I call to order the meeting of the Allen Planning and Zoning Commission for Tuesday, August 18th. We do have a quorum present, and the next thing on the agenda is the Pledge of Allegiance, so please stand with me.

Next for our regular agenda is item 4.1, consider a request for a general development plan for East Allen Retail Center, being 11.087 plus or minus acres in the Whitsall Fisher Survey, abstract 323, generally located at the northwest corner of Angel Parkway and Main Street, also known as East Allen Retail Center. Ms. Monk.
Good evening, first vice chair and members of the commission. Here is the request as stated. Here's the location map. The Red Star identifies the approximate location of the subject property. It's located west of Angel Parkway and north of Main Street. Here's the zoning map. The subject property is Zone PD42 with the base zoning of Shopping Center. And properties to the north and the west are Zone R7, developed with single family homes. And to the east across Angel Parkway is City of Lucas. And to the south across Main Street is Zone PD44 with the base zoning of Shopping Center. And it is currently unimproved. Here is the overall development process, which generally starts with zoning, and then it continues all the way to building plan. In this case, the zoning is already in place for this project. All the uses are allowed by Wright and Shopping Center. So the next step would be general development plan, which we have not received one in several years. A GDP generally establishes the framework. The applicant is proposing five lots, and it would help us understand to make sure it meets the subdivision requirements. And if approved by the commission, it will move forward to preliminary site plan all the way to building permit. Here is the general development plan outlined in red and it shows five lots and all of the uses are generally retail, grocery store, restaurant use which are allowed by right and shopping center. And there's two access points proposed along Main Street and two along Angel Parkway. This will be built in phases. There's currently still conversations with the applicant as to how the phasing would work. And that is why the general development plan is being presented tonight to help us understand the subdivision regulations, which includes the access point, the fire lane location, the lot configuration. If approved by the commission, the applicant will submit individual site plans for each lot. And once we review the details, the building and parking configuration may change. but the overall framework will remain the same. And here's just a breakdown of all the five lots, which includes restaurant with drive-through, grocery, retail, store. All those uses are allowed by right. And here's just a summary. A GDP provides the overall framework of the site, and it ensures that access points, lot size, configuration will work to meet the subdivision regulations of the ALDC. And approved by the Planning and Sending Commission, the applicant will provide a preliminary plat and site plan for the individual lots. And staff recommends approval of this request. I'd be happy to answer any questions.

Yeah, I actually have two. One is a question, one is just kind of curiosity. I've looked at the plans, and I know you said each one will be resubmitted as a preliminary plan once we get further along with the development. But right now I'm just looking at the grease traps on the grocer, the retail, and the lot one restaurant. They seem relatively close to the border. Is that something we can work with a developer and see if there's a better place or maybe a little further distance from their neighborhoods? I know grease traps can be a little messy, a little stinky. They kind of attract critters. So I was just wondering if it's something we can move forward that we can look at and suggest maybe better locations or further away from the neighborhood.
certainly um so this general development plan is just giving us an idea of the overall site when the applicant does submit the individual site plan we can certainly take a closer look and i know that our environmental health division also looks at those very closely
right and it's and we probably won't from my understanding we really won't see this next time right once it gets past this commission at this point it becomes staff to approve is that right yes as long as they meet all the aldc requirements so it felt like this was the only chance that i would have to say that looked a little close to the neighborhood so maybe something to work with them on And then the last thing was that, as you know, the L and USA celebration is a big deal. And this is the exit out of the area. It goes right along this intersection. Something that the developer should probably know about that, you know, I don't know how they handle the traffic, but it's kind of bedlam in that corner. So just something to keep in mind on how it's closed off or how the city will manage the traffic. from normal number of cities of people around town and walking to that to that celebration so it's something to keep in mind that this is a very busy at least at least for that one saturday on june so um but those were the things i had thanks i had a question um
You mentioned that the building configuration and the parking may change as it develops. Do you anticipate the access point, the two access on the east and south side may change as well, or those are fixed?
Those access points will remain there.

Any other questions or comments? I do have a couple of comments slash questions. I know Technically outside of the lot it shows some deceleration lanes as well on Main Street primarily and also the eastbound Main Street appears to have a current median that they may cut through is that part of One of the subsequent steps when you as the applicant moves forward with various platting and things like that. Yes Okay yeah and it will be interesting to you know i know one of the things that we've had you guys do because since we don't see plats past this is for just updates and so that it'll be nice to see how this one changes over time um but i like the fact that they've got you know two entry points on the east and two on the south And they're far enough away that they shouldn't impede traffic. The deceleration lane going west will definitely help. And I did notice that there is a masonry fence all the way around. So that will be a change for the neighborhood. But that is expected with the commercial corner here. So that's pretty much all the comments I have.
I have one question. Are you gonna do a traffic study for this?
Yes, I believe there might have been one completed that engineering has looked at, but there will be one that, once it comes in for engineering review, they will revisit that again.
Okay, so the traffic study is recent, not from the previous?
It may have been done a while ago, but for sure it will be reviewed when it comes in for site plan and civils.
