Okay, so last month we had rebalanced out to, between the books and the bank, $2,507,395.59. We did have one reconciliation note. I overpaid Rita by $59.19, so that'll be taken care of this month because I filled out a credit form, applied for a credit for this month, so... I entered in the total I was supposed to pay for Baltimore instead of what was actually remitted. Needless to say, that was a shock when I saw that because that's the first time I've ever done that.

No, no, that was a tax that I take out of people's paychecks. Overpaid them $59.19. We had outstanding checks of $30,545 even. That's weird. And we had two deposits in transits totaling $2,680. Moving on to the check payment listing. Last month we wrote $426,618.06 worth of checks and or electronic payments. Any questions on any of the checks? And we're meeting our estimates. on the revenue side of things, which is good. Because if they don't, then we have to start thinking of ways to cut the budget. But everything looks okay on that end. It's at 58%. As you can see, the appropriation status overall in all the funds is 42%. Pools ahead of that. Well, of course, it's just a five-month season anyway. So I'd expect that to be up.

Before we go on we're gonna be starting a budget for next year's budget early I Had to do a 10-year forecast Which I probably will give you all a glance at it's just an estimate anyway Right now, it looks like we talked about income tax earlier this year, about maybe rehashing that. I'm not saying put on a ballot or anything like that.

Listen, I just want you to understand, I'm not against that. I'm not against that. I know I'm the naysayer.

I think we're going to have to look into maybe redo some shuffling of where we put the money, though.

The next couple of years, your budget's not going to look anything like it does. I know. That's why I know. I know. I know. I don't think we should be getting the cart before the horse. I know. But I need to get a sense of what new budgets are even going to look like. Yeah, well, I understand that. A new normal.

Yeah, just a few things to share. Just want to let everybody know that the pool is now weekends only until Labor Day. Update on water. We are moving ahead with our two test wells. The drilling part of that contract for that is currently out for bid. Also, continuing with water, just to remind council that RCAP will be in town tomorrow. to begin the water service line materials inventory. We have about 414 unknown service lines, those who didn't report their service line materials through prior means. RCAP will be going around with a back truck. We'll be digging down to the water line through two holes on the property outside in the lawn. And identifying those service lines. We'll have village employees coming behind and filling those holes and seeding them. So that will begin tomorrow. They think that they'll be able to do all 414 this week. If not, they would come back early next week and finish that out. CDBG that's the replacement of the water line in front of the firehouse that is those funds will be released probably late October or November and so v3 will be doing the engineering work on that sending that back to the county and the county's the one that puts that out for bid So unlike OPWC where we get to do all that kind of in-house, the county takes the lead on CDBG stuff, at least on this project or these types of projects. So the install in front of the water, in front of the firehouse services, the high school, that will be installed probably sometime towards the end of Q1 of 2027. OPC, OPWC, the Jefferson, Jefferson, Elmwood and portion of Fairview. That'll be out to bid sometime next week. And we are on track for install this fall. wastewater treatment plant. We're still working with Jacobs on identifying which of the two alternatives would be best for us regarding the future of the wastewater treatment plant, whether that's adding new membranes or whether that's a conversion to a conventional sludge processing plant. They hope to have something to us. I think we're planning on a meeting sometime late next week or early the week before, but the hope is to have something presented to council by the next meeting. And then, also wanted you to know that we did submit a, This is in regards to cemetery. We submitted a grant application to repair the mausoleum roof at Maple Grove. So we submitted that about a week and a half ago. And I've yet to hear about when we should hear back from that. But they seem to think that we had a pretty good case. It's in bad shape, I can tell you that. To get that taken care of.

There's plaster on the inside of that wall that's starting to crumble in.

So it would be a good fix for the mausoleum.

We did. We did a bunch of stuff from what Tim told me. We did a bunch of stuff on the ceiling.

Oh, that's right. Yes, we took a field trip.

But where that membrane comes up has separated, and so water's getting down behind it, and it's causing the roof's okay. The interior roof seems to be okay. Where the plaster's popping out is actually on the wall there by the front door. And that would be repaired in this grant, too. So it would be not just the roof stuff that need to be repaired, but also any interior work because of that.

That was built in 18 what? I think he said 1892 was the first body that went in there. Yeah. Yeah. A long time ago.

Okay. Park and Recreation Board.

You know, I have something to speak to that since we've got a little bit of time. So they had the festival this weekend. It was nice. A little rain. Friday kind of slowed it up. There was some disarray with the festival committee that's themselves. Well, the guy that was in charge resigned, and I think there was some stuff going on. And every year, we in the fire department put the stage up, and we take the stage down. So Sunday... They go over there to take the stage down, and there's nobody over there from the festival. And they're supposed to take the tent off and everything. Well, they decided at 11.30 Saturday night, they had worked too hard on the festival, and they were going to do it another day. didn't make the fire department happy at all. In fact, the fire department is not going to participate anymore. And I will tell you that the stage still isn't taken down. And I looked into, and I had Matt look into, their insurance policy covers it, the liability on that stage to the day after the the day after the festival so that means that if some little boy or some little girl goes over there and climbs around on that stage and gets hurt that leaves us for a liability so i told them today get taken down and they as of yet they're going to try maybe wednesday maybe thursday so My thought is, I called Casey, fire chief, and said, how much would it cost for your guys to go over and tear the thing down and put it away? And I'm waiting to hear back from him because they made money at the festival. If they have to pay to have it done, that's on them. But it's a big deal to schedule all these people on their day off to go over there and help them out. and it's nothing against them it's nothing against one person but it there was i feel like when the director or whatever you want to call the guy when he quit it because a lot of people put a lot of time in to make it nice and it was saturday night there was a good crowd and everything over there but you know i i just feel like we do a lot for a lot of people in the village and that being one of the things that we do but they don't have to thank us but be there when we're there, you know? So that's where we're at with that. I just want to make everyone aware that, that I was. Yeah. Yeah. Now what they did do, our guys took the electric deck. We can have all them electric cords and everything all over the there. And they, they took some, we borrowed blocks to put the tent down. They hauled those back. They did some of the stuff they were supposed to do, but Casey's guys usually really tear down the stage. And again, again, I checked on it, and as of 3 o'clock today, they don't know if we can get it down by Wednesday. So I'm going to figure it out tomorrow and call Casey and see if he, you know.

I have to say, I was a little alarmed when I saw a Facebook post that they needed help over at the festival. And when somebody asked, what do you need, they said they need ride operators.

Well, I don't think that – it didn't go like that. But, yes, they were saying – I think somebody put that – that's – they didn't open the rides that they didn't have operators for.

Like from the – Somehow or other they got short staff.

Yeah. But that wasn't the festival's fault. That was their agreement with the carnival company. And you're correct. I was – I would be – yeah i it didn't it didn't happen it didn't happen that way but yeah i read the same thing but i think that messed them up a little bit too probably on some of their income because they didn't sell the 29 wristbands because there's only one ride operating at one point and again that's not their fault that's who they contracted with on the so that part kind of fell apart and again a lot of people put a lot of work into that and i applaud them i know A couple people, the lady that works next door to us and Kimmerer, they put a lot of hours in. A lot more people, but I'm just saying, everything has to follow through there. So, you know, for next year, they're going to have to, because it sounds like the fire department won't have anything to do with it next year. And, you know, we're not going to just show up to show up. We're either going to show up and get things done or we're not. I mean, we have to. they have to be participate in that too. So the stage is still up. Yes.

Well, the festival is there for the last 15 years because he brought it back. And, um, yeah, I don't know that it will either. And I hope it does. Now that I've heard, conflicting stories on that too so i don't know because i quit personally yeah but there was a reason why and and he he had a lot of personal things going on but i there was some reason there was some some stuff going on amongst themselves that didn't go good but i i think they're going to try to get that worked out but as far as the villages part i don't i'm going to find out how much it's going to cost to tear down the stage and they're going to pay they're going to have to pay somebody because we're not going to just leave it up for a week or two

Especially with the weather we've been having. I would ask our village guys to tear it down and send them a bill.

Okay, Baltimore Downtown Restoration Committee.

Yes, so today Rosanna came in and replaced one of the doors. There was a very small cosmetic problem. They do look good. Yeah. They do look nice. Yeah.

I think it'll make a difference on the electric and gas bill up there, too.

The windows and doors are going to make a huge difference in the utilities. I mean, I would think so. When I was at the festival, though, I saw one of those pictures of the new sign.

I know, I know. But what's not in that picture is that utility cord. And I'm wondering if there's any way to get rid of that utility cord.

You know, Rick, I noticed that.

Imagine that with the utility pole and all those wires going through there. It will not look anything like that rendering. And probably half of those lines on that pole are phone lines and not even being used.

That is something we'll have to look into. I'll look into that. Yeah, because I didn't. Because the sign would look wonderful.

This should look familiar to everybody because we just adopted a resolution recently, but we sent that resolution on to the Board of Building Standards, and they asked us to tweak that, to bring it back. and go back and cite through every point where that language occurred, it was simpler to do a new resolution.

That's what we've done.

So we've deleted all reference to Ohio building code and substituted the residential code of Ohio in place of that. And I think that's it. And there is, I would ask for council's consideration yet this week. And so they said if we get this updated resolution, the cleanup resolution to them, they'll present it to their board.

okay um do we have we have some visitors here and would any of the visitors like to speak no no okay we will go right into the village administration's reports um i think i talked about the only really thing i had to go over with you guys in the meeting before about the festival in the park I really don't have anything else to add except that I was a little concerned about where we were at on the water project on Elmwood and Jefferson and I have been assured that we are ahead of where we were when we did the project at Gordon Street as far as the bidding and stuff so I'm assuming that because that needs to be done this year I think we're all in agreeance that have to do a water project this year yes they're also forwarding moving onward with the plan for the water project on uh rome side as well um we're not to the bidding process yet but that's being put together and as of that that's all i have mr administrator do you have anything i have nothing to add to my report yes sir mr fiscal officer do you have anything else to add no no uh Mr. Solicitor, how about you?

Just a couple items. The currently tabled ordinance, which is 2026-21, can remain tabled until the next council meeting. So some corrections have been made, but we still need further discussions on that. And I would ask for an executive session, two parts, after regular business. The first part is for the discussion of economic development. And everybody at this table is invited to that session. And the second session is to discuss litigation matters. And everyone at the table, with the exclusion of Councilman McClellan. And that's all I have.

Public safety reports. Chief, do you have anything?

Yeah, so a couple things. I don't know if you saw the post today. So we've got one of our officers, Shane Oberla. He's got a seeing-eye dog from his mother-in-law that – They've donated to us to use at the school. It got cleared by both principals down there, plus the superintendent. So his name's Boo. He's going to be there every day with Shane. He's already had it down for, well, it's down there tonight for open house and all that, and it's getting a lot of good reviews. And then secondly, Sunday we picked up a new canine, a seven-month-old that's a replacement for the one that passed away. So he's through obedience training pretty much, but we'll start on the narcotic work and tracking and stuff with him soon. He's out running around with me, so if you see me and want to say hi. His name's Ace. I did not name him. Is that a sponsorship? Sounds like an opening, doesn't it? Put a little vest on him. A little red vest. But also, the HVAC is all done out at the training facility. I'd like to say it's finished, but it'll never be finished. We're always going to tweak things and add things and do different things. But I just wanted to take a special or give a special note on some thanks to some people that really went above and beyond to make that happen. First off, Basel Joint Fire District, because we wouldn't have been able to do it without them because they split it with us pretty much. Tom Marsh from Anytime Heating and Cooling. Scott Lines from Power Lines Electric, Brian Sass from City Electric, Tim Boucher and the boys did a ton of work. Whenever we needed something, they dropped what they were doing to come out and help. And Eli and Skinny also just jumped in whenever we needed an extra set of hands to lift stuff or whatever. They're always willing to come over and help. And then, of course, you offer. for allowing us to do it. So it's gonna be a great asset to all public safety in this area because all the training will be open to any of the other public service entities that wanna come over to it. So we're hoping to get a lot of good use out of it. But thanks for all that you did to help make that work.

Speaking of that, Brandy brought up something earlier. She went into the police headquarters. And you know, Brett, I don't know, I think we owe you a debt of gratitude for fixing up the police station, and this was kind of your baby out there, and I drove by it. I haven't been in it out there, and I appreciate everything that you do for the village on that situation. It's not like you hired a painter or you hired an electrician or you hired somebody. You did it yourself, and we appreciate that too. I think I speak for everyone when I say that.

Was there any problems at the festival or parade?

Not from our standpoint, or let's say from public safety overall, both medical and other. One person after the parade had a little heat situation going on. Nobody fell on a rusted pipe and got impaled or anything? No, nothing like that happened. Yeah, it was all good. So everything was good.
