, but there is a time period for you to resolve.
I think right now, at this moment, someone for each one of these properties already comes in.
Yeah, that's how they get to us. I gave you a list of those for this Councilman Locke's request. I gave that to all of you to identify the address and the potential buyer for each one of the properties. Correct.
And there is one thing that I discussed with others is that Part of what is going to have to be added to this is the disclosure on the base of the ordinance, who the buyer is. And there's a reason, because this is where it gets to, and I believe Mr. Cody had asked about it, and I've been asked about it, if I can speak, is there is, if you are An official agent and way of the city of master branding. because we hired people. You have to disclose if you are the purchaser of that product. Disclose it and disclose because you're what's considered interested. You're connected to us. And so it has to be disclosed. It has to be advertised in the disclosure. It has to be advertised after the sale that this was an interested person. It doesn't prohibit you from doing it, but it has to be disclosed. The public has to have knowledge of it. And the board has to have knowledge of it prior to any vote on it. So that's one thing that's going to have to be updated and put into the ordinance prior to any action being taken. If that criteria is not met and that's considered to be ultraviolet, it's volatile of law and you can put the property in jeopardy, you can put us in jeopardy. Because those actually sound back in ethics that you can not disclosing that you're in a transaction is considered to be an ethical violation. It's a violation of statute for that employee agent or anybody who worked to it that was supposed to have been disclosed. It's going to come down to, one, who failed to make the disclosure. They made the disclosure during purchase, which I'm pretty sure is on the form. Are you part of this? Are you related to this? going to fall to the official, the agent, the employee, or anybody. It's going to fall to the company. But ultimately, that could potentially put that company at risk. It does fall to them if they fail to disclose that. Is it going to set aside into any action? Depends on who's at fault. Depends on who's at fault and what's not. There is a time period to object to it that is given to the public and given to the council. But it could potentially put other things at risk. It's just not settled policy. There's a law that regulates it. It just has to be disclosed. So that's the only thing that I can see in looking at the face of the recitals that are on here. Recitals are just statements of facts. They're not the action. Recitals are where it says where it asks. That's just the reason, the legislative intent behind doing something. So that's the only caveat to answer the questions I've had before. But the process as a whole is going to change, and that'll probably be discussed more.

Good afternoon. My name is Ms. Haynes, and I'm who's talking about a girl in the Bible. And I'm kind of appalled with my city councilman, Mr. Green, when the incident happened with my grandmother. And I see all the gun violence. And as Mr. Kennedy spoke, I'm speaking for, I'm not speaking, I'm speaking for my family, but I want to speak for everybody. I saw the mayor at the funeral, Ms. Angela Kane. Thank you, Mr. Green. He was there. I didn't see my mayor. I saw him at the funeral, but as a family, he didn't come. And I was kind of hurt about that. Come to visit to see what's happened. And that kind of hurted me. But as a community, my little girl, Red Baby, was murdered on the 15th. And we're still dealing with the effects. And it hurts. And the gun violence has gotten out of control. We're not addressing it. But it seems to be when a certain family or certain people step out into the community to do a thing for gun violence, Everybody's gravitating and running. But as me and my family, I see no one. And this 11-year-old, believe me, you're my dark boy, say, he's got statistics. He was a good kid. Very valid, respected. Nobody looked at that. Even the police looked over. The city of Madison, now they do us justice. But that's okay. I don't need a title. because I can speak for my family and myself. I don't need that child to be looked at. But for him, I'm gonna speak. And the gun violence is out of control. We have no juvenile advocacy here. The resources, no one seems to know nothing. I tried to contact Mr. Devlin. You know, he got this award. So I'm wondering, who is it, who, what is he standing up for? What are you standing up for? I can't get a call back from him. And I've called several times. Can't get a call.

If you understand providing to help one another, let's do it for all the children. Everybody. I don't care if there's no black or real white. It's black and white. Those are two colors we have. You do it two months, or the family march a month or a decade, you never see them anymore, and that's a bad thing. But what are we doing to prevent the virus? What are we doing? What are we going to do to help these youth? Because they have to turn it on tomorrow, even though this factory and this community is going to hell in a headbasket. These are the youth, but mine is gone. But today, I wanna speak for every baby here. Every baby, just like my baby's here. And I'm not gonna cry. And I feel it. But my baby, the rest of them being lost to violence, they're somebody. And their families are somebody. But everybody's overlooking. And I'm still saying, community, don't replicate because a certain person come out. And y'all run to get the attention seeking, that ain't gonna do nothing. That's not going to change. I want to change in more houses. And about to be the change. Like I said, this grade is on a roll. This grade is on a mission for everybody. Everybody's grandchild and every child in this family because they are somebody and they are something. Don't just look at them because they come from a certain part of the neighborhood. They're still somebody. And their families are hurting. And you don't have to come and misdemean Because you helped me. Because I couldn't get a call back from nobody else, so I had to call my city council. And I couldn't get a little bit more, but I thought to call my council. And he got the job done. You know, Mr. Devin, you see you doing things with the young kids. I don't know what you're doing. Who are you helping? What number did you call? I called up here in the city hall. I called the mayor. Hold on. I called the mayor's office. I didn't get a message even on your voicemail. wherever they want me to appear on the city council. Yes, sir. And I have the documents too. Somebody has something to get to you. Okay. Okay. And that'd be great. Who are you fighting?

You know, Governor Landry, he's in Baton Rouge, and he's big on crime, but not in this community, you know, this little place, because they're looking at us as activists. Everybody's somebody. That's all I want to be done. And we need some juvenile advocates here. Don't have one. What are we going to do? That's my question. What are we going to do? What are we going to do? Because these babies are going to steal, get killed, or they're going to kill somebody. And I used to walk in there, this community, now I'm going to be in the house for eight months. just a couple weeks as you know they're by my neck of the woods no one addressed their father so what are we going to do why we're not interested i'm not looking at children why we're not into these families and these parents and the children oh but when certain people come out the news it gets attention they're on social media but it's the show it's the show And I guarantee you, what I'm doing in this justice fight, this is not a show. This is for real. And I'm going to walk this plank and I'm going to walk this talk because for them to share my job is for their sake. That's somebody. That's somebody. And that's somebody's child. My baby, she's hurting. And us as a family, it's hurting. Every day, not just today. Not just today. And to get the kicker, the young men that done it, Slap on the wrist. A year, he comes home. The other one got a year and 18 months. Not going to walk through the door anymore. The 16-year-old going to come home. He can visitation. He can come home to see his mama. Jeremiah can't come home. The one got 18 months. He's just behind the board, but he can do FaceTime. He can do FaceTime. He can talk to his mama and his dad and his grandmother. Jeremiah can never do that. see him graduate. He was supposed to be the seventh grade this year. He was supposed to go to the high school. You'll never see that. And it hurts. So I'm asking you all as a community, let's do something. Let's bring awareness. Don't just a month or two do it. Not just a month. Let's do it all year. June should just be it just made it that day. But we have to do something every day. Thank you.

I'm here to talk about the disagreement with Madison Plaza Ability LLC and the Baxter Police Department . I'm gonna be quick and direct to the point. I have questions. You might not find an answer, but I need to ask you. When this disagreement came up in the ordinance form, was there a package with this project that you want to produce to the public in other words what this submitted to the chairman of the finance committee how much money are we going to pay madison plow the llc to operate what facility you're trying to put in there is the e-sports do we dot our eyes about the insurance do we dot our eyes about who's going to run it We know about all who's going to put in there, but who's going to pay for all of this other than your lease to LLC? Is this a money-making thing, or are we trying to save children? Now, with that statement, you choose to go to a strip mall and start putting this esports in a park. We got our own facility right here in the city. that can cater to this event that you're trying to do. Dustin Parks is out there crying for children to come out there. But Dustin got a bad name because of the people here. There's nothing wrong with Dustin Parks. You got cameras out there. If you got security over there, you can have security over here. We're missing the boat on this. We got our own consideration for the city. Why are we going out leasing a building to put a function in there that quote unquote, some donor want to put in there? Now correctly for a moment, if this board seeing a proposed project budget to establish this esports other than leasing a building, hell no, we have not. Now, anyone of you all members have received a projected project itemized money. How much is this thing going to cost?

If we want to capture these kids, you got Dawson Park. You got a swimming pool over there that needs to be fixed. That's what you're paying for. Lease can fix that Dawson Park swimming pool. When you got any big going on there, you got kids coming in there. If they're going to play a little e-game, ping pong, pool, basketball, Chuck Bettman, and Dawson. But we prefer to go get at least a building. That's the police department. That's my second thing on that agenda. Four years, this department has not been running. Four years. I don't know who's working tonight, the sheriff's department or the police. And all you major crime been happening on 6 p.m. to 6 a.m. shift. Curious. What can a child go out and find a pistol to go out and shoot another child? We never had that. We have lost our way. You, the legislative government body, Your responsibility is to stewardship over taxpayer dollars, and you're not doing it. Don't criticize me. Don't hate me when the truth is being told. Taxpayer dollars, be good stewardship of it. We've got to change our way here in Bassett, Louisiana. I can ask any question. My time is up. I have nothing else to say.
Mr. Diddy Green, how about what we're on? You mentioned boxing, of course, e-sports. The e-sports idea was for the kids. So when we did receive a proposal, at the time, it was Angela and myself who was advocating for counseling. When you think about what the clinic there was, games and TVs and stuff like that, the chances of them it being burglarized. And when you speak about doxing, I'm in doxing 45 days a week with the kids, the same kids you say about the pinball, the pool. So, you know, I was one of the ones that said, hey, Ben, I'm in doxing not every day, four days out of the week. My son's 13, that's when he shoots back to school, that's when we train. So I was one of the ones like, hey, let's do doxing. But when you think about it, when it makes sense to you, doxing, sit back down and start It's real dark. So the chance of them being burglarized is very high. So now here's the thing. Just like when we advocating for doxing, but when you make sense for it, now we put something in place for this administration. We just put in place for the kids in a safe environment. Ms. Haynes just left out here speaking about gun violence, right? So the idea to put it in the Magnolia shopping center was a great choice. When we talk about a safe place for our kids to come in and play, and I say to Dawson, hold on a minute. I don't want to be twisted. I say to Dawson, because I'm out there all the time. But for us, what we would, administration, I can listen to them. I thought it was a good idea. But to answer your question, I would say, before Dawson, if I'm to answer that myself, though.

There's also patrolling 24-7, but you don't have that. The Sheriff's Department don't patrol in the city like they do out there in the parish. You've got to have the city police in here patrolling in every district, patrolling every street. I can. cannot see why we cannot help a police department open 24-7, 365 days a year when all this foolishness is going on. A crime's going to be committed, but you can prevent some crime if you've got the presence of a police officer. I don't have a police officer coming down my street every day. We have all kinds of problems on the community. But like I said, sir, I can't accept it just because it's dark everywhere else. I cannot say. We're going to have to be stewardship over our taxpayer dollars, and we're going to have to be policemen and protecting and serving these communities. That's what we're going to have to do. I've been falsely accused and arrested three times. Three times. Been brutalized by the police. They couldn't halfway kill me. I know every last one of y'all got them all. So just imagine if it was true. This man threw my face to the pavement. Broke my teeth. It's broke to today. I got to get it fixed out of my car. When it shouldn't be there. I've been enjoying this stuff almost a year and a half. I spoke to y'all before about these situations. But to the point, well, okay, you're sedating me. I was fine with it. But when you're doing brutalizing, somebody's told you. And nothing's being said or did about it. I've been to Devon, I've been to my mayor, I've been to everybody. Just one time, maybe not even a month ago, I was in here talking to Mr. Green, James Green, and I was trying to give you my story again. Mr. Devon told him, do not talk to me. Do not talk to me, but you're trying to suicide. No, I'm not trying to suicide. I'm trying to get the records to show that I was assaulted. Also their crews. And then they dismissed everything, y'all. They dismissed everything. Everything. They said, no, I ain't did it. All the videos. To make it so I did something. I have these videos here. You give me that version of the video. That version. And you couldn't offer me to edit it. To give it to me. I've been requesting this for months. I just got it. I guess they knew. Three times I've asked to get on the agenda, last month, the month before that, with denial. They let me get on the agenda. I have proof of that also. This is following me about. I was a school bus driver for 23 years, in the state of Texas, and three years. Got my license from here, just to make a better living for my son. This is a show about my background. I never had nothing on my background in my life. Been working since I was 16. You didn't destroy my life. I have lost everything. So I had to move with my aunt, my house, my car, everything. And I'm still being assaulted because I keep pursuing it and won't let it go. Y'all haven't had a civil service board member in a year and a half. In a year and a half. This woman had destroyed my life and they have helped. Even I have your police chief on recorded, telling me about how to complain on his outside going to jail. Knowing that they're going to find me guilty. I gave a nine letter report of everything that had happened to me, to the judge, which was physical. They accused me and they gave me their sentence. They gave me $1,500. I had to pay. I had to pay my money. My husband paid it. I thought I was a nobody. They paid everything. Some of me just hurt out. I'm not angry. I'm hurt. He is six to the shoulder. They have them. And then I had to stay out of trouble for six months. Six months. I didn't do anything. They see what was going on. Everybody . I wanted to get, because they know what they think was wrong. Just the other day, I got arrested for four. I'm in a public place. People go down. You told me I couldn't come here. Fine. I didn't go. But I have to be in this park a lot. Not even talking to you, having a conversation.

Those five, those seven, none of those five should be spent in that budget, an item budget. If that's a non-save, well, at least the department, we get this and we get that. You know, spell it out. You got Officer A, Officer B, what he's receiving, and what else you need in your department. That should be for each department, public work, if the mayor was acting in public work, he should actually, he got the experience to do that. We need an item budget.
