I think the time has arrived for our meeting. So I will call the February 17th, 2026 meeting of the Annoia City Council to order and ask if you will stand and join Councilman Powell as he leads us in the prayer and the pledge of allegiance. Join me as we pray. Almighty God, we thank you for your blessings upon the men and the women of the city of Andalusia that work so hard to make life better for all of our citizens. For this group of men, I pray that you would grant us wisdom and knowledge to be able to make good decisions to move our town forward in Jesus name. Amen.
Amen. Attention salute. Fliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. I want to welcome everyone to our meeting tonight and remind those who may be watching or listening that and remind everyone that we meet on the first and third Tuesdays of each month uh unless otherwise uh otherwise set at a different time u with the workshop starting upstairs at 5:30 and then the actual business meeting of the council here at six o'clock or as close as close to six as we can get it. Uh, our first item of business, and we got a very short agenda tonight, uh, is to approve the minutes of our last meeting. Do we have a motion to approve the la the minutes of the February 3rd meeting?
Mayor, I make a motion that we approve the minutes as presented of our regular meeting on February the 3rd. All right, we have a motion. Do we have a second? Yes, Mr. Mayor. I second that motion. All right, motion, a second to approve the minutes as presented. Any further discussion, questions or comments from the council hearing? None. All in favor of approval of the minutes, please indicate by raising your right hand and saying I. I.
I. Any oppose? The same. And the eyes are unanimous. And thank you for that. We have a guest with us tonight. Uh a very soon to be famous young lady uh in our midst. Mia Bumgardner is with us and of course she has achieved a a great achievement in her young life and I'm going to present her with a resolution or u down here I'm going to ask her to if she will come and join me down here at the podium and I'm going to read the resolution and present it to her at that time. of course.
All right, let me get this out where I can get in the light so I can read it. City of Andalusia resolution. Whereas Mia Bumgardner is a senior at Andalusia High School and whereas she has excelled academically and as a leader of her peers, currently serving as president of the National Honor Society and as the yearbook editor and whereas she excels as a senior company dancer for the Andalusia Ballet, balancing the discipline of daily training and demanding academic and extracurricular commitments and whereas she also serves as an ambassador for the city of Andalusia. And whereas Andalusia Area Chamber of Commerce Commerce recently named her student of the year and whereas she is uh Covenant County's current distinguished young woman. And whereas she recently represented Andalusia and Covenant County in the Alabama DYW Distinguished Young Women Competition and was selected as Alabama's distinguished young woman and whereas she will represent Andalusia, Covenant County, and Alabama in the national competition in June. Now therefore, be it resolved that I, Earl V. Johnson on behalf of the city of Andalusia, Alabama and all its citizens do hereby recognize Mia Bumgardner for her many achievements and and extend to her our congratulations for her success and best wishes uh in the mo the mobile competition. So, thank you so much or best wishes uh for the summer as well. And this is not in the agenda, but I know there are a bunch of smiling faces out there who are proud of her as they should be. So mayor, congratulations. [applause]

Our first item of business tonight uh is to appoint a voting delegate, first alternate voting delegate and a second alternate voting delegate for the Alabama League of M municipalities annual meeting to be held uh in July, I believe. Is it July? No, it's April. April, April, April. I'm sorry, I'm way off the point. April 28th through May 1st.
Okay. Uh, so I would ask Mr. Nicks if he would act as the voting voting delegate. Mr. Boswell if he'll act as the first alternate voting delegate and Mr. Mount if he would act as the second alter alternate voting delegate for the Alabama League of Municipalities meeting as we said to be held in April in Montgomery. Uh can we have a just a h hand vote for that for all these guys to serve us in in Montgomery? Thank you. You are so appointed. Thank you.
Okay. Uh next item is ordinance number 2026-01 which is our annual back to school sales tax holiday weekend. And this is this ordinance uh is something that we adopt every year to help our pe our citizens get ready for their school for their upcoming school year. Uh that that meeting, excuse me, that period would run from midnight July the 17th to midnight July the 19th. and that I can't tell you all what qualifies for for the sales tax being released, but the the merchants know what what you can purchase and get tax sales tax relief. So, I would ask that uh that we just uh or ordinarily when when we adopt an ordinance, we have a first reading of the ordinance and then we vote on it at the following meeting. But we all know we're going to vote for this because we do it every year and it's a good thing. So, I ask that we wave the rule uh and uh and just go ahead and adopt it tonight. To do that, we'll need a roll call vote that you agree to wave the rule so that we can vote on it tonight. So, uh Mr. Clerk, would you call the role?
Mayor Johnson? Yes. Mr. Nicks? Yes. Mr. Mount? Yes. Mr. Craig? Yes. Mr. Powell? Yes. All right, that is unanimous. So that the the rules have been uh relieved with respect to having to have a second reading so we can vote on it. So all in favor of of adopting this uh ordinance, please indicate by raising your right hand and saying I motion. Wait, you're right. We need a mo motion to second. We forgot to do that. We'll need a motion to adopt the resol adopt the ordinance. Mayor, I'll make uh a motion to adopt ordinance 2026-01 for the back to school sales tax holiday weekend. All right, Mr. Craig has made the motion. Do we have a second?
Second. Mr. Powell made a second. Any further discussion, questions, or comments from the council? Hearing none. All of in favor of adopting the ordinance, please indicate by raising your right hand and saying I. I. I. Any oppose the same sign? And it is carried unanimously. Uh that is all the business that we have on our agenda tonight. another short agenda, but probably the next one will be two or three pages long. So, you never know until we get the way business goes. So, otherwise, we will stand ajourned.
