Here. So our study session is to review and discuss, looking forward, with our council for our confidential plan. I'm sure that being said, I will turn it over to our sitting manager, Dr. Theriault.

Thank you, Mayor and Council. As you recall, pre-admission, we are at the special qualifications for the consultant to help us with our comprehensive plan update, as well as the housing assessments. That was the issue. We received four responses. The review committee was composed of myself, Debbie Kelly. Council member, Tim Stewart, who's also on the DDA. Kristen Trout Edwards from the land bank and myself. And we did meet two of them, Lieutenant and Second Grader. After the scoring was conducted, there was unanimous decision to recommend to the council for the approval of the proposal. And I believe they have representatives here to give us a presentation of the proposal on your consideration.

Hi, we appreciate you having us here today. My name is Lauren Sayre and I will be the project manager, so the point of contact for the City of Albion and I'm joined by my colleague Alexis.

Hi, my name is Alexis Ferro Rodriguez. I'm working with Lauren as the housing specialist for the comprehensive plan.

We're really excited to have the recommendation of the selection committee. We're looking forward to working with the community council planning Commission on establishing a vision just for the next five years but hopefully i have 10 20 30. um so we're happy to answer any questions you might have if you looked at the proposal uh yeah any questions in regards to materials that were are they your packet

I have a question for us.

Is this in our next year's budget?

$67,000.

To be in this year's budget, we knew this was coming up, but I don't know.

It has not been included in the budget that was proposed to you at the beginning of the year. However, we're expecting approximately $40,000 to be received from the redevelopment. Maybe from the beginning of the year.

Again, it's not a question, but with your concurrence, I just thought it might be good to bring everybody up a little bit to speed on how we've gone about even though I have labored some bit. So briefly, we reviewed a proposal. There was one that we just kind of ran away. And there were rumors that the malls would be very professional. We had a response from someone who did our last plan, our last strategic plan. And then we got a proposal from a staff member who was representing what they're here to do. And recently, they had engaged with the CAF for a different purpose related, but different. And we got an appointment on that one. And so after discussion, our group was pretty unanimous that we would have the two leaders in for an interview. And it was done virtually just last week. And I will say that both the vendors cared themselves very well. They would have probably done a good job for us. I hope I'm relaying the sentiment pretty well, but our whole team felt like the mechanic team carried themselves a lot more with a lot more confidence and they had really great and relevant experiences, including experiences in our region. And we just, we all felt to be, we came together, we didn't, We know that we all felt the same way, but we all felt like they got it, albeit it was looking for better than the other models. And the prices were very close. The asset market was slightly more, but it was so close it was negligible. And so that's part of what brought up this recommendation. I will say personally that I thought the team that they presented to us on the call was fantastic. I brought a lot of different viewpoints, which I appreciated because at Albion, I think one of the things we need is a lot of different viewpoints. So I think they have a lot of experience, and I think I have a high level of confidence going in.

Would you please try to explain

to people who are watching online as well as sitting here in the gallery like what is the time frame that you're looking in regards more completed yeah so um i don't think we formally established a kickoff uh we're still working on negotiating of course but uh and again pending council's recommendation to approve mckenna but uh from kickoff we're proposing a nine-month total timeline. And so two of those months are the 63 day comment period where the public has the plan for our plan available and can review and comment, but we'd be looking at nine months from the initiation.

And initial kickoff will to the record. You're hoping to have that happen?

Actually, that was that was the one identified in the in the RFP, but I think we'd probably be targeting you know, end of July is my guess. But we would also expect a really engagement-heavy summer, especially kind of working with some of the events that Albion's already hosting and trying to capture some people who might not typically want to or have time to go to a formal public meeting or something of that sort.

It's probably worth mentioning this proposal was very heavily weighted towards the public engagement part. We wanted to get as many voices as possible. And I just want to mention that their approach includes online engagement, two public workshops, two pop-ups, three focus groups, and one joint strategic session, and a virtual stakeholder interview. So it's very robust, and that was one of the things that appealed to us. working with the DBA on their historic plan. So they'll also be able to leverage those insights into the plan.

Debbie, did you have any insight as another of the?

I was just really impressed because they have Alexis, who's the housing specialist, which is a big concern for us here in Alabama. It's our housing issues. The presentation was very well organized and I love attention to detail for presentations. It's very clear what their goals were, what their plans were for the community, which I really appreciated. It was well-written, well-organized. And their presentation, I know this sounds silly, but it gives you a warm, fuzzy feeling because it's very personal. It's very heavily, it was saturated with photos of Albion, information about Albion. It was almost like they had already partied on a team. And so I just, I really appreciated that personal touch. And the others seemed kind of high-level. The other seemed like, oh, you guys know what we do, so we don't have to explain it kind of thing. That's what I felt. But this one just was top-notch. So I had no doubt that I wanted, that was my number one choice.

All right. So moving on to other items we have on the Subregular Council agenda. We will be... Discussing resolutions 2026-31. Okay. So, in the packet we start off with resolution 2036-37. Johnson Street to Ms. Vera Simpson Way. We have been approached by members of the community garden to honor Ms. Simpson because of her work that she has done in that neighborhood, you know, starting with community of life space to her own, you know, makeshift garden by teaching It's how to grow food, cook food. And so we definitely feel that this is a great way to honor this woman that has done so much for the health of the community. So we work with community partners to figure out the best way forward, whether or not we can change the street or just go to the funerary. But as people, there are residents on that road, it's easier. just to give it an under meaning. So if we move forward with observing, then we will work with a direct return, make sure we get signage, get that up with reformer. Do we have any questions? Next one we asked to approve Resolution 2638. or has a plan, which we just heard from. Will we ask you to approve Resolution 202631 for the proposed and valid language? This is something that Councilman Williams had requested we have on the agenda. Councilman Williams, can you?

Thank you, Mary. So if you guys remember a couple weeks ago, to amend the city charter for the requirement to become a city member. Basically, change the requirement from a master's degree to 10 years of public admin experience, a bachelor's degree in public administration or related field. And I think in a way we kind of did a 180 instead of maybe encompassing more people as we intended to. I do think the 10 years of experience of the bachelors degree did broaden the possible candidate pool, but I think it also limited it in a certain way. Those former applicants who had applied with a master's degree and maybe a little bit less than 10 years service, they no longer get considered at all. Looking at the field for city managers and the difficulty that we had in the search process and trying to find someone for the role the last time, I think looking forward, not that we're looking to replace anybody anytime soon. We've just got Cheryl here. Thank you, Cheryl. But after she decides to retire, we may be looking at a different landscape. One that doesn't encompass or include the current candidate pool with the experience that they may have and may have to look for some younger talent. Meaning maybe slightly less experienced time. Not to say that they're not as good or don't have the potential, but we're changing ballot language. I mean, we're changing charter language and we have to look at the future and what this may do for us. I just don't want us to cuff ourselves to something that we may not be able to fulfill on board with. So just looking to expand the language a little bit so that we can hit our target. And I'm welcome to any discussion around that. The suggestion is a master's degree in public admin, public policy, public affairs, business admin, or related field. And at least three years of increasingly responsible appointment. or administrative experience in local government or public administration. I know the three years may make the hair on the back of our legs cross a little bit. So five years experience and a master's degree. Something that would encompass those people who did take the initiative to go out and get their further education. which, like I said, if they're at seven, eight years, we can't even look at under our current, well, what's already been voted on. So I just want to see if we want to expand that or not. Now in the document, I also had a bachelor's degree in public admin, public policy, public affairs, business admin, or a related field, and at least five years of increasing. an increasingly responsible experience to the guys. And I'd like to talk about it to see if what the feedback is. Stay where we're at. You know, that's one thing. But if we decide to expand it, you know, maybe we widen the pool a little bit for campus. Carter?
