“Stephen, thank you so much for bringing this report today. This is exciting news. So we don't have to go back to the chart, but the chart that showed based on what income you have available for rent, that there's a point when certain income levels have a surplus. That doesn't mean those units are sitting around empty. I'm assuming that means that people are in them who are cost burdened, that we don't have all these units sitting around with nobody in it.”

“Sarah, if this is not a good time for this question, we can switch it to whatever's best in your presentation. During the pandemic, when we were delivering all the vegetable boxes, I took a Friday route and delivered to two mobile home parks out between Roseville and Zebulon. And I was shocked at the condition of those mobile homes that I saw. A lot of them had windows out that just had boards covering it or plastic bags. And generally, I just left the boxes on the porch and left. But there was occasionally residents that would open the door to get their boxes. And what I was so surprised…”

“And the other two challenges I found a lot of the residents had was their water was supplied by a neighborhood community well. And the prices were unbelievable. They were you know, what they were paying for water. And, of course, I'm assuming we check that in some form since it's commercial to make sure it's clean. And, you know, they're not getting contaminated water, but if it breaks, they would be without water for days or weeks. And the other challenge I noticed the residents had was predatory towing practices, right? where tow companies would come in and tow vehicles. And I actually…”

“You know, I mean, I could see rusted through places and, you know, just from the outside. And... I guess the other challenge is when we've looked at relocating mobile homes, if it's more than a certain age, you can't move it because it'll fall apart on transit. So that's another challenge with the mobile homes.”

“Well, thank you for bringing this forward today. We can't leave any stone unturned for looking at possible ways for affordable housing. But I know from a lot of our mobile home parks, they deal in currency, right? The people pay their rent in cash and that kind of stuff. So some of them maybe don't have all the documentation they need for government programs. So I'm assuming... that to take advantage of these programs, if they come forward, you have to be a citizen or have a green card.”

“I think that's a reason some of our citizens end up in mobile home parks is they have a tendency to be private owners and sort of the cash thing and sometimes unfortunately they are taken advantage of because of that. Hence the towing and you know that kind of stuff. But thank you.”

“Andre, I just wanted to echo the thank yous because you really took up the mantle of if not me, then who? If not now, then when? And I'm sure as new in your position with all the administrative stuff you were trying to learn, you sure didn't plan for that to be you and now. But thank you for picking it up and doing such a fabulous job. I know this is... Unfortunately, this is going to continue to happen as... The owners of these mobile home parks who a lot are elderly, their families inherited and don't want to run off and, you know, that kind of stuff. This is a great model to see what we…”

“Thank you. I just wanted to congratulate you for getting the first homeless encampment housed. I feel like that's really a huge accomplishment and the first step on a very long journey. But I know we get a, at least I do in community meetings, I always... get the homelessness and the housing question. And it's great to say we're on a path. If you'd like to join us, this is how you can do it. And these are the agencies you can work with. And we've got the first encampment housed, which is a huge milestone. Thank you.”

“Thank you. That's where I was headed because we, in the community, we hear a lot about my friend, my neighbor, my cousin, whoever is about to be homeless. Where did they go? Now that email, where do you find it on the website? If I was to go to, because I'll never remember it, but if I was to say, okay, I'm going to send you a link to our website, where am I finding that email address and instructions?”

“Yes, I quickly found it. So thank you. And then I just wanted to state for the public that we do have resources before you actually end up homeless. We've talked about... know in this section what we do once you're unhoused but hopefully folks can get to you and get help before they actually become unhoused but thank you this is i would have never guessed we'd be this far along at this point as commissioner evan said what we've been through the last years with this process and this is really exciting thank you i appreciate that and just one note on the on the prevention piece you know prior”

“Thank you, Morgan. I know when I was chair of the housing committee, one of the years, when this building first come open and we got really excited about it and it didn't work out. So I'm excited about the building. It's the other process that I'm really struggling with. As a member of the Housing Committee, I didn't hear about this till I saw it on the agenda. And it feels like to me that this is a big process change and policy change for what we normally do. And I'm still trying to get my arms around why you didn't feel the need to come to us and call us, say, hey, look, we've got this…”

“Okay, so you didn't have an opportunity to call us or text us and say, hey, I'm about to buy a building, and this is what I'm gonna do with it. So I hope this is not our process going forward that we buy a building and I read about it on the agenda. Now you said that the Women's Center volunteered to run this building when we were able to, because I understand we're probably leasing it now, aren't we?”

“And you mentioned, I've got a bunch of questions. I'm trying to put them in logical order here. You mentioned... that there's four items to be read as part of this agenda item. And two of them's to purchase the building and two of them's to convey it. Why do you not see those as separate agenda items? Because I'm gonna make a motion to split those. Because normally, we make the decision to purchase a building, and then we make the decision of who's gonna run it. We don't do it in the same one. And you mentioned on the second street shelter, we're doing an RFP for who's gonna run it. And I'm…”

“Okay, so one of the things that we've always done with the grants is we will grant on the part of the building that's not administrative space. We only grant on part that is actually programming use. and that would include a space for staff that's direct program staff. Are they planning to move their administrative offices in there, and are they gonna reimburse us for that part of the building?”

“Okay. I was more thinking about general administration, not folks who directly provide services. And I've heard a lot about women... unaccompanied women, but I haven't heard anything about women who are fleeing domestic violence. And right now, Interact Shelter, as you're aware, is way overcrowded. And it's very difficult for the unaccompanied women to really mesh in the shelter, because it's families. And a lot of them end up in hotels, which is not the safest for somebody whose life is in danger. So when you were setting this up, was there any consideration for our unaccompanied women who…”

“Okay, my last question. This conveyance, I'm not supposed to call it a giveaway, I'm supposed to call it a conveyance, is for perpetuity. And what do we have in place to decide when this is not working? Is there a schedule that they're expected to do the renovations? Is there a number of people they're supposed to be serving? How do we know when they're not living up to their part of the bargain?”

“Thank you. I was hoping to do a motion and split this. You talked about it's two motions, the acquisition and then the conveyance. But it looks like I'm not going to have the opportunity to do that. So I am totally in favor of purchasing the building. I think it's a good purchase. I think it's a good idea. I wish the commission had been involved in the opportunity to decide the programming in the building. But I do think it's unfair to our other nonprofits and the taxpayers to not put an RFP out for the conveyance of the building. So I will be voting no.”
