“I've got to hold off. I've got to agree with Carpenter that we're going to have to get at least into this afternoon. Can we have funds? Can we have any figures and meet tomorrow?”

“Just one. Would this be through the Comfort Foundation or through Visit Comfort?”

“I'm not an attorney, but it is a legal question, and we cannot donate money to the Chamber of Commerce, which is a similar status. That's true.”

“that becomes a legal matter of whether or not we can give it number one number two with all due respect i know y'all are trying your best to improve things and and get things going and and i've been to one of y'all's meetings and i do admire that but right now we're looking at uh a huge part of repair bills that we're going to have to do from the current flood. And I can't see, with all of the other requests that have been made in the county for staff, I can't see giving $25,000 out there whenever we're cutting back on what we're giving to staff.”

“But at some point in time, from a prior businessman's perspective. I would like to invest in comfort, but my idea of the county investing in comfort would be to go down and put a road in down by the river on the property that we just put in, put in some picnic tables, put in an area that people could access the river from. This could be the county's contribution to visit comfort and so that to me is more of a county function because it's the development of a park and then a direct donation to visit comfort that's just my opinion we would love to have that park i would love to have a place to…”

“I've been here for a long time. But what does concern me, James, is that what you've already brought up. You have a lot more people turning 65. And over the years that I've been here, that number is going up. And correct me if I'm wrong, but Okay, I'm over 65, I'll admit, by a year or two. Anyway, when you lower the tax rate, my taxes are frozen, but they can go down, but they will not go back up. So every time we lower those taxes, everybody that was frozen drops down again and can never go back up.”

“All right. Thank you, James. Thank you. Roughly $56 million on this budget, plus or minus?”

“I would have to agree that this is a premature number one on this type of level. And I think there's other Information that's going to be developed and something even better next year, possibly. I would like to see it at least put off for a year. And we get this grant completed where we're doing the modeling. Because I think the modeling which we're getting done under a grant is going to be of much better benefit to us than and use the National Weather Service. Chad, do you have any other thoughts on it?”

“Okay, let's just think that that's a pie in the sky that we don't need right now. We need to take care of, we've got requests from the sheriff. I'm still going to bring up one more time. Y'all can tell me no again, but I'm going to bring up about general counsel. We need help in that office. And without help in that office, we're going to go south real quickly. Anyway, we need the help. our own people before we start helping other people.”

“If you do, Brady, because Adam is making more than him, then you need to go in and raise Brian and Shelly because there's numerous paramedics that are making more than those two because of the overtime pay. So that argument could be taken. I mean, again, then do we raise Donnell? Because Donnell is supervising many more people than what Brady is supervising. And it stands to be a whole lot more at risk with Donnell's group. So, I mean, again, where do you stop this? Once you start it, you have opened the floodgates and we are, you might as well take this two or three years of the pay chart…”

“Because we started the extra salary for the law enforcement and for Brady's group, Donnell will be in here next year, I can guarantee you, asking for additional pay for anybody with CDL. There is no difference. And the CDL drivers are of high demand.”

“They're The emergency manager in Guadalupe County. How long has he been there?”

“I think that does come into play whenever you're dealing with the emergency manager in Medina County. I know him, know what he makes, and he comes with, I don't know, 30 years experience. And it's not that much money.”

“So I'd like to say one thing to the sheriff. I have fought with him for nine and a half years. Fought with him? With him.”

“Yes, against him. Occasionally for him. But I do respect the man for fighting for his people. Amen for that. And I'll just tell you that, Sheriff. Even though I will continue to fight you, hopefully for another two and a half years. I still respect you. Thank you. I look forward to it, sir. Thank you.”

“All right. So... Well, you're figuring that, Corinna. And is it all right, Commissioner, if I go over this? Yeah. Okay. So the stapled, the unstapled sheet that's on one page, unstapled, with a total of 8,471,000 at the bottom. All right, so this was given to Commissioner Wieschen and myself a week ago, approximately. On the 23rd. This does not include the owner's rep or owner's contingency. And the owner's contingency, I feel that we need it because... In any project, you need an owner's contingency because you're going to get into it and you're going to go, oh, man, we didn't think about…”

“He had originally, in our very first meeting, when we met with him, Commissioner Wieschen asked the question how much he felt this project would be, and he said, well, what is your budget? And she said, well, I've got half a million dollars in there. And he said, well, that should cover the design cost. And then she said, okay, how much would the construction cost be? And he said, probably in the $450 square foot. When you add a 10,000 square foot building, that's four and a half million. So $5 million for the overall project, kind of is what the figure that, how we got the figure that we had…”

“It's a dumb waiter. A lift for stuff. So... he was going to, we felt that that was necessary. His first thought was, well, can we cut that out? And I said, no, because you're using part of this mezzanine space for the IT room for all their connections and cabling. You need for the HVAC system a place for that. And so that's put up there in the mezzanine. And so anyway, All in, we're going to end up with roughly 13,800 square feet at a cost of roughly $6 million. And if you... Again, we've got to get with him to see what these figures mean. There still could be some site work that's going to…”

“No for the $300,000. It would be a yes for part of it, but not for all of it. I'm the same.”
Commissioners Court · Jul 30, 2026

“Okay. Commissioner Chapman? I'm still going to go with a yes in that we've just experienced in our family of having to go to an attorney. And when you start paying at $350 an hour, as opposed to $73 an hour, it doesn't take very many hours to make up the difference. Plus, this is a, to address Commissioner Wieschen's, this would be a neutral position to the overall budget because you're not adding, yes, you're adding a person and you're adding that, but you're removing then the same amount in the contingency for attorneys. So it is a neutral budget item. I don't, I don't see how that that is…”

“So the bottom line is just by opinion, is if we're going to do this project, we need to set aside $6 million. So another two? Yes. Commissioner Carpenter?”
