“Okay, so I'm sorry, I and I, I realize you're looking over maybe you got going through your head as I'm looking, I don't know where you're at in the presentation. So you mentioned a moment ago, We, last year, with 2026, we had, I wanna say five million was the number that you gave that you transferred out of general, presumably, into some enterprise fund, and because of the result of the fees that we've accrued, we are no longer sending that five million, theoretically, in our- Through the wastewater fund, that's correct. Wastewater.”

“So, I just wanna make sure I understand. Were we subsidizing wastewater to the tune of $5 million in 2026?”

    City Commission · Aug 25, 2026

  3. Play at 1:09:28
“Okay. And that will not be in 2027, right?”

    City Commission · Aug 25, 2026

  4. Play at 1:09:32
“Okay. And that, interesting you just quantified for the purposes of capital projects. That doesn't necessarily imply that we were underfunding operations in those areas, but together with operations and capital projects that we would have liked to have done in 2026, we had to subsidize the uh wastewater wastewater fund from our general funds yes that's correct okay um okay um a general comment and and i uh i will tell you just for me thinking about it and i'm looking at these slides and and i don't have one specifically to draw you to but you know you kind of say uh well let me just let me…”

  5. Play at 1:12:57
“Yeah, I'll comment on myself. I think as I start to look back at where we've spent, what we budgeted, what we spent, what we're budgeting, what we anticipate spending, when you start commingling transfers with actual spending, I lose the ability. It becomes obfuscated, and I can't quite tell. So a general comment, as much as we can. Apologies, just another two. Commissioner Robinson asked about when do these assessments end? And yet all of us have those assessments sitting on our trim notice. Do we title those assessments? Like do we tell the property appraiser's office or the tax collector's…”

“This fee expiry date, I assume they have a fixed duration usually. These are bonds that have a fixed duration, and they're meant to expire at a certain time. So if we title it with an expiry date, that might be something really good. We can say, oh, that is, and it expires in 2027, and here's what it's for, right?”

    City Commission · Aug 25, 2026

  7. Play at 1:14:26
“Contemplate that, please. Let me see. This might be my last question, or I might defer. Let me see. City manager, maybe a question for you, ma'am. You mentioned the county program criteria for the grant request, the $200 million that Commissioner Causey asked about, and you said they haven't announced it yet. We're watching it. Do we have an anticipation of when they might announce it yet?”

    City Commission · Aug 25, 2026

  8. Play at 1:14:55
“We'll tell you about it in, I don't know, January of next year or something like that. Have they given you any indication?”

    City Commission · Aug 25, 2026

  9. Play at 1:15:04
“They didn't provide, or can we ask and see if they've gotten information on it?”

    City Commission · Aug 25, 2026

  10. Play at 1:15:10
“Understood. I get it. I wonder if they know and just haven't communicated yet or whether they don't quite know.”

    City Commission · Aug 25, 2026

  11. Play at 1:15:21
“Obviously that, to Commissioner Causey's point, would be something barrier islands more affected. Theoretically we might have a chance at that pie. And obviously understanding when those dates are coming so we can all be weighted with bated breath would be good. Absolutely. Okay. Thank you. Appreciate your time. Two minutes off. City Clerk, I apologize.”

    City Commission · Aug 25, 2026

  12. Play at 1:15:52
“Thank you. Thank you. With that, our City Commission Budget Workshop is adjourned.”

  14. Play at 3:07
“Thank you. Are there any proposed changes to the agenda?”

    City Commission · Aug 25, 2026

  15. Play at 3:59
“We have a motion to approve the agenda as amended.”

    City Commission · Aug 25, 2026

  16. Play at 4:21
“Okay, thank you very much. Moving on to our presentations. First presentation, microtransit services, consideration of contract amount or discontinuation.”

    City Commission · Aug 25, 2026

  17. Play at 19:39
“yes okay thank you so uh sorry just to make sure i level set my head so uh route 90 the decision to to discontinue that is effectively done right you're not asking our opinion on that if i'm understanding correctly that's a decision that's been made route 90 will cease”

    City Commission · Aug 25, 2026

  18. Play at 20:42
“So last year we paid 220 with route 90 and with route 90 right okay um take some notes here so i can keep this straight in 2026 we paid 220 000 uh including route 90. correct okay uh and presumably next year would the the baked in number for 2027 assumes that 90 is not going to be there correct right and the 2027 number is 242. okay uh okay uh all right uh so i'd have to just be up front with you i'm hearing 42 000 more for a drop off of 90 right 220 was there was the cost last year did i hear that right 220 for last year includes 90 includes drop 90. Including Route 90.”

    City Commission · Aug 25, 2026

  19. Play at 21:52
“Yes. OK. So I'm just making sure I hear it again. More money, Route 90 gone. Am I mistaken on that? You are correct on that. OK. Assuming Route 90 goes away, what does that leave us with PSTA buses in the city that will remain? I think we've still got the trolley, and then we've got another one that comes on the north side. What remains? Let me just ask you that. Current bus service in St. Pete Beach today versus what might change if Route 90 is eliminated?”

    City Commission · Aug 25, 2026

  20. Play at 23:42
“Okay. Sunrunner to County Beach. So I'm drawing a map in my head. I wish I had a map that would kind of tell me, show me the routes, right? So I've got a trolley coming down from Clearwater to 75th and Gulf. Sunrunner, I know it ends at County Beach. Where does it come through? Does it come across 75th, I assume, and comes down to County Beach?”

    City Commission · Aug 25, 2026

  21. Play at 24:08
“So between County Park and up 75th. Okay. And then... before we've got a route 90 which comes across the bayway and back up to the same county beach that may go away uh pending decisions going soon okay um and then the 220 the 220 000 that we paid in 2026 that included route 90 did that also include the the psta access i guess the the handicap piece was that baked into the 220 or was that an additional charge on top of the 220 for 2026. Well, that was included in the 220. It is included.”

    City Commission · Aug 25, 2026

  22. Play at 24:46
“Okay. Okay. All right. I'm just kind of mentally just drawing this out. So we've got most of our theoretically, if route 90 goes away, we've got most of Ireland covered north of County Park. But everything south is now unserved from PSTA's perspective. If I just mentally map that out right.”

    City Commission · Aug 25, 2026

  23. Play at 38:26
“Can I ask a quick question of Mandy please? I notice this is titled Michael Transit and we're talking very much about the PSTA and I know you kind of touched in on freebie. So I just want to make sure I understand what you're asking for from us this evening is to retain the service at some level of funding that theoretically includes PSTA and freebie because you've tied them into this conversation or some micro transit because you've tied them into this conversation together.”

    City Commission · Aug 25, 2026

  24. Play at 39:19
“At what service level, is that a level of funding or?”

    City Commission · Aug 25, 2026

  25. Play at 40:55
“giving them annual free rides for the year yes and we would four thousand dollars and then they've offered after a year we would look at the data and we would renegotiate based on utilization and inflation okay um okay um i think i might have so so the 242 for 2027 is trolley and access And then I might've missed it. There's another 200,000 option to bring the trolley down even further South theoretically to County park.”
