I'll call to order this meeting of the Parks and Recreation Committee for Monday, May 11. Please join me in the Pledge of Allegiance. I pledge allegiance to the flag of The United States Of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Pledge Roll call of membership. We'll just note for the record that Alder Dougherty is excused and then we'll start from my left. Please introduce yourself.
Adrienne Stansal Martin, District 11.
I'm Katie Van Zeeland, District 5.
Alex Schultz, District 9. Josh Lambrecht, District 1.
Great. I will entertain the approval of our minutes from our previous meeting on April 6.
Motion to approve. Second.
We have a motion to approve and a second. Any discussion, questions? Hearing none, we'll vote. All those in favor, aye. Aye. Any opposed? The motion passes four zero. We have no public hearings or appearances this evening. But as this is our first meeting together as a new committee, I will let's say, 02/60477 will elect a vice chair. I will open the floor for nominations. Alder Lambrecht?
I'd like to nominate Alder Schulz.
I accept.
Any other nominations? We don't need a second. All right. Hearing none, we'll vote. All those in favor of Alder Schulz as vice chair say aye. Aye. Any opposed? The motion passes four-zero. Item 260,478, set a meeting time for the Parks and Recreation Committee. Typically, 06:00 works in evening.
Yes? I'm pretty good tonight.
Attorney Barron's.
That's fine. And if the committee decides to keep it at six, I will ask the clerk to put something on for formal council action because
This is still a one off?
Yeah. It it it it's within the permitted time. But with the exception of tonight and just occasionally other times, it seems to have worked out well over the past couple years now that we've done that.
Yes, thank you. I agree. As a member of the committee, I haven't had any issues with these more updated time. Any other comments from the committee? Alder Schulz?
I'll just throw out there because I thought I had, but I will probably stick with where we are. I was wondering I mean, I think we stack meetings on Mondays and Wednesdays for the benefit of staff that might have to be here and committee members who are on multiple committees. But I do notice that there's only one meeting after 04:30 on or zero meetings after the utilities on Tuesday. So is there any reason that we wouldn't consider shifting? I feel like probably not. But generally speaking, I think we're stacking for reasons
I feel like you answered the question in which the is that that allows for the attorney's office and others to staff on a single evening. But it is something that, as chair, I'd be happy to do some research on so that we're if we did need to make some changes at some point, we would have to bring it to another vote. But I don't feel that we have that information right now, but I also don't feel that we have anything pushing us to make any changes. But I would be happy to look into it for you, Alder Yep.
I agree. And again, it was just a thought that I'm sharing. I have no problem with this meeting time.
Okay. So our meeting time, at least for now, would be pending a council vote. But with this committee's vote, be 06:00 on Monday evenings. Do we need to take a vote on that, attorney Barnes? Okay. Great. Moving on, the 260479 designated contact person, and that would be interim director Flick. Is that correct?
I had a question for Chris.
Okay. Hold on. I'll turn your mic off.
Thank you, Chair. You're welcome.
I turn your mic on so you can save it in the mic for everyone at home who is riveted to this discussion. Thank
you, chair. I just recommend that the motion would be to have the director of parks and recreation instead of calling out a name
at this
point since there is an interim.
That works well for me if there's no objection from committee and there is none. We'll move on then to the next item which is 20 dash zero four three two the resolution two r 26 supporting vegetation analysis and advancing a data informed mowing reduction strategy before we get started I do see that we have some folks here that may want to speak on this. If you would like did you want to speak on this item, or did you just want to witness the discussion first?
Yeah. It's Ms.
Jones, and I'm a member of the Appleton Sustainability Advisory Committee. And I am heading up and working on the survey of the vegetation and the parks. And I'm just here to answer questions if there's questions that arise tonight.
Okay. Great. If if you want to have a seat, we'll call you up to the podium then if there are any questions. I did want to actually start with Alder Schulz as he did hand the committee what appears to be a rewritten resolution. It says intending to amend by substitution. So Alder Schulz, I'll turn it over to you.
Thank you, Chair. We had a lengthy discussion when we first brought this forward, much of it was perhaps related to a lot of duplicitous language in the further resolved action clauses. So in an effort to make it a little bit clearer for committee and those at home, I did sort of clarify language, whittle it down substantially just to make it a little bit more straightforward. And rather than sit here and go through each motion to amend the original resolution, I just decided to present you with basically that portion of the original resolution to be amended by substitution. So however we want to manage that, I'm asking that none of the whereas clauses are modified, but the entire be it resolved section is modified.
Alder Meltzer is also oh, I'm sorry. Alder Stansel Martin is also on this resolution. Did you have anything that you wanted to add?
I support this amendment to the resolution.
And Alder Meltzer? Okay, go ahead.
Thank you. I definitely support this. I encourage the committee to support it. I think that it definitely solves some of the challenges that the original form presented, and I'm really grateful for the work that went into it.
Thank you. I think my only concern with this is with it being a difference in a positive way, I should say. I'm supportive of this. But as this isn't what was noticed to the public, and I haven't had the opportunity to speak with director Flick about this as the chair, do feel a little concerned about moving forward. Did you have anything to add that could maybe help me a little bit more? Go ahead.
Thank you, chair. I would agree with this just being presented tonight in front of the committee that takes some time to review it. And we can bring it back in two weeks.
Okay. So then you would bring that back with a staff recommendation of sorts?
We can do that, absolutely. Okay.
So move to hold is what I'm hearing for two weeks for the next
Are you making a motion to hold?
Based upon
because Nope, I'm gonna
withdraw my my comments.
Okay, okay. Based on what Director Flick said, did the authors or sponsors have any feedback?
I don't have an issue with taking some time to digest given that it was just introduced. While the context didn't change, the language certainly did. Nothing new added or subtracted, just clarified. But I have no issue waiting. I would like to hear from the member of ASAP on his opinion about maybe the resolution and also us bringing it to the committee, if that's possible.
Any other alders have any feedback? Go ahead. You're at four, correct?
Thank you, Chair. This is just not a point of order necessary, but procedure. The idea for the committee is that rather than going ahead and amending by substitution, that the proposed substitution be attached to the minutes of this meeting so that when the item is held it could be considered. And then that way both items will be noticed.
That's my intention, although no motions have been made
at this point. Thank you for the clarification.
Yes, go ahead.
Alderperson Fenton kind of jumped the gun there with my question. We
And
we'll we'll And do
to
to substitution with this new version, vote on that, and then do your motion to hold. And that way, if you approve the amended version, it's now in the record. And then that's what you'll take up at the next Okay.
I think before we do that, if I just want to make sure, Alder Melter, did you have anything to add?
I encourage the committee to follow the attorney's suggestion.
Thank you. And then, mister Jones, if you wanted to did you have anything you wanted to add you could step to the podium? Not at this time? Okay. Well, my intention wasn't to shut down the discussion, but I do also agree with Attorney Barron's that we would need the motion as suggested from the committee.
I'll motion to amend by substitution.
So we have a motion to amend by substitution.
I'll second.
And we have a second. Any discussion on the motion to amend by substitution? Alright. Hearing none, we'll vote. All those in favor say aye. Aye. Any opposed? That motion to amend passes four-zero. And then we would need
Motion to hold.
I'll second.
A motion to hold until
You just did, right?
And just to clarify, Alder Schulz, a motion to hold until the next Parks Correct. And Recreation Committee meeting, All right. Any?
Thank you. I second it.
Any comments or questions regarding the hold? I'll just say before we do that, I do want to thank Mr. Jones for coming all the way here for us to hold this one more time. But I think that we'll have a much more robust discussion next time. I feel this is moving in a positive direction. So we have a motion to hold. We have a second. No other discussion. Then we'll go ahead and vote on the motion to hold. All those in favor say aye.
Aye. Any opposed? That motion passes four-zero. Thank you everyone. The next item is 260,639 to approve the Houdini Plaza tower panels recommended by the Appleton Public Arts Committee. Do we have a motion?
Move to approve. Second.
Have a motion oh, to one for each A of motion to approve and a second. Any discussion on this item? Yes, Director Flick. Interim Director Flick. Oh, are you one? Sorry.
Thank you, Chair. Pretty exciting time for the city with honoring one hundred years of passing. And tonight in front of you, you have a pretty fabulous model that was made by director Holman's husband on the side. So it's pretty cool what he built. But joining us tonight is Stephanie from Com Dev. And I'm going to turn it over to Stephanie and let her take us through this action item.
Great. Stephanie, go ahead. Oh. District District 2. Okay. Thank you very much.
You're welcome. Thank you, Tom, for that introduction. As Tom mentioned, we are celebrating the one hundred year anniversary of Houdini's passing. The Year of Houdini Group requested that the public art committee review or select the Houdini themed images for the display in the Welcome Tower in Houdini Plaza. They submitted over 30 images to the committee to review and over two meetings, one of which was a special meeting held in April.
The committee carefully selected the options before the Parks and Recs Committee tonight. Each side has alternating photos and posters, and they had been edited and enhanced by the committee member, Jake Bauer. The final edited photos are in the packets that I distributed just before this item, as well as displayed on the tower model itself. If you have any questions with me, I'm happy to help.
Thank you. Any questions for staff on this wonderful replica or what is to come? This and for those who are watching at home, this would be the same this would be similar to the item we voted on with the plaque in Houdini. It's part of that celebration, if you will.
Similar. There was a it's with the same same celebration. The similar item has been before the committee in years previous whenever the tiles were last changed.
Excellent. Any questions, comments? Alright. Hearing none, we'll vote. All those in favor say aye. Aye. Any opposed?
Abstain.
And one abstention. So that motion passes three-zero with one abstention. With that, we've reached
the Move
to adjourn.
Second. We have a motion to adjourn and a second. All those in favor say aye. Aye. We are Thank you.
