Common Council - Regular Meeting

Good evening. It's 6 o'clock. We'll call to order the meeting of the Auburn Common Council. We begin with a moment of silent meditation or reflection followed by the pledge of allegiance to the flag of the United States of America and to the republic for which it stands. One of them being that our company bid on that. I just felt it would be better if I abstained from that that one. Other than that, I'm going to vote yes. Anything else? Ordinance number 2025-21, an ordinance amending chapter 75 entitled traffic schedules of the city of Auburn code of ordinances. Summary. This ordinance amends and restates chapter 75 entitled tra traffic schedules of the city of Auburn code of ordinances to account for new or modified traffic schedules. I move that we pass ordinance number 2025-21 on first reading. Second.

Um just to kind of summarize what this does. Um, this basically incorporates new roads, intersections, and cor uh corrections for streets that were previously emitted or modified since the last ordinance update, which was in 2023. These revisions insur ensure that all posted signs and traffic controls are officially documented and therefore enforceable. And our street superintendent's here, and I've met with him twice on it, so if you have any questions, you can ask him as well. Any questions? Thank you. Hearing none, I'll call for question. Motion carries. Ordinance number 2025-22, an ordinance amending chapter 76 entitled parking schedules of the city of Auburn code of ordinances. Summary. This ordinance amends and restates chapter 76 entitled parking schedules of the city of Auburn code of ordinances to account for new or modified parking areas. I move that we pass ordinance number 2025-22 on first reading. Second. Okay. We have a motion and second to pass ordinance number 2025-22. Any discussion or questions?

Sure. Again, to kind of summarize this one, um it basically incorporates [clears throat] new or reconstructed streets, correcting previous omissions, and aligning the ordinance with current roadway conditions and signage that's in place. We've added a lot of new angled parking. Um we've changed parking. Um some things like old brick road I think were eliminated and added because there's no parking along that. Um so that's basically what this took care of.

Thank you. Any other discussion or questions? Uh, yes. There's so much information here. It took me a minute to find where I was looking. Uh, I think on page six there's uh missing information on this. Um, and page 23, exhibit A, where it says Main Street East, and then it talks about there's a square that either says no parking or whatever. Not. Um, and another one on down on Touring Drive or two hours. I think we're [laughter] missing information on those two squares. Is that Touring Drive? Both from State Road 8 to Dead End. And there's a blank box and all times. And it should say no parking I think in that blank box. And the one above it, it says main street east north curb line to first street and going 100 feet beginning at south line of first street and going south. And that box is blank. And I think it should say no parking. That's all I could see in the in that ordinance after I read through it all. That looked like it needed to be tweaked before we vote on it next time or whatever. It can be amended now. [music]

So, is it just the two? That's the only two I saw. Those are no parking, right, Troy? Yeah. Do you want to make a motion or do you want me to make a motion? I can make a motion. All right. First one we'll vote on is amending the ordinance. And I do not have page numbers listed on mine, but uh it would be for Main Street East, the North Curb Line section, no parking all times. This ordinance repeals and replaces chapter 91 entitled abandoned and junk vehicles of the city of Auburn code of ordinances. I move that we pass ordinance number 2025-23 on first reading. Second. Yeah, just as a brief overview again to kind of update people that may not have read this. Um the update aligns the city regulations with the Indiana state law. Um clarifies enforcement responsibilities and modernizes definitions, procedures, and penalties related to abandoned and junk vehicles. and the city attorney formulated this. This ordinance amends and restates chapter 151 entitled building code of the city of Auburn code of ordinances. I move that we pass ordinance number 2025-24 on first reading. Second. Okay, we have a motion second to pass ordinance number 2025-24. Any questions, discussion? And again, the main thing on this one is just the definition of accessory structure. Moving on to reports. Just a reminder that Tuesday, November 11th at 11:00 a.m. we will be doing the ribbon cutting on the Veterans Memorial uh on East 9inth Street and looking forward to having whoever is able to attend come out. We expect to have the three legions, Garrett, Auburn, and Butler in attendance. Uh and are hoping for a great turnout and good weather. That's all we have under reports. Oh, excuse me. I got one more. Um, the mayor's Youth Advisory Council is doing a food drive for Thanksgiving through November 10th. All the donations will be distributed between um Sunshine Ministries Catholic Charities and the County Line Church out behind the hospital. And they will be doing another one for the holiday season in December as well.

Yes. Uh that's all I have. Council President, no report. Plan [clears throat] commission.

We will be meeting next Wednesday, November 12th. We will not meet on Veterans Day. Um but there are three main items on the agenda. The first being East Auburn Estates's development plan. Um the second one is 4511 apartments, which is that 15th Street development out there. their first phase is coming to the plan commission which has some apartments buildings in it and it also has a splash pad that I believe is just for the apartments. Um so that's on there as well. And then um the third thing on the agenda um new items is the YMCA Early Learning Center that's off of County Road 36A. They're looking to make an expansion onto that building. So those are the three main items on the next uh week's plan commission meeting

agenda. Um, and thank you for that. Uh, I will add the what they're calling Fortify Park back there in their plans will be privately owned, but it will be public. Okay. Stated that last week. Hadn't looked into that. So, thank you. Uh, committees, nothing for taxpaying, nothing for ordinance and resolution,

nothing for finance. Okay. Is there any unfinished business to come before the council? Any new business? Uh, I will say we expect to have the utility budgets wrapped up in time for the November 18th meeting as well. So, just a advanced notice there. Yeah.
