SO IT'S A RESOLUTION DETERMINING

THAT THE CLEANUP AND REMEDIATION OF THE SITE RESTORATION ACTIVITIES AT 24 WILLOW STREET WILL NOT HAVE A SIGNIFICANT ADVERSE IMPACT ON THE ENVIRONMENT PURSUANT TO THE STATE ENVIRONMENTAL QUALITY REVIEW ACTS, SQAR. I ASKED MIKE TO SAY A COUPLE OF COMMENTS ABOUT THIS ONE AS WELL.

OKAY. THE RESOLUTION FOR THE PROJECT WE JUST MENTIONED IS PART OF THE PLANNING PROGRAM. WE HAVE TO COMPLETE A environmental quality review uh that was done in the form of a environmental assessment form for this is a type one action research requires a a close look and this project being a benefit essentially this is a negative declaration saying that no adverse impacts are expected thank you mike appreciate it

YES. STARTING THE EIGHTH OR NEXT WEEK, FIRST DAY OF SCHOOL, OFFICER JOSH HARMAN, WHO'S BEEN ASSIGNED TO THE SCHOOL THE LAST FEW YEARS, IS CONTINUING HIS POST And this is just an update in our agreement with the school district reflecting certain milestones in his career that he's hit, so there is a change in his pay. So they're compensating us at the rate in which we agreed upon in our contract.

Alderman Kiss-Demars. Yes. The city every year does micro enterprise small business grants through New York Housing and Community Renewal, Development Block Grant, and we receive the reimbursement. And so we are going to put that to use where it goes, or back where it goes.

I do want to talk a little bit at this point then about the micro enterprise program continuing. The county has approached us and offered to apply and administer the grants on the city's behalf. They have their own and they would do the same for the city. This was a labor intensive program for us. We employed a separate consultant to do this. The advantage of the county doing it is that they do have more resources available to them, but they will work with us to pick businesses, recruit businesses, et cetera. I think it's a real good opportunity to continue a program in a very professional way and also working with the county establish a stronger working relationship with their economic development partners.

Thank you. So as you can see, there is six quotes, seven quotes that were given out that our controller requested. And there was one individual that wrote back, Barney signed to me from Roswell for $12,500 for a design, for a sign up at the municipal golf course. So Barney's sign was the only one that submitted a bid. Mike Clark called him up, asked for details, specifications, and he found out that they are reputable. They're a good company. So this resolution will award them to go out to bid. And the next resolution is where the funding will come from. Okay.

THIS IS GRAY'S ROAD BLOCK MAYOR Anthony, negotiate a contract. The only thing I can tell you is this. On the back page, when you see the contract, where it's located, it's a five foot by five foot by five foot structure, and it tells you on the corner of the top stairs, where the corner of the bottom stairs, that's where they're going to place the Eagle, isn't there?

Right. Well, we've been down the site a few times, and this site was chosen as the best site for exposure of the of the sculpture, as well as keeping it away from the sidewalk. Everybody who comes into our city over that bridge that goes up Church Street or even takes a right onto Main Street will see the eagle. And so we needed to create an agreement with Cranesville similar to what we did with the CDTA bus stop not too long ago. THEY WANTED SOMETHING IN WRITING, SO THIS IS TO TAKE CARE OF THAT. WE WILL GET A SIGNATURE. I BELIEVE THIS SAYS THIS PERMITS ME TO GO TO GET AUTHORIZES ME TO GET A SIGNATURE.

NEW SPEAKER AND I DID ASK THE MAYOR AND THE CONTROLLER ON THE INDIVIDUAL BEING PAID. HIS NAME IS ANDREW BENSON. HE'S THE ONE THAT DESIGNED THE SCULPTURE FOR THE COST OF $20,000. So we had a free construction meeting for the golf course cart path paving project last week with the contractor, of course.

The foreman and golf pro himself and also a representative from Brightview. They expect to start about the middle of September. They're figuring one week of work. It may be two. I don't know. It's certainly weather dependent. We have a good plan in place now. Everybody knows what they're doing. So I'm confident it's going to go well. STRAIGHT PAVING CONTINUES, MILLING AND PAVING. OF COURSE, YOU SEE THAT. AND THAT WORK WILL CONTINUE FOR SEVERAL MORE WEEKS, PROBABLY THE MAJORITY OF THIS MONTH. I MENTIONED A COUPLE WEEKS AGO THAT THE SEWER IMPROVEMENT TO HENRIETTA HAS BEEN COMPLETED, AND IT WORKED WELL. joint venture between the city and the town of Curbs. You also heard me mention a couple of weeks ago that we had advertised bids for 21 lead service line replacements funded through CDBG. If you remember, these were income qualified. We may have a couple more we may be able to add to this project, but nevertheless, the four bids received our tabulated uh on my report uh marine contracting being the lowest at uh 291 600 and his numbers per unit were pretty consistent with what he did in a previous project oh four years ago now three years ago um we i believe we need uh HCR approval before we can award So I'm I expect to bring a recommendation to award with a resolution for you folks at the next meeting Sure How long is that money available?

You mean to the people if they decide they want to still apply well, we've got this project now, so this is the one that we did and

We weren't able to get all the money from the grant spent, and I think it ends at the end of this year. 26? Yeah. Okay. It may be longer than that, but this represented a one-year effort of trying to get people to apply for this grant.

All right. So they have until the end of the year to apply.

Also, city crews were working to clean up storm damage along Bunn Creek near Brookside. If you remember, a month ago or so, there was a torrential runoff down that street. There have been several clogs. We still have one to get done, but it took us a solid week of cleaning. One of the old bridge slabs that go into the back building i guess a former eddie rush company yes is uh is still plug rate solid and we have work and and part of it is structurally failed so we are going to be pulling that completely out there's still two other slabs just downstream to the one in question and those are clear those will remain um but if you see us over there more that's what's going on is that our crews doing that yeah that's what was causing that one creek too i see i see the back over there it plugged it it plugged that thing right solid right where that building is on the other side uh-huh yeah are you going to re put anything there well you got two right below it i'm just going to redirect if you're going to get So you've got basically three slabs, right? One is two foot higher than the other one. The upstream one is the one that's got to come out. Because the abutment wall on the far side of the creek has actually collapsed, and it's not supported by much. So we can't leave it there, because I'm afraid it's going to drop in the creek and clog the mess up further. Oh, and I'm always happy to pick questions.

How's the road program going?

What's going on? They will be obviously weather dependent, but they're expected back tomorrow. I know Sloan is targeted for tomorrow. That's probably a 700 ton effort, so that's going to be the better part of the day. pave that because it's 40 feet wide. And we have a bunch of other streets milled. All the streets that are milled presently, they want to get repaved by the end of the week. We all hate to leave milled streets in that condition for any longer than we have to because it just invites issues with raised manhole frames and other structures that are sticking up by a couple of inches. And then, but they still have quite a bit of work to do after that. I expect right now, at this rate, they'll be done right around the beginning of October. Thank you for taking care of that lady on Clisby.

Appreciate it. And Mike, we need to hit that parking lot that we paved up near the back of VETS. We're gonna do that too. Okay.

Because CDTA is changing their structure, is that affecting the Five Corners upgrade? I have not received word on that.

I'm still waiting for CDTA to give us the official announcement on how the flex system is going to work. But I have heard no word that it's going to have any impact on Church Street. i would expect that i don't expect it well and it's a funded project right it's a funded project and also it's a the schools are unaffected the school transport is going to be unaffected by the change in the route so they're still going to be running the same routes there so i don't see that being an impact on the church street project okay thank you yeah do you have anything jimmy do you have any

So that's basically what we're doing.

We had a small fire over the weekend on Valley View on Sunday. Homeowner was tending to some weeds around his house and was using a porch and the fire got in the house and got in the siding. Couldn't stop. They put it out. The house is definitely salvageable. The EMS division, you've maybe seen some people out in some red shirts that don't necessarily look like firemen. They've started up. This is the fourth week of operating on that. We had two days covered the first week, three the second, 4.75 the third. We got like three scheduled for this week, and then we're just getting more people signed up. It's been an adventure to get all the people that we interviewed signed up through their physical and clear employment screenings and then scheduled and working on the phase. But it's come together, and you'll just start seeing more of it.

Are there certain hours you're using them?

We're trying to do it every day. We're offering every day 12 hours, 0730 to 1930. So the first 12 hours.

So it's allowed us to actually cover a few more of the transports. I don't have any concrete numbers for you. It's going to be a couple months before the sun comes in for Berlin. But there was two EMS calls going on at the time that the fire came in. So one of the big trucks were free enough to go through fire right away even though the ambulance that had firefighters in it was still coming and then the one that had the ems personnel was answering calls so it's already doing what it's intended to do keep the free trucks the big trucks bigger for free from fire calls and not just ems if you guys have anything for um Code enforcement in your neighborhoods. We're trying to get a good push done before we lose our company.

One of the things that I'd like, I want to talk to the council about is going through your, just taking a picture of a home that's well cared for from each ward. I would like to start promoting those things, putting those online. We always hear of negative things, but each ward's got homeowners who really do beautiful things with their property. So if you each pick one, we'd love to feature it on our website and on Facebook to show people that throughout our city, people really do a nice job taking care of their homes. We have some long-time property owners who have tremendous pride in their properties. They don't get advertised because they're not the new owner. We want every ward to do it. We need to have every ward do that. I've got a fantastic one in mind. And I'd like to keep it going. I don't want to do it just once. It would be a nice feature.

One thing I will say, golf, we have a golf mission. Mondays, you tell me the nights. I know it's pizza night at the golf course. It's what's the Sunday? Sunday and Monday. It's been a huge success. Good. Just so you know. And the proceeds half is going to the foundation. Exactly. And the other half is going to Megan's golf house. And, of course, the last report was the foundation has raised over $12,000. He's doing fantastic. They are. He's doing fantastic. And they're going to use part of that to put rain covers on the remainder of some of the golf carts. More golf carts. More golf carts. It's a project that they use. And, Kelly, you had another successful Sunday. They were filming?

Oh, the family night. Yeah, I haven't been able to go to the other two.

the kids lessons though they did the junior clinic on the days that they were spiking the green so that they were closed to golf so they kind of let kids take over the course and um my husband went with the kids and said it was reminded him of you know and joe the pro used to do it and they really all did a great job so this project that they're doing up the golf course is for the kids and for the clubhouse and um

It's really been a success this year.

It's been a good summer. Very much appreciated. You're doing a great job. It's helping the course in several ways. It's really, really, really nice to see. It's not easy to do those things. It takes a lot of time and effort. And so I really appreciate that.

And I think next time we're going to meet, I was told today, Maybe next Wednesday was they're going to discuss winter activities. I don't know if you know that there at the Golf Commission meeting They're going to discuss winter activities.

we probably need to get their permission if we do that but but it's up to you know oh i would ask them I would ask the homeowner if they want their name. I don't know if you have to ask permission to get a picture because they're on Google. But at least just say this home is in the fourth ward.

And whereas the city has evaluated the condition of 24 Willow Street and determined that state grant assistance is necessary to undertake critical cleanup, environmental remediation and site recovery activities. And whereas New York State Homes and Community Renewal NYSHCR Office of Community Renewal administers the Community Development Block Grant CDBG program to assist local governments with neighborhood revitalization and slum and blight elimination. And whereas in accordance with CDBG program requirements, a public hearing was duly called notice and held on August 18th, 2026 to solicit citizen participation and public comments regarding the submission of the CDBG application for 24 Willow Street. Now, therefore be it resolved that the city council of the city of Amsterdam hereby fully supports and authorizes the submission of a CDBG application to the NYS HCR Office of Community Renewal for the cleanup and site improvement of 24 Willow Street, 55.8-1-19, and be it further resolved that the mayor or other designated municipal official is hereby authorized and directed to submit the application, execute grant agreements, and provide all understandings and assurances required in connection with the CDBG funding request.

Now, therefore, be it resolved by the Common Council of the City of Amsterdam as follows. Lead agency status. The Common Council hereby ratifies and confirms its designation as the lead agency for the environmental review of the proposed action pursuant to 6 NYCRR Part 617 as established in its meeting on July 7th. Determination of significance, negative declaration, Based upon its review of the Environmental Assessment Form and supporting criteria set forth in 6NYCRR617.7, the Common Council hereby determines that the proposed cleanup and site restoration at 24 Willow Street will not result in any significant adverse environmental impacts. Three, reason supporting determination. The reasons supporting this determination of non-significance are that the project will safely remove remaining blighted debris, stabilize the parcel adjacent to the Chukinunda Creek, and approve environmental and public safety conditions without causing significant adverse changes to air quality, water quality, noise levels, traffic, or aesthetic resources. Four. Notice of determination. The mayor is hereby authorized and directed to complete, sign, and file a negative declaration notice in accordance with 6 NYCRR Part 617 and to distribute copies as required by New York State law. Five, effective date this resolution shall take effect immediately upon adoption.

And whereas the lease agreement contemplates a five year duration commencing September 1st, 2026 at an annual cost to the city in the amount of $1. WITH THE AGREEMENT BEING SUBJECT TO CANCELLATION BY EITHER PARTY UPON 90 DAYS OF WRITTEN NOTICE.
