will be the announcement of the result results from the November 5th 2024 general election for the city council four-year term Travis terman with 1,680 votes and John McGee with 1,653 votes to seat for the four-year term The Alliance city council two years term was Jay Weiser with, 159 votes next up is the election of the president of the city council ex official mayor for the ballots have been included if the council please take your ballot oh sorry we're gonna swear in [Music] everybody okay so then can I have Jay Weis Travis terman and John McGee the front don't follow me [Music] so we're GNA go through the paragraph and you'll repeat after me if everybody will please raise their right hand I state your name do solemnly swear that I will support and defend the Constitution of the United States and the constitution of the state of Nebraska against all enemies foreign and [Music] domestic that I will bear truth faith and allegiance to the same that I take this obligation freely without any mental reservations or for purpose of evasion and that I will faithfully and

potential and become all you want it to be amen please rise for the pledge to the flag of the United States of America the for it stands one nation indivisible and justice for all for the Public's reference to copy the open means laws been posted on the northeast corner the audience area this posting complies with the requirements of the Nebraska legislature next item on the agenda is a recognition of councilman now former councilman Brian [Music] [Music] whereas Brian mnik has exemplified dedication and Leadership throughout nearly 10 years of service to the City of Alliance first is a planning commissioner from July 2015 through November 2016 and then as a city council member from December 6th 2016 through December 3rd 2024 and whereas Brian mnik has demonstrated strong leadership and dedication to community service during his tener by also serving as vice mayor from December 4th 2018 through May 16th 2023 and whereas Brian mik's leadership was also evident in ensuring Su transitions during Council reorganizations and fostering a Cooperative environment among council members and whereas Brian mik's efforts have supported the continuity of sound fiscal Management in City aligning with the council's long-term goal of maintaining stable property tax rates despite broader economic challenges and whereas Brian m is noted for his Common Sense approach to government with a focus on collaboration and encouraging
Community participation in the local government urging residents to engage actively in local government and even consider writing for office and whereas Brian mik's involvement with wal Miss contractors and Builders now into its third generation of mnic ownership and management being a Cornerstone amongst Alliance businesses and his personal commitment to project Excellence through his work athlete and dedication have made him a well respected member of the alliance community and whereas during this his tenure Brian mic's knowledge and experience in construction budgeting and economic development has contributed to the success of many other among many other projects the construction of the public transit and Public Works building renovation of the pillars and Sunken Gardens at Central Park Progressive Rehabilitation of the electrical system and also contributed to the economic growth and prosperity of the community in which we witnessed the relocation and expansion of Wesco bombars lowon Lumber and Carters as well as the addition of new hotels restaurants and gas stations among others now therefore I John McGee mayor of the city council of Alliance you hereby Proclaim Saturday December 7 2024 is Brian mik C in recognition of his outstanding contribution leadership and dedication to the City of Alliance and the alliance Community I urge all citizens to join me expressing our deepest gratitude and appreciation Brian mnik for his invaluable service and wish his continued success and fulfillment in all his F future endeavors [Applause] [Music]
thank [Music] youbody okay item C is a presentation by Clint Robinson learn to skate days there is okay bring abely if you come just state your name and your address thank you my name is CL Robinson [Music] so yeah um kind of big thing I'm new to town so about six months ago and I'm from Lami there we actually did a lot of stuff with the skate park and Activation so I've been looking to do that here found two local guys that are also looking to do that and we formed a group roll lines that way roll lines and so from there we've been looking to do events and to raise money to do addition on the skate park that being said email if be here guess I can start from the beginning of that your guys at skate park looks like was built in 2002 kayn reported here on concrete disciples that it was around $40,000 I don't know if that's you um we've been looking at adding some features to it and expanding that area a
little bit youve got a 5ot quarter pipe Kink box rail bank bank you have some um a pyramid and then you've got two two head at the skate park so um at larmy this guy Josh CER who actually met our group which was called the friends of the ly skate park we actually painted the skate park worked with the city department and that's actually this picture here that you see on this side before is actually the graffiti it was all in the skate park so there was a lot of people going and spray painting causing a lot of damage to the public property um Josh and I wanted to clean that space up make it inviting for kids because there a lot of kids your town doesn't have problem at the city park right now which is a great thing we have a huge advantage keep it going and keep it working nice keep everything positive there um in 2016 Josh and I he's actually very skilled at manufacturing like benches and stuff out a cement so we work to build Seven Elements I think it was around 1450 is what we had raised and we did all the work ourselves which was pretty handy because I think it would have been a lot more money um from there we kind of started doing we started learn skate days um trying to get kids to skate no kids showing up to the par and we want to them back that cure most sports seem to be very inclusive and include a lot of different people from different backgrounds so it was great to see so with that you can see kind of like these features on this page
here of course it wasn't just but we pement got it donated built all the forms P the part and things kind of I guess they just start to take off so we started raising a lot of money we asked to City for for matching they backed us we ended up doing Lear skate days and working with the recreation center to actually have Sun waivers have insurance policies in place so K got hurt City get much trouble so we got equipment we got helmets we followed all the city guidelines there and had a great success we were having was one Saturday every month and we're having about 10 to 15 kids showing up teaching how to skateboard eventually we opened it up till blading bicycling actually skate park used to be baned for B we got that open as well and you can see on the then the bigger things section here we were actually co-hosting um yoga classes to raise money for the skate park we were of course doing Lear skate days later on we were doing parties at the park and now they're actually doing skateboards with the recreation center so my hop and to kind of get that going and then this is actually the construction that came from that which is this full he we were actually skating it on the salvage yard in a salvage yard and they were like you can't be skating it so they called us and they actually don't even get to the park we had an engineering firm actually donate their time and we had a bunch of people putting place so it was actually pretty cool effort free from that full pipe we had a company called Dreamland Skate Parks come and they built this little b that
you can see at the bottom here they're the same guys that built forland skate park that but they built that Park and then from there we actually collaborated with local artists had them paint murals on it so we created something use but was also cre parks and engaging culture local culture um and Conor Mullen is actually a skate kind of harness that as well teing there we did another expansion have left the bigger that's down here in the bottom and that was a pretty hefty Hefty job same in the city so kind of what we're looking to do here is we're looking to build an interm skate park we're looking to use what we have and grow on that there's a lot of cement there very cement's very expensive so being able to expand on it is going to be our great Advantage as A50 200,000 to um we're also looking to do learn escap days collabora and hopefully cting with the city actually do the right way and using that money to help on the skate park if we get people to do donations um we're also planning on doing World Alliance camps so we were talking about it and there's actually a lot of kids here that want our bikes but maybe they don't have a bike seees town so we want to be able to do classes
there's also a great I mean it's a great P so we can even have like rollering events have scoter events so we really kind of want to do like an actual camp and serve the community whe that's UND served kids or just kids that are part of recreation centering during the summer and do something El so public resources teach to do something maybe to work maybe they down the street just so some of those objects just for reference we've got some smaller objects that skate park actually built you can see theot this page those are pretty intermediate I would say like you probably max out on them after four years so they're a great St for a lot of people years of age try toate or even younger um this back piece here is actually skate park and then this is Parker Colorado very serious um but yeah and then of course we have t in here and if you look at the very back page this is him and the group that got everything going the firstate said [Music] ex 50 by 80 that's what is wrot here
that's that's what has I don't know I don't know how much larger so I think part of it is adding a transitional like something that's scap here in in this closest one of the big things is adding something that you can attract people so there's a picture of the skate of part and bowl uhhuh is that what your intentions are the in there something a lot smaller than that like almost a full size like a [Music] small it the potential have competitions or is that I guess is would this be like too simple for competitions or I too easy for like the current skate par no adding your bow and you know adding on to it would that be would competitions be something along with the camps that
could be utilized to bring in tourism or have more intermediate type ramps um features are going to bring in people from out of town [Music] SK comp so we had quite a pretty big range of people and I mean that's part of that is building that culture over time then people together that are friends and night spending gas car that part of it is is huge and that was really for before we started had we [Music] didn't like a month ago and they had somebody set up a DJ stand playing Park people were hanging out and having a Time the city brought their Grill and we were eating cheeseburgers and hot dogs fun with your competitions are you going to have sponsors for your insurance or that going be sitting so that is something that I hear about trying to figure out I don't know how this works when it comes to getting insurance usually I would say usually the sponsoring entity provides a liability policy for wrer yeah and as it current currently
sits we no risk for anyone using theate but it is for risk management [Music] purposes to have you have to factor into your budget for the event I don't think they're really expensive to get those but it's something there's also another applying for a couple grants to get resources for engineers to be able to ATS and be a to certif them to them um also looking to get skark Developers we can do all day but it's not it's any and then also looking to raise Mone for actual equipment helmet skate to them where are you guys at on your formation of your group are you looking at like a nonprofit so we actually have the foundation that's supporting us um they have decided to support [Music] usful perfect good that was my concern is you're ask you're you're budgeting quite a significant amount of money so Crossing Lin we didn't want I starting a new entities is a lot harder than just using the existing one so that's that's great that our Foundation wants to support you abely super
experience any other questions for these gent your timeline you have 25 26 do you think it's feasible to get that much money donated and grants received in that time period to begin so the one thing I want to do is I want to be pretty aggressive with it um I think if we sit time then we won't until road so that's kind of why I pushed that up to be something more recent the other thing about it is that depending on how the pads look to an engineer um if they look great then we can start budget phases to the skate markes skate objects realistically may people see progress be generate more interest in support Yeah we actually we would do that with after we build a feature we do like a grand opening and it was a based skate so then everyone come next they with you wood3 [Music] sure Shannon yeah could you come up
sure hi hi yes ma'am have we so our park opened in 2002 is that correct yeah that sounds about right I had to look it up but yeah that sounds about right have we uh how is the overall structure facility is it still sound as far as I know yes we haven't had it evaluated we've done repairs on it through the replace panels those kinds of things um but as far as I know it's okay okay it's probably a real great idea to have it looked at and kind of decide where what what improvements could be made and what we can do differently do you feel there space exists at that location yeah L lake is a really good place for it it's pretty isolated um you know there's a lot of cover there's a lot of space up there um so I don't see any issues with the location now if they wanted to expand it I think there space with the exception of moving irrigation there's really not a lot of stuff in the way okay concerns thank youing the next presentation stage the next item on the agenda is the consent calendar the approval of minutes payroll claims and Council proceedings Cemetery certificates resolution number 24130 storm sewer jetting bid award resolution number 24131 Museum budget transfer resolution number 24132 wncc airport lease agreement resolution number 24133 airport seal coat project change order and resolution number 24-1 134 City Hall travel vehicle purchase Mr Mayor I make a motion that we approve the consent calendar a motion second a
motion is second is there any [Music] discussion cour call the council chman yes councilman liac yes councilman Weis gber yes vice mayor Mashburn yes and mayor McGee yes next item on the agenda is item e ordinance number 29 89 for a third reading chapter 25- 56 titled trucks ordinance number 2989 is before City Council on third and final reading which will amend and approve the City of Alliance Municipal Code chapter 2-56 titled trucks Mr may I make a motion that we approve ordinance number 2989 I second have a motion in a second is there any discussion read the ordinance by title ordinance number 2989 and ordinance of the City of Alliance amending Alliance Municipal Code sections 2656 to remove subsection C5 that allow Trust on restricted streets for legitimate business purposes not otherwise enum enumerated repealing existing provisions of the city code not consistent with this ordinance and providing for an effective date col councilman lip yes councilman Weber yes vice mayor Mashburn yes councilman terman yes and mayor mck [Music] yes adoption of ordinance number 29 2989 having been concurred by a majority of all members elected to the council I declared passed adopted and were published next item on the agenda is ordinance 2991 on third reading it is before City counc third and final reading which will amend and approve
City of Alliance Municipal Code chap 26- 131 and 26132 titled trailers and recre Recreation vehicles storage and continuous parking Mr Mayor making a motion to approve ordinance 2991 that motion is second read the ordinance by Tri please ordinance number 2991 and ordinance of the City of Alliance Nebraska amending Alliance Municipal of sections 26131 and 26132 to restrict parking trailers and other vehicle on way for longer than 24 hours to Define terms used in the code section and to revise conflicting code sections repealing existing provisions of the city code not consistent with this ordinance and providing for an effective date like to make a motion that there be an amendment to the ordinance under 20 section 26-1 132 to strike paragraph a which currently reads for all parking spaces Lots stalls streets and avenues not otherwise addressed by this article no person shall Park any vehicle or motorcycle in the same stall or location continuously for a period in excess of seven days I think we discussed a little bit with Chief L and city manager it probably would never be enforced um it's very hard to Det whether something has been sitting there for seven days the the next paragraph addresses vehicles that aren't licensed or not operable I think that's the the bigger concern so amendment is to restrike paragraph a from the a motion to do that motion second so you want to call any discussion on
