“Thank you, Council President. Thank you, Council Member Bloomfield and Council Member Soto-Martinez. Liberty Hill, you know, you're so part of the political fabric and community organizing fabric in the city of Los Angeles. You've been such a partner and a champion of ULA and, you know, working together and preserving that. You know, $400 million we just approved in our committee with council member Padilla as chair and housing committee to keep moving that forward to fund all of the initiatives. So excited for that work and for many more years to come. You know, I asked you if this was a…”

“This fire wasn't an abstract thing. It was personal. And all of these resources not reaching anybody is not an effective recovery. We were in city council voting on charter reform when I first got a text that there was a fire in our neighborhood. Hearing about there was an evacuation order, folks were being told to shelter in place, and really rushing out of council in order to make it here in time to see what was happening in the neighborhood.”

“This town hall isn't the last step. It's the first step. We are now in the recovery process, not that the fire is out. And the community is reeling with the scent, the odor, remediation of this neighborhood as all of the food and the building is essentially being deconstructed. All of these issues, one after the other, we're trying to make sure that we can facilitate and fast-track this cleanup effort and having more effective solutions because this is a situation that Boyle Heights didn't cause, and they shouldn't be having to pay for the consequences of a disaster.”

“Thank you, Council President. For Item 9, I'd like to move to approve the report from the Ad Hoc Boyle Heights Fire Recovery Committee. I have an amendment for Item 34, which should be circulating shortly, and I'd like to call Item 36 special for comments. Thank you.”

“Thank you, Council President. Colleagues, Boyle Heights families have carried the consequences of the Lineage Warehouse fire long after the flames were extinguished and the rotten food was removed. But recovery doesn't finish when the site is cleaned up. My motions before us today would help ensure that residents aren't left to navigate recovery alone or bear the financial burden of an emergency they did not create. Item 36 would require an immediate report on creating a mitigation response fund of up to $10 million, including resources for pest control, case managers, utility bill…”

“Thank you, Council President. And thank you to the departments and Council Member Hernandez for your foresight and making sure that we have this conversation and all the council members who put this forward. And the city family really coming together. I appreciate all that you're doing and just want to make sure that we are prepared. One of the things that we experienced during the Boyle Heights recovery is the text response system and just wanting to make sure that it is as agile and comprehensive as it can be in terms of being able to deliver longer messages. You know, that's something we…”

“And is the system able to accommodate consecutive messages? One of the issues you ran into is that when we wanted to send a message in English and subsequently in Spanish of the same message, I needed to go through the general manager in order to make sure I got approval to send two text messages. And so can we send consecutive text messages without having to need a subsequent approval process?”

“OK, perfect. Thank you. I just want to make sure that in emergencies, the texts are important. People are always on their phone. That's the minimum that they have. And sometimes our websites are not super accessible. And so appreciated the work that you all put in to making sure that for our emergency, our website was in English and Spanish and taking the lessons learned and making sure that we can be as agile as we needed to meet the emergency with urgency. I have another question. So for our District 14, it's very diverse, but we do have a number of hillsides in our district, specifically…”

“So I hear the longer term solution. Is monitoring what the city is going to do during El Nino in order to prepare this hillside for El Nino? Is that all we can offer our constituents, even though they've been promised paving and it hasn't happened?”

“Okay, great. Yeah, at this moment in time, it seems the departments are at an impasse, and even at one point, one of the departments said, it's not even our job to do it. And so I think that's unacceptable, and as we prepare for an emergency, we need to mitigate the circumstances, especially when this council had decided for that resurfacing, and it just hasn't come to fruition. So thank you.”
