Social Services Agency - Approve the following recommendations:
A. Authorize the use of Alameda County Social Services Agency funds, in an amount not to exceed $20,000, in Fiscal Year (FY) 2026-2027, for Workforce Education and Training for an Adult and Aging Services Graduate Student Intern Stipend Program, subject to annual reauthorization by your Board, contingent upon availability of funds; B. Authorize travel and mileage reimbursement for County interns participating in the Adult and Aging Services Graduate Student Intern Program, in an amount not to exceed $3,000, in FY 2026-2027, for activities directly related to their internship responsibilities, including but not limited to home visits, community visits, conferences, trainings, and required meetings; C. A. Accept the Substance Abuse and Mental Health Services Administration Community Mental Health Services Block Grant one-time supplemental funding from the U.S. Department of Health and Human Services to establish or expand community-based systems of care for providing mental health services to individuals with Serious Mental Illness, for the period of 7/1/25 - 6/30/26, increasing the amount from $1,518,818 to $1,653,218 ($134,400 increase); B. Approve Amendment No. 2 to the agreement (Master Contract No. 900709; Procurement Contract No. 27978) with Felton Institute (Principal: Al Gilbert; Location: Alameda) to support their First Episode of Psychosis program, with no change in the contract period of 7/1/25 - 6/30/26, increasing the amount from $4,680,061 to $4,814,461 ($134,400 increase); C. Adopt a Resolution to waive the County's competitive procurement process for Felton Institute's First Episode of Psychosis program; and D. A. Approve the second Amendment (Agreement No. 23-78018-000-A2) to the Standard Agreement (Agreement No. 23-78018-000-A1) with the California Department of State Hospitals (Principal: Erlynn Cardenas-Jackson; Location: Sacramento) to authorize the Alameda County Health, Behavioral Health Department to claim reimbursement for newly offered service to Conditional Release Program clients requiring sex offender treatment services for the two-year contract, for the period of 7/1/25 - 6/30/27; and B. Delegate authority to the Director, or designee, to sign the amendment as instructed by the California Department of State Hospitals, with prior review and approval as to form by County Counsel, and submit fully executed amendments to the Clerk of the Board - CAO Recommends: Approve

Approve amendments to the following Standard Services Agreements to provide housing assistance support services to justice-involved adults with serious mental illness and/or substance use disorders, retroactively extending the term by an additional four months from 3/2/23 - 3/1/26 to 6/30/26: i. Amendment 1 to the Agreement (Procurement Contract No. 24899) with Bay Area Community Services, Inc. (Principal: Jamie Almanza; Location: Oakland) increasing the amount from $806,026 to $841,026 ($35,000 increase); ii. Amendment 1 to the Agreement (Procurement Contract No. 24898) with Roots Community Health Center (Principal: Noha Aboelata; Location: Oakland) increasing the amount from $522,879 to $557,879 ($35,000 increase); B. Alameda County Health - Approve the following recommendations:
A. Approve two Fiscal Year 2025-2026 Enhancing Vision 2036 Fund allocations, totaling $49,000, from District 5 to the following providers: i. Hillside Association of Berkeley, dba Berkeley FireSafe Council (Principal: Henry DeNero; Location: Berkeley) to protect Berkeley from the catastrophic effects of wildfire, for the retroactive term of 3/1/26 - 2/28/27, in an amount not to exceed $24,500; ii. Oakland FireSafe Council (Principal: Doug Mosher; Location: Oakland) to implement wildfire resilience programs for Oakland and Alameda County residents, for the retroactive term of 3/1/26 - 2/28/27, in an amount not to exceed $24,500; B. Authorize the issuance of Purchase Orders pursuant to the allocations in Recommendation A, each including a written scope of services with payment terms and instructions for Results-Based Accountability outcomes reporting; C. Alameda County Health - Approve the following recommendations:
A. Approve an allocation of Measure A health care services discretionary funds from Supervisory District 2, in the amount of $5,000, to provide public health services to low income and/or are CalWORKs child care programs recipients; B. Authorize the Auditor-Controller to issue payment through Direct Claim, in the amount of $5,000, to Community Child Care Council for the Annual Free Children's Fair on 5/16/26, upon receipt of invoice and proof of services using Measure A health care services discretionary funds from Supervisory District 2; and C. Waive the County's competitive procurement process for the Community Child Care Council with respect to this payment - CAO Recommends: Approve - (4/5 Vote)
Alameda County Health - Approve the following recommendations:
A. Approve a Fiscal Year 2025-2026 Enhancing Vision 2036 Fund allocation from District 4 to Healthy Communities Inc., in an amount not to exceed $50,000; B. Approve the Standard Services Agreement (Procurement Contract No. 29819) with Healthy Communities Inc. (Principal: Raymond E. Lankford; Location: Oakland) to provide referrals for housing, medical and behavioral health care, and supportive services to individuals at risk of or currently experiencing homelessness, for the retroactive term of 2/1/26 - 7/31/26, in an amount not to exceed $50,000; C. Waive the County's competitive procurement process for Healthy Communities Inc. with respect to this contract; and D. Authorize the Auditor-Controller to increase appropriation by $50,000, with offsetting revenue from the Enhancing Vision 2036 Fund allocation from District 4 - CAO Recommends: Approve - (4/5 Vote)
Alameda County Health - Approve the following recommendations:
A. Approve a Fiscal Year 2025-2026 Enhancing Vision 2036 Fund allocation from District 5 to Youth ALIVE, in an amount not to exceed $50,000; B. Approve the Standard Services Agreement (Procurement Contract No. 29880) with Youth ALIVE (Principal: Joseph Griffin; Location: Oakland) to provide community-based violence intervention services for survivors of violent injury, for the retroactive term of 1/1/26 - 12/31/26, in an amount not to exceed $50,000; C.
