“Okay, no, go ahead, please. Sorry, I'm just bouncing around here a little bit between, so we've got the capital improvement plan by fiscal year, sorry, and then we've got the total costs, I think, over here, and I get, I think most of it matches with 2027 project costs, but I'm looking over at the totals, and the totals don't seem to match up on a fair amount of these with what's here and then what it is by, Charge code, essentially, if that makes sense. What am I missing, John?”

“But this is, we're talking about 2027, right? Yeah. Total costs. Correct. It's close. Okay, keep going.”

“Yep. Just want to confirm, too, some of these are long lead items. Some of this funding includes buyheads for long lead items? Yes. I don't want to know the details on it. Just confirm that's how it is accrued. Yes. All right.”

“A couple things. First, fantastic job. I'm excited about this. I continue to encourage, and we've had conversations about this idea of a nexus for both federal, could be local, not always, or it may be law enforcement and there may be other agencies. It would be really great to, you know, in this building, in the floors that we're not using to pull in tenants that could make us a regional hub for helping our communities here regionally and nationwide. I think there's great opportunity there. The other part is I just want to say thank you to Joe and Chief and others that you've gone out and…”

“This is probably a question more for John. Without separate line items for things like reserve, I'm assuming there's management reserve built into these for management reserve for the various line items on capital improvements.”

“Are there often in projects you'll have a 5% or so opportunity of like if things Scope changes slightly if there's escalation or things you run into. Are these exact or are there some reasonable reserves built into them? I don't want to know the specifics. Has reserves been planned into these?”

“If I remember correctly, John, didn't you have if there was additional funds that may have been left over close to the year, you were able to fund some further down on the list? And I liked that model of having a budget, and as things come up, there is ability to address more. Am I missing? Is that right?”

“Quick comment. In about the last six weeks, there's been significant upticks and attacks, likely from nation states on municipal critical infrastructure, operational technology, SCADA systems. I know that we have improvements, significant ones set up for 27 and 28. Humble thought is, are there some bang for the buck things that we could move forward potentially to help protect us? The size of municipalities are right in the zone that we're at. Just a thought.”

“I appreciate the I mean, that was quick, too, a week to put all that together. That was fantastic. Just for council, I wanted to provide some recent things for me that I gained context on this topic on. A couple weeks ago, I had a chance to do a ride-along. It was with a squad on the night shift, and it was great. A few things specific to this is I saw firsthand that their ALPRs are not active. But I also learned something else from that, and that is that doesn't mean that license plates aren't being searched or looked at. I found officers have phenomenal memory for seven, eight-digit…”

“Thanks, Brandon. Just a few things. I was happy to see the investment in our public safety staff and leadership. That's fantastic. always support any investment in our city staff. I'm a big fan of an integrated LMS. It can make that kind of barrier to entry of training that can sometimes be painful, a little easier for staff to get to. So that's great. I also wanna, I guess, commend John and the rest of staff to, taking a really good shot at being flexible to adapt when, you know, budgets are a guess, usually an estimate's a guess, and trying to, it sounds like there's great things that…”

“MR. Yeah. I'm glad we're talking about it. In general, I would be supportive of a three-minute with an overall constraint or a two-minute with no constraint.”

“sure I'm glad we're having healthy debate on this coming back to my thoughts would be a two minute with no minimum but when I say a three minute with a minimum or a constraint I agree I don't think 20 minutes is reasonable at all I would say something that would be reasonable let people go through things of something like 45 or 60 minutes that there should be plenty of time for people to get through and I don't know that we've had a lot of trouble with that Coming back to the enforcing the after party, if you will, I don't think that is plausible. I don't know how that could be done…”

“Sure. Echo words on Piper. She'll be missed. Good luck to her in Alaska. Kurt, I was supposed to go camping tonight, and air quality and 100 degrees sitting in a camper was not something I wanted to look forward to. I'd be happy to cover a library tomorrow. That would be enjoyable. I had an opportunity to spend time with our original police department, voluntarily. Got to go be with them, and I was... very impressed with how respectful they were and how professional they were in both balancing enforcing the rule of law but also engaging well with citizens. Thank you for what you do there.…”

“Thank you for being here. I appreciate it and I appreciate the cause, if you will. Thank you. I love that you use the word battery. That's something I talk about. I think that really resonates with people that the potential energy behind the dams is some of the largest renewable energy that we have in the world. I think there's something that goes along with this when we talk about a carbon-free portfolio, if you will. And if we want to change the ratios of dams, that new nuclear has to be part of that conversation of that portfolio. And it's something that, to me, goes hand in hand with this…”

“Yeah, I think we're all excited about it, and you're seeing that. I think we're a little bit into the weeds. I think staff comes back with maybe a recommendation and potentially a phased approach to this on what we can evaluate, and we go from there. But I think you're hearing from everyone that we're interested and excited. Okay, great.”

“First, John, that was, thank you. I mean, we just spoke about this. That was incredibly comprehensive. That's, to me, another example of being really responsive. Thank you. Another part that I really liked was you helped with us. You set an expectation in the beginning, like bottom line up front. Hey, I need a decision from you guys, and here's what it is. For me, that helps keep me on track, and that's a model I'd love to see more. That would be great. Thank you. One thing I found, side note, so disturbing and sad is the 26 cases in the zero to five category on that histogram. That's, boy.…”

“Yeah, just to clarify, great conversation. I lean more towards the total ban just for a lot of reasons. The thought I was pushing is as if and as we go forward on this, let's try and learn from others, whether it's language implementation, how it all worked out to make it as efficient and as effective as possible to support our community.”

“Just real quick, thank you so much. This is fantastic. I'm very excited about this. My kids don't always like it, but we do Badger a fair amount. But also, it's a great thing for our city. And a lot of people that come and visit, we actually go hike Badger. And this opportunity to go from Little Badger all the way across Candy Mountain is fantastic. Thank you for all the hard work and so many hours and the donations that have gone into it. I'm excited. Now we just get to connect to Rattlesnake, right? There we go.”

“Chris, thank you. Just a maybe humble observation. For me, one of the leading indicators of the fiscal management of a city is their parks and the grass in the parks. You go and look at different cities and how well those parks are maintained. Often parks are the first thing that gets cut when there's a lack of fiscal responsibility. We have great parks, and I thank the city staff for putting us in a position fiscally that we can do that. And as we've talked before, even regionally you can see that. And we have green grass in our parks. We've replaced park equipment. We have a wonderful…”

“Sure. A lot of this is building on similar comments. City Manager Amundsen, thank you for the comments that you gave. All of them, I think they're really good, helping clarify a lot of things. Building on what Kurt said, I also liked how the city sent out a blast in a couple areas asking for volunteers and where the different areas people can volunteer. That was excellent. There was a good update that came from the Veterans Administration, the Washington State one, on an update on the Veterans Cemetery that is proceeding. I was really happy that they provided those updates. They had promised…”
