Thank you very much, Mayor Vanney and council members. This first item before you is a summary of the low bid award for the 67th Avenue sewer upsizing project. This is a preliminary bid tab. I have not had a chance to review and sign the... the qualified bids. But Reece Construction is the apparent qualified bidder for this project. The original project was estimated to be right around $2 million. Reece came in with a low bid of $1,582,055. At next week's meeting, we're going to recommend that we award the contract to Reese Construction for the construction of the 67th Avenue Interceptor Upsizing Project Phase 1. Thank you. Yeah, I was just wondering, it was a lot lower than some of them. Yes. Do we know why it was so much lower? I mean, is there any, just because they're closer hauling so expensive gas, things like that, or is there other things that were? It's on my desk, yes.
Okay. There were. I went over it. I do when there's that large of a disparity. Okay. I went over it on my desk, and it is reasonable how they came to their conclusions. One of the biggest things that they do is they lowball the mobilization and demobilization fees. So there was about six items that were lower. Michelle?

Just kind of a weird following up on her question though. How often are we getting any change orders with our construction? Like is one of the ones that is common that we get some change orders or expect in the middle of it like, oh wait, now we need to change this price.
You can't change the price once you enter into a bid. Once they provide a bid, the bid's guaranteed.
It doesn't matter what the supply, anything like that, right?
You know, there have been times during COVID when the gas spiked that long contracts, they came in and they asked for a surcharge allowance. because of that and we have accepted those. But other than that, we do not change unit pricing. It's a unit price contract, they bid it, they know what it is. As for other change orders, things that sometimes get omitted from construction drawings or most likely it's gonna be unexpected conditions that are in the field. Concrete, thrust blocks that we didn't know that were in the ground. but we gave them as much information as we could regarding geological conditions, what type of soils to expect, and what the level of the groundwater is, so.

Thank you very much. Mayor Vanni and council members. This item is we this item is a request for change order number three to the Smoky Point Boulevard roundabout project. It's specifically on the sewer main extension portion of the project. The change in this is mostly going to be surrounding the. unknown conditions that we had out there and some of the damages that the conditions cause and that was due to old s are ninety nine concrete highway being underneath some of the concrete highway collapsed into the trenching and also some of the highway it's settled causing reflective cracking in the overlying asphalt so we couldn't just leave that there we had to rip out the concrete and the asphalt so we had to do a lot more asphalt and con and concrete removal work than originally included in the original bid thank you any questions tim
Yeah, Jim, again, thanks for putting this together. It's really detailed. But again, just want to clarify, this was a project that we had planned in the future that unfortunately, due to the conditions, we ended up having to expedite. So if this was on our five-year plan, this is something that we could check off being done.

Thank you, Mayor and members of council. This is a pretty straightforward distribution easement from PUD. Typically, there's the first 10 feet adjacent to the right-of-way is reserved for the franchise utilities, PUDs and Comcast, Zipleys, things like that. That doesn't currently exist on the Jensen Park property. So in order for them to provide power to the Jensen Park Townhomes Project, which is just to the southeast, they need that 10 feet to get from their current transformer over to that site.

Did we know about this before when the permits came in for this area? And if not, why not?
Typically, the applicants don't engage with PUD until they've gone through most of the process with the city. And then PUD lets them know what they need in order to provide power. And in this case, it was that distribution easement. Just because where the existing power is located on the city's property to get it over to there was the closest route.
And then is that, so that's on the park property?
Correct.
And what does that mean for the park?
It doesn't affect the park at current. There's no utilities in that area of ours. We just have the driveway apron that goes into the parking lot for the new restroom area, but it doesn't affect the usability of the park whatsoever. It's outside the pump track area, so we're good there.

homeowners around the area there might be just some disruptions as they crossed as they change the power over but it's typically done at night so there's less impact to people while they're sleeping okay I don't know for sure that that would be this because they're just running a new service from that existing cabinet over to that property so it should be pretty minimal okay thank you
P&D is pretty good about notifying the neighborhoods if they have to do periodic disconnects like that.
Any other questions? Okay, done the same. Thank you, Thad. Okay, we'll move on to item four, the electric vehicle charging station rates and updates to the 2026 airport rate chart for the Arlington Municipal Airport. We're in.
Good evening, Mayor Vanning. Good evening, council members. Attachment D is for an electric vehicle charging station rates approval as well as a resolution or correction approving our rates for the airport. Airport staff requests approval of the proposed electric vehicle charging station rates for the city of Arlington Municipal Airport and updated airport rates and fees provided in the 2020 2026 airport rate chart and recommend including them in the city's resolution for rates and fees schedule. The city has not yet adopted EV rates for the city of Arlington. We currently have a level two charger installed in the airport office parking lot and it's ready for public use once these rates are approved. Based on outreach and review of nearby EV charging station rates, we propose the following. An energy fee of 27 cents per kilowatt while charging, an occupancy fee of 27 cents per minute after charging is complete with a 10-minute grace period not to exceed $25 in addition to that base fee. Other updates to this rate chart include an annual rate adjustment based on consumer price index, otherwise known as CPI, and land appraisals. The airport commissioner approved the 2026 airport rates and fees chart, including EV charging rates, at their May 11th, 2026 Airport Commission meeting. You'll find in your attachment a justification and proposed electric vehicle charging station rates and how we came up with these numbers. Happy to answer any questions that you might have.

Yeah, again, really appreciate you putting all this detail together. My only question was the 10-minute grace period. Does the system have the ability to count that down so it's not like we have to worry about a parking attendant sitting out there to say somebody's been sitting there for too long?
That's correct. We do have the ability to put that into the system with ChargePoint.
No, I appreciate that because, again, I'd hate to have an employee have to sit there and be.
We may put a camera there to just to extra monitor. We're going to have an eight hour limit there and then they're subject to towing for additional expenses.

It's public use. It can be for anybody. We may also look into an electric vehicle for airport operations as well, but there will be two spots to charge. It's dual charging, so it'll be available for the public as well.

You have an app that you can follow, but if you're not tech savvy, you can also just use it as if it's, like, a parking meter and put your card in that way, too. But there's a lot of app functions if you download ChargePoint's app. And it notifies them. Okay, thank you.

Thank you, Mayor. This is a little confusing because this is the other half of what you just heard about with the airport piece. This is the resolution. The city's fee schedule is all in one. We don't divide it by departments, but I did want airport to be able to explain the EV station to you. The only other change in the fee schedule is on page six, there was some clerical errors on grading permits. No cost impact, just clarifying that grading permits are required. If there's no questions on any of this, next week when we bring this back, it will be combined into one, the airport section and the resolution section, into one item so you don't have to Don't have to hear it twice. Me? Sorry. I can't remember, but when they're going through this, when they're going through any kind of civil reviews, do we get penalized if they take too long or any kind of reviews of anything that we're looking through? Do we get penalized if we're taking too long on the application process?
Well, we have, there is some time limits the state puts in place that we can't go past, but we don't get, there's no monetary penalty to the city.
And we don't have to pay the applicant anything either, right? No. Like for taking too long, or if we go too long? Okay, thank you.

We'll move on to item number six renewal the intergovernmental agreement IGA for services between Snohomish County and the City of Arlington for Snohomish County Diversion Center participation Chief Jonathan Sorry, Chief, I didn't see you hiding back there.
Good evening, Mayor, Council. This is an agreement that we have for the Diversion Center. a center that is utilized by our community outreach team. This is Ken and Kelly. This is when they find somebody that's in the field that is agreement to take advantage of services that are available on the spot. As you know, when we find somebody that would like to take advantage of services, it's not something that we can usually come back to the next day and say, we'll meet you here tomorrow or we'll meet you here next week. Nine out of 10 times, they're not going to be there. when they come back so the diversion center is a place located down in everett used to be the old work release program it's been converted to where they can get instant detox services social services and other type of services to help integrate them into different types of programs and And this is a program that we've had a number of people get into. You have to be a participant in a program like the outreach program to participate in this diversion program. So it is one of the advantage of having an outreach program like we have. We can participate by having our own outreach program or we can participate in the Division Center by partnering with the county. So regardless if we continue our partnership with the county or if we continue forward with our own program, this is a program that has been an advantage to us that we want to continue to take advantage of. And if for whatever reason, if we decide to not continue with this program, it is something that we can counsel with just a limited amount of notice. Currently, there is no financial cost to us except for when people come out of the program. Sometimes we have to provide them with a very limited amount of clothing or shoes or other... but right now the cost is very minimal for us. So I would recommend that we continue this program for now unless we go a different direction with our outreach program.

So does this also entail, I think North County Fire has something that's similar. Are you all partnered in the same group? Like if there's somebody that has an issue or they've had like three phone calls in the same group of people or... unhoused or those who are fighting addiction and you all work together for this diversion program with the county?
We work with any group that'll work with us. North County doesn't necessarily, the fire program doesn't normally necessarily use this diversion program directly, but oftentimes there's overlap. with these clients so we could work with the same clients. Our program will happily use whatever program we find that's gonna work. So we might refer somebody to North County or North County might refer somebody to us. But if the Diversion Center is the fastest way to get them into a treatment program or into stable housing, that's the way that we'll go. um so it's not uncommon to work with the north county program but my knowledge north county is not directly programmed programming people into this diversion center it's more likely that they would refer somebody to us for that okay thank you yvonne
Not specifically with this contract, but just out of curiosity, when folks are coming out of the program, do we have a different program that you're partners with or that other folks can be referred to like help them getting back into maybe a work program or is it all part of the diversion center that they connect them?
Typically, when they're coming out of the diversion center, the diversion center usually gets them stabilized to where they can get into a longer-term program. It usually gets them the assessments they need to get into a rehabilitation program or into a longer, long-term housing type of program or into a temporary program. It usually gives them the stability they need to get into a longer-term program for longer success.

Good evening, City Council and Mayor. Mandy Krueger is here tonight. She's going to present a overview of the Meet Me in Arlington program. It's our economic development program that we're using to promote shop local and tourism.
Good evening, everyone. Like Sarah said, I'll be going through our Meet Me in Arlington program that started at the beginning of COVID, and we're trying to keep the platform sustainable. So here we are. We're pretty proud of the program. It's designed to... Mandy? Yeah.

So the program is designed to help encourage visitor spending and local spending here in Arlington to shop dine and explore So this is the home page And when residents or visitors open up the page, they'll see a video that is played automatically, a commercial that we were able to do with Seattle Refined. And then a monthly business spotlight. We feature every month a new business. And then our Meet Me in Arlington pop-up shop we feature. Currently the pop-up shop is pretty full for summer, clear up until August. One element that's also on the site is a shopping platform. It encourages visitors to shop locally. We have things divided by apparel, food and drink, home and garden, and services. Our long-term goal, well short-term goal, long-term goal is to not have the commerce site look like this. We're going to focus more on, you know, when people go to the site, we're hoping that they'll look at a conglomeration of, say, Arlington Hardware, Trio, just apparel stores one page instead of individual products because it's hard on... It's a lot of time, it's very time consuming trying to update products and if a business doesn't have the product anymore or if a business goes out of business, then the viewer would get a 404 page. So to avoid that, we do plan on making changes to the commerce site. We also have listed events that are going on regularly, so we keep this updated every month. So if you're a visitor, you can scroll down and see what you'd like to do in Arlington. And then we have our annual events also listed and links to each event. Another feature that we have, if people are looking to find things to do outdoors, we have our farms featured. Basically, anything that they wanna do for play art and history is also listed. We have a dining page that we've added. So you could click and it would go to either the diner, the diner prefers their Facebook page, but it can go to their Facebook page or their website. We also have itineraries that we created for visitors. So if they're looking for something to do in the area or they're new, then they can pick a topic and read some itinerary suggestions. These are wrote by residents here in Arlington. So it's very local, special. And then we also have a blog section. Currently, we're doing a come for the match say to explore promotion right now where we're we have watch parties scheduled with our local restaurants. And so if you go to the Facebook page for meet me in Arlington, you'll see you that. And so right now I'm just scrolling down so you can kind of see the look and feel of the page. And same with our Instagram. Again, it's really aesthetically pleasing and beautiful photos. Our local business owners, we have a photographer that works with us also. And our local business owners are free to email us and say, hey, we'd like you to come and see what we're all about. Like we need some help promoting. And so that's an element that we include for the businesses on the site who are members. Right now the Instagram and Facebook followers are continuing to grow we have about almost 3,000 followers on Facebook and over 3,000 on Instagram and again, this is all organic. And again, just to reiterate, this is not based on membership for the chamber or anything. This is just the city runs any business that's got a business, anybody that's in a business here in Arlington can be on this website, membership or not, to the Stille Valley Chamber.
Correct. The chamber has their own directory, their own website. This is, we are partners with the chamber. This is the chamber site as well. So we do garner feedback from them. Any business, as long as they're a good fit, some services, service industry businesses are not a good fit for the website. So we kind of talk to them about that and give them other options if they're not. But we, yeah, this is not like a directory for the chamber, if that's what you're asking. Thank you.

Thank you, Mandy. So we also encourage you to email us ideas for blogs. If you guys have itineraries that you'd like to do, we can take that and make it into an itinerary and a blog for the website. So I know you're good at that, Nathan. So Mandy covered the website and the pop-up shop and the World Cup promotions that we're doing. So we did get a grant from Snohomish County and EASC for the World Cup promotions. So that's already started our promotions and you'll be seeing more of that. I'm going to go through the report rather quickly and just hit the highlights that are happening right now. So we have met with the commercial kitchen food truck park design team. We have directors from most of all the city departments that came together for a workshop on May 18th and the company now is going to produce a preliminary design for us and move forward with design. The design is funded through the Department of Commerce. We also, let's see, will be doing writing tourism grant applications, the city applications for all the community events that city sponsors for 2027. Those are due June 30th. I'm currently working on a new park and outdoor recreation brochure that's also county grant funded. We hired a photographer and she's producing the photos currently. So we'll be working on that this month. Our outdoor concert series is beginning on Friday at Smoky Point Community Park. This is the first one at that park. We're partnering with the community church next door for parking. America 250, we're rolling out projects for that. I handed out a brochure that I created. It's a replica of the ones that Arnie did in 2003 for our centennial year, but it's updated just to feature the Main Street buildings and I got a lot of feedback and help from Michelle Heider at the museum. for accuracy. The museum is going to have a new movie this year and we're going to present it at the Olympic Theater. It'll be a special 4th Friday event in July. Next page. Last Friday we were able to do a ribbon cutting at the pickleball courts which was great and we were there with Nate Nearing who also gave us a grant for a piece of that project. The Park Commission did a tour on May 19th and I handed out notes from that tour that you guys can read and you can let me know if you have questions or feedback on their report. We're going to have a public art walk on August 21st at 6 p.m. It's the night before the Art in the Park event. It will be hosted by a few of us and invite some of the artists to be available to ask questions for the public. So that should be fun. The new mural for 211th Place, the artists will be starting on that next week. and she'll be working on it for a few weeks and we can send you updates on that as it goes. And then we also have the two utility box wraps at the airport that Lorraine's working on with me. Those are in production currently, so they should be going up in a few weeks also. The Youth Council has planned a teen concert that will happen on June 5th with the Arlington High School Senior Parade. So be sure to come for that. There's two different bands, they're all youth bands. And then Friday, Sunday, June 12th is the last day of school. The city is gonna help host that event if you wanna volunteer and come out and be with the kids that day, that'd be great. And lastly the communications we've been super busy recently with community notifications all that with the issues that are been happening recently our Facebook and Instagram continue to grow as well as the police department's Facebook page we have about 17,000 followers both pages Yeah, so that's kind of a wrap up with what's going on right now. And then I included some photos for you to look at of things that are happening.

It's not really a question, just more of a kudos. I just thank you. You all do a lot, the two of you do a lot for our community and put on some really fun events for our families and the residents. And while I was out and about at Smoky Point Park, I got a chance to talk to a few folks. And they were really excited to see the music in the park. They were like thrilled. A lot of thank yous for the park too. There was a lot of families out there that day and it was about five or six people. And then they were like, yeah, my friend talks about this group too or this park. And it's turned into a big thing for these smaller families that really can come out now and just walk there. Okay. Yeah, I have nothing to report. I do like to thank Sarah and Mandy and the chief and stuff for the information that was put out to the community after this past week. Thank you. With that, do we have any comments or reports from council members? Tim?
Yeah, I've got a couple things. One, I wanted to thank the community, and again, I'm going to say community because it was a huge gathering of people at 6 o'clock on Memorial Day morning to set up those flags. I went down there, joined them. It was great to see the Boy Scouts, the Girl Scouts, all the adult leaders. the VFW, the veterans, as well as our fire department and our police department coming out there to set up the 600 flags for that avenue of flags. I unfortunately wasn't able to make it back at five to help them bring them down. But again, I also understand with them being wet that it's going to take a while for those to dry. And again, I just want to In the future say thank you for everybody who's taking pride in those flags and making sure that this tradition stays and really appreciated that that piece. My second thing I just wanted to kind of bring up and I just. had a lot of thoughts and just wanted to clarify and as you guys know I do a lot of reading and a lot of investigation of my own. And while I don't believe that Project Cascade is a data center and that our zoning does not even allow a data center to be built because of it being that light industrial area with some general commercial in there and that CIC. And again, looking at our comprehensive plan, data centers are not even something that could be built in there. But in order to help make sure that we show the community our support that we do not want data centers, I want to propose that we set up an ordinance that specifically says that we do not want or will not have data centers in any zoning within the city of Arlington. I drafted a piece, I did send it to Paul and the mayor in advance, but I do have copies of it that I would love to share. And again, just would like that just for a discussion so we as a council and that legislative group could review that and make a decision if this is the direction we would like to go.

I can it can happen either either way Since it's a workshop. There are no decisions being made if council wants to have some discussions on this Tim Todd did talk to me about this I and I my intent was to make the rounds on kind of you know, see what councils feelings were but I There's been a lot of other irons in the fire recently. So if this is something the council is interested in, it is something we can bring back for action. Michelle?
I have a comment. Did you want to go? Oh, I have a comment for making a general statement that we never have data centers. I mean, I think that some places have data centers and they need them like hospitals or police stations and they're small. So I think if we are looking to say we will never do a data center that might prohibit functioning hospitals functioning responsible responsible or Police stations or whoever else might need I know Seattle was looking at doing something and they kind of decided on size so I would I would like to look at a size versus let's never do it.
No, and I agree. Like I said, the idea was I just came up with something that was pretty general that stayed pretty above the board that we could all look at. And that way we can review it, see what the language we want to put in there, have our legal review it as well and make sure that it meets all the other pieces and make sure that we can update the codes or that it actually falls in line with our comprehensive plan and the coding that we already have. But since we haven't been able to read it, and your statement was to not do them, I just wanted to make sure that I... My statement is more or less just to show the community that we agree that large-scale data centers, such as what everybody thinks is coming in, is not something that we can support within the Cascade Industrial Center. And we don't have any zoning for it. That is correct. For a large-scale...
That's my comment is just the fact that we don't have the zoning for it. So in other words, we don't need an ordinance say we're not doing it if we don't have zoning for it. It seems like a duplicate.
It's not a permissible use in any of our zoning. So Amy and Thad and I have talked about it, and when we bring the permissible use tables back to council in July, we're gonna propose that we not only, it's not a permissible use, but make it an exclusion in our code. However, if council wants to do this in the form of a ordinance, that is perfectly fine. I would offer that staff will help with defining large-scale data centers because you're absolutely right. You could call a server room, you know, a closet, a data center because we have a couple of closets that supply all of our data, so support our data. So in a sense, the closets are data centers, but I believe what we're talking about are the large-scale commercial data centers, and so I would offer up that we could bring back some definitions that would help spell that out.
I also did some research being that Tim and I are both coming from the Planning Commission side. I had to research going, okay, most people, even from the last council meeting that were community members, which I appreciate giving your perspective, don't actually understand what Project Cascade and then the Cascade Industrial Center is, because I had to research back. saw that the Cascade Industrial Center was proposed in 2015, which to give you a little bit of a perspective is I was in high school. I was 18, 19 years old. So when community members state as a planning commissioner in previous time or on council that I just signed away and I was like, I was only in high school and didn't know that this project actually existed until I was a planning commissioner in 2022, 2023. and my own father who's lived here his whole life didn't actually know the center was going to exist based on some things that were not said out front and outright as a council back then. And so I said, what's the actual, I mean, my first workshop as a planning commissioner was why do we want gray concrete boxes through farmland, which I know doesn't get farmland anymore, no strawberry fields, but still it's pretty. And when you don't have infrastructure and you don't work on that between the two cities, why make this big center for money and so I asked the question to our city staff and I said so what was the main purpose and they said it was to bring 12,000 manufacturing jobs to Arlington and Marysville and manufacturing jobs means people working so when I state my my personal statement for this project is as long as there's people that work in the building in your manufacturing you bring jobs not AI robots that is the type of place that I would encourage to be there. If it is something that is not, and it's mainly a data center housing, they say Amazon like service for possibility of overseeing the big warehouse they have already put in place. I just make in hope that it's people that work there. That's my thing is, okay, well, it's not a typical data center and it's not a, but I just wanna know if it's actual people that'll work there. And I understand that in the zoning code and all of that as a planning commissioner, that if they do what's right as a developer and they do all the boxes, they check it, and they're not a data center according to our chart, that the city staff, at least we are acknowledging that real people actually go to work there. And it's not just a center where it turns into hardly anybody works there, it's just data collecting service. So that's my statement as a commissioner, knowing this from 2015, not knowing in 2015, but knowing when I got as a commissioner that this was the project that we were looking into that we know that it's to make an industrial center to bring more jobs and more people. I get that, and it helps us with tax revenue and all that kind of stuff for the county and the cities, but I just hope that as we go forward, that I would agree to put something in to talk about size and to talk about the use. If it's actually real people and not data related, that would be my goal, so. I know that was long-winded, but I just want to give a history lesson on 2015 ideas to today. I know things change over 10, 15 years, but I still think that we should give the public and the community at least a no or a say or an idea of what's going in there. So that's my two cents.

We don't know any more than the press release that went out last week where Amazon said, It's an Amazon distribution center where the information we've been told is the building's about, I think about 1.2 million square feet. They did, you know, they've been working with the city for some time on the cascade project. They submitted permits last year and then withdrew them because they substantially changed the layout of the building. That's when it became in Arlington and Marysville together. The original footprint was only in Arlington, but it was also multi-story. This is all on one floor. So that's all the information that we have at this point on it. Like I said, we're in preliminary due diligence on this project, so as information comes forward, we'll keep council informed on it. but it's pretty preliminary right now.

And I just really wanted to come here to tell you guys that As long as you stand with the people, the people will stand with you too. And we will be here.
