Six yes votes. The motion carries. Thank you. We will now move to item two um for a staff presentation by Grace. Here we go. Good evening, Vice Chair Tran Martin and planning commissioners. I'm Grace Cho, senior planner. Allow me to introduce item number two, which is case number DEV2025-00004. This is involving a request for a conditional use permit to permit a community and religious assembly use within an existing 7500 square foot office building and a shared parking permit to provide off-site parking spaces. The subject property is located at 2544 West Woodland Drive. It's east of Magnolia Avenue and north of La Palma Avenue. The site is approximately half acre in size. seed church. The applicant and property owner is requesting a cup for religious assembly use and the site is outlined with a solid yellow line. The site outlined with the dashed yellow line is the location in which offshared offsite shared parking would be provided. This site is owned and operated by Mariners Church and its address is 2532 through 2540 West Woodland Drive. Both properties are located within the I industrial zone and designated for industrial land uses in the general plan. The surrounding land uses include industry and office uses to the north and east, industry and

development offices to the west and Mariners's church to the south. The next few slides will go over the proposal. Per the zoning code, community and assembly uses and industrial zones are subject to a conditional use permit. seed church. The applicant would use the building for two purposes as coded on the site plan on the right hand side of the screen. First, they would establish their administrative offices for church staff. This is the green area which designates office. Secondly, they'd like to establish an assembly space by converting about 2400 square feet of the office area into a multi-purpose room with seating capacity of up to 152 seats. This area is shaded in yellow. This site has a total of 27 parking spaces, four in the front portion of the property and 23 at the rear. Uniquely, this location would not be used for Sunday church services. Seed Church currently holds and will continue to hold their Sunday services in the city of La Palma at Kennedy High School's performing arts center, which allows the capacity needed for their congregation of over 500 adults. In terms of how the space operates, the office hours for seeds church staff members are include 15 and their hours would be from 8:00 a.m. to 5:00 p.m. Tuesday through Friday and occasionally occasionally on Saturdays based on the church's calendar and programming. The multi multi-purpose assembly area would be used for the church's non-s Sunday programming for senior meetings and youth and prayer groups on Wednesdays, Fridays, and Saturdays with the duration of the meeting shown on the screen here. All the assembly activities would be conducted indoors. The proposal also mentions a shared parking agreement. So to effectively

provide adequate parking spaces during certain assembly times, a shared parking agreement would be necessary to meet the parking demands. The adjacent properties have had a long-standing shared parking agreement per the conditional use permit that was established for the Mariners's church property. The agreement is amended to update the most recent property owners and refresh language for reciprocal use between two properties for specific times and days. In total, there would be 103 parking spaces. The shared parking agreement makes for most of each property's parking by sharing the spaces when needed for mutual benefit. So, what does this um assembly space require in terms of parking? So, a parking demand study is required for community and religious assembly uses. Um the applicant retains P2SK engineers to prepare the study analyzing office and assembly demand. Office was simply parked at the code requirements which is one or four spaces for every thousand square feet of office area. The assembly demand is based on attendance records and data from highest attended non- Sunday gatherings. And in this case that would be the Saturday morning prayer group of 120 attendees. Based on the data analyzed by the vehicle counts and attendance, 67 parking spaces are needed to accommodate 120 attendees. Tuesday, Thursday, Friday parking demands are met with the 27 parking spaces that are provided on the site. Wednesday, and Saturdays are the two days of the week in which off-site parking is anticipated and can be satisfied by that shared parking agreement, which yields 103 parking spaces. The next slide just includes a few images of the seed charge property. As you can see, it's a singlestory office building with the 27 parking spaces. The

front view shows the four spaces out front and then at the back of the rear view, it's 23 spaces. This item was duly noticed as required by code and staff did not receive any public comments. Staff evaluated the proposal and found that the requested religious assembly use meets all the required conditional use permit findings and that the site can appropriate appropriately accommodate the proposed use and would not result in adverse effects to the property or the general vicinity. Staff recommends that the planning commission determine that a class one existing facilities categorical exemption is the appropriate environmental determination. Uh staff would like to note for the record that the notice summary prepared for this item listed both class one and three for SQA exemptions and the staff report recommends one exemption as it is unnecessary to have both. Um staff supports the request and recommends approval of the application subject to the conditions of approval. That concludes my presentation and I have the um applicant representative Pastor Kan and Mr. Kim, the administrative director of Seed Church in the audience here today. Thank you.

So specifically the conditional use permit that was issued for the mariners's uh church property um their their usage does not coincide with the uh proposed schedule of seed church.
