I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.
Thank you. First, I'm so excited about the PRAs and business days instead of having dealt with them for many years.
I'm sure the city clerk is extremely happy. It is. Yeah, it's about time. Question regarding cleaner energy projects. the high costing of utility rates on the consumers. Has anything been submitted or looked at or pushed back in regards to that topic? I noticed they talked about water in here, but nothing about cleaner energy and subsidizing, helping with utilities.
Thank you. Well, hopefully that's assuming they're able to balance the budget and not overspend, that they can offer the consumers some additional funds. Thank you.
Well, obviously, this event was a huge success. Is there a possibility that could be done twice a year so we can allow more? It's a lot of work, I know. But obviously, it sounds like there's a high demand and something maybe to consider in the future.
Hopefully they're listening and they can discuss it at their next meeting.

Thank you for that explanation. And yes, I think it's important that the senders have to clarify it's for agenda item 15 or agenda item for Tuesday and give the date definitely to make it much more easier for staff to identify what to send to the city clerk's office. But I know there's a lot of folks that don't go on the e-comments and even though we implemented this many, many years ago. But I would really appreciate looking at Glendale and Pasadena.
Okay. I'll bring that up later, but also we'll talk about the e-commons and my request later to identify what it actually can have as an attachment or not. Thank you. Let me see if I'm done with the... Yes, I think the other items we'll be discussing on the agenda. Thank you.

Okay, so it's been looked at and addressed and it's back with the airport authority attorney or the authority itself. For follow-up on the items the commissioners requested from their own staff.
I'm going to move to approve the consent calendar as presented. But if it's possible, if our fire chief is here, that could give us a really quick update about this wonderful $468,000 grant that we received. Because I know it takes a lot of work and that's a lot of money you got.
Thank you so much for the update, and that's why I wanted the community to hear from you and know how important. I mean, $468,000 is a lot of money, and it keeps our program going. And I hope they're able to do it every other year, every couple of years, so you can get the funds.
So I do have a motion, but it hasn't been seconded.
Thank you, and thank you for applying, and hopefully next time we'll see you back again. I just want to have a request for those that did not get appointed tonight to please, when you apply again in the future, to contact council in advance, email us. We love talking to you on the phone or having one-on-one meeting. so we can learn about you more in advance instead of just here at the chamber. It gives us an opportunity to learn more about you. And so next time, give us a call or an email, and we're happy to meet and talk to you. Thank you.
I comes with a race or something Thank you for that information and councilmember Anthony. Thank you for asking the question because As I think having PLAs in this particular project for the library is important to have. And you mentioned, I think the city attorney mentioned the airport, which was a great project, finished on time, budget, everything. However, when they entered into an agreement, they to the progressive design they already had an understanding that the PLA is going to be part of the project so unlike what we're hearing here today as much as I think this is wonderful to have…
So can you do the calculation? What is 3% of 100? I can do it on my phone really easily, but I think our finance director, it's best to have her give us that number.

You want to finish your question? That's OK. Yes, so all this is, of course, all this is great explanation, but I think throughout the years, most of us have gone through engage in a contract agreement with construction and we know as much as I appreciate your comment about I can make it work or the two to three percent can make it work I don't know what that means because what I know from my real life experience when I entered into a construction contract I always end up with an additional bill because of changes because of additional labor because of many, many things, including material…

Thank you for mentioning the delays and the $770,000. And this really is I feel that we have been working The city has been working on this project for so many years. God, we started 2003 talking about a library. And we've had updates right here. And we understand that staff has been meeting and picking construction. All this takes time. But I don't think it's really, I don't wanna use the word fair, but for council to be sitting here tonight with this additional information that I had no idea about. And I'm coming here, I had my briefing with staff yesterday over this is what we're…
And if we tell you today, go ahead and let's assume the council as a whole or part, you know, you got the vote to move forward and look at the PLA for you guys, including that in your contract, not the city, because obviously we cannot have it with the city because there's still negotiations and we don't know what that's going to look like. When would we know what the real costs will be? And can you come back and tell us At that time, here's what your cost is going to be in order for us to make a wise decision without feeling like we're under the gun to make a decision to see if it's the…
OK. So thank you, Madam Mayor. When you come back January, assume, we can, based on the cost that you're going to present, we can say, well, you know, it's really exceeding the amount. And maybe you need to make it smaller here and save some money or reduce some of the contract that you're having agreement with. And at that time, you'll be able to adjust the project and to adjust the amount, adjust everything before it's actually being finalized and implemented.
Thank you Council Member Perez. I'm just a little confused because I think from what I heard from everyone saying we do want PLA but We were trying to figure out how we're going to get the PLA to be incorporated with the agreement to come back before the final construction design so we know what they agreed on, what it's going to look like, the amount of money. But I know personally I talked about PLA. Let me clarify.
Oh, okay. I'm sitting here going, okay, what have I missed? Because I think what we're hearing, what I heard, is we want PLA. So I don't think we finalized which option yet, but I am personally okay with moving forward with the PLA for the Clark Construction Company to negotiate with them directly, not with the city, because... We're far away from even reaching that agreement. But come back to us and give us the details in January to what that breakdown is going to look like so we can make a good decision on what to give up. Do we give up a small park or a piece of land the library that we…
