Study and Report – Licensing and Registration Status of Non-Owner-Occupied Rental Dwelling Units

FOR the purpose of requiring the Department of Housing and Community Development, the Department of Planning, and the Department of Finance to submit a report to the Mayor and City Council that details the licensing and registration status of all non-owner-occupied dwelling units in the City, the number of non-owner-occupied dwelling units in the City and each Council District, the number of non-owner-occupied dwelling units that meet certain requirements of the Code, the number of non owner occupied dwelling units that have been cited for failure to comply with certain requirements of the Code, and the number of non owner-occupied dwelling units that are owned by City residents.

Property Tax – Credits – High-Performance Newly Constructed Dwellings – Termination of Program – Repeal

FOR the purpose of repealing the termination provision for the property tax credit program for high performance newly constructed dwellings.

Repeal of Ordinance 87-1040 – Planned Unit Development Sherwood Ford, Inc. – 5104 York Road

FOR the purpose of repealing Ordinance 87-1040, which designated certain property located at and around 5104 York Road a Planned Unit Development known as Sherwood Ford, Inc.; and providing for a special effective date.

City Streets – Closing – Portions of Certain Streets and Alleys Bounded by W. Lafayette Avenue, N. Brice Street, W. Lanvale Street, N. Pulaski Street, Harlem Avenue, and the Land of National Railroad Passenger Corporation (Amtrak)

FOR the purpose of condemning and closing portions of certain streets and alleys bounded by W. Lafayette Avenue, N. Brice Street, W. Lanvale Street, N. Pulaski Street, Harlem Avenue, and the Land of National Railroad Passenger Corporation (Amtrak) as shown on a plat numbered 316-C-6 Series for Group B prepared by Whitman, Requardt & Associates, LLP and filed in the Office of the Department of Transportation; and providing for a special effective date.

Sale of Property – Certain Streets Lying Within the Area Bounded by W. Lafayette Avenue, N. Brice Street, W. Lanvale Street, N. Pulaski Street, Harlem Avenue, and the Land of National Railroad Passenger Corporation (Amtrak)

FOR the purpose of authorizing the Mayor and City Council of Baltimore to sell, at either public or private sale, all its interest in certain parcels of land known as portions of certain streets lying within the area bounded by W. Lafayette Avenue, N. Brice Street, W. Lanvale Street, N. Pulaski Street, Harlem Avenue, and the Land of National Railroad Passenger Corporation (Amtrak) as shown on Plat 316-C-6A prepared by Whitman, Requardt & Associates, LLP and filed with the Department of Transportation.

Informational Hearing – Sewage Backup Expedited Reimbursement and Direct Assistance Program

FOR the purpose of requiring the Department of Public Works, the Law Department, Baltimore City Information Technology, and the Mayor's Office of Emergency Management to appear before the City Council to discuss the operations of the Building Backup Expedited Reimbursement Program and the Sewage Onsite Support Program.

Informational Hearing – Regional Water Governance

FOR the purpose of inviting representatives from the Office of the Baltimore City Comptroller, the Department of Public Works, the Mayor's Office of Government Relations, the Office of Equity and Civil Rights, and any other relevant agencies to report on the topics outlined in this Resolution and provide additional information as needed by the Council.

Supporting Reproductive and Family Planning Freedom

FOR the purpose of recognizing reproductive and family planning freedom as cornerstones of personal liberty in the United States and reaffirming the City Council's commitment to bodily sovereignty

Celebrating Black Fatherhood Month

FOR the purpose of celebrating Black Fatherhood Month and recognizing the love, support, guidance, and wisdom Black fathers, stepfathers, grandfathers, uncles, mentors, and other father figures have contributed to Baltimore and its children and youth.

Recognizing June 20th as Running Man Day

FOR the purpose of recognizing June 20th as Running Man Day to honor Keith Boissiere, the “Running Man” of Baltimore.

Taxes – Property Tax – Increase of Homestead Tax Credit Percentage

FOR the purpose of increasing the homestead tax credit percentage for the taxable year beginning in July, 2026.

Supplementary State Fund Operating Appropriation – Circuit Court for Baltimore City – $784,251

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $784,251 to the Circuit Court for Baltimore City – Service 110 (Circuit Court), to provide funding for the installation of aluminum storefront framing and Level 3 bullet-resistant glazing at doors and service windows in multiple locations within the Mitchell and Cummings Courthouses, and the installation of an audiovisual intercom system to enable communication through bullet-resistant materials; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – Office of Equity and Civil Rights – $204,750

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $204,750 to the Office of Equity and Civil Rights – Service 849 (Police Civilian Oversight), to provide funding for travel and lodging, event space, guest speakers, and materials and equipment for the Police Accountability Board Summit, a gathering of up to 20 jurisdictions throughout the State of Maryland; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – M-R Office of Homeless Services – $500,000

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $500,000 to M-R Office of Homeless Services – Service 895 (Temporary Housing for the Homeless), to provide funding for case management services through the Y in Central Maryland and the University of Maryland, Baltimore/Uplift Alliance Inc.; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – M-R Office of Homeless Services – $2,000,000

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $2,000,000 to M-R Office of Homeless Services – Service 895 (Temporary Housing for the Homeless), to provide funding for rental assistance and supportive services through rapid re housing and homelessness prevention for homeless individuals and families in the City of Baltimore; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – Department of Public Works – $2,177,758

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $2,177,758 to the Department of Public Works – Service 673 (Wastewater Management), to provide funding for enhanced nutrient removal operations and maintenance activities at the Back River Wastewater Treatment Plant; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – Office of the State’s Attorney – $2,000,000

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $2,000,000 to the Office of the State’s Attorney for Baltimore City – Service 786 (Victim and Witness Services), to provide funding for personnel, travel, relocation assistance, and other items to help support the State’s Attorney’s Victim and Witness Services Program; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – Baltimore City Sheriff’s Office – $121,308

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $121,308 to the Baltimore City Sheriff’s Office – Service 882 (Deputy Sheriff Enforcement), to provide funding for diversion services, treatment access, and overdose response within the Sheriff’s Office; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – Baltimore City Sheriff’s Office – $100,000

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $100,000 to the Baltimore City Sheriff’s Office – Service 882 (Deputy Sheriff Enforcement), to provide funding for the establishment of the Neighborhood Services Unit to improve neighborhood safety and cohesion by addressing persistent public nuisances and environmental factors that contribute to crime; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – Baltimore City Sheriff’s Office – $74,667

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $74,667 to the Baltimore City Sheriff’s Office – Service 882 (Deputy Sheriff Enforcement), to provide funding for the establishment, modification, enforcement, and recovery of child support payments from noncustodial parents of children; and providing for a special effective date.

Supplementary Special Revenue Fund Operating Appropriation – Baltimore City Sheriff's Office – $612,096

FOR the purpose of providing a Supplementary Special Revenue Fund Operating Appropriation in the amount of $612,096 to the Baltimore City Sheriff's Office – Service 882 (Deputy Sheriff Enforcement), to provide funding for a wide range of law enforcement needs, including investigations, training, facilities, equipment, travel, and operational costs, as well as awards, memorials, and prevention programs such as drug or gang education; and providing for a special effective date.

Supplementary State Fund Operating Appropriation – Department of Housing and Community Development – $459,169

FOR the purpose of providing a Supplementary State Fund Operating Appropriation in the amount of $459,169 to the Department of Housing and Community Development – Service 738 (Weatherization Services), to provide funding for professional services and in service training for weatherization and energy efficiency services for low income households; and providing for a special effective date.

Charter Amendment – Procurement Reform

FOR the purpose of repealing the requirement for the Board of Estimates to make a bid award to the lowest responsive and responsible bidder; setting a special effective date; and submitting this amendment to the qualified voters of the City for adoption or rejection.

Charter Amendment – Budget, Veto, and Board of Estimates Reform

FOR the purpose of amending certain processes, requirements, and permissions relating to the adoption and rejection of ordinances and resolutions; amending certain processes, requirements, and permissions relating to the adoption and rejection of the City's budget and certain tax rates; removing certain improper, non-essential, obsolete, and redundant provisions; setting a special effective date; and submitting this amendment to the qualified voters of the City for adoption or rejection.

Charter Amendment – Minor Privileges

FOR the purpose of providing for the grant of certain minor privilege rights under a process established by ordinance; removing certain improper, non-essential, obsolete, and redundant provisions; setting a special effective date; and submitting this amendment to the qualified voters of the City for adoption or rejection.
