624 N. San Gabriel Avenue (Use Permit No. UP-2026-01, Design Review No. DR-2026-03, Minor Use Permit No. MUP-2026-04)
Consideration of entitlements for the conversion of an existing vacant commercial space into a full-service restaurant, bar, and brewery with a second-floor addition, outdoor dining patio, and live entertainment. Entitlements include a Use Permit for alcohol sales, live entertainment, and extended hours; a Minor Use Permit for outdoor dining, live entertainment, and extended hours; and Design Review for the second-floor addition, façade improvements, and outdoor patio. Proposed public hours are Sunday and Monday–Wednesday, 9:00 a.m. to midnight; Thursday–Friday, 11:00 a.m. to 2:00 a.m.; and Saturday, 9:00 a.m. to 2:00 a.m., with internal brewery/canning operations proposed to operate up to 24 hours. Recommendation: Adopt a resolution of the Planning Commission approving Use Permit No. UP-2026-01, Design Review No. DR-2026-03, and Minor Use Permit No. MUP-2026-04 based on and subject to the findings and conditions of approval and making a finding of Categorical Exemption from CEQA pursuant to CEQA Guidelines Sections 15301 (Existing Facilities), 15303 (New Construction or Conversion of Small Structures), and 15311 (Accessory Structures).
Development Code Amendment 261 - 2026 Accessory Dwelling Unit Update
The Planning Commission will consider making a recommendation to the City Council regarding proposed amendments to Chapter 88.42.190 of the City of Azusa Municipal Code relating to Accessory Dwelling Units and Junior Accessory Dwelling units in compliance with State Law. The proposed amendments are exempt from the California Environmental Quality Act (CEQA) under Section 15378 as it has no potential for resulting in physical change in the environment, directly or indirectly. Recommendation: Adopt Resolution No 2026-PC02 recommending that the City Council adopt an ordinance related to proposed Development Code Amendment No. 261 and find the amendments to be Categorically Exempt from the California Environmental Quality Act (CEQA).
Development Code Amendment 262 - 2026 Code Update Related to Tobacco and Vaping Shops
The Planning Commission will consider making a recommendation to the City Council regarding proposed amendments to Chapter 88.42.240 relating to tobacco and vaping shops. The proposed amendment would add a new definition for “Flavored Tobacco Product”, provide additional clarification to the term “Tobacco or Vaping Shop”, and add a new section that references the Business and Profession Code. The proposed amendments are exempt from the California Environmental Quality Act (CEQA) under Section 15378 as it has no potential for resulting in physical change in the environment, directly or indirectly. Recommendation: Adopt Resolution No 2026-PC03 recommending that the City Council adopt an ordinance related to proposed Development Code Amendment No.262 and find the amendments to be Categorically Exempt from the California Environmental Quality Act (CEQA).
