I'm running. Yeah. Call to war. Yeah. That thing.
All right. Also, we've got officer Brian Bibler, VA Phillips. She's not gonna make it tonight.
So, um get started with approval of the minutes October 27th. Form makes a motion to approve the minutes as presented. Motion properly made. All in favor say I. I.M.U. The two is enough to pass it to good. Wonderful.
Any visitors for so goals for 2025 is a fiveyear plan for streets waste water treatment water plant ini and the 50 water lines. We've got v projects and legislation on the agenda to help forward some of that stuff with the waste water treatment plant wells and water distribution and streets and all that will be part of the budget cycle as well. Anybody got any questions about
Yeah, just a couple things I wanted to bring to council's attention tonight. I did reach out to the village administrator and about taxes in particular major developments and they collect them house by house or they collect them phase by phase and she said that they've done it both ways over there that's not the issue so I asked her if it's a matter of that dictates when a developer will pay. And she said that they've not passed any part of the mayor said, but it's also tied to
and and they're like they're supposed to get with us uh after the first of the year and say in 20 26 we're going to build this many houses and then it's my intention to say when are you going to pay for that many houses and try to get some of that up front because I know it would alleviate even if it's in the middle of next year it would alleviate some some cash flow issues that we have and if it's if they build 20 you know 20 times whatever the tap fee is would definitely help us
I thought I would try to reach out a couple While you've got them, can you just check what their rates are just compared to ours? Yep.
Um, as far as streets goes, we did submit our application for other streets ends Wednesday. Somebody ask you wastewater treatment plant V3 is currently looking for contractor to provide closed camera TV services to do
well that's something that we had planned on doing and that's also going to be something that's important Do we still have monitoring devices in the manholes?
We were measuring the flow for I and I to see to try to determine which area of town was the worst. I do know that it was because of those that they identified over as one of the worst contributors and then of course with all the development on the east side right our best opportunity to mitigate it would be on the east side because we're going to be doing a lot of work over there anyway but I don't know okay um I think that that's all I have unless
I feel like there was something. You have to check and see, but I feel like and we knew we had to do some, but I I think that's on the list of I think it is, but I'm not We'll check on that. You're
the one in front of the post office has some sort of hillbilly engineering fix on it. I was wonder. I mean, it's holding up, but it's not really the way it ought to be. Parks and Rex. I don't think there's really talk about there in the downtown restoration. Usually Randy would have something to about that.
I was gonna say what we maybe Matt or Matt or Brian would know about the window situation. The wind the windows are not in. I know that, but I don't know. I reached out to Steve after our last meeting and he said they're not in, but they're scheduled to be installed. He did not have a date. That guy something to check on. Right.
Well, yeah. I mean, that's the thing. It's just a a lot of money.
We did that with our grant application. They ask us to identify 10 to 12 projects. I did want to explain that. So, when I met with Holly Maddie and I also met with from the city. They recommended instead of like 10 to 12 replacements, 10 or three parts, two or three water lines, two paintings, two project only. There's two aspects of CDBG. This particular one is one community will be awarded up to 750,000. Sometimes they have lot money split up between some high dollar things in there, some low dollar things in there. Then what will happen is fix partners will get it. They'll make a recommendation to regional planning commission. Planning Commission will make their recommendations not only I would ask that you know it's been discussed in council but I don't
So, we won't be able to do a first reading tonight. Oh, yeah. We will. Okay. You've already got it right. Okay.
Yeah. Yeah. It's prepared. So we need to send four ordinances to council. Okay. Well, my device isn't working at all. I can add them all to include 46 47
48
48. So um for makes a motion that uh the service committee send ordinance 2025-43 to council. No worries. station. How do you Sure. And then form makes a motion that service committee send 2025-44 to council. That is the Liberty Union School District reszoning of the parcel behind the current school system from uh agricultural to institution.
Institutional. Yes. You can vote officially. Okay.
Yes. makes a motion that we send uh ordinance 2025-45 which is accepting the annexation of 70 a little over 70 acres to the village. Um I believe this is the one clear out towards 37 where we had to north side of 256 uh near Circle K. Okay. Yes. Sounds like Yeah.
All right. the annexation now. Yes.
Oh, you already made me the sponsor on it. Okay, that's the one I brought it up first, didn't I? Okay, so form makes a motion that service committee send 2025-46 to council. That is an ordinance designating local waste as our collection disposal of residential solid waste. service.
Forman seconds. You said that would already went through committee. We can skip that and go to 48. It's already But we need to get 48 also. So 48 is uh to enter an agreement with uh Relis financial consultants. That's the doing the planning for our infrastructure improvements. Yes. For makes a motion that uh we send 2025-48 to council and with emergency language
for all of everything. everything when it comes to infrastructure funding. Yeah. Advice.
The contract for local waste. The contract. Oh, yeah. I said it had emergency language in it on 48. Yes. Yes. Yes. I mean, I can't promise it'll pass by emergency, but I did state that it does have emergency language. They want paid. Yes. It's already on the agenda.
I make a request service. invite everybody.
I'm still ask of We just get it out of the way. Just put them in the office. We'd love to have you back, but we're going to put you in the office for a minute. Go, guys. Or go to Brian's office. He's got the best candy jar of everybody in there. He does.
Yeah. Do you mind doing that for us, fellas? Maybe going in my office is fine. just go in there to go into executive session immediately following the safety committee meeting. No, the service to discuss litigation. Okay. I thought we were doing it between safety and council, but no, between service and safety. Okay. Yes. Okay. Now that made s
Don't eat all the candy in Brian's office. Do we do we service? No, we have service. In service. Yes. Yeah. We'll save some time.
Motion. We can go right into the safety committee. to approve the minutes. August September.
Okay. at the bottom. No, it's just not
the minutes from September 22nd meeting. We just need to amend the date at the top. So with the amendment
yeah so change the date and then I move to accept the minutes from the September 22 Was there a second?
Yes. accepting the minutes for October 27th. Yes. And I'll second that. Yes.
Yes. building commission. Yeah. Okay. Old business. Any new business? All right. The next meeting is scheduled for the 4th Monday of December. December 22nd 6:30 following the conclusion of service committee meeting. I make a motion we
second it. I
no one did not second. 43 44 45 46
say 30 seconds.
Okay. Our Father in heaven, be thy name. Kingdom come will be done as heaven treses against us of the republic for it stands nation god. for all.
All right, Brian, could I get a roll call, please?
Okay. Can I get someone to approve the minutes from November 10th? Makes a motion we approve the minutes from the November 10th meeting as presented. Can you get a vote on that, please? Yes. Yes. Okay. The approval agenda. We have to approve amended to add
So, do I make a motion to amend the agenda to add ordinances 2025-46 48-48 to tonight's agenda. Second. Can I get a vote on that, please? Yes. Yes. Yes. Yes. Yes. Okay. Forum makes a motion to approve the agenda as amended. Seconds. Can I get a vote on that, please? Yes. Yes. Yes. Yes. Yes.
Super. I notice we have some visitors in the galley. Uh if anybody you have the list order who would like to speak. Anybody wants to speak? Sure. Yeah.
Okay. All right. Well, we will move right into village reports. Um the mayor report being first. I think we went over most of what I had to say in the two village committees. Um, in the two committee meetings earlier, um, I know BR or Matthew shared the one grant that we were working on. We had to add a bunch of stuff in. Um, I want everyone to know that the priority on that grant obviously would be water first and foremost, but we had to in order to have a chance to get it, we had to put other things in. As far as the grant that uh for um what's the grant down here that we're OPWC, we changed some things on it u in hopes that we will get approved on it. Um and with that, I will turn the next report over to the village administrator, Matt.
Brian, do you have anything? No. Okay, Mr. Solicitor. legisl Yes, sir. Um, let's go into village committee reports. Finance committee.
Yes, Mr. Mayor. We did not meet tonight. However, the next meeting is December 8th at 6 o' service committee. Six.
Super. Super safety committee. Safety met rules committee. Rules did not meet tonight. Our next meeting is December 8th at 6:30. Super. We're going to go into the public safety reports. Chief, do you have anything to add to what we talked about earlier? No, sir. Um, Joint Fire District. What do you think?
Yes. Super. All right, we're going to go into village committees and commission planning and zoning. Randy, basically all we had on that was one of the motions that we have tonight is to change the schools, um, land use from agriculture to and, uh, then the only other thing we discussed at the last meeting was planning and zoning was um, the property on Canal Street. the builder asked to change um
setback require setback requirement which um I don't see a problem with that because what he's going to do is make it look a lot better over there and what he's going to build Bob Jude is going to look a lot better than the abandoned house that is there um yes it will be yes um pre-commission. Anything on that, Matthew?
Super Brian, anything on records commission?
So they they do this so everything gets done in like one day. So everything gets done in one day. Gotcha. Really? That's good. That's the cheapest bill we probably 600. Okay, now we can go into the motions.
I would ask. Can we have a vote on that, Brian? Thank you. No, I know. I know. Sorry. Sorry, buddy. No, you're you didn't
Okay, have to help me a little bit here. First or 43 first ordinance. Okay. Ordinance 25-43, an ordinance to amend the 2025 appropriations ordinance in order to create an OWDA sewer and lift st lift station fund uh into the appropriations. Rick is the sponsor. This is so we have a separate account for the planning that we're doing to the east side for the lift station so we can do budgetaries.
Oh, okay. Um, so yeah, we we need to get started on this and get things rolling. So makes a motion to uh declare I know I know that's what I'm saying. Thank you. For makes a motion to declare an emergency suspend the three reading rule seconds. Can I get a vote on that? Yes. Now we have to vote to pass it. Yeah. Makes a motion to adopt. Vote on that. Yes. Yes.
Yes. Yes. Okay. Moving right along. Uh, ordinance 25-44. I think Rick, you are the sponsor on this as well. Yeah, this is everyone's somewhat familiar with this. I believe school has purchased acreage to the east of their current property and they're simply reszoning it from agricultural to institutional. And this has I'm sure there's no reason why this can't just stay on for
Yeah, it can. Yeah, I'm going to read the ordinance. is the ordinance to reszone Zero Hoarder Road at A75.503 acre partial parcel currently known as parcel number 024025580 to village constitution to office institutional district. Yeah, you could have moved on to the next. Sorry. Okay. The next one is uh
45 and Rick, you are the sponsor for that. That is an ordinance uh 2025, an ordinance accepting the annexation of 70.765 acres directing the village solicitor to prosecute proceedings necessary that affect it in the declaration of emergency. This is the land farm so we can finish annexing.
Yeah, this one um is the Clamoth farm on the north side of 256 uh closest to Circle K. And um I'm going to make a motion that we declare an emergency suspend the three reading rule because there's really no reason not to get this done. Can we get a second on that? Super. May we get a roll call on that? Yes. Yes.
Yes. Yes. So now we need to vote to forum makes a motion to adopt. Seconds. Get a roll call on that. Yes. Yes. Okay. Moving on to the next ordinance. Mr. Foreman is the uh this is going to go for three readings. Ordinance 2025-46, an ordinance authorizing the village administrator and fiscal officer to to enter a contract with local waste services for the collection and the disposal of residential solid waste.
Okay. Um, yeah, this one's been discussed kind of at length, more so than most ordinances. And, um, I I think everyone would be would benefit if we could suspend the three reading on this and pass it by an emergency to give clarity to the companies involved. Um, so if we don't suspend the three reading rules, it will just take effect immediately when passed. Um, should I see if people are willing to give clarity to the company as we move forward and make a motion to suspend the three reading rules? I think that was no harm in it.
Y nobody's wants to change. That's okay. We'll just do three readings. Oh, we were waiting for a second and then we're going to put it to a vote. You second? Yes. Okay. Roll call to suspend three readings only. Yes. Yes. No. Yes. Um. Yes.
Okay. That's enough for suspending the three readings. Form makes a motion to adopt. And my only reason for suggesting that we do this is that I think we pretty much already know what the final vote's going to be. and that if we can go ahead and get this done, it would give clarity to the companies involved. Yep. Um if it doesn't, it'll just have to go three readings. So, um for makes a motion to adopt.
Yeah, there's always time for discussion. Discussion now. Discuss before. Yes. Okay. So, If this fails, if this vote fails, what happens? It passes on the 22nd. If the voting stays second on the third reading, there be a motion to adopt. If the votes stay the way they are now, it is passed. Yes. And would take effect immediately. Okay. So, as long as it just doesn't drop, it doesn't just drop off. It doesn't fall off. No, there's no harm in taking.
It doesn't pass by. It takes five councils to pass. So now can we get a vote to approve it? Yes.
No. No. Mine is yes.
Okay. Moving on to the next ordinance. Uh, this ordinance is sponsored by M. McCur, ordinance 25-47, an ordinance amending chapter 254, the tree commission membership and officers in order to increase the number of members. That was pretty self-explanatory. They just want some more some more meetings. We have more participation. So, is there anything else? Okay, we'll just go to Oh, can I have can I read that? Perfect.
So, I will read this right here. Okay. This Yes. It doesn't. You said it did. window. All right. Ordinance 25 202548 an ordinance authorizing the village administrator into an agreement with I can't Raph tell us financial consultings for professional services for the financial planning and analysis of the village utilities in the declaration of emergency can I get a motion to pass this
I'm sponsor yes so for makes a motion this was to get financial advice on how to move forward with utility expansion and repair and really I think everyone council is excited to do that as far as the repair and so for
yes yes for makes a motion to adopt seconds.
Yes. Yes.
Okay. So, then we're going to go into the second readings. This next one is Brandy is the sponsor. Ordinance 25-41, an ordinance authorizing the village administrator to enter into agreement with Jacob's engineering group for the professional services improvements to the wastewater treatment plant in the declaration. But we're not we're going to three readings on this. That's what we had discussed. Yes. Okay. So next,
next ordinance is sorry 25-42 permanent annual appropriations ordinance for the village of Baltimore for 2026 in the declaration of emergency. But this is the second reading. Does it?
Okay. We'll go on to the next third reading. Uh ordinance 25-40. Miss Schoffner is the sponsor uh ordinance amending chapter 281 public records policy of Baltimore codified ordinances in order to adopt policy of the production or inspection of video records. Yes. This simply allows police department.
Can I get a roll call on that? Oh, I'm sorry. Discussion on that. Can we get a roll call? Yes, yes, yes. Okay. As as far as tabled ordinances, we have none. Is there any old business that anyone would like to discuss? Any new business anyone would like to discuss? Is there any visitors that would like to say anything before we conclude our meeting? Oh, we got to go on executive s. Yes. anticipate
it'll be over the gallery. Okay.
I know I didn't get I know. Two more. One more month and you're good. Do we include there's a new member of council? Do we include
All right. Well, stop him. Hold on. Jamie, sit down. Or please sit down. Jamie, please sit down. Yeah, that's a good idea. Yeah, well that's a good idea. They're going to be new. Hi, Jamie.
How are you? Is it a big buck? Big buck.
Rogers. Now, are you going to be
