  1. “Yeah, thanks Council President. I was privileged to go along with Council Member Ryan, Council Vice President Ryan today to a tour of our water pollution treatment facility, along with the Director of Public Works, Ryan Sasson. Fascinating tour, seeing behind the scenes there. Just amazing work that our staff do there to treat our water and make sure that what gets sent out into the sound is well treated and meets the highest standards. I know they're award-winning staff and just enjoyed learning a lot in that tour and probably asked too many questions as well. So, and probably kept them too…”

  2. “Thank you very much. Any other questions? Council Member Rader. Thanks, Council President. I'll be absent next week, but just wanted to say thank you to administration, all those who developed this and indicate my support for it, even though I will not be able to join you next week to vote on this. I just wanted to say that in advance. Thank you. Okay.”

  3. “Thanks, House President. Just two reports. One, Transportation Advisory Committee last week did a briefing on the Highway 99 Linwood and unincorporated Snohomish County pre-design study. If anybody Any of our constituents regularly use highway 99 south of the city limits I'd encourage them to take a look at that was a fascinating presentation about the what Washington State Department transportation is considering to improve that stretch of highway 99. But they also had a briefing from sound transit about that. uh everett link extension and again a very interesting presentation as well but as…”

  4. “Thanks, President. Just I think a reminder, maybe it'd be better articulated by our administration folks, but this is a routine measure that we do every year, several times every year to adjust the budget as changes come through, routine changes come through. Hopefully if I...”

  5. “The City Council wishes to acknowledge the original inhabitants of this place, the Stohosha people, and their successors, the Tulalip tribes. Since time immemorial, they have hunted fish, gathered on, and taken care of these lands and waters. We respect their sovereignty, their right to self-determination, and honor their sacred spiritual connection with the land and water. We will strive to be honest about our past mistakes and bring about a future that includes their people, stories, and voices to form a more just and equitable society. Thank you. Good evening, Mayor Franklin.”

  11. “Thanks, House President. A report on the Transportation Advisory Committee meeting, which I attended last week. A couple of things from the engineering and traffic engineering report increased ridership on Lime scooters here in July. Actually, a very high number. So just note those are being well used. Not always appropriately, but they are being used. So thanks to everybody who does use them appropriately and uses them well. We should be getting a parking study, I think, in the not-too-distant future, which I think not many of us have been in the works for downtown. And they also re-striped…”

  12. “They did not say it. So anyhow, and then we also heard, which we'll hear this afternoon from E.T. on the transit development plan and 2025 annual report. And then regarding Vision Zero, we heard a short update on daylighting intersections, which means oftentimes creating more sight, which does mean creating more sight distances at the intersection. So cars rolling up or coming up to the intersection and see more clearly pedestrians, non-motorized, other cars. And that may come to our safety committee at some point, safe communities committee as well. But just for all of us and for our…”

  13. “Thanks, Council President. Mike, thanks. Great presentation. I get a second bite at the apple here since I got to hear this at TAC as well. So a couple of questions here as I look at page 25 of the multi-year financial plan. So I think this one got asked at TAC as well, but... is as we look at that under the expenditures on the middle of the page it doesn't assume payment any payment to swift to ct for swift there beyond actually last year and so we wouldn't if we did not merge wouldn't we have to assume there would be additional payments to ct”

  14. “yeah but we probably probably would be wise to assume something if we didn't yeah okay and then a little further down there the uh under the transfer to operations transfer to capital reserves that gets significantly reduced after next year um any uh comments on on why that would be especially if we're looking to build a maintenance and operation base uh to yeah the reserves uh begin to wind down as we as we move further along in this six-year plan and that's just reflective of the rising cost to deliver service as well as um static revenues the revenues are not increasing so okay thanks just…”

  15. “uh the study studies centered around uh came to center around the epic site and that reduced that overall likelihood of expense to 105. that's good good okay good good news there and then i guess kind of final question connected to that a little further um uh i i think obviously to do this we would probably have to assume at the very least, the voters would approve a three-tenths increase. If they did that, and I don't know if you have this answer now again, but how much of the Moab expense would eat up, likely eat up that, or how much of that three-tenths would likely be eaten up by Moab…”

  16. “Okay, because I think that's going to be an important, as voters would consider, if they were to consider a three-tenths increase, I think obviously, I think a Moab isn't sexy like additional service hours are, right? So I think that would be an important piece of info we need to know about, you know, whether or not I think the voters might proceed with that. Okay, thank you.”
