APPROVAL OF BILLS AND CLAIMS FOR JULY 2026 IN THE AMOUNT OF $4,661,030 AND AUGUST 2026 IN THE AMOUNT OF $1,594,749

This is a routine item for the approval of the monthly Bills and Claims report.

APPROVAL OF MINUTES FOR CITY COUNCIL MEETINGS ON JULY 15, 2026, AUGUST 18, 2026, AND SEPTEMBER 9, 2026

This is a routine item for Council to approve draft minutes for all City Council Meetings held since minutes were approved at the last Regular Meeting.

APPROVAL FOR ACCEPTANCE OF A $200,000 ANONYMOUS DONATION FOR THE CONTINUATION OF A FULL-TIME CONTRACT POLICE WELLNESS PROGRAM COORDINATOR AND AUTHORIZE THE CITY MANAGER TO EXECUTE A COLLABORATIVE AGREEMENT FOR THE PROGRAM

This item concerns accepting an anonymous donation for the purpose of extending the service contract for the full-time wellness coordinator Atherton PD shares with Menlo Park.PD.

FOURTH AMENDMENT TO THE AGREEMENT FOR TENNIS FACILITY MANAGEMENT SERVICES BETWEEN THE TOWN AND PLAYER CAPITAL TENNIS

This item concerns the renewal and extension of the Town of Atherton's contract with Player Capital Tennis for services managing the tennis courts in Holbrook Palmer Park.

CREATE A CAPITAL IMPROVEMENT PROJECT FOR THE CONVERSION OF THE CLAY COURT TO A HARD COURT AND ADOPT A BUDGET RESOLUTION APPROPRIATING FUNDS FOR THE PROJECT EXEMPT FROM CEQA PURSUANT TO GUIDELINES SECTION 15301.

This item concerns the creation of a Capital Improvement Program project for the conversion of the clay tennis court at Holbrook Palmer Park to a hard court, and adoption of an associated Budget Resolution for partial funding of the project.

MCE CORPORATION PUBLIC WORKS MAINTENANCE AND MAINTENANCE MANAGEMENT SERVICES CONTRACT EXTENSION

This item concerns an extension of the Town of Atherton’s service contract with MCE for maintenance services under the Public Works Department.

APPROVE A 2-YEAR EXTENSION TO THE JANITORIAL SERVICES CONTRACT WITH TONY’S CLEAN TEAM

This item concerns an extension of the Town of Atherton’s service contract with Tony’s Clean Team for janitorial services.

ADOPT A RESOLUTION DESIGNATING A VOTING DELEGATE AND UP TO TWO ALTERNATES FOR THE LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE, SEPTEMBER 23 – 26, 2026

This routine, annual item concerns adoption of a Resolution by City Council to formally recognize a voting delegate and alternatives for the League of California Cities Conference.

WAIVE THE FIRST READING AND INTRODUCE BY TITLE ONLY AN ORDINANCE OF THE TOWN OF ATHERTON AMENDING CHAPTER 5.20 OF THE ATHERTON MUNICIPAL CODE RELATING TO SOLICITING AND CANVASSING AUTHORIZING THE CHIEF OF POLICE TO CREATE AND MAINTAIN A “DO NOT SOLICIT” LIST

This item concerns the introduction of an Ordinance relating to the establishment of a “Do Not Solicit” list to be maintained by the Chief of Police.

CONDUCT THE PUBLIC HEARING AND INTRODUCE FOR FIRST READING, BY TITLE ONLY, AN ORDINANCE AMENDING ATHERTON MUNICIPAL CODE SECTION 15.40.152, "CONSTRUCTION MANAGEMENT AND OPERATIONS PLAN (CMOP); REVIEW AND APPROVE THE STANDARD TEMPLATE FOR THE CMOP AGREEMENT; AND FEEDBACK REGARDING ADDITIONAL AMENDMENTS TO CHAPTER 15.40, "CONSTRUCTION REGULATIONS", AND RECODIFICATION OF CONSTRUCTION TIME LIMIT (CTL) REGULATIONS AS NEW CHAPTER 15.41 EXEMPT FROM CEQA PURSUANT TO GUIDELINE SECTION 15309 AND 15332

This item concerns the first public hearing for potential Ordinances intended to modernize Atherton's Construction and Management and Operations Plan as well as further codify Construction Time Limit regulations.

CONSIDERATION OF APPLICANTS AND APPOINTMENTS TO VARIOUS TOWN COMMITTEES AND PLANNING COMMISSION

This item concerns City Council appointing new applicants to vacant seats on Town Committees.

TOWN CENTER & LIBRARY CIRCULATION PROJECT – DINKELSPIEL STATION LANE PEDESTRIAN WALKWAY

This item concerns approving an amendment with TJKM to prepare additional designs as well as plan specifications and estimates for the Dinkelspiel Station Lane Pedestrian Walkway.
