Right. I'm going to be calling the uh regular city council meeting to order. The date is March 4th, 2026 and the time is 7:02 p.m. Uh can we have invocation? Father, we come before you in the name of the Lord. We seek you for wisdom and knowledge and understanding. Lord, we're asking you, Lord God, and putting your hand upon the city of Bowwin Park, touching our mayor, city council, and all of those that are working together to make uh Bowwin Park a great city, Lord God. Asking you, heavenly father, to put your arms around the police department, Lord, and the chief of police, Lord God, for we need you to lead, guide, and direct us, Lord God. We need you in our home, Lord God, with our children, Lord God. We need you. We need you in our schools, heavenly father, that you keep our children from all hurt, harm, or danger against drugs and against uh gangs and people that wish to uh do them harm in any way, fashion, or form. We asking you, heavenly father, in touching our businesses, Lord God, that it may grow and it prospered, Lord. And we understand and realize that at this point in time we are in some perilous times Lord God. We asking you heavenly father and are watching out over our nation Lord God and giving our president wisdom and knowledge and understanding and what to do when to do it and how to do it and that no hurt, harm or danger will come to this nation in any way, fashion or form. Yes, mayor and council. We had two items on the close session. There was a discussion on each one and direction given. Nothing nothing further to report. Thank you for that, city attorney. We're going to be moving on to proclamations, accommodations, and presentations. Uh tonight tonight we have a presentation uh for certificate of recognition presented to Sierra Vista High School wrestling team and I'm going to pass this over to council member Alejandra Avia.
Thank you mayor for that. I appreciate it. Well tonight uh we are honoring Sar Vista High School wrestling team. But before I call call out the students name and the coach's name, I want to say and I want to thank you for for being such teammates, such great classmates, such good representatives of our city. I know for a fact how difficult wrestling is because I was a team mom for four years. So I know all the sacrifices as wrestlers that you have to do, especially when it comes to making that weight. You guys sacrifice, you guys are disciplined, and you make sure you don't disappoint your team. So, it takes a lot from you to be able to stay on that team, to make the weight every single time, and to go out there and yet win. Also, I want to thank the parents because it's not easy to have your kids in sports. I know there's a lot of sports out there, but wrestling is is a little different because your students can stand out as a team and they can stand out individually, but they can't do it without the support of the parents. And it is so important that the parents are behind them all the time and bringing them to the practices, picking them up to practice, going to the long events on the weekends that you're there all day. Those bleachers are not the most comfortable ones, right, parents? I remember sitting there all day, but in the end it's all worth it and it it takes a lot of discipline and I think uh without the parents support this wouldn't be possible because the coaches cannot do it alone. They need you to be able to be there for the students. And then there's a lot of times that parents are not able to attend the events. But that's why we have the other parents because other parents may be working odd hours and that's when all the other parents are there for all the students. They're not there just for their own student but for the rest of the
wrestlers. So thank you. Give yourself a hands a hand wrestlers and thank your parents for helping you get through the season and not only that becoming league champs. So we're going to start with the girls teams. So, first I'm going to ask the coaches to come up here. I'm going to give the coaches the certificates and you're going to hand them out to them as I them. No, they're going to do it down here. There's too many. Well, actually, they're not all here. So, we'll do it up here. Come up here. So, first I want to present Coach Ray Palasios right here. Anna Karen's not here. Anna Karen um she was also wrestling uh back in the day when when I used to be at Sarah Vista as a parent. So give her a hand although she's not here. and Victoria Arasco. You're the boys team first to name on the I'm going to name the girls team. They have been undefeated for two years in a row and that's not easy. So, another big hand. We're going to be clapping all night. Second year undefeated. The girls on this team are Alandre Velasquez. If you can come up as I call your name. Destiny Garcia, Elisa Orosco, Emily Castillo, Jocelyn Alvarez, Kareem Gonzalez, Jessica Lebron, Katherine Olacha, Leilani Tabanda,
Mia Leva, Paulina Reyes, and Rosa Ordora. Dorica or Doria, sorry. So, first let's take a picture with the team. And do we have parents for the girls here? Can you come up here? Thank you coaches for your dedication. Thank you coaches for your dedication and being there for the girls. I know um it's tough sometimes to take time away from home from your own family, but the work you have put in along with the team has paid off. So, thank you. Before you go, before you go, I want to name Emily Castillo. She took fourth place in CIF and she qualified for masters. Can you step up, Emily? Where are you? Raise your hand. And then we also have Elisa Orosco. She took eighth in CIF, also qualified for masters. And Sean Hon, she took fourth place in CIF. She qualified for Masters. Was it fourth of That's about Oh, does He's in the wrong place. I'm sorry. And let me tell you, I don't know if any of you have seen girls wrestle. You don't want to mess with these girls because look at how small they are. But they really have what you call the
moves. They are very tough out there. I've actually back in the day, girls used to wrestle the boys. Do you guys still wrestle boys or not anymore? Back in the day, girls used to wrestle boys and they used to beat up on those boys really well. It doesn't mean they can't do it anymore. It's just not part of the league. So, thank you. Thank you girls. Thank you everybody for giving it your all and making us so proud of you. And we'll once you did you already get your team uh pictures so we can get a copy of that and we can put it up on the marquee. Okay. And these are the boys. And now to the boys team. So, the boys, they have been undefeated for nine years in a row. They have been league champs for nine years. Give them a big hand. They have as a team they have 29 league titles overall. In the last year, eight wrestlers have placed in CIF and five have qualified for Masters. So Sierra Vista High School has always been on the map for wrestling. I think you guys should be recognized more more often because they're very dedicated. They go out there and they give it their all. Um I've been to to tournaments when uh when they're do wrestling league and the first thing they say, "Oh no, Sarah Vista's here." Because they know they're not going to be able to beat Sarah Vista. So when league comes, they pretty much the other teams pretty much know that there's no way they're going to take league champs against Sarah Vista because it's been proving nine years in a row. So now I'm going to call the boys names and if you
can come up here and for the coaches before we go on, we have Adam Lopez, the head coach. He's not here right now. He's stuck in traffic. We have Cardinal Sanchez and we have Ethan Gil Gil Gillan. Coach Gillan, he's another coach. So for the boys, we have Gabriel Anaya, Derek Brieeno, Sean Con. Is Sean here? He's our uh lightweight, right? Sean, I've heard a lot about you. Emiliano Contas, Hain Adessa, Caleb Fernandez, Orlando Hernandez, and if I pronounce this wrong, pardon me, Lalokyakan, Javanni Ortiz, Carlos Pinal, Jose Rodriguez, John Tina, Ali Vasquez, Eric Vasquez, Adrien Vega Hernandez, Christopher Paraces, Ignasio Cervantes, Jacob Fernandez, Levi Figereroa, and Mason Lopez. Coach, can you tell us what the blonde hair stands for? Yeah. So, um the blonde hair is like our way is a community thing. Um for them like as one as a wrestling show they've gone through all California to be one of the toughest states, one of the top three states in wrestling. Um tournament.

Anyways, I want to tell our our boys wrestling team congratulations. And Sean, can you step up so they can see? Sean took fourth place in CIF. So, Adam kept sending me the videos of your matches because when you guys are out wrestling months, you guys don't know, but I'm I'm constantly texting Adam, what's going on? What's going on? So, I have a few videos of of Shawn and his winnings. And boy, you really make me nervous. Who's Sean's mom? Come up here, please. Can you come up here? Or are you the boy's mom also? Any any more boys moms? Come up here, please. Any boy's parents that are up here? Remember, this is your win as well.

Hello, Irma. Good to see you again. Good evening, Mayor Damian, city council members, city staff, and community members. I wanted to tell you about some upcoming things going on in the library. Um, one of the things I finally got all the information is we have opened our homework center and uh the hours are Tuesdays and Wednesdays from 3:00 to 7:30, Thursdays and Fridays from 2:00 to 5:30. And homework center are it's available to support students in grades 1 through 12. The winter spring sessions were starting January 13th through May 21st. I have sent that information to Christopher for uh the staff. Uh one of the other items I wanted to talk about this today is um our one book one coast. So usually it's one book one county but it's one book one coast and join the largest book club on the west coast this spring. One Book, One Coast brings together library systems across California, Washington State, and Oregon for a shared community reading program that celebrates literacy, learning, community, and civil discourse. All participating libraries will read and discuss They Called Us Enemy by George Tai. Um it's a graphic novel. It is um in English. We do are going to have it in Spanish. And as of so as of March 1st, physical copies are available in the library. As of from April 1st to June 6, all participating libraries are going to have unlimited digital copies available through uh Libby, which is called Overdrive. And on May 31st will be the culminating program. It's uh for one book, one coast. It's going to be featuring um George Tai at the East Los Angeles Library. More information can be found on the library's website. Have a few more minutes. I'll talk about our other upcoming programs. Um, baby story time is um we do six weeks and then
we're off for two weeks. So, we're off these two weeks um tomorrow and there's no story time tomorrow because we're actually uh all LA County libraries are closed for staff development day. So, baby story time starts again. Excuse me. Um toddler story time starts again on um let's see uh March 19th and baby story time goes through um starts again on March 20th. So that's our story time our upcoming program for children on Tuesday March 10th we have a craft afternoon. So, it's kind of um come in and children can do crafts with their families and it's at from 4:00 to 5:00 p.m. We also have a Cesar Chavez celebration on Saturday, March the 14th from 3 to 4 for ages 4 to 12. We have an upcoming adult program for um excuse me, routine called adult 101 social etiquette and that's on Friday, March the 13th from 4:30 to 5:30. And one last one is our free income tax preparation continues this month. So Saturday, March the 7th from 11 to 4, our VA tax volunteers from Calp Pololly Pomona will be in the library to do free taxes for community members who have made less than $60,000 last year. Hello, Mayor, Council, and City Staff. My name is Daphne Sagala Morphen. I've had the pleasure of speaking with a few of you already, but I am your new government relations manager from Southern California, Edison. I am brand new to Edison, but not to government affairs. I come with 10 years of federal, state, and local government affairs. Um, I am born and raised from the San Gabriel Valley in and around all of it. So, I really do look forward in representing you all here at Southern California Edison. Um, and I welcome this opportunity that if there are any topics that you all would love to hear more about from SOCA Edison or find ways that we can work together, I look forward to that opportunity. But just wanted to take the time today to come in person, put a face to the name so that way if you do ever reach out, you know who I am and just wanted to say hello and thank you so much. Uh we had a meeting yesterday at the Walnut Creek uh like you guys uh guys had promised. I talked to Maria and I told her to look into uh mailing in the notices. let up her staff put some uh flyers on the fences and most of the people right there at the neighborhood weren't aware of it until we start making some phone calls for them to show up. But uh I told Maria what to do and see if you know she can come up with a price to mail him in. Um it was a good meeting. There was a lot of good things came out of it to a fashion. Okay. There's a lot of people that don't understand the liability of uh the bus uh company if you're not in the list and they uh they get upset because you don't pick them up because they're right there. But they have to understand that the liability if you do get into an accident and you're in the bus and you're not in the list, not only does the bus company get sued, but even the city might be able to get sued.
And talking about suits, uh, I'm seen a lot of electrical bikes and kids running around with them and everything and they they go around 40 50 miles an hour. They don't have no helmets and stuff like that. I just And then we have another It seems like every two weeks we have uh right right there one like creek at the college sack uh we have electrical bikes that they I don't know if they ran them out or they whatever they do but I was just wondering if the lawyer could let us know because we are allowing them to do that right there uh at our city, you know, at the park, we're going to be liable somebody gets hurt, you know, cuz I see a lot of them, they go and they don't do a stop sign. And another thing uh thank you Dino for being there yesterday and it was heated a little bit. But another uh thing I want to thank you for taking care of the graffiti at the Walnut at Barnes Park. Thank you for that. It looks 100% better. Thank you for that. And other than that, you know, I haven't seen no furniture around because I haven't been going out. It cost too much money nowadays, you know. So, but if I do see anything, I'll call Daniel or call Anthony to pick it up or Carlos.

ord just want to say, you know, thank you to staff for for doing this. I know it's a
been a long road to get here and it's been a lot of work and and trying to find a a a proper partner. And I know that um you know it's going to be I've mentioned this before, it's going to be a a you know an uphill effort to kind of inform the community and make sure that we're working side by side and kind of getting people on board with this change. Um but I just I think it's also important to um I know that we've highlighted the the fiscal benefits of this. I think it's also important to highlight that it's not just about the money. It's about making sure that our constituents are getting um proper services and a and a proper partnership with our with our with our partnering agencies. And I have heard, you know, that a lot of our residents are are content with the current services. Um you know, and but I think it's also important to note that, you know, the services and the partnerships and the relationships that we have go beyond just what our our residents um experience. It's also about the types of relationships and you know the level of of partnership that we have at the at the executive level and at the council level. So you know it's not just just making it clear that it isn't solely about the money. It's about providing better resources and services not just to our residents but also to all of our staff who are going to be working with with our partners. So I look forward to a successful partnership. Thank you.

I also want to say thank you for all the work put into this uh project. It was a project because I know captain, you had to do a lot of research comparing and make sure that the services we were going to to turn to were going to be better for our community members. And although some people may may not be happy that that we have switched, I think and my hope is that in the long run they see that it was for the best for the community. not just financially as council member Estrada said, but better services for all. I'm looking forward to working with the Inland Valley Humane Society. I hope um we have a great relationship. I look forward to all the services that you're having that you're going to be having for our residents. So, I just want to thank all of you for working together and putting this together for us. And let's just show the residents that it was the best move for us. Thank you.

I did have a a couple of questions uh for you, Captain Hendricks or maybe Manny. Um, in regards to Well, first of thank you for for I know that this is taking a while and there was a lot of going back and forth and a lot of information that you did provide to us. Uh, but I do want to thank you because this was something that was uh desperately needed. As a matter of fact, I just received a call on Saturday from a resident that they were trying to contact uh LA County um animal control because uh one of the dogs had, I guess, you know, gotten some of the other puppies and it took forever to try to get through to them. Um so, yeah. So, that was, you know, so it's those are the types of complaints that I've been getting off and on uh from from different residents. So, I'm glad that we're with this contract, we're also going to be saving money. Uh, but I did have a question on page three of the contract under um 5D, uh, invoices and payments. Um, so are we going to be making our payments to the Inland Valley Humane Society on a monthly basis?
Yes, we yes, we are, mayor. And from that monthly invoice, will they be crediting us our revenue credits on a monthly basis as well, or will they be reconciling that on an annual basis? It will be on a monthly basis. Got it. Okay. So, just so that we're clear, we're going to be making our payments every month, but we're going to pay anything that we're getting revenue credits for, subtracting from the monthly invoice. Yes, sir. Okay,
perfect. And then in regards to the licensing fees, um so I did I did receive an email from a couple of residents. I know currently with the LA County, uh we're paying I think it's $60 for unaltered dogs. Um, in this particular case, the dog license fees are going to be uh, and this I'm I'm reading this just so that the community is aware that they're no longer going to be paying $60 uh for annual licensing fees on unaltered dogs. They're going to be $100 for any pets that are unaltered or dogs that are unaltered. Um, and it's going to be uh the same $30 annual if they are altered. So, this is just for a push, you know, to try to get our pets spayed and neutered. So, uh, other than that, everything else, uh, looks great on the contract. I really appreciate all the work that you guys did as staff. Um, so with that, if anyone else has any comments or want to take a make a motion,

All right, so we're going to be moving on to item number six. That's the proposed established uh proposed establishment of 45day moratorum on the approval establishment or operations of data centers. It's going to be I I will go ahead and start off and Christian and Okina will we will tag tag team. This is this ordinance came from city council and uh it is a 45day moratorum to prevent a AI facility moving into town. And with that, I will go ahead and turn it over to OP. I think I was gonna Okay, I'll take my my apology.
Yeah, we were just um this is in large part due to the increase in cloud computing in our AI. There's capacity demands and there and in light of this, there's been an exceptionally rapid growth in what we call data centers. And this has led to a lot of concerns from both state and local legislators and and individuals about the group uh how that's going to impact our grid, the electricity costs for uh community members and environmental impacts. And all these impacts, they pose a threat to the public health, safety, and welfare of the city and the residents. Um, our municipal code currently does not establish regulations or development standards for data centers. And the lack of those uh regulations poses a variety of potentially known and unknown adverse impacts at this point because we really don't uh know enough about them such as high power consumption that could strain our existing uh if infrastructure. It could result in higher utility cost. It could result in uh significant water consumption which could impact our access to water. could strain um uh occupation of large areas of land that it might be incompatible with other land uses in the city and also cause potential nuisances such as noise or heat or pollution. So, [clears throat] city staff is excuse me currently studying some options uh on regulations that could be adopted uh that would be uniform, clear, and efficient in administration. And while staff is doing that, it would not be helpful if a data center were to come in and apply and have a right to uh go forward without staff having that full opportunity to do the analysis that they need to do. So under state law uh both under article 11 section 7 of the constitution and government code 65858 um the city council is um authorized to
place a temporary moratorum on uh an activity while they're in the process of studying how to regulate it. That would need to be adopted by a four-fifth vote of the council and it would be effective immediately upon adoption and it would be effective for 45 days. However, uh we will likely be coming back immediately uh and it could potentially be extended up to 22 months and 15 days beyond that for a total of 2 years. With that, I'll Mayor just a real quick question. Has that been challenged by any city by by this particular group or any one of these or is it just the ability to do a a moratorium? Yes.
No, this is that's that's very solid. We are in the process of of analyzing how to regulate them and and this gives you that time but it is limited. Okay. So you couldn't have a a you know forever restriction. This this says you have to bring it for 45 days and then come back and analyze each time. Are we still looking at the regulations? Are we still trying to come up with a plan? Got it. Okay. Thank you. Thank you for that. Christian, anyone have any questions or comments? Yes, mayor.
Go ahead, Council Member. First of all, thank you um staff for bringing this uh to our meeting and put it at putting this on the agenda. I think it's very important that we take the the 45 days to study how it would affect our community. uh attorney has already read uh the different effects it could have on our community and I think it's a right thing to do to study it and if necessary extend it once the 45 days are up so that when once we do make a decision it has been well planned um to benefit the the community because it can have a lot of physical health impacts in our community. So the last thing we want in in Baldwin Park, we already have three freeways surrounding us. The last thing we want is another issue in our community that could create more health issues. So thank you for bringing it um to our agenda today and I look forward to the updates that you come that you bring to us. Thank you.

Thank you, mayor. Good evening, council. Um, so we're continuing um from from the last council meeting, we discussed several CIP projects or many CIP projects and some of our public works engineering workload, but um tonight we're we're um getting into the city council chambers improvement project. I think the council wanted to see um what what was the project or what was proposed with the project. So, um, David Lopez, our engineering manager, will be presenting on this tonight. And I guess before he does, we have um a poster here um on the podium. And then we have um several materials um that would be used in in the project. We have several samples of finishes and materials here. Um, I don't know if we want to pass them um out to the council so they can take a quick look at them.

So, you can't see the whole thing, but uh, this is the core scope of work. uh that will be um focusing on the city council chambers, a vestiel, a new vestibule, uh the restroom that's right across uh the elevators and it which services also the Zokalo Park uh the city council conference room uh city council um restroom uh the audio video room which is a number six and um an AC retrofit that with the mini splits. Uh these improvements will preserve the the original vision of the design uh with modifications to save time and money. Next, so this view is from the back. Um you can kind of see that it's a it's a little dark. Um the uh egg crate uh lighting here makes everybody look a little green. So hopefully we get that uh improved. And also the dark finishes uh kind of makes everything a little darker. So, what we'll do is um improve everything throughout uh by brightening up the colors and uh making everything seem a little more spacious by removing a few of these items. Uh note that the curbing around will not be uh removed for safety. Uh the curbing, the concrete curbing next. So this is the image of how it's going to look. So we just saw the back to the front and in the way that it looks now
and this is the future. So you can kind of see the the brighter and it's a little bit with this um wood paneling above the ceiling paneling. Uh it looks a lot brighter, bigger. We exposed the uh ceiling uh beams and um add enhance the area with uh maple wood uh mill work uh gray and blue uh carpets. And uh it's just going to look really nice. I don't know if you want to toggle back and forth to see kind of how it um looks before and then after. Next and kind of see how it opens up a little bit. Next. Now, this is a view from uh Council Member Az. What happened? Um I actually passed out uh the handouts. So, if uh in case um we had technical difficulties. So, in the next slide, uh, well, in the next slide, we can see from, uh, council member Aa's point of view, uh, from the back, I mean, from the front to the back, and you can kind of see the the colors a little bit dark. Uh, so we have a new, um, materials like for the seating will be blue that kind of matches our current uh, logo. Uh this uh also will be improved with wood paneling paneling which also will attenuate the sound uh and not vibrate as much not make it sound like a like a church but nothing wrong with churches but uh it'll be uh attenuated and also the doors will be uh removed and replaced the seating and there's going to be a what I call a air duct uh chasing around this part of the back
part of the um the building. Okay. Uh and from this view, you can kind of see what what I'm talking about. You see the chase, those dark items, those are actually monitors. Uh those will be recessed a little bit more than what is shown here so that uh there no one can um bump their heads on them. And the handrail that you see on the side, the sides will also help with ADA access. So all this all these items uh as well will be to improve ADA access. Uh there's also seating in the front. You see some openings and that'll be for four uh wheelchair positions. Um a total of uh 98 including the uh chair positions will be uh available in this room. Currently there's 99. So we're losing one seat but gaining the 88 access. And now you kind of see a ramp there. But let's go to the next slide. Now, this is a view from uh um Mayor Damian um point of view. So, this you kind of see to the back. Uh you can see the doors, those windows in the back will remain uh the way they are with um the proposal and um that'll save a lot of of money and time because uh making penetrations through this concrete reinforced building uh takes u special uh inspections, deputy inspections and structural reinforcement. Next. And you can kind of see here the windows would bring it a little bit make these a little brighter, but that's um uh being recommended to be removed. And next, and if at any time you want to toggle back and forth, I can ask um Charles to help with that. Now in this view uh you can see that uh this is from the outside uh of the city
council chambers and this area will be fully enclosed uh with new finishes as a new vestibule next. Oh and this is the video started and this is a how it uh will look through. But this will have um the vestibule will have uh new carpets, doors, windows, uh finishes, monitors so that it can be used uh for overflow and um benefit those especially during the winter and summer months where we have a little bit of extreme uh temperatures, not as back as bad as back east though. Um and uh there's the kiosk that you'll be uh seeing just as we open the door right there. And so that uh kiosk will be um for viewing be used for viewing agendas and printing them and eventually for uh paying bills. Next, so uh these are uh city staff uh changes to the project uh which include the removal of an ADA exterior ramp uh windows and door penetrations. This would save the project about $100,000 due to what I mentioned before, the structural support for the openings and the special deputy inspections. Um the door actually would be right over here on this side by um um Miss Valencia Venezuela. Right there, right behind there would be the the door opening that is now being removed from the scope. Um, also we'll be removing from the scope the uh the city council conference room um expansion which is on the other side of this wall which um would be reduce this the the cost by 100,000 because
next to it is a utility closet which has a lot of utilities. It has a a fuel pump for the diesel uh generator controls water heater and um other utilities. Um, also the removal from scope will be the replacement of an AC system and instead we would um retrofit the AC tower above us and the heating system. That would save us about $200,000. Um, not included in the city not included also is the city council, excuse me, the city hall thirdf flooror improvements. Uh, this was put in the last time we had um, this project was bidded out and uh, it distracted the contractors. They had a lot of questions about that, more so than the council chambers. And we believe that contractors concentrating on the council chambers exclusively would uh save us some time and get a better result in our bidding process. And by removing this is uh we'll receive uh $2.7 million. Next, and uh staff will also add to scope uh 11 restrooms in city hall. And these are all located in different parts in the basement and the first floor and second floor. Uh this will help with the expenditures of lapsing ARPA funds that are due by December 31st, 2026. And this will cost will cost uh more than $160,000. Any questions? Next, mayor.

Um you mentioned that um you're taking away for ADA seating one one seat correct so then it would be it said what would the total about that that was a little confusing so uh currently we have 99 uh seats right and uh at the end we're going to have 94 seats okay with four uh wheelchair positions so
for ADA accessibility which I appreciate accessibility um believe uh three here and one on this side. Okay. Um as part of the future expansion and also there's a wheelchair ramp which I failed to mention is in this area here and uh would turn up to be able to have up onto the DA into the DA area so anybody can um um staff and um members of the community can go up. Thank you. And then my other um what would be the maximum um capacity here? cuz currently it says back here 186. So what would be the maximum capacity minus the the five
we're not um ex changing the the boundary of the of the building um other than the vestibial the vestibial will have its own capacity which I don't know at this time but uh this capacity will remain the same. Oh, good question. So, that comes um with a little strip that uh it has a color. So, that's going to be part of the paneling that goes above and that's uh aluminum clad with a honey bronze color. So, you kind of see them here. Um as a longitudinal between the beams um and it's it's um this is number six.
That is number three. Number uh number six is the um the beam exposure. So number three is this white panel. Yes. And what is this little? Uh that's the color. Oh, it's going to be in this color. Yeah, in that color. Okay. Oh, so it's solid. It's not going to have lines like I see it does have lines. They're going to be um longitudinal between the beams. So, right now you can't see them, but there's beams go across this way u underneath the um uh the wood facade ceiling that we see now.
Okay. And then the windows, you are going to extend them to make those two windows connect on the sides because right now we have two strips. We have the two strips and those are being recommended to stay the way they are uh for the reason that uh we don't want to do as many penetrations on this uh building to keep it more structural or actually you can improve the structure but less cost to have to improve the structure after you make the penetrations. Okay. Because right there it shows like one window on each side. Correct. So right now we have the two on each side and we're going to keep recommend to keep the two on each side. Got it. Very nice. And then this is the color of the chairs,
correct? With the carpets. I was going to bring the chair in, but it's a little heavy and I didn't have a dolly, [laughter] but it's pretty comfortable. It's inside the engineering conference room. If anybody wants to test it out, we'll test it.
Oh, Mayor, I just uh I mean, thank you for the presentation. I think it looks really nice and I think it's way overdue. I don't think this I don't think these chambers have been, you know, since inception, right? So um it's it's well it's overdue. It's really important. This is you know first this is the first place many residents come to when they're seeking an answer or trying to involve themselves in in government or our stakeholders or anybody who's interested in partnering with the city. So you know having a place that's that's you know just up toate and where you know we're not dealing with audio or you know video is clear and everything is better it's always just creates more accessibility. So, you know, it's an important an important uh step for for civil uh integration. So, so thank you for your work. I would just ask that as we plan to, you know, if there's a if we can keep in the back of our heads to potentially, you know, salvage some of this wood and maybe do some keepsakes for people when we celebrate, you know, or
That's a good idea because there is a lot of wood in here that's going to go away, right? I I like this wood up here myself. You make really nice furniture out of this. if you use it for a patio. Just kidding. I I don't know if um I don't know if Daniel if we would uh want to um use that recommendation and maybe salvage it and then make it available to the community or Yeah, that's an option as well. I know like uh Ball Park High School when they redid their gym, you know, they had a little pieces of the old flooring they gave out. So, I think it'd be nice. I mean, you know, Ballpark residents love Ballpark history, so for them to have a piece of Ballpark's first city hall. Yeah. Just an idea, right? So that because this is a lot of wood I'd hate for it to go to waste.
It is. It's a lot of nice wood actually once it's all finished and um polished. It can be reused. Reused. It's going to Let me look at my I believe it is going to be about about as the same height.
Yeah. David and I were also discussing, you know, we like that wood as well. I mean, was there a potential to, you know, sand it down and paint it, you know, that the honey color as opposed to bringing in the new um material or metal, you know, metal copper material because this is, you know, nice nice wood and they don't make it like they used to. I was I was going to say that when I when I felt that material for the proposed wood, I can guarantee you it's not going to feel anything like this one here. So, I mean, I don't know what would be the cost savings on something like that if we were to keep that wood and and set it down and refurbish it. That's funny you ask because D and I had the same the same conversation about um we can make this wood brighter and um preserve it the way it is,
but we don't know the cost. We would have to um get estimates for that. You know, theoretically you could take all this wood and then create the slats out of it, right? That's going to take a lot. You know, just telling councilwoman I wish we still had wood shop at schools. You know, we could probably get some free help there. So I mean you know I'm going to ask you about the numbers right? Numbers. Yes. So before I ask you about the numbers let me
Oh go ahead. Okay. Now I mean, I think it's an option. Maybe you guys can bring that back um once you guys find out what the cost would be if we were to uh you know refurbish that and then bring it back to the council for options to to see what would be best if we want to go with the new material or maybe just you know keep this, you know, old great wood and refurbish it.
I I agree with you, mayor, and I think that I think that would be the only component Yeah. that we would that we're I think uh considering maybe Yeah. to keep it. Yeah. Because I think the other features are really important and and upgrades and stuff, but I think if we can, you know, do a cost analysis, it would be helpful for us because I think we we're kind of like in the same think thinking or mindset that we kind of want to keep it.
Yeah. What what I would recommend obviously we have to spend a lot of this um the ARPA funds by December 31st. So, I would recommend that we that we go ahead and move forward if the council's um uh supportive of of what David's presented here tonight and then we can um as we're negotiating with the contractor, we can um make some suggestions or revisions and maybe at the time we award the contract, finalize the contract. But I think in the interest of time, I think it's important that we u move forward and then we can we can make minor adjustments um to uh whatever the council wants to see. We we can make some adjustments um either um when we when we enter into that contract or even afterwards we can make changes and do change orders. minor. Um
you want to add it as like a deductive item like a separately bid it so that there's a actual
So we we will have one additive alternate um that David mentioned which is the restrooms. Um but it will depend on uh what the how the bids come in. Um, but we I would say that we'll we'll proceed with the contract documents how we have them and then we would do a change order. Um, if it if it's um significant cost savings or if it's something we definitely want to preserve, we would just negotiate that with the contractor. I think um we're in a little bit of a of a bind with the timing and um and if we do change the construction documents, that's going to that's going to really um hold us back as far as our our schedule.
Okay. Yeah, I I I agree. We don't we don't we're on a time crunch. We have to get this going now. Um would we be able to get digital name name uh plates? Yeah, we I think city clerk doesn't have to keep changing the name plates every time. Well, I mean, you're you're redoing it. I don't know how how No, I think um not too expensive. I I think if um audio and video equipment was a significant part of of the budget for this project. Um I think I think it was close to a million dollars. So, um I'm sure we can do things like that.
Well, I mean, just look at it as an option if it's not too expensive. Um, and it's not going to delay us, then if not, you know, we're fine with the with the name plates the way they are. Um, sorry, mayor. Speaking of, you know, some some um cities they have it so it's easier to see like how somebody's voting. So when somebody votes, it comes out on the screen, right? Oh, just a Yeah, that's part of
Yeah, we're we're working we started um working with uh Manny and um and our IT manager Charles to to look at, you know, state-of-the-art, you know, new equipment, even audio video equipment. It it goes obsolete pretty quickly. So yeah, we would be updating our construction documents to have um all the latest technologies for our audio and video equipment and um incorporating um digital name plates and and different um displays for voting that where people can see how how everyone votes. Those are definitely um things we can implement and consider. I think those are pretty minor that we we could come back and give updates to the council and adjust things, you know, as we move forward.
Okay. And then I was going over the remove from scope, right? So by removing these four items that you have listed here, we're estimating a savings of about 3.1 million from the original scope of work. Yeah. And that um that includes the additive alternates. So, um, with, so the the third floor that David mentioned, $2.7 million savings, that's that was an additive alternate. Um, so Oh, I see what you're saying. So, that above the 5 million.
Correct. So, without any of the additive alternates, we had only two uh we had only two um responsible bids, responsible and reliable bids.
Okay. Um, for the items that were included that were not additive alternates, one bid was 4.5 million, the other bid was 5.6 million. So, I'd say, you know, average 5 million with the with the changes that David suggested. Um, I I think they were about $400,000 um less. So, we we would be in the $4.6 million range. and um and we have a budget of of $5.5 million. So, we would like to include the restrooms that David mentioned as an additive alternate um and see how those bids come in and if it's not favorable, then we would not proceed with the restrooms.
Okay. All right. And when would you think that you would get those bids back in? I I um I I think the bids are going to come um back um similar to what similar I don't think the prices have increased any. I think I think our city clerk signs mentioned that um prices have come down and the tariffs were high at the time. I think by by adding by adding more working days. So, I talked to a couple contractors and they were concerned with 120 working days um was was um too aggressive of a schedule. So, there was some risk involved and um they raised their prices a little bit. I know we want to complete the project by by December 31st or spend at least the ARPA funds by that date, but by giving the contractor um you know, if it's 200 or 240 working days, 10 months or a year, that's going to bring the costs down. And if we can get the majority of the project done by December 31st and we've purchased all of the equipment, I think we can um uh spend all the ARPA funds and maybe finish up the project in in March um of 2027.

Um, so I was hoping that we're able to look into that and if so, apply for it, but apply for it either way. I think there's excursions no matter what. And then I know that um couple years maybe like last year or the year before we had applied for we well we were we didn't apply for it. But it was already a guaranteed grant from the EECBG. So I don't know if we can get an update on it because I don't know if we ended up using it for anything.
