“Thank you, Mayor. I would like to remove consent agenda item G.”

“Thank you, Mayor. When I reviewed item G in our packet, I was really surprised and disappointed when I saw the landscaping plan for the basin. It shows that 62 gold pillar Japanese barberry shrubs and 61 burning bush plants will be planted, and both of those are invasive species. In both of those instances, birds eat their seeds and spread them to native woodlands and natural areas, and then it crowds out native plants. So I think it would be irresponsible and contrary to our new sustainability plan to approve the planting of those plants. We would be introducing 123 invasive plants into our…”

“Do we need a motion for that, or staff will just take care of it?”

“Thank you, Mayor. Thank you to the petitioner and staff. I know that a lot of work has already been put into this project. For the petitioners, I definitely understand your desire to have a sports complex on your property for your students. But I feel like right now, as this is presented, that this project will overwhelm the neighborhood and that there's just too many elements and it needs to be scaled back. Right now, I think it would be too disruptive on the neighborhood. And I think before we can consider a project like this, that there's some, the existing issues in the neighborhood need…”

“Thank you, Mayor. First, thank you to everyone for your very heartfelt comments. It's really appreciated. I just want to push back on a couple of things before we end. I know that we, that the administration really wants to have sports at Sam Fider. I understand why. And we've been comparing it to some of the other schools that do have that opportunity, the local schools. But what I wanted to push back on is a couple things. For example, the lights. On our proposal, there's 12 lights. When you look at Hersey and Prospect, they have four. When you look at the speakers, how close they are, this…”

“Thank you, Mayor. Melissa, thank you so much for the presentation. And thank you to the interdepartmental team that obviously spent a lot of time working on this whole process across many departments. So thank you. I think that it's really great that we're updating this to simplify it, modernize it, collect fees earlier, you mentioned, and more fees up front. I think it's just really well done, so thank you. My question is about solar panels. I noticed that under commercial it says what the plan review fee and the permit fees are for existing buildings only. What would the fees be for new…”

“Sure, I can tell you what page it's on. Thank you. It's A8. And it says solar panel, existing building only. And it's $75 for plan review and 1.5% of construction costs for the permit fee.”

“Okay, great. One reason I wanted to clarify that is because I would like the Village Board to consider strategically lowering the cost of the permitting fee. So halving it from 1.5% to 0.75%, since we know this isn't about raising revenue or getting all of our costs back. I think that if we do that, it aligns with our sustainability plan. Under the section that's energy for our sustainability plan, One of the items, it's E14A, it says adopt codes and permitting practices that support renewable energy systems in the community. And so I think that if we lower that cost and just make solar…”

“Just a follow up. Thank you, I appreciate the thoughts about solar panels and I'm comfortable with waiting and getting more information. I just would ask that we would do that by the end of the year since this is gonna go into effect January 1st. And I had one question about the comment you made about the Historic Preservation Committee. Do you envision that the committee would look at homes that are affordable but not historic or would the committee just be looking at homes that are historic? Because I think that there's a difference, and that kind of gets to what Trustee Manganiello was…”

“Okay. So I want to ask that while the Historic Preservation Committee is doing their work on what that might look like, that the Village Board has a committee of the whole discussion about homes that are affordable, right? So that we're looking at, like, are there homes that we want to keep affordable in maybe certain neighborhoods or a percentage of homes that we would want to keep affordable? Because since that's separate from the work of the...”

“Thank you, Mayor. I'll move, as I did in the Committee of the Whole meeting, to concur in the Mayor's appointment of Bridget Krause for appointment to the Performing Arts at Metropolis Board of Directors, completing the term ending September 16th, 2026, and fulfilling the next term ending September 16th, 2029.”

“Thank you, Mayor. First, thank you to POA and to the Church of the Incarnation for bringing this project. I think it's a really good use of space that is not currently available. BEING WELL USED SINCE IT'S KIND OF JUST A PARKING LOT AND BEING WELL USED SINCE IT'S KIND OF JUST A PARKING LOT AND GRASS TO MOW RIGHT NOW THAT WAS GRASS TO MOW RIGHT NOW THAT WAS MENTIONED. MENTIONED. I ALSO THINK IT'S A REALLY GOOD I ALSO THINK IT'S A REALLY GOOD LOCATION FOR AN AFFORDABLE LOCATION FOR AN AFFORDABLE HOUSING LOCATION SINCE IT'S VERY HOUSING LOCATION SINCE IT'S VERY WALKABLE AREA WITH IT BEING CLOSE…”

“Director Rodman, I was just asking if you could please explain just the different budgets that we have insofar as public services being capped at 15% and the different kind of limits of the funding.”

“Thank you, Mayor. I think a lot of these changes make a good sense for the community. I've heard from several businesses requesting many of these items. I know that there's a local restaurant that would really like to sell some of their specialized bourbon, but they're not able to do that right now. I know that a lot of residents are interested in the single service option. So I think this is a good move. I do think that we should look at the fees in totality to make sure that they make sense overall. So I would prefer to wait. And so I would make a motion for this ordinance as it is.”

“I would do that, okay. So staff recommends that the Village Board direct staff to draft an ordinance to be considered at a future Village Board meeting that concurs with Liquor Commissioner Tenaglia's recommendations regarding food service requirement hours, alcohol sales on village property, new package liquor license options, and single service alcohol sales.”

“Thank you, Mayor. I agree with what Trustee Schwingbeck shared. I think that this is a good change for both residents and the police department. The only thing I wanted to ask about was the change in fees for overnight parking. I know that many communities allow overnight parking, and so I'm just wondering why Arlington Heights does not allow overnight parking. Personally, I would... I don't see an issue with overnight parking.”

“Thank you, Mayor. I have a question about the ordinance under its item C and its sales and possession of village approved containers. And number three on that is that a licensee may permit a patron to carry only one open container of alcoholic liquor from its premises into the social district. and so my question is um so that means like you could not buy a drink for for someone else each individual person has to come into the establishment to buy the drink is that correct correct that's how it's currently written okay one social district drink per person at that moment of transaction okay and…”
