City Council - Regular Meeting

I believe the clock has reached 6 o'clock, so I'll call this, excuse me, I'll call this August 3rd meeting of the Andalusia City Council to order and ask you to stand and join Councilman Craig as he leads us in the prayer and the Pledge of Allegiance.

Father, we come before you tonight asking for your wisdom and guidance. Help us make decisions that are wise and in the best interest of our community. Give us humility to listen, courage to do what's right. Keep us mindful that our service is a responsibility to you and to those we represent. In Jesus' name, amen.

Attention, salute, pledge. and to the Republic for which it stands, one nation, under God, indivisible, with liberty and justice for all.

I want to welcome everyone to our meeting tonight, first meeting of the month, and remind everyone that we meet on the first and third Tuesdays of each month, unless otherwise notified. with a workshop starting upstairs at 5.30, and then the official meeting starting here at 6 o'clock. We have some guests with us tonight. We're always happy to have guests with us tonight. But we have some special guests with us tonight, members of Andalusia Stingrays swim team. And one very special member of that team, And I'm going to come downstairs and read a resolution honoring his achievements and the team's achievements and present him with a copy of that. And he's going to come down and join me here at the podium. And then we will take some pictures of that. Arison, can you meet me down front?

All right, Harrison, I want to read this resolution. This is the actual resolution. But I'm reading bigger print, so I've got it to read the big print. Whereas Andalusia Stingray Swim Team did win the 2026 District Tournament in Dothan, Alabama, making the sixth consecutive district win. And whereas team members did advance to the state competition in Opelika. And whereas Harrison Vinson did win first place medals in the 50... freestyle, 100 freestyle, and 50 backstroke. And whereas the team was led by Darren Forey, Candace Vinson, Josh Hudson, Elenia Forey, and Sharon Schickley, and whereas Harrison represented Andalusia with class, learning valuable life's lessons, from the experience of working hard to improve his skills for personal and team success, now therefore be it resolved that I, Mayor Earl V. Johnson, on behalf of the City Council of Andalusia, Alabama, and all its citizens do hereby recognize Andalusia's Harrison Vinson and extend to him our congratulations for his success for representing our community so well. Adopted and approved this fourth day of August 2026. Congratulations, ma'am. Again, congratulations to Harrison and his teammates from the stingrays. You had a great season. We have a very short agenda. If you'd like to just stay with us, it won't take very long.

All right. First item of business is to approve the minutes of our July 21, 2026 meeting of the Andalusia City Council.

Mayor, I'll make a motion that we approve the minutes as presented of the July 21st, 2026 meeting. All right.

Any opposed? Same sign. And the minutes are approved. No unfinished business. Under new business, resolution 2026-22, adopting annual transportation report pursuant to the Rebuild Alabama Act 2019-2. This is an act that we have to file to notify the state that we are going to spend tax monies received through gas sales and through that act that I just referred to, and how there are two resolutions. The first one is that we're going to do it, and then there will be another resolution right behind that that we'll talk about when we get to it. But right now, do we have a motion to approve resolution number 2026-22?

The next resolution is resolution number 2026-23, Adopting Transportation Plan Pursuant to Rebuild Alabama Act 2019-2, in which we tell the state how much money we have to spend on resurfacing the streets in Andalusia and when we expect to do that. And we're not bound by that, but we have to give the state our intentions to do it. That's what this resolution does. So do we have a motion to approve Resolution 2026-23?

Mr. Mayor, I move for approval of resolution number 2026-23 for the purposes that you have forestated.
