Thank you. Uh, first petition is 2225, ordinance 3525. Uh, it's been on this agenda for the last five months. It's still here. Kelly Drew seeking his own map change for the old former military museum out on Crystal Street. Uh there's been some movement in the improving of the building out there, but it is not all the way up to code yet. So we are asking for petition 2225 to remain tabled. I don't think we need any action on that. Uh then I would ask let's jump down to petition 526 due to some late developments regarding 526 submitted by PR properties. This is for a replat of lot 2011. It's on the southwest corner of uh West Third and Locust Streets. Uh the petitioner, which would be Steve Servey's local engineer, uh he is asking for this to be continued until next month as well. That probably needs a vote.

Thank you. Petition 4-26. This is submitted by Amera Lodge Group and Anderson Hotels LLC. This is for a secondary plat for lots 2 and three in Scatterfield Commons. This is located in the 2400 block of East 64th Street on the north side of the road. This is just east of South Scatterfield Road or State Road 109. Uh this is directly behind or east of the Hampton Inn. It is north of the Fairfield Inn Hotel. Uh this consists of 5.2 acres. It is zone B4 Community Shopping Center. Uh it's part it's the west end of the area that's outlined in the dash black line. So it' be again directly east of Hampton and north of Fairfield. to where the two X's are on the wall.

There's the topo survey of the property, the entire property. If you remember, this was the the farm project from during the Oam administration where they wanted to put in a baseball and softball complex for training of young athletes. Uh it never came to fruition. Um, the petitioners Lodge's Group and Anderson Hotel LLC are requesting secondary plat or final plat approval for the two lots where you saw the two X's. It' be those two lots there. Um these are the locations of the existing uh 92 unit fourstory True Hotel and the much talked about other hotel Avid Hotel which would be located or built on the north lot or lot three that would abut uh Interstate 69. Lot two contains 2.42 acres. Again, that's the True Hotel. It's been open for about a year and a half. uh they overlooked doing their final plat. They should have had a final plat before they were uh given permits to start building the true hotel. So, we're kind of going back to correct some errors here by uh approving the secondary plat for true hotel. Uh lot three contains 2.53 acres. Uh it is earmarked for a 92 unit Avid hotel. Um status of that I still still think is up in the air as far as uh construction beginning on that. But basically we're firming up the platting of the two lots that the two hotels will sit on. The actual plat for the two lots shows uh a limited access rightway line along the north boundary of lot three uh where it abuts I69. Uh see if I can get it be along here. No,

this prevents any new driveways be from being created directly off of the interstate. So, this forbids or restricts uh the placement of any kind of driveway onto the exit ramp to get on to 69. Uh the plat does show a 15t drainage, utility, and communication easement around the entire perimeter and between the adjoining lots two and three. A 10-ft sanitary easement and a 10-ft water easement which extends along the east sides of both lots two and three. Uh originally beginning along lot one, which is the Fairfield end. There's a 10-ft drainage easement noted at the uh very north end of those two sanitary and water easements. Additionally, the plat shows a 70 foot wide by 326t long drainage easement. It's north of the south property line of lot number three or where the um Abbott Hotel will be built. COP plan does classify this site as regional commercial. It is a commercial site. Therefore, this plat is not in conflict with the comprehensive plan. Subdivision control ordinance does require 5 foot wide sidewalks for all subdivision uh subdivisions. Sidewalks should have been installed when True Hotel was completed. They were not. Uh it was an oversight both on their part and ours. Uh the True Hotel developer apparently forgot to install the sidewalks. uh they are shown on the construction plan. So they should have been installed. Sidewalks will be installed on both hotels once the Avid hotel is built. Staff-wise, in conclusion, we are recommending approval of the two lot plat. Uh the motion should be as follows. I move to approve petition 426. This is for the secondary plat for the subdivision to be known as Scatterfield Common Lots 2 and three. It

should then be forwarded on to the board of public works for the acceptance of the plat easements, covenants, and dedications. Uh legal ad was published as required back on April the 18th. Uh local engineer Steve Servies is here representing the petitioner. Mr. Serveys, you know the the deal, I think.

Yep. Uh Steve Serve, Serveys Engineering and Surveying, 920 Main Street, Anderson. Uh, one thing I might add is the we just want to go ahead and get our two lots done here. Uh, they have indicated uh, interest in doing uh, construction drawings uh, for another hotel to the north. And I think that's one thing that kind of spurred everything getting going too. And uh, like Tim said, the sidewalks do show on the construction plan, so they will have to put those in. I'm happy to answer any other questions. This doesn't really have anything to do with this, so I apologize. But isn't there an empty hotel that sits there back there behind Culver's?

There's a Hampton Inn back there that's been empty and for several years and I don't know that anybody even knows the situation there. Okay. I was didn't know if you guys knew anything or Tim. I mean, I've heard rumors that they were going to renovate, right, part of that. And it's just so weird because it's like not that old of a hotel. Yeah. just went empty. Yeah. As soon as these started being built, they called asked about them and then they shut down. And yeah, we kind of been expecting renovation. Okay. Got I think they've got a maintenance person staying there to keep it keep it up. But other than that, we've heard nothing from them. Yeah. And Hampton Inns were always nice hotels. I mean, we used to stay in them on vacation.

And at one time they were going to do two hotels there. Then they revised their plan back. The last time I saw was one hotel and some commercial. There it is. Yeah. Okay. Yeah. It's the amended primary. Yeah. It's it's immediately east of this property. Okay. And and so then they were modifying what they were going to do and try to do because I knew they were working with you on the uh drainage and everything on that. They're talking about talking about using the existing pond there that's from the Yeah. highway construction. Yeah. But the property they bought doesn't touch that pond. They'd have to have easement to get there. Yeah. And then that pond doesn't have an outlet. Yeah. Which is another thing, you know.

Okay. Yeah. I did notice there's Yeah. There are two additional hotels being proposed even east of here and I've forgotten the names of them. Uh they were talked about for a while, but just like Avid's been kind of drifting into the background now. Uh I don't remember the the names of the two hotels that were being proposed east of these two. One of them was a Laquenta. Yep. Something. Yeah. It was some kind of sweet thing or something maybe. I can't I can't quite remember. Yeah. Ends in sweet something. Yeah. Yeah. Yeah. They got they started their drainage permit. I don't know. Oh, did they? Okay. But I don't know that this one did. Oh, the other thing I was going to mention, it looks like the Well, it doesn't matter.

Yeah, I think on this one we did the drainage permit and did the drainage for both lots into that one into that one pond with one uh outlet for both. And that picture in the back has it's like an older design that has the pond somewhere else. Yeah. Not that it matters, but yeah, the primary plat had had the pond on the east and we ended up in the design putting the pond going uh east west instead of north south. Yeah. Um, next month, just shifting gears a little bit from the plat. Uh next month we've got two proposed zone map changes or reszonings. Um one's a residential, the other is in kind of industrial. Uh one deals with best way and the other deals with a house that they want to change into a duplex. So uh should be fairly uh simple, easy to deal with. Where are we? I got asked this weekend, where are we at on the um comp plan? No, the Walmart. The Walmart. Um Micah Mr. House can probably be more I think they're they're ready to start getting permits soon.

Uh Mike has taken a number of phone calls from uh Mr. McMurray was the professor that lives over at College Park and he was tasking um Micah with various questions on where they are with it, but it's really between College Park and the Walmart people as far as figuring out what kind of buffering to put between the two and anything you can add, Matt, as far as um they have been working through their they

uh the Walmarts had been working through their uh or the engineer years for Walmart, their permit with INDOT and they were finalizing that and then they had to make some adjustments and they probably it sounds seems like they're going to submit their plans in the next couple weeks. Yeah, I think their target month was May to possibly get construction started, but we'll see. Is that right? Midmay to start construction. Is that what you said? Yeah, that's quick quick. had some people that sold their place, moved out, and moved to Noblesville because they don't want to be butt near a Walmart that live in their college. You know what? They're really worried about really worried about it.

I mean, I don't know why. Well, I think it's various reasons, but um the one they're putting that drive down a drive south back towards the uh bank and it's it will be real close to the clubhouse. Yeah, it's really close to like it's really close to their pro their not property line but the college park property lines. Nobody uses that. That was all going to be but houses are back center back 30 years ago. So really kind of gotten 30 years where nothing was there. Yeah. Pay less originally all filled up you 30 years ago and it didn't happen.
