Not quoted here: it may name a member of the public. Hear it at the meeting.
Thank you, Council Member Owens. Thank you, Council Member Owens. Council Member Driggs, and then Council Member Johnson.
We've got two more council members who asked to be heard. Seriously, obviously serious questions being raised. This is a preview. We'll see where this goes from here. But Council Member Johnson, are you good?
Thank you, sir. Council Member Graham, are you done? Council Member Anderson.
I think everyone who has asked to be heard has been heard. Totally robust discussion with lots of very good questions. I'm not inclined to do a second round because I think we've got the sense that they are very serious questions. to be answered. I look forward to getting answers from the chief. This is not scheduled for an, it's not an agenda item. We know that there's a deadline for the application and I think council will have to consider how to, how to move forward one way or another with that.
Okay. Any further comments or questions on this? Last word from Council Member Ashbira. Hopefully, let's be conscious of the time.
Now we'll move to the business section of our agenda. Our first business item is for authorization of 2026 stormwater revenue construction period financing. Are there any speakers on this issue?
For item 10, this is item 10, is there a motion to adopt a bond order and resolution authorizing the issuance of up to $110 million of construction period financing and calling for the execution and delivery of various documents in connection with that issuance and authorize city officials to take necessary actions to complete the financing, including making the application to local government commission. So moved. Is there a second?
Any questions, discussion? All in favor, raise your hand. Any opposed? It passes unanimously. Number 11, the second item on the business agenda is for land purchase for CMPD's Northeast Division Station. Are there any speakers on this item? For item 11, is there a motion to, A, approve the purchase of an approximately 5.566-acre parcel located on the corner of W.T. Harris Boulevard and Old Statesville Road in the amount of $3,745,000, and, B, authorize the city manager to negotiate and execute all documents necessary to complete this transaction?
Second. Any questions? Councilmember Mayfield.
Any further discussion on this motion or any other motions with regard to the action item?
Calling the question. All in favor of the motion as outlined in item 11 and previously read, please raise your hand.
Any opposed? The motion carries. Tonight, City Council will also make nominations to boards and commissions. The council members submitted their nominations earlier to the clerk via email. Names of nominees will not be read at the dais tomorrow. The clerk will email City Council the names of applicants that received at least two nominations. These candidates will be considered for appointment at the next business meeting. Any applicant receiving six or more nominations can be considered for appointment tonight on a motion, second, and majority vote of council. The names of all nominees will…
We're not going to announce other than... Those who are actually, thank you.
Yeah. So just for clarification, I think the only thing we will decide tonight is that if there are nominations by six of the members, but let me also let council member Anderson respond.
Any further questions before the clerk reads the issues?
And just to be clear, on the committees where you said things will come back, it's for the folks who did not get six. Even for those committees, if they got six nominations, we are voting on them tonight, correct? Correct.
Got it. And I understand that will fall into the anticipated motion for acceptance by acclamation from Council Member Mayfield.
Any opposition there? Let's go ahead and do it formally. All in favor? Any opposed? All right. We are done. And we have had a request for a close session.
And so I guess the question is whether we need a referral In addition to this referral to make that point, right? And is that something that I will ask the city attorney for per input? Is that something that we need to do tonight? Or is that something that should come as a referral in the normal course?
That's how we just have it done on the record.
Is there a motion? I think we need to state really clearly what the motion, what the item that's being referred is. Happy to take that outside of this meeting if we can do it with better clarity of what's being requested. But it's the council's pleasure if a motion is requested and a second received.
And could you state, just so we have it on the record, I know we're saying to discuss cumulative impact, but I think it would be helpful to be more descriptive of exactly what we're referring, other than saying cumulative impact.
To address cumulative impact. To include. To include. He moved to move back. Second. Is there a second? Any discussion?
Why don't you restate just so that you can cover what Council Member Mira said. Or the city attorney can read it. But I just want to make sure we have clear in the record what the full motion is, and then we can give us that.
