This is the second or third time I've had the opportunity to talk to this group. I would like to make a statement about the fire department. I don't remember how many of you were there when I did the last presentation. I see many new faces. That's right. That's right. That's why I'm going to give you a brief introduction about Vagup. I'll give you some more details about where we are. I'll tell you a little bit about it very quickly. I've been the fire chief here since March 13, 2023. So it's been about three and a half years since I've been here. My 3rd birthday was on Friday, 13th, this year. I don't want to see much of it. But it was a little scary. I called the CET manager and said it was his last day. He could have taken care of half the expenses of the Executive Retirement Fund to fire me, but for some reason he decided to stop me. Because we have been able to operate well for the past three and a half years, I was very eager to get hold of him. I was in a meeting with him. Becky, you asked about my day, didn't you? Before I came here, I was in a meeting with the CET Manager. We were celebrating some events. It was related to the Consent Decree. We talked about the changes that have happened and the changes that are important to us and the society. We also talked about the changes in the response system and the development of the industry. As we go through this presentation, we will talk a little about this. But as I said, I have been here for three and a half years. I came from the Virginia system. Before I was born at the age of 50, I was in the Virginia system for 27 years. After that, I moved to Padinyar. That's how I got here. You will have to support me here for as long as you want. I am serving outside the city. I think this is very important. I work in various fields. I am the Vice President of the Center for Public Safety Excellence Board. I am the Vice President of the Denver Metro Chiefs Association Board. I am the Treasurer of the Metropolitan Fire Chiefs Association Board. This is an international organization that represents the largest fire forces in the country. In addition, I am also the Fire Section Chairman of the Colorado Municipal League. This makes me a member of the Colorado Fire Commission. Therefore, I have many responsibilities outside the fire force. I think it is very valuable that I can bring it to this organization. Similarly, the fact that Aurora and our name and brand are being exported to the city is a different way of describing this city. So, this is a great opportunity. I am very grateful to have a leader named Jason Batchelor behind this. Now, let's talk a little about the event. Let's move on to the next slide. When I arrived here, we had a pleasant mission statement. That is, it was not a good thing to give to very good professionals. It could have been a public works mission statement. Or it could have been a mission statement of Capital One. But in 2023, we had to re-establish our five-year strategic plan in our strategic planning process. We wanted to hear from our members and the community what they wanted from their fire department. So we came to this decision. This was developed by our members and the community. Our duty is to provide human-centered services to our community by providing our safety, peace, and safety awareness to the community. Let's move on to the next slide. We reviewed our viewpoints. We didn't have a viewpoint presentation earlier, but we had reached the point of saying that the culture of the MIG, the security of the borders, the relationship with the community, the fire rescue, and the emergency services should lead the country. The last article is the one I loved the most. Because this was happening in your fire department, it is not normal for us. We always try to be complete. This is a sight that we can never reach, isn't it? I don't think there is a way to be complete in public safety. But that is our real goal. That's why our fire department works every day for the men and women here. Let's move on to the next slide. We haven't changed any of the four main elements. For those of you who work in the city, you know that we have four main values. Respect, truthfulness, professionalism, and self-discipline. But we wanted to implement this in the context of our work, not only in the context of the region, but also in the context of the community. I haven't read any of this, but you can see it. We focused our attention on how to behave with everyone, how to behave with the society, professionalism, truthfulness, and dignity. So it was a great achievement to do that. Let's move on to the next slide. A brief overview of the fire department. We have been divided into four parts. Three of them are represented here. Two of them are directly connected to the outside world. They are Community Operations and Community Risk Reduction. The other two are internally focused. They are our Services Department, i.e., Member Services and Business Services. From emergency operations to Community Paramedicine Program, Light Rescue Program, they are part of Community Operations. But in this, when the lights go off and the vehicles run, it is included in community operations and community service. This is the department that the fire department pays the most attention to. Community risk reduction is a wonderful thing. It wasn't there before I got here. We had the inspection and investigations department. But the research and research after the fire is a part of the huge community risk reduction system. The real aim of the Fire Department is to make sure that the work we do does not go to waste. If we are doing community risk reduction correctly, we will be monitoring and revising the things that are being done in the community, and we will be developing strategies. We would like to accept those actions before there is any chance, right? Therefore, some may argue that emergency response is the defeat of the risk reduction strategy. Therefore, we are focusing on building a more powerful constitution. We have implemented some measures in this field. We have examined the way research is conducted. We have set up research centres. We have also strengthened community education programs. We have conducted risk analysis of harmful things to the community. We have developed education systems that protect them. Many of them are human nature. So, if we can reach out to a large population, we will be able to benefit from them. Member Services is all about recruitment, training, professional development, health, security and how we take care of our people. So, all of that comes under our Member Services Department. That department is on top of Deputy Chief Brandon Sauter. He has a small team of recruiters, health and safety workers, and training workers. Finally, Business Services is the actual operation centre here. It is there that our personal matters, salary, etc. are handled. There is also a support service infrastructure under the business services. It handles our fleet facilities and logistics centers. It also helps to fulfill the needs of the people and helps to run the vehicles and buy new ones. Let's move on to the next slide. Here is a small picture of our active response in 2025. In 2025, we will distribute food to about 50,000 cows. You can see the distribution of those cows among our fire stations in the community here. I am jokingly saying that Nagaram core and Frontier are separated. We are expanding to Kansas. However, you can see that most of the coal is being used by core stations. Then when we expand to 12, 13, 14, 15, 16, 17, etc. stations, they are new stations in the lower and lower parts. Because those areas are expanding, their coal volume is now low. The interesting thing is that the number of these 48,099 calls in the last three years is about 10,000 less. In contrast, when I arrived here, I was in the middle of a program called WriteResponse. Previously, we were responding to all calls. Even if it is an effort to believe, there are cases where a person is called 911 for leg pain. Even for such calls, we had to send the engine and ambulance continuously. The lights and sirens were also sent there. We continued to follow the same response method for all kinds of calls in the society. Therefore, we made a great effort to write 1800 determinant codes in our emergency medical dispatch system and change the names of the vehicles that sent the response method. Thus, we removed 10,000 cars from our response line. There is no harm to the community in this. The only thing that they have to wait a little for is an ambulance for things like leg pain, because we don't have to drive dangerous vehicles to get there quickly. This decrease in cars also increased our response time. This decreased by about 30%. In other words, this reduced the chances of a unit in a district going to another. This eliminated the difficulties of another unit going to another in an empty space. So, we were able to make a big change. When we made this happen, there was a big change. Similarly, this changed the lives of first responders. This was able to change the barriers in our system. We had to fix not only the emergency response, but also all kinds of services. This is a small number. The response time is 90% of cases within 9 minutes. This is a long time. We aim to reach within 7 minutes. But it is not that easy for any agency in any big city. Turn-out time is the time from when a message is received at the station to when the vehicle leaves. This is 2 minutes and 24 seconds. This is 24 hours of traffic. You can imagine how difficult it is to wake up at 2 in the morning and go to the bathroom. That's where our people take the vehicle ready in 2 minutes and 24 seconds. This is why we measure all this, because every second is very important in the soil and in the soil. Let's move on to the next slide. Thank you. A small diagram about this is displayed below. In 2025, more than 1,300 fires occurred. Of those, about 300 to 400 were fires in buildings. The remaining 4 fires, the fires outside, and the ones that started in the forest are related. As seen in the next icon, we are handling 32,000 calls through our EMS. Many people ask why fire trucks come for medical calls. The first reason is that we are the closest. The second reason is that we are fast. There are two paramedics in each vehicle, so they can start the underground treatment immediately. There are only 12 ambulances in the Falcon Assist, and only half of them have underground facilities. We ensure the underground service in the underground facilities, and that's why we go. We celebrate it. Next slide, please. We value our own activities. We believe we are a good fire department. But we do value others. When we were in elementary school, we remember giving our own papers to others. We do the same. We do it through various means. We are most proud of our accreditation process. The Commission on Fire Accreditation International has given us an accreditation for Centre for Public Safety Excellence. This is a voluntary process. When the peer team comes to you every five years to check your progress and progress, it will be the most challenging test you have ever gone through. They check the 200 or more things you have paid, the Community Risk Assessment, and the Standard of Cover. They check your response time and response time. They check from management to human resources management, from operational responses to the city charter. They check if you are operating legally and properly, and if you are doing everything to serve the community. They are investigating this very closely. This leads to a series of problems. We are always trying to reduce our response time and make things more productive. This year in March, I am proud that CFA has accepted us again for five years. But after this acceptance, the activities will not end. It will continue. Next slide, please. A strategic plan is a major part of the recognition process. There are actually three aspects to this. One is a strategic plan, community risk management, and self-management in front of happiness management. Our strategic plan was developed in 2023. It led us through a lot of difficult changes. This is a community-based system. We seek feedback from the people we serve and from our members. We have developed 8 lakhs through our smart system. We have achieved a significant improvement in it. Five years later, two and a half years after this system, we have completed 85% of the goal, so let's move on to the next slide. We are now re-examining the evidence we have gathered in this way. We are discussing this with the community to complete the steps in this way and to increase the number of new cases. To know what you need from your fire department, we will take part in your next steps. This includes technical aspects, doesn't it? We are trying to make sure that the most vulnerable and those in need are healthy. We include professionalism and professional development in this. We focus on the culture of the living. It is very important for the community and for the people. We are working on it. As I said earlier, reducing community risk is a very important task. You can see this very clearly in the work we are doing. We want to make sure that in the areas where Aurora is being developed, this will be achieved quickly, effectively and profitably. Then, is there anyone in the army here? It is necessary for you to have food, medicine, and boots to wear. Logistics and footwear are also important. If we are a growing organization, if we do not pay attention to this, we will fall behind. Please show the next slide. This affects not only fire trucks and medicines, but also our basic facilities. You know that the fire department is important, right? Our skill to reach a place very quickly is important. The first unit to light the fire must reach the site very quickly. The spread of the fire is darkened every minute without attention, right? The chance of survival is reduced by 10% in every minute without breath or heartbeat. Therefore, it is important for anyone to arrive quickly. Not only is distribution important, but also our ability to centralize services is important. So we actively participated in the development of the Public Safety Capital Improvement Master Plan. Deputy City Manager Laura Perry led this plan, but we were growing. We didn't have a clear plan for change, did we? To grow together with the city. Just like that, all the public safety agencies were waiting for facilities for emergency operations, but there were no measures to rebuild them. When I came here, if I was asked which fire station was next, I could not give an answer. So we are proud to say that we have participated in this and have developed a 25-year capital improvement master plan. There are more than 20 fire projects in it. From small construction works to mechanical systems, to large structures of buildings, the construction of new buildings that have lasted for 50 years has been carried out in this way. Because of what was happening on Dallas Street, at that time it was a national interest. I had a lot of experiences and qualities that I thought I could bring about a change in this community. So I am really proud of the opportunity I got to come here and do it. I would like to tell you that we have done it since then. I can say without doubt that we have made Aurora more secure, but it has been done in a way that has focused a lot of attention and discipline. What I did not want to do was to come here and reduce the number of crimes and to make the society hate us more. I think that everyone in this college knows that Aurora Police Department is now under a consent decree based on heritage, culture, and other issues. I am not sure what happened at that time, but we can say that we are now a completely different law enforcement agency and organization. Police operations in the 21st century, police operations that have turned Telugu into a suburb, and police operations that have been abandoned, we are paying attention to all of them. So, if you can go to the first slide, I will present it. I would like to give an overview of what my goals were and what we tried to achieve. So I will be very honest with you. We have now developed a new mission. This is not a new mission. This is what I said from the first time I arrived here. It is very simple. My goal is to stop the social movement of my organization. Make sure that people are not isolated. Make those who are isolated responsible. That is Daudhiyam. That is what we are focusing on. That is what we are doing. The way we get there is based on a tactical plan. So, when I was in Chumadhala, I wanted to focus on what this organization should do in a tactical way. I hope it will continue even if I leave. Because I believe that these are the foundations of the current police operations and the police operations that have been established. So we really asked what the primary goal is. As far as we are concerned, the primary goal is to reduce crime. It will always be like that. We want to ensure that crime is prevented. We want to ensure that we are responsible for those who are involved in crime. We want to ensure that this is a safe society. When you play your roles in the parliament, our relationship and our relationship with it are intertwined. If there is a problem in a community, i.e., if there is a problem in what to allow or how to arrange it, or if there is a problem in bringing emergency services to people in an area where there is a problem, as well as if there is no light or access for the need, there will definitely be problems if there is a traffic jam. So, our relationship with you and your representatives at the Community Relief Commission is very important. Another important thing that we wanted to focus on is community participation and trust. As I said earlier, I wanted to reduce the crime rate. I want to pass the law on to those who commit crimes against others. Because I am 100% committed to crime. I have no regrets in this matter. I will do whatever it takes to prevent anyone from committing a crime, to prevent you from committing a crime, to ensure your family is safe, and to ensure your safety in Arora. But again, it is very important to have a community-based relationship to maintain trust. That is a very important responsibility. So, we are very grateful for your support. We focused our attention only on the community-based police, who found problems with the community and joined forces to solve them. When I arrived here, the other thing that surprised me was that I was in a state of emergency. During this very short period of time, about six police officers had been found. It was a big problem. The number of employees who used the job was very high. There were also people doing experiments in the academy. Two times a year, there were experiments in the academy. But there were only five or six people in each batch. The situation at the time was much worse than the situation at the time of the 748 officers. So, it became clear that the most important thing was to find out who to rule, how to rule, and how to train them. Also, it was important to make sure that the people who arrived here were still working. In addition, we ensured that the people here were given directions, training, and the necessary opportunities, facilities, and skills to win. Therefore, we focused our attention on it. This was done in the interest of the officers. Our officers know that they are productive, they are confident that they have a background, and they are responsible for fulfilling their duties in a religious and just manner. Therefore, you will be able to see that all this will decrease again. Let's move on to the next slide. According to our budget in 2024, there were only 665 employees out of the 748 approved applications. In 2025, we increased it to 712. Now we are at the level of 745. That is, there is only a shortage of three people for the approved applications. We are conducting three academies a year. There are about 30-35 people who complete the experiment. Certainly, there is an attrition rate for the number of people who are involved. There are more people involved in big organizations. Because some people come here and think, this is not the job I want. Many people are not interested in becoming a police officer. There should be a great interest and interest in doing this job. If you are coming to this job for salary, retirement benefits or medical benefits, you cannot continue this job. So, we made sure that the right people are appointed in these roles and that they are continuing. So, as I said, I also examined the unemployment rate. It was 12% in 2024. It was 12% in 2025. Now we are at 7%. So, we are reaching the lowest unemployment rate after a long time. I would like to pay attention to one important thing given by the planning commission. According to a report issued in 1994, a population of 1,000 people and two officers were to be sent to the police force. Now, the population of Arora is between 4,18,000 and 4,19,000. We have 748 employees, but if the number of employees is 2 for 1000 people, our staffing should be 829. That is, there is a shortage of about 89 employees. Even though we have reached the required number of employees, I think this is also an important topic of discussion. Let's move on to the next slide. So, what are our goals? To stop the social movement, to ensure that people don't become homeless, and to make those who commit crimes responsible. These are the things I told you. So, we used these as some of our goals. Our goal is to reduce crime rates. This is the basis of Hotspot Policing. We focus our attention only on the places and people who are responsible for crimes and problems. This is something we have really accepted. We know the places and people who are in danger, and we are working hard to prevent the spread of the virus. The other side we are using is Idaqala Lakshm. This is where the lockdown is taking place. So, Colfax is an example. Again, when you look at Colfax, you will see that there is a great opportunity for the city to reopen. We are investigating businesses. We are investigating how many other shops are within a certain distance. We are investigating the number of places that only sell single-use plastic bottles. We are investigating the buildings that are in ruins and the buildings that are closed. You will see that Walgreens has been operating in many places in the city. How are they being managed? Who should answer those questions? These are problematic places that are the cause of crime and life-threatening cases. Therefore, it is necessary to find these problematic places that comply with the regulations and regulations. Do we really need 5 malls in the area around Aramayal through the long-term technical assistance from the housing commission? No, we don't need it. Do we really need a lot of hookah shops in a small place? No. Do we need more strip malls or do we need more basic facilities to run the business? What do we need? So that relationship is very important to us. When I think about what you are doing, I would like to be a part of those discussions. Another thing that we focus on is the long-term goal. For the long-term goal, what we are doing is an intervention through the middle ground. We recognize people who have high chances of committing crimes or crimes, and we connect them with them before they start committing crimes. We recognize them and tell them that we can give you other alternatives to get out of your current life and to try something different. We are giving them the help of NGOs that do various services in the field of tattoo removal. They will be able to get union jobs. Again, they will be able to come out of the way of life that is due to the change in their lives, which is counted as part of the problems in Aurora. Let's move on to the next slide. Again, when we all fall, it is the evidence that makes us stand. What I mean by making the evidence stand is that this word comes from medicine. Just as someone performs a ritual in the same way, they perform a ritual in the same way when they put a ball in their hip. They make the same knot. They make the ball joint in the hip in the same way. This has become a process of rethinking and rethinking the mind. We focused our attention on the police tactics that put evidence to the ground. This is what we wanted to ensure. We set up the location, act accordingly, conduct investigations in the right place, use the right information and tactics, act accordingly, and make sure that our tactics are effective. This is the crime scene. This is what we use to deal with crimes. If you go to the next slide, I will show you some of the methods. So, the situation we are in now is the same as it has been so far this year. Also, I can talk about the past two years after this incident. The death toll is 62.5% less than the previous year. This is a very surprising figure. The death toll is 29.7% less than the previous year. I would like you to get an idea about the death tolls that are not the cause of death. In fact, we are at the lowest level in five years. So, if it was above 50 five years ago, Now it is down to 20. Therefore, not only the people involved in each murder and each robbery, but also the communities and communities that have to experience continuous robberies and damage. Therefore, it was very important for us to pay attention to them as much as we did. Because a society is often faced with a lot of serious crimes happening there.
