Okay, we'll go ahead and call the common council meeting to order for December the 9th, 2025. Let's stand and do the uh [clears throat] pledge of prayer to the United States of America to the republic for its one nation [clears throat] under God, indivisible, with liberty and justice for all. Lord, we come to you today again just asking for your guidance, protection, allow us to do what's best for everyone within the city and uh watch over everyone, keep them safe and protect them from this cold weather we have right now. Amen. [cough] Okay, we'll jump in the agenda. I guess we'll have no public comment. No one's here. We'll move on to the minutes for number 12, 2025. I'll make a motion to approve. I have a motion. That was my bad on that. So we have a resolution 2025-8 author authorizing budgetary transfers and adjustments to the final budget and payment final claims. Okay. Next item will be ordinance 2025-13 repelling in place of ordinance 2-3-6-84. That's for the parks ordinance. Park ordinance. You [clears throat] want to explain a little bit here?
Yeah, I apologize for not getting it out soon. I had gotten out on Friday through not so um when looking at our city code, this or our parks board ordinance was passed with the 95 and uh I thought we were a town. Um the structure of a parks department for a town and a city a third class city specifically is uh a little different and as far as responsibilities, actions, things of that nature. So this ordinance refills that previous ordinance and uh replaces it with um adopts the code and basically readopts establishing the parks department. [clears throat] Any questions?
Does it change anything functionwise or it's just a technicality? [clears throat]
No, I think it as far as from what our the appointment it clarifies it it becomes compliant with statutory code on uh appointments. The four appointment it's a four member board that is appointed. the um mayor has the four appointments and then there is a superintendent that is um from the same statute with other department heads that the mayor would make that appointment subject to the approval of the parks board. Um, and then I included language. I don't know if budgetarily it made sense um for that department to have its own superintendent, but added language to make it clear that that could be a someone carrying two different hats there. That language is in [clears throat] any other questions tonight. Yeah. Yeah. If you guys want, I'll make a motion to approve them. All in favor?

And as I said this morning or at noon today, traveling down these side streets and seeing those cans trash in them instead of on the ground just makes our city look so much cleaner. It's just it's appealing. I know they're blue cans, but through that mic, but I'm right there with you. But they make black [laughter] 100 gallon trash. I think so. Yeah,
been a lot of hype with all of the truck, you know, several times through the through the course of routes and really getting the hang of the truck really well. It's going really well. I mean, we have very few calls in now. I don't think we've had very many. Last bliss this morning, she hadn't had in. I don't think clerk treasur's office has either. I know we had sold several second cans and [clears throat] people's not complaining much and I think everybody's complimentary of how it's going. And then from the last meeting also a solar project officially running, right?
Well, from this morning of the last meeting, you have a solar project that's up and running. I think it's been online for a couple weeks. I got to ask some bugs to work out of that as far as paperwork and things of that way so we can tell when when we are up and running on on the solar instead of Duke. And then uh there's some other things that I guess they need to clean up out there for fencing around the place stuff like that. There's some gaps and open spaces at the bottom. I guess the contour of the ground instead of keeping it safe, you know, keeping humans out of it, I guess. Yeah. I'm just glad it's up and running now. That was a a long time coming. Very very
and it's like I said this morning hopefully [clears throat] now this next bill that our treasur is that reflect the savings. Yeah. I bet you bill hopefully that that'll be a payback. Yeah.
You know going I think they done a Jeremy went this morning done a final walk through with the electric part of it. So, and then like I said this morning, uh Chris and I went to a uh visitors commission meeting this morning to thank them for their contribution. Very generous of them to give us some some funding to help support some of the Christmas decorations that were putting forth. And I think it's looking nice and actually they we had about 13 of the polls that were out. I got a hold of Steve Lee and Chrissy Mel had finally contacted us back yesterday and he got right on that today. and supposedly have all 13 of them repaired today. So, we should see the effects of that tonight, I hope. But we do have a another number now to contact if we have any more issues instead of having to wait on one individual to get back to us. So, that's a plus.
So, be anxious to see it all working. So, you know, we we'd like to add other things as we go as soon as the funding's available, but I think we're making strides going the right direction. Uh the Christmas parade went over well. Um we thanked all those involved in that this morning, all those participated and those that organized it and it went well. And then thanks to the fire department for allowing us to use the use the facility over there for the open house and I think Jamie done a really fine job decorating. Appreciate appreciate everything. The corner looks great. The decorations in the trees corner looks good. Really does.
The lights on the pools and everything looks good. There's one in the middle with some blue lights on it that the kids like [laughter]
I seen on that big old tree. Yes, relax. I'm hearing good things about the first building, too. Looking nice. Yeah, a lot of compliments up town. [clears throat] I guess Tyler kind of updated this today about the Dunkin Donuts. Uh they've got their drains board permit from the county waiting on the state's draining board. They'll be up and running with that.
State Highway State to give them their permit. So, should be good on that. Um talked this morning about board members here but the other talked about the issue we had out the roadway on how QR run off. So we're looking at some options there. Did we ever come up with anything? We've got he's presented four different options. We're going to kind of wait till till spring. We might look at the guard rail situation where we can plate it. Okay. And put it in the shoulder as far as we can. I think the guard [clears throat] rail will look good. I think the guard will probably look better than the concrete blocks, but that's my opinion.
A little bit more expensive than the concrete, but I think the bid on that Oh, yeah. Not the bid actually. The price we can install oursel, but the price was about 13 grand, wasn't it? 135 maybe.
135 to do the guard rail all the way down through there. Make it put the pit. That would be my choice. put the board of vote on it. I guess probably to do anything else I'm missing. I don't think so. A couple piece of equipment we had to buy purchase. So I have one uh got our 1782 notice on budget. No cuts made which is huge moving forward. Just appreciate everybody's work and [clears throat] help as we move forward.
Be interesting couple years for everybody. Not us, it's everybody. Everywhere we've been, it's the talk of any meeting you go to. Uncertainty. Yes. The uncert uncertainty and Senate and ROC one.
