Next, we'll move to the mayor's report. Good evening everyone. Tony Martinez, chief communication and marketing officer. Tonight we have two special recognitions. Um and starting with tonight we're going to recognize the National Seek Awareness and Appreciation Month. So at this time we'd like to invite the members of the Aurora Seek community um to join Mayor John Lash as he reads out the official proclamation. We have members of our community. Please make your way up to stage there in the center. Mayor John Lash will read the proclamation here this evening. After the proclamation, we are going to be inviting fifth grader for Washington Junior High School, Zoya Core, to speak more about what this month means to her and the seek community. Get everybody. So I wanted to just begin by saying thanks to all the members of the community for coming out. Uh I did this at the temple in but uh I know that many of you have also been volunteering and our homeless shelter feeding people which is a big part of your further ado change out the microphone start over. Whereas seikhs have been living in the

United States for more than 120 years. And during the early 20th century, thousands of seek Americans worked on farms, in lumber mills and mines, and on the Oregon Pacific and Eastern Railroad. And whereas seekism is the fifth largest religion in the world. And today there are more than 25 million seeks worldwide, an estimated half million seek Americans and 25,000 seeks living in the state of Illinois. And whereas seek Americans pursue diverse professions and make rich contributions to the social social, cultural and economic vibrancy of the United States and Aurora is committed to the community service and civic partnerships efforts of our growing SE community as its members greatly contribute to the city's strength, diversity, and inclusivity. And whereas the city of Aurora encourages all our residents to take the opportunity to better understand, recognize, and appreciate the rich history and shared experiences of seek Americans. Now, therefore, I, Mayor John Lash, do hereby proclaim April as National Seek awareness and appreciation month in the city of Aurora, Illinois, and encourage all residents to get to know the seek neighbors throughout the year. Oh yes. Now we have Zoya, a fifth grader from Washington Junior High School to speak a little bit more about this month and what it means for her and the SE community. Good evening, mayor and members of the city city council. Thank you so much for inviting me to speak here today. Um, seeks are people who believe in one god, equality, and helping others. Our guid meals are served to all. I am a seek girl who was born here. When I was younger, sometimes I felt different from others. I wasn't sure where I fit in. At school, some kids didn't understand my traditions. One time I brought pashad, a special suite we share to show kindness and gratitude. Some people thought it looked strange. I also wear a ka a steel bracelet on my right hand that always reminds me to do good and be kind. Some people ask questions and I felt uncomfortable. For years I tried to blend in. But I come to realize that our community is like a blanket of snow. From a distance, it looks the same. But if you take a magnifying glass and really look closer, we are all unique and different. This is why I'm so grateful to be standing here in Aurora. When the city invests in spreading awareness about sikism, you are building a home where no

child feels the need to hide who they are. By choosing to learn about our traditions, you have turned weird into wonderful and different into distinguished. Recognizing sick awareness month helps people learn, ask questions, and feel connected to one another. It helps kids like me feel seen, welcome, and proud of who they are. Thank you, Aurora, for showing us that we don't have to choose between our worlds. We can bring them together and create a stronger, more colorful community for everyone. Thank you, Father Lord, great job. It's definitely not easy to stand in front of an audience and deliver that speech. Great job, Zoya. So, as we finish this portion, I'd like to we have a report uh by hearing from DRI core to share more information about the KSA aid in Illinois and all the great work they've done in our community. Okay. Thank you so much to the community here, um, the city of Aurora, Mayor John Lash for recognizing the people of the sick faith and allowing us to share a little bit more about Kalsa Aid. Growing up in and around this community, I'm honored today to be given the space not only for our people to be recognized, but also for being granted the privilege to speak on behalf of our organization, Kalsa Aid. Kalsa Aid is an international humanitarian aid and disaster relief organization. Our organization began in the UK and has made its way around the world. Kasa Aid functions on the sick principle of recognizing the whole human race as one. We aim to serve everyone regardless of who they are. All are welcome and we serve anyone who is in need. Uh if we could go to the next slide please. Thank you. Um the volunteer work that we do is called SVA. This is a main pillar essential pillar of Sikhism. SAVA is selfless service. The act of serving humanity without the expectation of award or recognition. SA can be performed through physical acts like serving food, mental enrichment such as education or something material like a financial donation. Since 2019, can we go to next? Thank you. Since 2019 in the US and since 2020, specifically in Illinois, our SA has been done to support underserved communities such as the homeless, survivors of domestic violence, children, and other other communities that are again just underserved or marginalized. A lot of the projects that we do are essentially for, you know, food pantry support, restocking shelves, making sure that kids for back to school have uh backpacks, school supplies, everything that you would need to go back, you know, start a new fresh school year. Hygiene care packs, Mother's Day care packs, winter items, jackets, clothes, uh gloves, hats, everything that you can think of that you would need in these harsh winters.

Here are some of the Saber projects that we have done with our Aurora neighbors. Um shout out to uh Grow with Jamaita who is here today to support us as well. Um but there's a lot of organizations within the Aurora neighborhood that or community um that helps our neighbors and we've been fortunate enough to be able to work with them and to support wherever that they may be unable to or wherever that they need a little bit more of a push to do so. So these are things that we've done in the past year, year and a half I would say uh since we've been able to plug into this community. Um but yeah, so please feel free to reach out uh if you would like to join as a volunteer, collaborate, or if you know of anyone who we should reach out to who may benefit from our SA. Thank you all so much for your time, support, and all of the amazing work that you all do for this community as well.

So our final recognition tonight goes to multiple uh employees in our communications, marketing and special events department as well as our IT department. Um we were recognized by a granus for our really our transformation project of our website and our digital experience in our 311 customer service department here in the city of Aurora. So, at this time, I'd like to turn over to Kent Hartzfield that's here tonight on behalf of Granicus to give a little bit of a little bit more information about our Granicus recognition here this evening.

Hi, uh my name is Kent Hartsfield. I'm with Granicus. Uh we're proud to recognize John Zagloo and the city of Aurora as winners of the 15th annual Granicus Digital Government Awards. From over 6,000 customers worldwide, John was selected as one of three recipients of the Changemaker Award, which honors leaders who tackle challenges in new ways and deliver real results for their communities. John was instrumental in a city-wide transformation that has brought Aurora's website, engagement hub, and communications together into one seamless resident experience. John helped make it easier for residents to find information, ask qu questions, and stay connected with the city. He always kept accessibility, accountability, and community needs at the center of it all. The city also received the total government experience award recognizing a comprehensive approach to improving service delivery, mainly around 311. Like Tony mentioned, Aurora stood out for its focus on simplicity and usability, giving residents an easy, consistent way to access services, engage with the city. Internally, standardized tools and clear processes enable staff to work with more efficiency and deliver better services to residents. Congratulations, John, and the entire Aurora team on this well-deserved recognition and the positive impact you've made for the city of Aurora. Thank you, Kent. I appreciate you coming all the way to recognize our staff and and uh certainly our website is that the front end that everybody sees and it looks much better. Um, but also want to recognize the people in the clerk's office, uh, mainly Sakoro and our city clerk, uh, uh, Jennifer Stallings for all the back-end training because everybody that uses Granicus has to go through training and these are the people that manage the system on the back end to keep all of our uh, everchanging board documents that the alderman read up and uh, refreshed and sometimes even getting updated on a Saturday or Sunday afternoon. Uh but for the award today, we're recognizing John uh for helping the city of Aurora win two Granica's digital government awards while modernizing the city's communications and engagement strategy, creating a modern digital ecosystem built for clarity, accessibility, and community connection. I just I just want to say thank you to uh the entire communications, marketing, and special events department. Um, you know, this was certainly a team effort and although this is an individual award, we obviously did win one for the organization at large and there's a reason why we did. It's because everybody in our department really played an integral role in getting this job done. We got 311 in the building over there. We got Christine and Ricky, they're going to be coming up here in just a moment. William Brown from the IT PMO, project management side. He'll be up here in a second as well. And uh, Franco Ooa, who could not be here, was an intern at the time. And really if it wasn't for his efforts, we would not have launched our new website, our new unified communication strategy in the short time period that we did. So it's truly a team effort and I'm honored and and humbled to be here and I'm appreciative of Granicus and certainly the entire city uh for for honoring me here tonight. Truly, this award is dedicated to you because at the end of the day, this uh this new project increased accessibility and engagement for everybody who lives here in the city of Aurora. So, you all deserve a round of applause because now you have better uh opportunities and ways to engage with our city. So, give yourself a round of applause. Great job, John. As John mentioned, this is a a team effort, right? So as we embarked on this journey a few years ago, two to three years ago of really selecting a website vendor, you know, going down the road and really trying to improve that resident experience and how residents interact with the city from the time of our front gateway from our website to 311 um and also our our email and texting platform. How do we make that as efficient as possible? And it really took a an entire team effort as John mentioned. So we would like to recognize the rest of the team really that made it possible and some of the metrics right as we as we look at streamlining things. You know before before we had a before we had the centralized system to being able to reach out to our community and and and you know our email database when we first started this project was around

8,500 residents that we send out an email to every um every week and or every month. Right now, our email database is over 155,000 residents. 155 e active emails with an average open rate of about 47%. So almost 50% of the emails that we send out every week are open by over almost 50% of the residents that we send out to. And that and that's just just one little data point and really it's a testament to this team effort. Um in addition to our increasing our our email database, we created your voice pages. So every alderman um on this das here has their individual ward pages that residents can go on see see up-to-date news on what's happening in their ward and they can communicate directly with their aldermen and alder women right and and really that just really creates a streamlined and more engaged process as we transform what we do here in the city of Aurora so without further ado I'd like to introduce of the rest of the team that really contributed to this effort at first I would like to introduce Christina Fatten our supervisor for our customer service 31 department. So, Christina Fatty,

Good evening Mayor. Um good evening members of the council. Um I am here with the Illinois workers in action. I um I am also um as part of a community that continues to show up, work hard and hold this city together every day. In Aurora, more than a quarter of our residents and are immigrants and over 40% of our community is Latino. across this country, one in five workers in um is an immigrant. So when we talk about immigrants, we are talking about the backbone of our workforce, our local economy and our families. And yet many of your our community are still living in fear, misinformation and barriers to access justice. That is why our work matters. At Illinois Workers in Action, we have make we make sure that our community knows they have options. Provide food support. We provide uh you know your I'm sorry I'm so nervous. Don't need that. We provide um know your rights education on immigration and labor. connect families with trusted attorneys and support both workers and small business so they can protect themselves, their families and what they have built here. We are also responding to our community and caring right now uh by uh through healing circles, food support and shared spaces as we are creating room for people to process, to stay informed and to stay connected not in isolation but together. And we are

not in this alone. We are building a coalition across Aurora and sub and suburb suburbs bringing uh organizations together to share resources and strengthen uh how we respond to the growth growing anti-immigration climate and we are all witnesses that we are all witnessing including in our schools. This work is about dignity and is about keeping families together and it's about making sure that the community is not pushed into the shadows. It is also about civic engagement because when our community is informed and organized, we show up, we advocate, and we vote and we push for the resources our families need and deserve. So today, I want our community to hear this clearly. You are not alone and there are people you can trust. I was happy to see and very inspired by the state of the city to see the that change is coming for us

So, I put this on unfinished. I I wanted to ask who is in charge of this a philosophical question if they would come up. So, my question I'm sorry you can. Good evening, Nicholas Topin, deputy chief of staff. How are we doing? Good. So, my question is philosophical. What happens when we get in a situation where a consensus of any particular board is not in favor of somebody we're trying to put on or conversely is in favor of somebody that we're not putting on. What do what do we do when we get in that situation? Because I I really haven't seen much of that in the past, but I think we're getting a little bit more into this. So, how what is our thought process going forward when we encounter something like that?

For sure. So if I understand the question, going forward when there are perhaps tensions or different recommendations by the the many boards and commissions, the idea is to to take all of that into account and part of the calculus to ensure that there is working chemistry uh and make sure that a board member um is following and a part of the process. Right? So we want to try to ensure that folks are meeting for quorum that people are putting in the same amount of effort and energy uh to the boards and commissions. That was some of the critique when we came in uh during the survey. A lot of folks shared that uh they felt they had more burden of the work. So some of the work that they were doing collectively uh was diminished because you have several people only working. So what we're trying to do now is find people who are are committed to the board and then active dialogue with the boards and commissions, right? Um there might be instances where people might not have the best working relationships. Our our idea is to if it's not disrupting uh the work then uh people are adults and to ensure that every member is respecting one another and following you know what's based upon the code. So that's how we would approach it. I'm always open to to dialogue with our our council um if there's thoughts and comments and concerns with that. But that's how we we are handling and have been handling it. trying to have an open feedback and dialogue with the board commission chairs, leaison, and the other respective members.

I I'll add a few more things to that too. Um, just so the council's aware, when we took over, uh, Alex Alexandrew during transition had let us know uh, along with Alex Voy that they would have been trying to hire one or two new people just to manage the boards and commissions because we have 36 boards and commissions. And so there's not a lot of oversight uh there. And this is one of the things that's been missing to help in inject early to handle some of those disagreements. We've found that there is um you know lots of allegations and and drama and even some legal concerns that will be brought to the council at a different time uh that have been created. But one of the things that uh Mr. Thompson's done is to set up new guidelines and I think we'll be working with legal to uh further refine those guidelines and and then bringing a new um set of guidelines before the council as well. But the the second thought is these you know these are the mayor's appointments for our advisory board and there might be different philosophies but we've tried uh early on to maintain some level of continuity but in some cases have have chosen to go a different direction.
