Approval of Minutes for the May 21, 2026 Planning Commission Regular Meeting Staff recommends approval.
Director's Report and Approval ADR No. 26-0005
Minor revisions to the approved Comprehensive Sign Plan (CSP No. 17-0449) to allow the addition of secondary wall signage (quantity) for the City Lights Shopping Center located west of Oswell Street and south of Highway 178. A finding that the review is exempt from the California Environmental Quality Act will also be considered. (Ward 3) Staff recommends to approve Director's Report and Approval ADR No. 26-0005 and its Notice of Exemption.
Extension of Time for Vesting Tentative Tract Map No. 6871 (Phased)
McIntosh & Associates (applicant) representing Big Redport Tong, LLC (property owner) requests an extension of time for Vesting Tentative Tract No. 6871 consisting of 222 residential lots and 1 sump lot on 40.6 acres, zoned R-4 (High Density Multi-Unit Dwelling) for single family residential development located at the northwest corner of East White Lane and Washington Street. A finding that the Extension of Time is exempt from the California Environmental Quality Act will also be considered. (Ward 1) Staff recommends approval of Extension of Time for Vesting Tentative Tract Map No. 6871 (Phased) and its Notice of Exemption.
Comprehensive Sign Plan Revised No. 25-0004
Five Brothers Investments (applicant), representing Kelly & Eccleston Management (property manager), is requesting a revision to the adopted comprehensive sign plan for the River Walk Medical Center, located on about 32 acres zoned C-O (Professional and Administrative Office) at the northeast corner of Stockdale Highway and Calloway Drive. A finding that the project is exempt from the California Environmental Quality Act will also be considered. Notice of Exemption on file. (Ward 4) Staff recommends approval of Comprehensive Sign Plan Revised No. 25-0004 and its Notice of Exemption.
Zone Change No. 26-0001
McIntosh & Associates (applicant), representing Old River Properties, LLC (property owner), is proposing a Zone Change (ZC) from R-2/PUD (Small Lot Single-Unit Dwelling/Planned Unit Development) to R-2 (Small Lot Single-Unit Dwelling) or more restrictive zone district on a 20.56 acre parcel located on the westside of Old River Road and north of Panama Lane. Use of a previously approved Mitigated Negative Declaration will also be considered. (Ward 5) Staff recommends approval of Zone Change No. 26-0001, its Mitigated Negative Declaration and recommend same to City Council.
Conditional Use Permit No. 25-0037 and Zone Modification No. 26-0003
Inland Architect (applicant), representing Valley Baptist Church of Bakersfield (property owner), is requesting a conditional use permit to allow the construction of a two-story building accessory to an existing church (BMC 17.10.020) and a zone modification to allow the building height of 39 feet where the maximum allowable height is 35 feet (BMC 17.10.030) on a 14.74 acre parcel zoned R-1 (Single-Unit Dwelling), located at 4800 Fruitvale Avenue. A finding that the project is exempt from the California Environmental Quality Act will also be considered. (Ward 2) Staff recommends approving Conditional Use Permit No. 25-0037, Zone Modification No. 26-0003, and its Notice of Exemption.
Vesting Tentative Tract Map No. 7451 (Phased)
McIntosh & Associates (applicant), representing Diamond Farming Company (property owner), is proposing to subdivide 40.77 acres into 313 residential lots, 1 multi-use trail lot, and 1 park lot in an R-2 (Small Lot Single-Unit Dwelling) zone located generally southeast of Olive Drive and Santa Fe Way. The project includes a request for alternate lot, street and storm drain design, and waiver of mineral rights signatures pursuant to BMC 16.20.060.A.1. A proposed Mitigated Negative Declaration will also be considered. (Ward 4) Staff recommends approving Vesting Tentative Tract Map No. 7451 (Phased) and its Mitigated Negative Declaration.
