“Thank you, Madam Mayor. The town of Batesburg-Leesville has recently appointed a new police chief. As a result, a new mutual aid agreement is needed between the town and the town of Batesburg-Leesville to reflect the change and ensure continued interagency cooperation. The agreement is included in the agenda packet. Madam Mayor, I move for approval for staff and mayor to enter into the mutual aid agreement.”

“To bounce off of what Councilman Lyle said, do we have an estimate of what we'd be saving, a rough estimate for the public?”

“Right, so we're not having to cut up what we just did. Okay, so perfect. Thank you.”

“Thank you, Madam Mayor. Let's pray, y'all. Oh, Heavenly Father, we pause right now to thank you for all the providence you've showered on our community. This lovely town we call home with all the chaos in the world. We can't take it for granted. For all the peace and prosperity you've blessed us with, Lord, please continue to bless us with it. Guide us and lead us and teach us and show us how we can best serve our neighbors. We pray all this in Jesus' holy name. Amen. Amen.”

“Madam Mayor. Yes. Is there some deadline that I'm not aware of? like a statewide, like I know we had that thing with David where we had to get it done. But the way I look at it, this is an ordinance that hasn't been touched since 2009, right? Correct. So I don't really see any reason why we can't take our time with this considering the cost. I understand what Councilman Carnes is saying, like let's get it right. And I appreciate y'all's excitement of you want to get that to Planning Commission, but I think it makes sense for us to make sure we know what route we're going to go.”

“Perfect. So I'm just saying I'm in concurrence with what Councilman Karn said. We can slow our roll just a second, get the information we need to make this decision before we try to separate it.”

“Right, and I appreciate that. My point is simply that this has been 17 years since we touched this thing. We can give it a few more weeks to make sure that we're doing it the right way.”

“Thank you, Madam Mayor. Let's pray, y'all. Heavenly Father, thank you so much for this summer that we've had. Thank you for all that you've done, all that you're doing, and all that you're going to do. Please guide our footsteps today, Lord. Help us make the best decisions we can for our neighborhood, for our friends and our family that live here in this wonderful town that we call home. Please just give us Holy Spirit guidance with the decisions that we make, Lord. We love you, we praise you, we bless you, and we pray all this in Jesus' holy name. Amen.”

“Thank you, Madam Mayor. Historically, the town has paid a portion of the streetlight bill for Pilgrim Point residents. In accordance with the town's residential streetlight ordinance, the Pilgrim Point Homeowners Association has requested that the town again pay a pro rata share of their streetlight bill. A copy of their letter is attached. There are 48 lots in Pilgrim Point, and the town ordinance states that the town would be responsible for one streetlight per six lots, which equals eight lights. The total requested bill is $2,671.76. Madam Mayor, I move to consider payment of the pro rata…”

“As somebody who didn't talk about this in executive session, I'll go ahead and share my opinion on this. Rachel, when these applicants apply, are they told that this information may get shared with council members or are their parents or guardians told that?”

“So it seems very logical that when we're talking about high schoolers or minors, there's a different level of care involved with that information. That seems like common logic. So as far as my opinion is concerned, I see no reason why any member of council would ever need any minors or any high schoolers home address or cell phone number. I see no reason why that's ever. So if we need to actually codify that and put that into our policies, I'd be for that.”

“Madam mayor, yes, sir. Just for clarification, it was offered to Councilmember Smith that he could write the letters and bring them here and staff could hand them to the applicants, correct?”

“So just for the record, that to me seems like a perfectly reasonable approach to how to deal with this situation of dealing with, again, minors or high schoolers' personal information. That seems... you did a good job, thank you.”

“Yes, ma'am. Let's pray, y'all. Oh, Heavenly Father, thank you so much for today. Thank you for this summer. Thank you for all the things you've done for our town and continue to do for us, Lord. We're so appreciative. We do ask you, Lord, to please give a special blessing of comfort and peace to the family of Officer Olson and her friends with this tragedy that happened to our community. I ask you, Lord, to please give us Holy Spirit discernment as we up here on the dais discern the things that we need to do for this town. Show us with Holy Spirit wisdom how we can love our neighbors as…”
