Good evening, everyone. We'll call this meeting of the Finance Committee to order on Monday, 01/12/2026, at 05:30PM. Let's rise for the Pledge of Allegiance.

0:10 – 0:211

I pledge allegiance to the flag of The United States Of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.

0:25 – 0:390

Roll call of membership. Let the record show that all members of the committee are present. Approval of minutes from the previous meeting Move to approve. Second. All right. Any changes, corrections? Seeing none, we'll go ahead and vote. All those in favor?

0:392

Aye. All

0:40 – 1:020

right. That's five ayes. That passes five zero. No public hearings or appearances tonight, so we'll jump right to our action items starting with twenty six-twenty seven, request to approve Sourcewell's six year 2026 to 2031 golf cart lease with Yamaha Golf and Utility for the annual amount of fifty Second. 7,000 All right. We have our motion and a second. Any questions, any comments? Alder Grohl. Thank

1:022

you. Did you want them to start?

1:040

If you want to get a question out right away, go for

1:072

They can address it if they want I'm just no question about it. It looks everything looks good to me. But is it typical to do a six year lease on something like this? It seems like kind of a long time.

1:18 – 1:293

You're Thank you, chair. I'm going to ask Jeff Plashard, our golf course. It's typically what we've done in the past since I've been here for the past eleven, twelve years. But Jeff, if you have any other comments?

1:290

You might have to pass the microphone back. I don't think we have any back on the second row. Thank you.

1:354

Thanks, Tom. Yeah, six year lease is pretty common in our industry. It just kind of spreads the cost out over an extra year.

1:440

Anything else? Okay, good. All right. Alder Hartzheim.

1:46 – 2:161

Thank you, Chair. My question was generally the same because obviously I wasn't here well, not obviously, but I wasn't here when the last six year lease was approved. I'm just curious, is there volatility in the market in this regard? Are we kind of pigeonholing ourselves on this six year if there might be higher, lower kind of things going on? I'm looking for you to justify that this is the best way to do this, Jeff.

2:18 – 2:394

As I think everybody in this room knows, nothing's getting cheaper. So the six year actually probably helps us because it adds an extra year to the back end of it. We're also getting eight additional carts with this current lease or the lease we're proposing, and that'll actually help on the wear and tear of the vehicles because they won't have to go out as much. They're still gonna go out multiple times per day, but eight eight extra carts will help with the fleet.

2:39 – 2:531

That actually brings up another question that I had, which is if we lock into this six year and then we find out that we've got so much more increased usage, are we able to add to this lease to add more carts if it's necessary during that six year period?

2:534

That would be an option if if we need to. Beyond 48 carts, we're really limited in space to park these.

3:011

Okay. Thank you.

3:03 – 3:350

Alright. Anyone else? If not, sounds good. Let's go ahead and vote. All those in favor? Aye. Opposed? Abstentions? That passes five-zero. 209 requests to award Unit S26 repair and preventive maintenance for parking structure to Western specialty contractors in the amount of $1,206,718.5 with a 15% contingency of $181,000 for a project total not to exceed $1,387,718.5

3:351

Move to approve. Second.

3:380

All right. We have a motion to second. Are there any questions or comments on this? All right. Director Mr. Go ahead.

3:44 – 4:135

Mr. Go Thank you, Yep. DPW staff are happy to report that we continue to see increased interest with hungry bidders, as every year we've been able to get this project out earlier. And you never don't know what the counterfactuals are, but it seems like that probably contributed to the very competitive bids that we got and the fact that it came in with the alternates below the estimate in the budget.

4:140

Sounds good. Alder Krupp.

4:162

Thank you, Chair. Question about the contingency. It seems like a high figure, but

4:20 – 4:535

is that because of some potential unknowns? Yes. So it's a little bit like surgery, where sometimes you get in there by the contractor and they start cutting concrete out and removing items. And it's then when you really get even a better sense than what was indicated by the design engineer. And we've been finding each year as we've been doing this that that process has resulted in additional items coming up. But we're able to take advantage cost effective and timely opportunity with the contractor being on-site to be able to address those things. Okay. Thank you.

4:54 – 5:140

All right. Anyone else? Seeing none, we'll go ahead and vote. All those in favor? Aye. Opposed? Abstentions? That passes five-zero. Information items. We have several. Are there any questions or comments from committee or staff on any of the items on the agenda? All right. Seeing none, I'll entertain a motion to adjourn.

5:141

Move to adjourn. Second.

5:150

All Motion and second. All those in favor? Aye. That's five ayes. We're adjourned.
