Okay. Good afternoon. I now call to order the Wednesday, August 12th, 2026 meeting of the Appleton City Plan Commission. Please rise and join me in the Pledge of Allegiance.

Roll call of membership has been taken, and all are represented. We'll move along now to the minutes. We need a motion to approve the minutes of the previous meeting.

We have no public hearings this afternoon, so we'll move on to our action items, first of which is 26-1026, request to approve the 1893 West Spencer Street Knuth Annexation, consisting of approximately 1.4 acres located at 1893 West Spencer Street, currently in the town of Grand Chute. And to tell us about that is Lindsay. All right. And District 3.
Thank you, Mayor. So as the Mayor mentioned, this property is approximately 1.37 acres and located currently in the town of Grand Chute. The property is currently developed with an industrial building, and the owner's primary reason for annexation into the city of Appleton is to connect into city water services. The property is adjacent to the city boundary, and the annexation is consistent with the city and the town intermunicipal boundary agreement. City infrastructure is available to the property adjacent in Whitman right away, and annexation is required before they can connect to water. Our comprehensive plan, Plan Appleton, identifies this property for future industrial land use. So with that, staff is also recommending that Plan Commission initiates the rezoning from AG, Agricultural District, to M2, General Industrial, which is consistent with our comprehensive plan. And with that, staff recommends approval of the annexation with the stipulation of Plan Commission initiating the rezone for this property to M2.

Next is 26-1027, request to approve the Woodland Portfolio Park final plat. This is for the thriving campus. And to tell us about that is Don Harp.
All right. Go ahead. All right. Thank you, Mayor. So the Planning Commission approved the preliminary plat back on June. 4th of 2025. It conditionally approved the pretty plat subject to various technical requirements that staff has been working with the thriving team and their engineer team and up until now as we were working through the process to bring forward a final platform plan commission consideration. THE FINAL PLAT IS CONSISTENT WITH THE PRELIMINARY PLAT APPROVAL IN REGARDS TO THE ROAD LAYOUT, PARCEL LAYOUT, AND THE EXTERIOR BOUNDARIES. THE FINAL PLAT INCLUDES 14 PARCELS FOR MIXED-USE DEVELOPMENT. THERE WILL BE FOUR OUTLOTS DEDICATED FOR STORMWATER MANAGEMENT AND ONE OUTLOT WHERE LITTLE BITS KIND OF IN THE BOULEVARD SECTION OF THE MIDDLE OF THE PLAT, WHICH WOULD BE MORE OF A TRAIL PRIVATE PARKS USE. SO THAT WOULD BE FOR A PARK PURPOSE. THE LOTS DO SATISFY THE PLAN DEVELOPMENT OVERLAY DISTRICT NUMBER 400 THAT WENT THROUGH THE REZONING PROCESS AND THE IMPLEMENTATION PLAN THAT WAS RECORDED THAT SPECIFIES THE CUSTOMIZED ZONING REGULATIONS AND ALSO SPELLED OUT THE USE REQUIREMENTS THAT would be allowed on these parcels. So based on that information, staff is recommending an approval subject to the conditions in the staff report.

Yes, thank you, Mayor. So this preliminary plat is proposed to subdivide about 15 acres into... sorry, into about, let's go to this map. Maybe this will be better. Into about 19 lots in the town of Grand Chute. The property is within the city's extraterritorial plat authority jurisdiction, and that's why it's before you today. The site is currently vacant. And the lots 2 through 8 is proposed for single-family residential development, and lot 1 and 19 is planned for commercial. So 1 and 19 are the lots to the south, the larger ones, and those will be for future commercial developments. The preliminary plot was before the Town of Grand Chute in August. That is an error that was in my staff report I caught, so just note that. It wasn't November. But it was before town grant shoot in august and they did Recommend approval and with that staff found that the preliminary plat does meet our subdivision requirements and the proposed lots are compatible With the city standards and with that we recommend approval of the extraterritorial preliminary plat Thank you in a motion
