I move on to reports. First up, utilities, John.

All right, water utilities. Normal grounds testing, monitoring, collecting of samples. Our production of our wells so far this month is 1,203,370. Our average out day effluent is 50,140. Total coliform back tees were collected for the month of August. They came back absent, which is a good thing. Luke found some damage with some mold and everything in our shop kitchen. I cut it all out and sprayed it with bleach. Pretty much cleaned everything. Put the drywall back in and started mudding it up. We taped it and got two coats of mud on it. Looking pretty good so far. I ordered lead and copper bottles with TH85 bottles to finish our yearly compliance cycle for the year for IDEM, EPA, and all them. McAllister sent over a service contract to review for annual services. I don't know if we do that in-house or if you actually go out with that, but they sent over a service plan contract. maintenance and service our generator at the water pump. I don't know if that's something we should review or not.

Do we currently have something with them, Jennifer?

We have nothing with them.

Do we have anybody?

The company we were with is G, what is it, T.W. Williams?

Yeah, they were the ones I guess that were looking We change the oil. We change the spark plugs. We change the gas regulators. We do all that in-house.

What do they charge us per? We need to know both of them what they charge us per trip. It would be cheaper to get a contract with them. You know what I mean?

AS FOR THE WASTEWATER PLANT, OF COURSE GROUND, SPLITTING, SAMPLES, RECORDING OF THE INFLUENT Our daily average influence has really skyrocketed due to all the rain. We're at an average of 282,630 out of our list station per day. We've already done a total of 6,783,130 to our ponds, but you've got to figure that's what I discharged last month, 14, 20 days ago. And you gotta figure out rainfall for the month so far is 14 inches, 14.13 really. I started discharging on Thursday, August 20th due to the fall. Everybody seemed to be very concerned

might have to estimate two days there and figure out how to do that with new paperwork that's about it all right luke what you got road enforcement i issued five more code enormous violation notices tax zero vehicles habitual barking times three running a large times two and I had to get rid of a rooster that was on a fox. Nick Harris has began fixing around the drains. He should be done this week. And we'll start on sidewalks following the completion of the drains. That is just to fix around the drain so people aren't tripping on. There's not a big lift there. Some of them were crumbled up around the drain. I guess it would help a small percentage of our drainage, maybe. Surveys have been completed for the sidewalk replacement. Just waiting for Nick to get caught up here. Still waiting on rental. STILL WAITING ON RENTAL AVAILABILITY FOR THE FOREST FORESTRY ATTACHMENT THEY HAVE 12 IN OUR DISTRICT AND THEY'RE ALL RENTED OUT RIGHT NOW AND WE ONLY NEED IT FOR A SMALL AMOUNT OF TIME SO IT'S KIND OF GETTING KICKED TO THE GUYS THAT DO THIS FOR A LIVING AND THEY NEED IT FOR LIKE 30 DAYS SO THEY'RE GOING TO TAKE PRIORITY I DON'T KNOW WHAT I'M GOING TO DO ABOUT THAT TREE TRAINING IN THE TOWN IN TOWN WILL START THIS WEEK OR NEXT Another round of alley maintenance will happen soon, definitely before festival. So my name is Kevin Boyce. I work with Republic Services. I've been remiss in getting up here as quickly as I wanted to. I have been in the area of Hamilton County last week, doing some flood cleanup, debris management down there. And I know we brought a dumpster up here for you folks to utilize. So please utilize that, fill that up for us. But it's cool. Yeah, I just stopped by there. So we're about two thirds of the way there. But I don't want to pull it if other people want to use it. So just monitor it for me. And if it gets close to full, call us. And if you want another one, Jennifer, let us know. If you have any questions on flood information from Hamilton County, let me know. I've been working closely with Hampton County Emergency Management Agency down there, closely with the FEMA. people as well. And FEMA has brought in a subcontractor to help manage debris. So if you get to the point where you've got additional debris, my guess is you're probably through the worst part of it already. So I think you're in pretty good shape. But a few of the municipalities a little south here along the river got hit pretty hard. So we'll be working that for Several months coming up, but if there's anything you folks need, please reach out. But really, the main reason for me to be here was just to introduce myself to. Certainly, I've met Fred a few times, but haven't met the rest of the council. So I wanted to get up here and meet you folks at least and see if there's anything we could do for you during this time. But it sounds like you're in pretty good shape at this point.

Okay, so with everything that was going on, I've been working with FEMA to, Luke and I together put a couple days in on just the, everything that went on. We're reporting everything from what was damaged, hours worked. I mean, it's very extensive. what they want. This was just the first time. This is just, I mean, there's going to be two or three other different meetings that we'll add to it, take away whatever. So Hampton County has been very, very good to us, you know, and they're keeping us in the loop of everything. Brian Horine's been great. Luke and guys all work so hard, you know, so I do want to thank you guys for doing that. So right now it's just kinda at a standstill. Whether we get funding or not, we don't know. Our insurance company, since we did not have flood insurance because we're not in a flood plain, they're going to review our policy, but I don't think we're gonna get anything from them. So any relief will have to come from FEMA.

So even the building, they're not gonna do anything for that?

No, no. SO THAT WAS ONE OTHER THING I WAS BRINGING UP TONIGHT. SO WHEN THE DAMAGE HAPPENED FOR THE COMMUNITY BUILDING, WE GOT A HOLD OF THREE DIFFERENT COMPANIES TO COME IN, BOLDENS AND THEN THE INDIAN RESTORATION. THOSE WERE THE TWO THAT SENT IN AN ESTIMATE TO CLEAN IT UP. I DON'T KNOW HOW YOU GUYS WANT TO PROCEED WITH THAT. last time about probably about six weeks ago when it flooded over there we had boldings come in that was like eleven hundred dollars to come in and just extract it um put down some mold stuff so that was kind of um the only thing that we did then i don't know if you guys how you guys i mean we've got fans on it right now but there's been no extraction so it was it was Fred and I were over there about two in the morning. It was, we were like sloshed. I mean, it was up to the cabinets and through the whole building, so it was pretty bad. Then it came down, and then we got that rain on Wednesday, went back over, and it was back up again.

Well, I'll just throw this out there. I think we ought to do it right. I heard we need new cabinets because all that stuff is waterlogged now that we just put in there. I think we ought to do it right and get it put back the way it should be, but I have reservations about doing it too quickly because in talking with Luke, we need to figure out that drain in the middle of the

of the playground because this is just going to keep happening over and over again and i would hate to spend all this money and then three weeks later we were in the same boat there's water coming in between the blocks and the foundation there is as well on the south side of the building so it's coming in from the north side of the building in the south side of the building i i was over there in the middle of the night with a flashlight watching water coming in I tried to catch it on video, but I couldn't see it on my camera. Like where the old jail sits, in between the jail and the shelter house right there, water was coming in.

Is it because there's dirt put up against the brick? I think that would make it worse.

I think it needs sealed. Like somebody would seal their basement, it needs sealed where the block meets the concrete foundation.

What about if you have it drained?

Yeah.

we'll have to look into it yeah we need to get did you say that the the drain is clogged or just can't keep up the drain the drain is yeah it's clogged but i don't think that's the only problem the drain is i clean it out and the next rain it fills with mulch again well that's that's my point is do we need to get rid of all the mulch before that drainage problem is going to be fixed yes Well, at some point, I think we're going to need to think about closing the park and getting that mulch out of there before we do any of this so that we don't keep having the same problem after we've fixed it.

I've tried different drains, different grates. I've tried coconut fiber down, cocoa fiber over it. Then it's really clogged. Then the mulch packs on that.

and we have lost out on some rentals we had to call people and let them know so whatever we decide we need to um i need to let the band boosters know if they're if it's going to be

We've got a month till the festival. I don't think even if we said yes, they would get all this work done before the festival happened. So I would say, yes, we need to do that. We need to get the instruction, get the extraction and the spray done. Like, we did the last time. That would be my recommendation and then. review this at the next meeting when everybody's here and say we got to do something to get it fixed and then get that drain fixed i don't know if murray's going to want to wait until we have a park board but i don't think we can wait much longer to do this so somebody wants to make a motion to have it extracted is that the um six thousand no i don't think so well no boldens they charge just eleven hundred

I don't have one just for extraction, but I had called them to see if they could do that. I said, I need to check with you guys to see what you want to do first.

John went over and took a a list of what's there, so I know that when we, whatever happens, when we do, we'll, with the materials, they're not gonna be usable, so we'll have to, and FEMA is gonna take a while, you know, Ryan said that he, I texted him this evening, said, hey, and he said that there's no indication that we won't get it, you know, they just submitted it to the state, and the state submits it to FEMA, that's how it works, so, Got to do the process. Yes, exactly.

Have we gone over there and looked at that sump pump? Is it working, not working?

Like what Fred and I have noticed is sometimes the float will hang up. But I would like to get a new battery backup. I don't know if this battery is in bad shape. I just need to take it and have it tested. But it probably wouldn't hurt to get a new sump pump for it. One that doesn't hang up. You have to take a stick and I'm all in favor of it. So somebody wants to make a motion to get a sump pump and a battery for $1,500 or less. I'll make that motion.

And I found like 50.09a states that the town is responsible from the meter to the main. And also 50.08a says that the town will be responsible for the cost unless we damage it, which we have not.

So I just wanted to see about getting it approved. Are those numbers our ordinance?

We have, we redistribute community development block grants to non entitlement communities. I understand Hamilton county is an entitlement county, but I believe you guys have opted out of that. Correct? It looks like we gave you guys a wastewater grant a few years ago. But I just want to say we have more construction grants opening up September 3rd that includes bike clearance, public facilities, wastewater, drinking water, as well as stormwater improvement. We also have our planning and owner occupied rehabilitation grants opening up in a couple of months. So, as a community liaison, I help you guys through that process and help make your application more competitive. So you're more likely to get awarded, but I'll come up afterwards and give you guys my business card. So you have my information. But, yeah, I just wanted to introduce myself.

No, so our construction grants open up October 1st and our planning and owner occupied rehabilitation that opens up September 3rd. So, the full construction grant is due December 13th and then you have a month for the planning and owner occupied rehabilitation.

So, November, so anything we do will. Fall into 2027 by the time it's yeah, by the time you get awarded.

COFFMAN FROM BROADWAY TO CENTRAL WALTON FROM INDIANA TO RAILROAD JEFFERSON FROM BROADWAY TO CENTRAL AND MONROE FROM INDIANA TO CENTRAL SO PRETTY MUCH THAT SECTION OF TOWN IT'S THE SAME THING AS WE DID LAST TIME THAT THEY DID THE FOUR OR FIVE STREETS AROUND HERE Sidewalks at least on 1 side, if not both. So, if you guys. Is this the same amount they were for the last one? Correct.

I'm sorry. Go ahead, Chad. Well, you've covered just about everything. I'm Chad Salisbury with Police in Vandenberg. I'm here to present the proposal for design services for the 2027 Community Crossing matching grant projects. You listed the five streets. In general, these improvements will be similar to what we did last year. I guess the construction actually took place this year, where normally it's milling and resurfacing. As you mentioned, the sidewalks. In general, we can only replace the sidewalks that are out there right now. They don't allow us, unfortunately, to add sidewalks where there aren't sidewalks now. We'll also be adding ADA ramps where we can. Normally, if you have improvements with the CCMG funds, if you're milling, whatever you're doing, if it replaces If it touches any existing ramps, those existing ramps need to be brought up to current code, current ADA requirements. We'll also assist the town in applying for these funds. I came down here, met with Luke, met with Murray. We walked these streets and have a pretty good idea as to the type of improvements that we think would be appropriate. We'll take that information and we'll put together construction cost estimates And then that information will be used to apply for these funds. You can apply for these funds as soon as September 1st of this year. And then that application is open through the end of September. And yeah, as you said, these are for design. So we'll assist with the application, the design, and the bidding. And then similar to what happened with the last round, the town did most of the observation during construction. If there was something that came up that the town wasn't sure of or wasn't exactly sure how to handle, then they can reach out to us and we can help to guide them through that process. But in an effort to control costs, we plan to do similar to what we did last year with the town, kind of doing the daily observation, if you will, of the contractor.

Hello again, I'm Carol Asherman from Community Cats of Hamilton County. We come in peace and we'll be very brief. As we mentioned at the last council meeting, we really hate to relocate community cats if ever they can be helped, but we are aware this is a situation on Indiana Street that just isn't going to be resolved. So we have a relocation plan for the cats, if you will allow us. We have already taken three friendlies to the Humane Society. They're backing us on this. We've got offers of barn homes coming in for the ones that aren't socialized. And that's a little bit of a miracle in itself, because that doesn't always happen. But they're coming in. We've talked with the mobile home property management. And they understand that it's going to take us a minute to get these cats caught in place. And they're willing to give us that time. We've talked to a couple neighbors and asked that neighbors not trap while we're trapping. Obviously, we can't control that. But we would ask that if anybody does, you know, if you allow us to go forward with this and help the town, I think it's a helpful thing in this way. We would ask that if any cats do get taken to the town kennel from this location, that we have a line of communication on that. And we would just ask that you consider allowing other caretakers in Atlanta that care for community cats that aren't nuisances to allow them to keep doing that. And we would suggest that you require them to spay and neuter those cats and we can help with that.

So have you started trapping and picking up?

Not yet. We want your blessing. Well, the three. Yes, I'm so sorry. The three. Three have been trapped.

From what I've been told, you have every right to go ahead and trap, neuter, and return them. I thought the plan was to take them somewhere else.

That's correct. In this particular situation. We aren't going to do that all over. Understood.

But in this situation that you were going to trap them, Vaccinate them and then find them a barn home or some other place. That's exactly right. Okay. Yeah. We don't need our permission because that's just what you guys can do. would you can't set traps on other people's property I mean just on hers yeah but we heard you guys yeah so as far as you know the rest

The rest of the town, please do consider not punishing all the responsible caretakers and cats that aren't causing problems for this. One thing that happens in the rest of the county is that the community service officers are able to call us and refer to us when they have situations that aren't good. And they have even on occasion required individuals to work with us to stay in compliance with the spay-neuter ordinance. Which is another really important piece of the puzzle is implementing and

enforcing spay neuter of pets too so all right can we have a line of communication on the cat that's in the kennel there is no cat in the kennel what happened to it I believe it escaped Luke is that true it got out like that two days after you put it in there I got out yeah we don't have we currently do not have cats in the kennel and we're not planning on having cats in the kennel we're not we're not accepting any more cats right okay it's a dog kennel yeah that's the reason it's good yep that's sad and unfortunate so that's it okay well I would like people to address the council and not I mean if they have questions they can come up and ask so anybody else want to ask a question on anything okay well you know we're working on it i've been down there with you all week um i think there's more than one problem and i think it's going to take A few minutes to fix. I don't think it's an easy fix. I mean, you're running right now. You're, well, it's empty. It's empty.

We have identified someone who's going to come out and camera everything, I think. This week. This week. We've already done that. I mean, we've already set that up. They're coming this week. They're going to look in everything on Broadway to see if there is a clog. Are we going to go past that into the trailer park then?

I'm going to try and get eight hours out of them. Eight hours? Okay. I'm going to have them here for eight hours. That should be a lot. It's a non-biased. They don't have anything for the talent. I don't have anything for you. It's a non-biased. They're going to record everything, and I'll bring you a flash drive and just see. I would love to find the problem.
