Okay, I'd like to welcome everybody to the City of Allen Planning and Zoning Commission regular meeting Tuesday, June 2nd, 2026. Call the meeting to order and announce that we do have a quorum present. If everyone will please rise and join me in the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Okay, the first item on the agenda is the consent agenda, which is approved by a single majority vote. If any commissioners wish to discuss an item separately. If not, may I please have a motion?

Next item on the agenda is to conduct a public hearing and consider a request for a specific use permit authorizing a gymnastics or sports training facility used for a 6,500 plus or minus square foot portion of a building located on Lot 1A, Block 1, Enterprises Edition Number 2, commonly known as 105 West Bethany Drive, Suite 130, also known as Dynamite Performance Golf. Here to present for staff is Mr. Bekluff.
Thank you, Chair, Vice Chair, members of the Commission. Feels good to be back, it's been a while. Okay, so starting off with the usual, this is the request that was just read into the record and you can see the property in question here is indicated by the yellow star on the south end of the city. More precisely, you can see the property outlined in red. It's currently zoned light commercial. And you can see to the north, there is a multitude of zoning districts. There's PD 68 corridor commercial, PD 143 light industrial, PD 15 light industrial, and just straight zoned light industrial. To the east and to the south are light industrial straight zoned, and the same goes for on the west side. And that C means conditional. There is a tiny little condition to the LDC that's irrelevant to the case. That's straight zoned. So into the request itself, it's fairly simple. It's just a specific use permit for a gymnastic and sports training facility use located in the light industrial zone. The ALDC does require that specific use to obtain a specific use permit for purposes of parking to make sure that it's not going to be Normally, light industrial zoning districts, they could include warehouses which don't really have a very strict parking ratio. So you may find a light industrial zoning district with not a lot of parking offer. And gymnastics sports training facilities normally will have a stricter parking ratio. However, this is not the case with this particular property as it does offer over 300 parking spaces and the current uses there are just an office showroom warehouse which don't really have much of a very tight ratio to work with, leaving the applicant here with plenty of parking to work with. Not to mention that The property here, the applicant is actually only using a tiny sliver, 6,500 square feet out of 250 square feet available in the whole building. This is a aerial of the property in question. You can see there the yellow box is roughly where the applicant will be located. Again, it's a very, very tiny portion and I want to just reiterate that the building has ample parking for all the uses currently there. That being said, staff does recommend approval. I had a comment. I appreciate the graphic you showed that shows the space percentages, you know, because one of my concerns was non-light industrial use in a light industrial space. As you all will recall when we were talking about approval of Platts, we've all talked about the desire to have updates on development in the city. And here to present for staff is Mr. Tennant. Thank you, Mr. Chair.
Good evening. Jeremy tenant assistant director here for the city of Allen. Wanted to give you a little update of everything that's occurred, not just in the last quarter, cause there's been a lot of things that have occurred, So this is going to actually take place through the process of January to now, roughly, just to kind of give you a timestamp of what's been occurring. As you all know, this basically is going to be a very limited conversation. We're not going to get into anything that you guys have basically approved in the past, because you've already approved it, so you're aware of it. Nor will we get into any cases until later tonight, because, again, you want to be able to hear those cases in this time. in that time in that segment so that we can make your decision at that juncture so as you see from this particular slide right here we're going to basically highlight some current developments that are occurring in the city uh we're also going to um focus on two specific ones as mentioned earlier by mr chair we're going to talk about some of the plat we're going to identify the plus excuse me and then going to more discussion about some of the um site plans that staff has had the opportunity to work with uh, different, um, individuals with it to bring them into fruition with here in the city or in a process thereof, bring it here into fruition of the city. All right. As you all are aware, and your infinite wisdom and also councils because of the notification requirements that have been put to, uh, most of this, well, all the cities here in Texas, uh, by the state, it became a little bit unbear, unbear, unbearing, if you will, to basically kind of beat those deadlines without having certain, um, permissions or requests, if you will, from applicants. So as a way of being more user friendly, as they say, or customer service friendly, you guys basically allow staff to be able to take those cases or take those cases and make them more internal so that way we can actually review those and actually take that process So to date, we have actually filed seven plaques of the county. Those seven would have gone through you, but because of everything that went through, and again, your wisdom and council's wisdom, and because of the ordinance that was assigned into the law here in the city, 4195.12-25, those 12 plaques have been reviewed by staff and also by the TRC. I've been vetted, and they are basically going, they've been approved by council. I mean, they've gone to counties, excuse me, filed by county. As you see spread throughout the chart, we have a lot within the central area. Along 75, we've got some to the east along Main slash McDermott, and we also have two along 121. And one of the other things we want to talk about today is the site plans. Just in case anybody's not familiar with site plans, site plans are basically what we utilize to kind of identify what's going on the ground. And also there are certain aspects where things have to be amended to fit within the requirements of the ALDC. So we basically look at all those situations where if it's something that has ground up, if you will, like majority of things are going along 121 or if there's something that's already being built or if there's a transformer or something that's going to change the land potentially so that way we can ensure that there's no setback issues that they're adding once they're building. We basically review those with the other TRC members as well to ensure that everything meets the requirements of the ALDC. Just kind of give you a little background or briefing on that just in case there's any loss in their regard. So we've had 18 since January. Six site plans that we've been reviewing and also 12 site plan amendments in that juncture. As you see, the four that we have on the page are the ones we're going to kind of get into a little bit more in depth because there are some of the exciting things that have come into the city. We want to make sure that you're aware of it as well. Allen Place Business Center. This is a property that's located along the 75 north of Millennium. If you're very familiar with any of the restaurants in our city, Matt Rancho is right directly to the north of that. as long as the hotel and Butler is the bounding street in a particular area. This is 89,000 square feet of warehouse and office space. This is a vacant property that will be a stick-up property. Staff has been working with this applicant, and it was approved on April 17th of this year, and this will be going through the process later on of actually going through the building process. Next one we'd like to focus on is the Custer 121 Retail. This is the area that is along 121. The major streets to the east of it would be Custer. This is also north of Rowlett and Painted Trail, the little area where the townhouses are. It just kind of gets you a placement on it. This includes, we basically worked with the applicant to finalize this on April 17th as well, of 2026. One of the things that we actually worked with this applicant is to actually put an awning between the two commercial entities so that way there's a pedestrian place in the middle, so that way they can have that as a quote-unquote sense of place, if you will, for people to enjoy or have leisure at. So certain things that we have that we're trying to make sure that we beautify the new properties that are coming within the city. Next thing we want to look at specifically is the High Five at Allen. This is a project that came to staff back in 2022. It was approved, but it basically went beyond its time for development, so it had to come back to us again. We're in the process of reviewing it right now. It looks like there's no substantial changes. which is great because now they can basically just go ahead and build this indoor commercial amusement use for, and if you're not familiar with the High Five concept, there's one in Austin, axe throwing, bowling, things of that nature, so it kind of adds to the entertainment value along the 121 corridor. And this is in the form, excuse me, I should have mentioned that, just in the aspect, so it's in the form. Last but not least, we wanted to kind of briefly discuss the site plan that we're looking at at the Sloan's Corners West. Sloan's Corner, this is north of Ridgeview. It's also east of Chelsea, south of 121. This is the first phase of large development that's occurring not just in Allen but also in Fairview. But on this side, on the Allen side, The first part that has been built has been the residential. They built those two structures, and they're also working on the commercial, two commercial structures as well. One of those is actually going to finish out and should be hopefully finished pretty soon. And I know you may be thinking to yourself, man, Jeremy, thank you very much for presenting this to me tonight, but how can I know what's happening in the city just at my willy so that way I can understand what's occurring? I basically have to give a shout out to not the best GIS team, but the best GIS team here that we have in the city of Allen because they helped our staff to basically be able to place any upcoming development plans or ones that we're currently working on. We actually have a website here in the city of Allen. If you're not familiar with it, and you guys may be familiar with it, but for those that are listening to me in the interwebs, please be aware that you can also look up the development that's occurring here in the city of Allen by basically the easiest way is going through our GIS website. And if you can see this, if you go to our main website, you can go to Departments, scroll to GIS. And then once you go to GIS, you can click on all of the City of Allen's maps, GIS maps. And after that, you can go to the Allen Current Development, which is highlighted in yellow on the portion of the screen to your left that you will The zigzag did not work properly, as I was illustrating it. But, yeah, so that right there, you'll actually see the map, which will basically inform you of not just what's occurring, but also the planner as well. So that way you can actually be able to ask questions of staff, because, again, we're here to help educate and inform the citizens of what's occurring, and we'll be happy to do that at any juncture that they may have. I really appreciate being able to come back and doing that. It kind of helps fill in the puzzle pieces. And as we start to, as land starts to get developed and infill and things like that, it's kind of good to know what's going on overall the entire part of this higher city as a whole to look at. Because what that allows us to do is understand how things are going to be placed together. So if there is a concern about traffic or the concern about Something else in zoning we understand what the neighbors are what's what was done on the other side of the city and how that? Was solved so it's good to know Kind of the overall the only thing I on this one would be I know you were Probably you maybe have to be sensitive about some of the the neighbors But I know some of the plate put the properties you showed it would help if you can give a little bit Understanding of what's next to it like in the farm? Okay, kind of like do I know that's a head that's just north of farm one You know the building and there's other places in there so when you show pictures or maps just a quick overview of other things around it could be helpful if we're not familiar and I think most of us hit the websites and go out and look, but I think that could be helpful. But other than that, I really appreciate you coming and doing this.
