This is a regular meeting of the Baldwin Park Planning Commission for October 8th, 2025 at 700 p.m. I apologize for our late start. Um we will begin with the pledge of allegiance. Um, so we have our minutes from our previous planning commission meeting. Would any commissioner like to pull this item for discussion? Do I have a motion to approve the minutes of September 24th, 2025 on the consent calendar?

Thank you. With that, we'll move on to um number four, which is our public hearing. So the only case on the agenda um is requested for consideration of conditional use permit to allow the re relocation of the recycling facility from 14038 Ramona Boulevard previously approved under CUP25-03 to 14046 Ramona Boulevard within the general commercial C2 zone in accordance with table 153.050 020 of the city's municipal code. A conditional use permit is required for this use. The applicant is Joshua Rodano and the case number is CP25-06. And if we can please have um the staff present your presentation please. Thank you.
Uh good evening honor honorable chairs and planning commissioners. Um, the item before you tonight is a request to uh approve a conditional use permit CP2506 allowing for a small scale recycling facility at uh 14046 Ramona Boulevard. Uh the reason for the applicant uh to do a conditional use permit for this location is he was previously approved for this site at 1403 38 Ramona Boulevard. Uh and they are now moving their use to the new site uh because they are now purchasing the site at 14046 Ramona Boulevard and they were uh renting the previous location. So, as they are appro getting approved for this new location, they will be relinquishing all their rights to the previous conditional use permit. Uh, next slide, please. Uh, so the as you could see the site is located in our general commercial area. Um, it's a small scale recycling facility. You could see it as it is highlighted in the green box. Uh it is surrounded by mostly commercial with uh the exception of the southside which is our uh multifamily residential area. Um next slide please. And then the recycling facility will be held completely indoors. Um so there will be all dumping of any liquids from the CRV approved uh material will be dumped inside the building. And you could see on the site plan that there is a dedicated drain for all liquid to be dumped. Uh there will be security cameras uh surveilling the site preventing from um any uh vandalism. Uh and there will be staff at the site uh walking it every day. Uh
next slide please. So this is a an example of the signage that they will be providing on site uh with their hours of operation, the allowable and accepted materials by CRV uh uh law. There will be two attendants, one directing traffic to avoid uh congestion and the second one would be directing um the clientele to be moving the their cans inside the facility. Uh there would be trash bins um to dispose dispose of different materials. Um again all the goods would be inside. Uh and then there would be uh it would be an electrics um weighing mechanism for the cans recycling center. So next slide please. So prior to uh giving them the occupancy of uh certificate of occupancy, they will have to improve the um handicap parking, the restriping of the parking stall uh landscaping on the site and there is a sign that is on their property that belongs to the KNC dairy but they will be KNC dairy will be maintaining of the prop of the sign itself. Next slide, please. There is a shed located in the back of the property that will be demolished to accommodate for a trash enclosure. Uh that is also noted on the plans and is part of the conditions of approval. And next slide, please. It was notice uh noticed by in the newspaper September 25th. It we did send a 300 radius uh notice. We only had one uh applic one uh resident give us a call. It was verbal. They just wanted to
know what the purpose of the uh conditional use permit was. They were Spanish speakers, so they just wanted more clarification on the notice. Um with that being said, the we are uh the project is exempt from SQA because it's going to be everything located within an existing facility. Next slide, please. So staff recommends that planning commission approve the resolution of PC 25819 um and CP2506. Sorry that is a typo from but it it should be CP2506 and PC219. And that that concludes my presentation.
Any questions? Um, are there any questions uh of the staff by the commissioners on the on the current site? Have we had any um issues or concerns with the current site that they're operating? Uh, so they never went through so they got approved but never operated started operation. So they never because there's no history. Yeah, they they purchased the property while they were getting approved by for the CUP. So they never started operation. Okay, understand. And tell me again, you said there was one verbal someone called. Yes. And what what what did you say about that?
They just wanted to know what it was that they the letter that they received because it was in English and they were a Spanish speaker. So they just wanted more clarification on what it was and that was pretty much it. Thank you. Right. So just a couple questions. So I still recall the the applicant when they first came over for the first approval. So, just looking at the map, I just want to make sure it's literally just one business over, right? Um, two two business businesses. Two businesses over the dairy is the one between
in between. Um, I recall that there was some concerns. I I can't recall if this was brought by the commission or it was a member from from the community coming in, but recall that traffic was going to be sort of an issue. I know it was addressed um you know, by by the staff. Um, I know that there's only the dairy in between. Do we anticipate any um issues with traffic and loading and unloading? Um we recycling. Yeah, we didn't receive any concerns this time around. Um but are there any concerns from the the um the staff on this? Um
I can respond to that. So generally speaking, the site complies with all accessory parking requirements. Um, as far as circulation, this uh site is actually more accommodating to the type of traffic because they have a dual driveway instead of that one flag driveway that they had before.
Um, so there will be attendees still um based on the information on the staff report um and provided by the by the applicant directing traffic to and from the site. Um, so there should there are no anticipated traffic impacts from the site. I I also recall that the applicant provided um an estimated frequency of customers arriving and he had it had indicated that um it wouldn't be so frequent as to create any kind of on-site traffic. Um and if the applicant is here if you'd like him to speak on that further.
Yeah, absolutely. I think we that would just welcome and I I do recognize that this isn't the only site that he he he will own. I think there was I think one in Santa Ana and a couple throughout the area. So certainly comes in with someone who is experienced and knows kind of how to operate it and certainly is not seeing as just sort of the first time um business owner of this item. So yeah, I I don't have any additional questions to to to the staff, but thank you so much.

Uh, yes. My name is Richard Williams and I was the person that drew up the plan and the layout that they required for me to draw for the the recycling center. But like she said, it's only two doors down. And so we were approved that the first one he was able to purchase a lot that was right down the street and it just made more sense to relocate the business. So that's what we're trying to do today. That's pretty much it. Okay. Thank you. Thank you.
Hi again. My name is Joshua Loriano. I am the owner of the recycling facility. What do you want to Are there any questions for the applicant?
Yeah. So just so if you can just kind of piggyback or enhance the sort of the dialogue that we were having with the on the topic of the parking. Um so I know that in the previous time you know you you were here we had some concerns about parking certainly been provided some reassurance from the staff as well as from for me as the applicant. Um what I'm hearing from the staff this time is that we probably won't be having, you know, continue not to have any issues on uh the traffic especially that there are um additional space at least um for that. But I'm still hoping to hear it from you as well. Um if you can just sort of expand on sort of the traffic or any the the traffic that you might be anticipating um and even during the times as well.
Yeah, the this uh location is much much more suitable for my business. It has uh 11 parking spaces in the whole property. It will be easier for my guys to uh accommodate every everybody that show ups in the recycling facility. And besides that, I have the already the handicap as according with the uh city requirements. But it'll be much much much better at this.
Great. And then I know the the other question that I have as well. So I recall last time when when we we um had been reviewing your application, you know, we had a little bit of concerns about sort of the disposal and so forth of, you know, of any of just the material that's not recyclable um as well. And then I I still recall that you had mentioned because you would be having a land or you know, you're renting the space that there would be sort of the oversight um from the person owning the land. Now that you will also be operating the business and the owner of the land, can you still assure us that you know you'll be you know even if code enforcement's not stopping by, can you still assure the commission that you'll still be um abiding by by what is being said on the on the operation operating plan? Yeah, completely great.
The same conditions that you asked me for the previous uh property, I will implement the same the very same ones in the in the actual property for sure. Great. Thank you, Mr. Liano. The the times and dates 10 to 4 closed on Wednesdays still all that's the same. It's just essentially just a location um a move a move in the location. Yes. Okay. And then I I do see in the permit and I apologize I wasn't here last time. Um but everything all the transferring and all the storage will be done indoors. Oh yeah, completely the whole thing inside the building. Yeah. Okay. No more questions.

So, the PL planning commission has adopted um has voted to adopt resolution PC25-9 approving CP25-06, a resolution of the planning commission of the city of Baldwin Park approving a conditional use permit for recycling facility use within an enclosed build building located within the general commercial C2 zoning district pursuant to table 153.050. 050.020 of the city's municipal municipal code and the location is 14046 Ramona Boulevard.
