General Plan Amendment, Zone Change, Use Permit, Minor Use Permit, Design Review, Tentative Tract Map, and Development Agreement No. GPA/ZC/UP/MUP/DR/TTM/DA-2023-01 - 919 Sierra Madre Avenue (Azusa Greens Redevelopment Project)
The Planning Commission will consider adoption of resolutions recommending that the City Council approve the Azusa Greens Redevelopment Project, located at 919 Sierra Madre Avenue (APNs 8617-001-005, 8684-013-030, 8617-001-013, 8617-013-001, 8717-011-001, 8684-043-002, and 8684-013-014). The Project proposes redevelopment of approximately 92.1 acres to include: (1) six Class A industrial buildings totaling about 353,075 sq. ft.; (2) a 230-unit age-restricted ($55+$) residential community, with $15\%$ of units reserved for low- and moderate-income households; and (3) renovation of the existing golf course clubhouse for event use. Requested entitlements include a General Plan Amendment, Zone Changes (Recreation to Neighborhood General 3 Medium Density and to West End Light Industrial), Tentative Tract and Parcel Maps, Use Permits, Design Review, and a Development Agreement. The Commission will also consider recommending City Council certification of the Final Environmental Impact Report (SCH No. 2023120720) and adoption of related CEQA Findings, Mitigation Monitoring and Reporting Program, and Statement of Overriding Considerations. Recommendation: Adopt resolutions recommending that the City Council certify the Final EIR (SCH No. 2023120720), adopt the CEQA Findings of Fact, Statement of Overriding Considerations, and Mitigation Monitoring and Reporting Program, and approve the associated entitlements for the Azusa Greens Redevelopment Project.
