In fairness to you, if you go out there with a big number to try to cover the overture so that it doesn't make people up here mad, then they're going to say, okay, you've given us 500,000 of room. Guess how much of the fix is going to be?
No, I'm just saying that the fix is going to be what you're going to authorize. I mean, I'm just saying is that, I mean, we could do it two ways.

The only problem with that, and I get where you're going with this, but the only problem I have with that is that you bring in subjectivity pretty quick on scoring systems because we've all been involved in them. They're not objective.
I don't really have a problem with the capital in place except the fact that we can't grow from a revenue standpoint. So I agree.
Is our contract required that as they complete, they're putting new pipe, right? Correct.
