APPROVAL OF MINUTES
Draft Minutes – July 22, 2026 Report: PLANNING COMMISSION MEETING JULY 22, 2026 Recommendation: It is recommended that the Planning Commission approve the minutes for July 22, 2026. Description: This is a routine item to approve draft minutes for the July 22, 2026, Planning Commission meeting.
Consideration of a Variance (VAR26-004) to allow a new athletic court within the front and side, street side yard setback and a Heritage Tree Removal (HTR26-002) permit to remove one (1) Coast Live Oak tree at 32 Encina Avenue (APN 060-191-150).
CEQA: This proposal has been determined to be categorically exempt from further environmental review pursuant to: CEQA Section 15301, Existing Facilities, CEQA Section 15303, New Construction or Conversion of Small Structures, CEQA Section 15304 Minor Alterations to Land, CEQA Section 15305, Minor Alterations in Land Use Limitations, and is deemed exempt pursuant to AMC Section 15.32.100 on the Threshold of Significance for the removal of a Heritage Tree. Report: LORRIN FRENCH, CONSULTING ASSISTANT PLANNER Recommendation: Staff recommends that the Planning Commission approve the Front and Side Street Setback Variances (VAR26-004) and the Heritage Tree Removal request (HTR26-002). Description: The project is seeking a variance to provide reduced front and side setbacks for a new athletic court and removal of a heritage tree.
Receive and accept the annual Master Plan Report (MLP26-002) for Sacred Heart Schools (SHS), located at 150 Valparaiso (APN 070-390-010).
CEQA: This item is not a Project subject to CEQA. Report: LORRIN FRENCH, CONSULTING ASSISTANT PLANNER Recommendation: Staff recommends that the Planning Commission accept the 2026 annual update from Sacred Heart Schools. Description: This report does not include any development requests for consideration by the Planning Commission.
Consideration of a Tree Protection Zone Exception (PTPZ26-00005) to accommodate the construction of a new 1,225-square-foot detached garage and a new 1,200-square-foot detached accessory dwelling unit (ADU) at 80 Coghlan Lane (APN 070-040-600).
CEQA: This proposal has been determined to be categorically exempt from further environmental review pursuant to CEQA Sections 15303 (New Construction) and 15304 (Minor Alterations to Land). Report: GERRY MARTIN, CONSULTING ASSISTANT PLANNER Recommendation: Staff recommends that the Planning Commission deny the Tree Protection Zone Exception requests to accommodate the construction of a detached garage and detached ADU. Description: The applicant has submitted a request for two Tree Protection Zone exceptions that would accommodate a new detached garage and new attached ADU.
