Town Council - Regular Meeting

Thank you. Let the record reflect all council members are present and Pastor Brown is here. Would you like to start us off this evening? Let's pray. Our heavenly father, we give you thanks for another day. We thank you, Father, for our tenant, our community. Especially thank you, Father, for our council members, their willingness to serve as they do. I just ask, I continue to ask, Father, to grant them wisdom and discernment. I know they've got decisions to make concerning paving, and I just pray that you would lead the best paving company at the best price to them and help them to make a good decision. We thank you father for all the blessings you give us. We pray all in Christ's name. Amen. Thank you Jody.

That is our first order of business tonight is the bid opening. We've received seven bids and so we'll start opening. Okay, first one. Ace paving uh project total bid in the amount of $296,227.

Project total bid 339,2 $2871. 339287 and1 Fourth is from END Paving Incorporated. They tabbed it for me. Look at that. Project total bid $296,925. 296925. Okay. And number five from Grady Brothers. They've paid for us before. Okay. Their project total bid 336,125

Project total bid 321,97 321097 East paving was the lowest, but not by a lot. EMB paving was right there with them. About $500 difference. So, obviously all these still need to be reviewed, but what we need to do is um approve a bid contingent upon that review. Um so, would someone like to make a motion to enter an into an agreement with a bidder pending review of the bid packets? I'm familiar with EMB paving. I'm not familiar with ACE paving. I've not seen any of their projects or anything. They've done about 3/4 of our town.

Okay. Is the process with the sealed bids strictly at the lowest or is it uh the state uh says lowest and most responsive and that responsive could include things like uh past good dealings with them and things like that. We give you knowledge of how they operate and um you know your your comfort level with them. But they are definitely ace paving is definitely the lowest and we have no in past dealings we have no reason from my perspective they've treated the town very fairly in the past.

I'll make a motion that we go with ace paving bid pending the review of their documents. I'll second that. All in favor? I I Thanks, sir. Okay. Uh we will move on to approval of prior meeting minutes. We have a special meeting that occurred February the 9th to discuss our uh policy handbook. I'll move that we approve those minutes. He is currently our licensed water and wastewater operator. He's also applied for the full-time position that we have available. Uh so John, everybody can now put a face to the name. Uh he's got extensive history as an operator and then other other utility work as well. But uh lives in Cicero and uh so far has been um I've been grateful to have him here. He's been pretty easy to work with. Do you have anything to report tonight?

Like I was telling you earlier today, I guess we collected it a little back August and December and supposed to be five to seven months apart. So I didn't want another one. So I got for that well with a transducer in it by lightning. That's what three times. So, he's going to send me over an estimate on it. That's about it so far. That's a general that's a general since for like but these two were for uh trash and rubbish on the properties. um spoken with well I'll be speaking with one of those people tonight. Um spoke with two separate parties about vehicles. Uh one was not moving, one had expired plates but was being used. Both vehicles were removed within 48 hours of of talking to them. Um and for streets we salted once since the last board meeting. That was Sunday, February 22nd. Matt and I started a vehicle maintenance log today just to help us kind of streamline things, make sure nothing gets missed. Uh, that's all I have.

Is there any update on 100 Adams? No. No, I haven't I haven't uh heard from our attorneys. I I was hoping they would be here tonight, but No. Thank you. Any other questions, Phil? So I'll look that up and we can go buy the books on it and um then I can turn that into the attorney as well. Was uh any luck getting north?

Um so I'm still it's been two weeks. I still haven't received an email to reset my um account information. We're still doing okay on salt. I mean, I salted salted yesterday and I used very little salt and it it responded very well. Uh it cleared the street in about an hour. Um and I actually used one bucket of salt yesterday to salt the whole town neighborhood in town. So, by many more buckets, do you think we have 20 15? Uh,

so four truck loads, five five of our truck loads. You think we have enough to finish the If I was a G, if if if I if this were FanDuel, I would bet that we could get through this season. And but, you know, you sometimes lose when you bet. just they're kind of take it when you can get it too seems like. So yeah, they're willing to sell to us. We might as well. And then like I'll see something on on the news like I won't lie, it's Facebook, but I get like I'll see a storm is like from like 2012 or something. I'm like, "Oh no." Like it's coming and then I'll see the date and I'm like, "Oh shoot."

Do you know if anyone any other municipalities are getting salt now or is everybody backed up still? Everybody's want Everybody's wanting salt and everybody's looking at their salt box saying, "Wow, we used a lot of salt this year." But everybody's in the same boat trying to get a hold of Cargo, trying to uh just iron out logistics with getting what they what they bought or bid for. But yeah, it's pretty hairy for everybody right now. Thanks, Jennifer.

Um, okay. In your packet, you do have um the annual financial report is completed, but to be submitted, you guys would need to sign off on that for me tonight. It was advertised um in the paper today. This is a summary. Uhhuh. And then the staple together deal is the Yeah. is actually part of the report. Yeah. That was there. And you guys usually appro approve like a $500 expenditure for that. both the churches going to gather to help you. Yes. On Saturday at 1:00. Is 500 sufficient? Um I think so because both churches Yeah. We we um the Christian church has a lot of candy and they help with it all and then the other church picks up, you know, the other prizes and stuff. And we did have some prizes, some Christmas that were left that we prizes that we're going to use for that too as well.

Okay, thank you for that. Um let's see the um next next meeting I will not be here. I will be at conference and so that is our um festival meeting supposed to be scheduled for that. But I do have in your packet I do have just kind of a little quick update on the um the restrooms. see that. Yeah. And and this is who we've been getting for. This is who we've been getting for, and there's been no no increase whatsoever. Um I've had two other companies that said they'd like to give, but they I've not heard back from them. So, I don't know if you guys want to go ahead and schedule him. So,

do they have a deadline? I mean, I know they book up. Yeah, they book up and he knows that that he's going to bring it to you guys. So, um, I'll tell you, I like shopping around, but I do remember shopping around a few years ago and they beat everybody by a lot. Um, and so I'm I'm imagining that's probably the case still and it's since they're not increasing it, I don't know, maybe it makes sense to lock them in. I think they do a good job and I do remember getting those bids last time they were like double something. Yeah.

And since they haven't raised it, I make a motion that we go ahead and book them now with the price of $12,445. I'll second that. All in favor?

I I sanitations or excuse me, service sanitation. So, the only other thing with festival is we got three bands that are pencil in. Um, so I I told them that I didn't for you guys. One is Brandy Bluegrass who's been here for they're the bluegrass band on Saturday. The next one is 45 RPM and then also Living Proof and then also Hillen Oaks. There's four. I'm sorry. So, um, do we need to do anything about that? Well, I just want to You want looking for a motion to pull them? Whatever you guys are. Yeah, whatever you guys are thinking.

Did you say the last one is Oaks? I like them a lot. Oh, it's the Oaks here. Yeah. Okay. They play a lot. This will be their third year. Okay. So, do we are we paying them the same thing that we paid them last year? All of them. Uh, do they need to be Well, let's just do that those four packs for the festival.

The only one we don't have, we only would be a country band. We don't have them. So, what are we going to do? on.

Okay. And the last thing is um Ace Paving would like to um to bring a couple dumpsters up. They talked to me about about a month ago about bringing a couple of dumpsters up to do a cleanup just for their advertisement. So, they were wanting to set a couple of dumpsters back here. One for um kind of keep it separated. Um you know, like whatever would go in one kind and and you know, junk would go in the other, you know. So, they just wanted permission to set a couple dumps like like Republic did in the fall time. So, this would be more of a a spring clean up. Yes. So, I told them probably let's wait till maybe about April or even May, you know.

So, if you guys are okay with that, I I like that idea. Are they sponsoring trash? Yeah. Yes. He's he's waiting on some numbers from us. So, cool. Awesome. So, are you guys okay with that? That I can let him know. Okay.

If you want, if it's a entire council process, we can interview an executive session. So, yeah, a couple of you want to do it.

Sure, we could do that. Or everybody could talk on their own with the couple of the front runners and make a decision in an executive session or obviously we can't make a decision there, but you know, kind of get a short list together. I'd kind of like to see us interview everybody as a whole in an executive session if that's possible. If not, okay, let's uh let's have some communication over the next week or two and try to figure out what works for candidates and for us and we can set together set up. Sounds like fun.

We've got ordinance number 2026-02-01 which is an ordinance of the town council of the town of Atlanta, Indiana to amend the zoning district classification map from agricultural to C2 on zero south central. This would be uh the property between u just immediately north of the Bald Diamond property. So it was introduced at the last council meeting. It's been available for review since then. Is there a motion to approve this ordinance 2026-02-01? I move that we approve that.

Next, we have ordinance number 2026-02-02, an ordinance of Town Council of the Town of Atlanta, Indiana to amend the zoning district classification map from special character commercial to C2. Uh there was a clerical issue on the uh original version, but it has been available for review from the last uh council meeting and the updated one was obviously replaced it. Um there was a uh a small um issue on it, but it has been available for review since the last meeting. Uh and this would be the Ball Diamond property.

I make a motion that we pass this order. Second.

Finally, we've got ordinance number 2026-02-03, an ordinance of the town council of the town of Atlanta, Indiana to amend the zoning district classification map from agricultural to C2. And this is zero South Central. Uh it's the property immediately north of the first ordinance that we just passed. Uh, it surrounds Vince Red Barn, the the beer property there.

Motively approved. Second. All in favor? I I do you happen to know what was going on over there utility wise for the last couple days?

Looks like they put in some kind of a phone box or something. put in a hand box there or um a hand box is just something that you can enter a bunch of different stuff like like somebody said communications there but it gives them a a place to tap into their like locators, you know, they'll they'll connect their their wire to it and then they can locate their line easier. Like where we have a trace, it's a tracer wire or we have ours in a little valve box for water lines and stuff. We can pull that lid off, connect to it, and then find our line underground. So this is the county or the owner.

No, it be Endeavor or whoever owns utilities there. Not the property owner, but the owner. Correct. All right. All right. The only other old business on here is library. Uh, did you have your Yes. two contractors come out?

We met with two contractors. Um, Brady Zabascus. Um, I can't remember the name of his company. They He was interested. He's I talked to him today. He's working on a quote and should have it for us Wednesday. And I'll email that to everyone as soon as I get it. Um the other company that we met with um she sent me a text today, an email. Um she has some information that she would like to have. I don't know if we can get it. Um she'd like to have the original plans to building if

if we know where those are. There were a couple other things that she wanted that I wasn't comfortable talking about. So I I'll I'll get with you after the meeting. Yeah. We'll see if we can answer her questions. Yeah. But they were interested too. Okay. So, uh I didn't know both of the mask is carpet part of the project is lighting part of the project is

I would say no. I would think that's something that we can figure out lighting fixtures and then the carpet. We probably will work with somebody that does carpet to try to find a solution there. I don't know if there's a way to do a a neat pattern out of carpet squares that looks period correct or if we're looking for it's I mean from that era it's probably something that's got a pattern and a border. Yeah. Right. Yeah. Uh they also wanted to know about the downstairs and uh moving that we're getting rid of that downstairs bathroom. The one by the lift is getting

the one by Right. They they were interested in stealing the plumbing from that bathroom, running it through the ceiling for the other bathroom. And I they were wanting to know if it was Laughing Plaster or Yeah, it's all L plaster. If that was could be repaired with drywall or did we want Laugh plaster back up there? If it's a similar finish, I don't know why it would matter, but anyway. Yeah, let's have these conversations and talk with them. But they he will have the quote force this week and we need to get back with her. Okay. So, who's working over there now?

Uh the Masons are they're doing the brick work for that uh making that window into a door opening and then shortening the window above. So, I went over there, I got whatever I could out of their way. I took out the old windows and then um cut part of the upstairs floor away so they've got plenty of room. Good deal. But yeah, progress. Yes. Any other old business? I told them we're looking for a a finished date of August 1st. So give them time to move in before. So I like it. Both of them were fine with that. So

We've got a utility adjust and it looks like the it is eligible for adjust the water line to a water heater and the repair has been verified. Uh so it's an adjustment in the amount of $6569. Then right before the cafe opened down here, it got moved right beside the building. And then just before the festival started, the year they opened that cafe is gone. Yeah, it still exists. It's at the water plant, right? Yeah. So, that was a planned winter project that just never really happened that repainting. I was just wondering if there, you know, get it back over. I know kids don't use it, but some kids do, you know. No, I I think it's a good idea. The intention was never to get rid of it. The intention was to spruce it up a little bit. Where do we want that? Cuz I can definitely get that done. Yeah. I just put it right back where it was at. Somewhere in the park. I

I would like for it to go to the park if we could. Well, yeah. Was at this little park on the outside the fence. Yeah, let's do that. We'll uh we'll get it painted and um um get it moved back over there. And is the are they still considering putting on grass back in the park and get rid of all that? Uh well, we've got uh to establish a park board. I'm hoping to have an ordinance that will do that. We'll accomplish that at our next council meeting, but then once the park board's established, we'll plan a park project. I can't say what it's going to end up being in the end. Uh but or anything,

right? Probably not mulch. It I don't know if you've seen some of these parks around that have like a turf, but it's soft and all that stuff. You know, we got them down here at school. Yeah. about some kind of good fall protection that's easy to maintain that's not a mess. Um we have something decent down here at the elementary school. I don't know what same thing you're talking about, but you step on it. I mean it's like port, isn't it? Yeah, there's there's some of those. Yeah, I've seen the port. I've seen the it's ADA compliant as well. Wheelchair roll on it for handicap folks. We installed it down. Yeah, you got it. Noblesville's got the same thing.

Yeah. So, so that requires a park board to do our park project that we want to do that might make us grant eligible. We definitely have to have a park board. Um, so that's why we're going to establish one. Uh, and hopefully we could turn our ball diamond money into even more money and do a very nice big project. Okay.
