“All right, it's 1151. We have quite a bit to discuss in executive session. It's gonna take a couple of hours, I'm estimating. And Commissioner Thorne is on her way back. So I entertain a motion to recess for lunch and executive session. We may take up items of real estate litigation and personnel.”

“Commissioner Arrington? At one point, we had some 160 plus boards. Half of them never met. We got rid of a bunch of them, and there's still about 60. We'll probably pare those down to about 20, to be honest with you. Continue? Actually, let's vote. All right, let's vote. The motion is to approve by Commissioner Ellis, seconded by Commissioner Harrington.”

“So, Commissioner Arrington, that's probably my position. It's not worth jumping up and down for. I served on the Budget Commission for many years and thought that... it was a waste of time for the chair to be on the budget commission because I felt and still feel that the manager is in the best position to objectively, objectively decide what departments need based upon what he hears and based upon his, in this case, his experience and bring that to the board. So that's why I've always opposed any commissioner being on the budget commission but in this case probably two is better than one and…”

“So, in the words of the CFO, so introductory comment. What's the practical effect of this body opposing the provision of tax abatements? What does that really mean? And I've heard two commissioners say it should be urging. So which is it? If we're opposed, what does that mean? Or do we really mean urging the development authority, all development authorities not to provide abatements?”

“But that's what I'm getting at. You mentioned maybe it should say urging. You said it. I didn't say it. When you mentioned that, then I read we're here. It doesn't say it says opposing the provision. and the thought occurred, what does that really mean? That we oppose it, we don't issue the abatements anyway.”
