Okay, public hearings. Presentation, discussion, and consideration of resolution number SVCFD1-2026-006. Zach?
Good evening, Chairman, Board. My name is Zach Sakas. I'm special counsel to the district. Tonight, the board will be considering the annual budget approval for CFD number one. With the board's permission, I'll go through agenda items two, three, and four at one time, if that's helpful to the board. Okay. So the approval process for the CFD budget is a two-step process. So the first question I usually get is, can we do all of this in one motion? Unfortunately, no. So we're going to first consider the tentative budget for the district. The district has four sources of revenue, O&M property taxes, which pay for operations and maintenance and administration of the district, general obligation bond debt service property taxes, special assessment installment payments, and then cash contributions from the developer. Those four sources combine the sources of revenues for the district. Obviously, the GO bonds property tax has to be used to pay general obligation bond debt service. The assessment installments likewise are used to pay assessment bond debt service. And the other two sources are used to pay the administrative expenses of the district. The expenses of the district are related to bond debt services I just mentioned and otherwise running the district. So the first step, item number two on your agenda board, is consideration of the proposed budget. To the extent there are no changes, you would then move to item three, which is conducting a public hearing on the budget as so proposed. Under the law, you do have to approve the tentative or proposed budget by July 15th each year. To the extent you want to make changes to the proposed budget, we can do that, but it would stop the meeting and we would not proceed to items three and four because we'd have to come back with the revisions. Staff has reviewed the budget, and I have as well. Happy to answer any questions. Item four on the agenda, after conducting the public hearing, you'd adopt the budget as the final budget for the CFD for the upcoming fiscal year. The budget does include, likewise, as I mentioned, the tax levy component, which is increased following the amendment to the CFD development agreement, increased to a target tax rate of $5 per $100 of net assessed limited property value, for the GEO debt service and then stays at the 30 cents per $100 for the operations and maintenance tax. So a combined levy of $5.30 in the district proposed for the upcoming fiscal year.
