Lord, we thank you for this day and the opportunity to serve this community. I pray that you give us the wisdom as we make decisions that affect the people who trust us to do what's right and help us stay on focus for what that matters. It's in Jesus name we pray. Amen. Amen.

4:17 – 4:59Speaker 1

Attention salute pledge. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. I hope y'all feel our new air conditioning in here. Feels feel a little better. It's going to feel a lot better come July. I promise you that. Uh we have the uh minutes of our last meeting of which occurred on April the 21st for consideration.

4:57 – 5:25Speaker 1

Mayor, I'll make a motion that we approve the minutes of April 21st, 2026 meeting as presented. All right, we have a motion by Mr. Mount. Do we have a second? Second. Second by Mr. Nicks. Any further discussion, questions, or comments concerning the minutes? Hearing none. All in favor of approval of the minutes, please indicate by saying I. And raise your right hand and say I. I.

5:22 – 6:09Speaker 1

Any oppose? No. And the eyes have it. Thank you for that. Uh under new business, we have a resolution for abatement of nuisance properties. Uh you have that list there in in your uh packet. There are 10 on tonight's list is which is quite a quite a number for one meeting. And then you've got the backup for those uh 10 in your packet with photographs and descriptions of what's the problem is. It appears to me that all 10 of those are are qualify for this abatement. Uh weeds and grass and trash, etc. So, we'll need a motion to adopt that resolution.

6:07 – 6:39Speaker 1

Mr. Mayor, I move that we approve resolution 2026-09 abating those 10 uh nuisance properties as listed in the resolution. All right, Mr. Powell makes a motion. Do we have a second? Mr. Mayor, I will second that. Mr. Boswell makes a second. Any further discussion, questions, or comments from the council? All in favor then of approving this resolution, please indicate by raising your right hand and saying I.

6:35 – 8:30Speaker 1

I. I. And that is unanimous, I believe. Uh, our last, we've got a really short agenda tonight, so we only got one more resolution. Resolution number 2026-10 authorizing uh the city to make an application for an ALDOT uh grant for sidewalk improvements along Sanford Sanford Road. And I'm going to ask our city clerk, administrator, if he will come up and go over that with you. Mr. Mayor and council members, as you said, the resolution would authorize us to enter into an application for a sidewalk project grant. It's the uh Alabama Department of Transportation uh transportation alternative program. It's been around for a long, long time. We've been building sidewalks in Andalusia with state and federal money for longer than 20 years and built a number of sidewalks. These are 8020 80% uh paid for by the grant, 20% local match plus the design and some engineering and so forth. Beyond that, you got a couple of items in your materials. The first is a sort of a master plan that the engineers come up with. It shows all the existing sidewalks and some future sidewalk ideas for Andalusia. And then the next item is what we're proposing in this application as a sidewalk on Sanford Road. It starts at the intersection of Sanford Road and East 39 Street and goes 1.13 miles or 6,000 feet out Sanford Road to Academy Drive and it will be on the right side going out going east on uh Sanford Road. And then the last thing you have is the budget for the project. Uh if you recall, we just finished the Third Avenue sidewalk tap grant project and that was about a million half dollars. And coincidentally, this is just a little shy of a million half dollars. Also, $1,475,550.

8:31 – 9:16Speaker 1

Again, 80% is paid for by the grant. Uh there's a little bit more to it that than just there's some things that are not eligible. For example, the uh preliminary design is not eligible is not it would not be paid for by the grant and it's not included in that. So that brings our total local share if the project comes in as bid and all that as as this estimate is shown here. Local share would be $675,550. And this would be the part. This is the application. So you're authorizing us to go make application. Uh if we get it, it'll come back to us. You'll have to authorize us to enter into a contract at that point with the uh Alabama Department of Transportation.

9:13 – 9:51Speaker 1

Okay. Uh again, this would is for just authorizing us to file the application. Whether or not we actually do the project would come back for us after we know one way or the other whether we're going to get an application. All get the uh grant. So, we'll need a motion and a second to approve the resolution. Mr. Mayor, I move that we approve resolution 2026 DAX 10 making application for the ALDOT tap grant for Sanford Road. All right, have a motion. Do we have a second? Mr. Mayor, I will second that.

9:49 – 10:33Speaker 1

All right, we have a second. Any further discussion, questions, or comments from the council? Hearing none, all in favor then of approving the resolution, please indicate by raising your right hand and saying I. I. Any oppose? No. And that is unanimous and I thank you for that. That is all uh that we that we have action on tonight. Uh our in our workshop uh our police chief uh advises that he we have two new officers uh who have attended the academy and and have been certified as officers and they will uh have begun as I understand already on on the job. Is that right, Chief?

10:32 – 11:24Speaker 1

Yes, sir. Okay. And then we got two more going to the academy and within Okay. So, if we get those two and keep everybody we've already got to that time, we'll just be three people short of on our uh full list of uh officers for our for our police department. I surely hope we're able to do that. Uh but uh we're we're glad to have our new folks. We're going to ask the chief to bring them the two new officers uh at at the second meeting this month so we can meet them and congratulate them and tell them we're happy for to be on our team so to speak. Is there anything else to come from from the council? All right. Hear nothing. We will stand ajourn.
