Opposed. The minutes of February 9th pass unanimously. Have a couple items of old business. And the first item is request second reading of ordinance 26-03 to annex and zone to general commercial approximately 9.8 acres located off the South Carolina 28 bypass near the Clemson Boulevard interchange. This resoning request comes before you on second reading tonight and was pre previously recommended for approval from the planning commission at their February 3rd meeting and approved on first reading at the February 9th council meeting. These parcels fall within the urbanized and commercial area of northern Anderson and are contiguous with the municipal boundaries. Additionally, the parcels are in the city's water service district and are in proximity to electric city transit bus service. Furthermore, the site is able to be served by the city of Anderson Public Safety. Administration recommends approval on second reading.

the request comes before you on second reading as well and was previously recommended for approval from the planning commission at the February 3rd meeting and approval on first reading of the February 9th council meeting. These parcels fall within the urbanized area of West Anderson and are contiguous with the municipal boundaries. The parcels are in the city's water and sewer service district. Furthermore, the site is able to be serviced by the city of Anderson public safety. As you can see on the map, uh contiguous to the west side of the city limits administration recommends approval on second reading. Thank you. Again, we did have uh good discussion on that. And our first item of new business is request consideration of an reappointment to the Anderson Housing Authority Board of Commissioners. Mr. Mchuan. City Council appoints the board members to the Housing Authority of Anderson. Each year, one member of the board is appointed or reappointed by the city council. The board has one position term to address. In December 2025, the term of Mr. Chaseer expired. Mr. Christopher has expressed interest in continuing to serve on the board. The term for this position is a five-year term expiring December the 31st, 2030. In a in a letter from Miss Amanda Medlin, she's a director of the housing authority to the city. She states, "Chairman Christopher has provided invaluable leadership as our longest serving commissioner. He was selected as commissioner of the year in 2019 for the state of South Carolina. Furthermore, in the letter, [clears throat] in short, our past accomplishments and solveny would not have been possible without the steady leadership and given of his time. Miss Medlin is requesting Mr. Christopher be reappointed for a 5-year term ending December the 31st, 2030.

just like to make one correction here on our council agenda here's got the four board members and what their terms are uh we do not have a vacancy I reappointed Mr. Michael back in November and December's position and it's not being reflected here. Did he not get approved? I apologize that that was probably just a roll over from the the previous background sheet. So I just want to make a point. Thank you, Mr. Sh. I do remember we did that. We did that a couple within a year.

Opposed? That passes unanimously. Our second item is request consideration of a pre-treatment agreement with Homeland Park, Water, and Sewer District. Mr. Cumin. In the electric city utilities division, the city owns and operates two wastewater treatment plants. Uh we have the Rocky River plant which has a treatment capacity of 9.5 million gallons per day and the generosity plant which has a capacity of 10 million gallons per day. The city also operates five pump stations, approximately 6,643 manholes and 280 miles of gravity sewer lines. The item before you involves the pre-treatment discharge regulation to our wastewater treatment plants. Utility director Scott Banks will go over the request. Mr. Banks.

Thank you, Mr. Mchuan. Um, as uh was alluded to earlier, we as owner of those plants, we are also required to maintain a pre-treatment program for industries that discharge to our um plants. Um, even though they may be situated in other utility districts, service area. Um the draft you have before you basically um just puts in writing the agreement that that we have been basically governing those utilities or excuse me those industries by um but this just puts in writing makes it official. Um and and by approving the agreement um it gives us the written authority to carry that out in case something happens or or just to make it and codifies it. With that, staff recommends approving the agreement with Homeland Park Water and Sewer for the execution of the pre-treatment program for industries with Homeland Park service territory. I might add, this is basically similar to the same agreement that we already have with the county for industries that are in their service territory.

Be honest with you, I'm not sure. I think it's just one of those things that most of the industries were in the county service area to start with. So the one was that that agreement is like 1990 something if I'm if memory serves me correctly. Um and over time as industries came within home the park service territory it just never did get put in writing. But like I said we've been governing as as we are required regardless. There's not potentially other missing agreements out there. Are we capturing everything here?

Yes, sir. There shouldn't be with because the only service the only sewer service territories would would be ours, counties, and home the park. So, from a pre-treatment standpoint, this would this would close out any other areas that that would need a pre-treatment agreement. Any other questions, comments? And this just puts it in writing and gives us legal authority um should there be a a dispute or whatever may happen. How many industries do does that water district serve number? yes sir it's a combination of uh they we as a treatment authority issue them a a permit uh and it and there's parameters that that are pretty consistent across the board and different industries have different parameters because of what they may or may not discharge and and that it's it's tied to that as much as anything.
