“Hi Bradley, you mentioned that the language for comparable was in the packet. Could you remind us what which page?”
“And have we had developers from the community comment on these at all, or it was just asked that it would be defined and this is staff's defining?”
“Right, right. Okay, thank you. Thank you so much.”
“I move to adopt the ordinance amending the Grants Pass Development Code Article 2 procedure types, Article 3 development permit procedures, Article 12 zoning districts, Article 17 lots and creation of lots, Article 27, access Article 28, utilities regarding middle housing land divisions and have it read by title only second reading.”
“So I understand from our last meeting when, to my satisfaction, we were shown all of the changes. And we were also given information from the fire chief during that public meeting that addressed the issues that people were concerned about and had a lot of public testimony and expert testimony. That is why we voted to approve it. That's my memory. It's also my memory that had we not approved it, it would have gone back with the information that we reviewed and probably would have been approved. Maybe there were one or two items that would not have been approved, but they were items that we…”
“Stephanie, can you remind me, OHCS, the developer, is that correct? No, OHCS is... Oregon Housing and Community Services. The operator.”
“Okay. I just wanted to be clear on that. Thanks.”
“Yes, I just wanted to state that I'll be voting for this. But I wanted to express that I was originally against the project. But I'm voting yes to go along with what I believe is the wishes of council. But my concern was the contract that lasts, I believe, up to 50 years. And I thought that was a very long time. to commit to a project that is under management for that many units. I just wanted to put that on the record and express that, but I will be voting in favor to go along with the wishes of council.”
“I just want to move to approve the resolution adopting a policy and procedure regarding opening invocation before city council meetings for the city of Grants Pass, Oregon.”
“Yes. Um, I just wanted to, uh, maybe remind and state that it is the activity of prayer and invocation is what has been adjudicated at the Supreme court many times. And, uh, we adopted a policy for that to make sure that that, um, that that can continue. Um, and I would disagree that people are excluded because our, uh, invocation resolution was written in such a way that all, um, established faith communities in the, um, And Grants Pass may participate. And if there is not, for instance, a synagogue, they would be able to bring their, and they are a member elsewhere, they could bring that…”
“are we just in general comment are we on agenda review uh... this is matters for mayor council so you can talk about anything okay thank you so uh... i just wanted to i i was so moved by so many of you who came to speak so uh... very uh... inspiring and i'll be watching it again on video uh... because i was so inspired so i thank you uh... I also wanted to state that I was very concerned with the comments from Skyler Terry, and it seems like something that should be, I don't know how the city can go about addressing because it is not necessarily our contract, but I just wanted to thank him…”
“Yes. Hi, Bradley, thank you. I want to go back to the page where we talk about THE DENOVO AND I DON'T KNOW WHAT PAGE IT WAS ON YOUR PRESENTATION, JUST HOW WE'RE ABLE TO OR NOT ABLE TO MAKE THIS DECISION.”
“YES. So I want to make sure I understand this clearly. Does this mean that we are able to tonight be presented new evidence within the application? Is that how I can interpret that?”
“So we could hear, if they wish to, from the applicant come up and explain the changes that were made?”
“Okay. And there are a few things that I would love to hear because we were given a street length, but as far as I could tell, I never saw what the new street length was, so how much it was over. And I just didn't see clearly, and maybe it's because it was such a big packet and there were so many different parts to it. I just didn't see clearly. what the new situation is with the project. So if it's, I don't know if now is the appropriate time, but I would love to be able to hear from the applicant if they wish to come up and explain that.”
“Okay. So the other question I had, Bradley, is what happens if we were to approve tonight, so override, and would it still go back to the Urban Area Planning Commission for the other issues that you talked about?”
“Oh, I just wasn't sure if that was the old or the new. Okay, thank you. Yeah. Thank you.”
“Hi. Yes. I think this is the first time that I heard when you first began this project it was code compliant at the time so the rules changed. Yes. Like mid project. Aren't there any it seems like there should be some if you've already started a project. There should be some grace given for, you know, this has been in the works for this many years, like a grandfather in...”
“And then I also heard you say it seems to me like I was listening for it that some of the other issues like the utilities and some other things that the commission might have looked at that they're fine based on your experience and other projects and there isn't there wouldn't be any reason for it to go back to the commission because of those?”
“Okay, thank you. Eric, do you have any questions?”
“Yes, thank you. It seems to me that it's very clear that the variance concerns were met. Chief has said that he can't say for certain, but it seemed that the fire issues were dealt with. And I'm just not sure what we would do by sending this back to the Planning Commission other than create an undue burden on the applicant because it would take so much time. So everything, they've met the issues. All the other issues were heard. Every concern that I have heard even brought up from counselors has been addressed in this meeting. And it would come back to us regardless. And it just seems to me…”
“THANK YOU, MAYOR. I JUST DID I MOTIONED THE NUMBER THREE. ABSOLUTELY.”
“I read number three verbatim, Rob. You might not have heard it because you were talking, but I read it directly from the book on page two. So number three on page two is my motion.”
“I just wanted to, for clarity though, I mean, I wasn't making my motion up. The motion clearly states that the effect will be the approval of the Eden Glen application as revised. So I'm not trying to be difficult here, but that is the motion that was made. And so it would need to either be approved as is and we're finished or someone would need to make a friendly amendment to that. But that number three is the motion that we're dealing with right now.”
“Oh Okay, but Sorry, can you restate as specifically what those are?”
