“Yeah, I will comment. So thank you all for coming in first and foremost and testifying. So during our budget briefing, I think I had explained this to some of our employees when we had our first meeting. My initial inclination is the faster we cut, the shallower the cuts were going to be. But realizing the magnitude of doing RIFs, reductions in force, And with the MOU and everything that has to be done with the MOU, we created that, from my perception, we created the right runway so we had more time to do them correctly. But I would agree with Supervisor Grewal's statement about reporting…”

“Thank you, Mike. And if you don't know Mike, he's the one that, one of the folks in charge who always makes sure we have someone here to give us a prayer, a blessing. Thank you. At this time, I'll ask County Council to read the closed session agenda items into the record.”

“Is there any public comment on the closed session items? Seeing none, I'll close the public comment period. Now, I just want to make sure, because it's probably not clear enough for everyone, the reason we read in, we're not adjourning the closed session, but the reason we read it in is due to SB 707, which requires us to have online participation in case something happens with the online connection. We have to pause the meeting, I think, for up to an hour. So this is so that we can continue doing business. We could actually go in the back and continue the meeting. So I just want to make that…”

“I will tell you, we're still trying to articulate what those, what they actually mean to us. We're still going through that exercise, unfortunately. Thank you.”

“Rob's going to talk to you in the back right now if there is nothing there, nothing going on there, no business, then you probably can do a workaround, but talk with Rob in the back. Yeah. Thank you.”

“Anyone else for public comment? Going once, going twice, all right. We're gonna go ahead and close the public comment period. We're gonna move on to the consent calendar before the board takes action on the consent calendar. Are there any comments from any one of the chambers or remote audience on any matter on the consent calendar? The clerk will call registered speakers if there are any. And then I did have a request for B9 and C3 to be pulled. Anyone, anything else? Okay, seeing none, we'll take the consent calendar minus B-9 and C-3.”

“Second. We've got a motion and a second. All those in favor say aye. Aye. Okay, B-9, Supervisor Chance of Conduct.”

“Thanks, Glorimar. Amanda, thank you, too. Good things. ARPA funds, $109 million, I think was the number, 100-something, and it was about changing the direction, the trajectory, and you see that these organizations, not just them, but SEP. The money is flowing through the system to help people out, and I would agree with you. So thank you very much. The other item we pulled was C3. Supervisor Condit. Again, Dave.”

“Motion and a second. All those in favor say aye. Aye. Opposed? Motion carries. Thank you very much. On to item number five.”

“Okay. We're going to pause for one moment. I'm sorry. Just for one. Actually, everyone can leave. But we're going to test our connectivity just to make sure the phone line is okay. So that's going to require that you disconnect... Okay, so five minute break. I'm going to call the meeting back to order. Today's public hearing to consider the status of vacancies and recruitments and retention efforts in compliance with the government code 3502.3. And Jennifer, no, it's not Jennifer. It's not starting.”

“And we should start by banning San Joaquin County from advertising in our county. I drive on the freeway and I keep thinking, oh, Lordy. So, yeah. All right, anyone else want to comment? I think we, is this? Oh, no. Yeah, staff recommendation first, and then I'll do public comment.”

“Okay. And I think what I find, I don't want to say probation officers are unicorns, they're not unicorn position, but people think of them now, deputy probation officers, as law enforcement because the acuity of the people they're dealing with has gotten higher as AB 9 came around. They act, in some capacities, act more like law enforcement. The pay is less. The requirements, the MQ on education, I think they still require a bachelor's to apply. And so you have a higher bar in some areas that makes it more difficult, and the pay is less than the deputy. The good news is that you don't…”

“So I think the intent of the law was to, and hard to recruit positions, which you can see, it gives the union representation an opportunity to come up and allow the public to know why, if it's pay, if it's working conditions, and it gives them essentially a megaphone, I would agree with. The county takes this seriously and I think you heard from, you know, the president on the recruitment process. It has been continual for years and years. I see our probation chief is up on social media himself and they've got these great commercials and doing things outside of what I consider our ordinary…”
